Abstract:Open-access telescopes of all apertures are needed to operate a competitive and efficient national science program. While larger facilities contribute light-gathering power and angular resolution, smaller ones dominate for field of view, time-resolution, and especially, total available observing time, thereby enabling our entire, diversely-expert community. Smaller aperture telescopes therefore play a critical and indispensable role in advancing science. Thus, the divestment of NSF support for modest-aperture (1 - 4 m) public telescopes poses a serious threat to U.S. scientific leadership, which is compounded by the unknown consequences of the shift from observations driven by individual investigators to survey-driven science. Given the much higher cost efficiency and dramatic science returns for investments in modest aperture telescopes, it is hard to justify funding only the most expensive facilities. We therefore urge the Astro2020 panel to explicitly make the case for modest aperture facilities, and to recommend enhancing this funding stream to support and grow this critical component of the OIR System. Further study is urgently needed to prioritize the numerous exciting potential capabilities of smaller facilities,and to establish sustainable, long-term planning for the System.

Abstract:Scientific research in the United States could receive a large increase in federal funding--up to 100 billion dollars over five years -- if proposed legislation entitled the Endless Frontiers Act becomes law. This bipartisan and bicameral bill, introduced in May 2020 by Senators Chuck Schumer (D-NY) and Todd Young (R-IN) and Congressmen Ro Khanna (D-CA) and Mike Gallagher (R-WI), is intended to expand the funding of the physical sciences, engineering, and technology at the National Science Foundation (NSF) and create a new Technology Directorate focused on use-inspired research. In addition to provisions to protect the NSF's current missions, a minimum of 15\% of the newly appropriated funds would be used to enhance NSF's basic science portfolio. The Endless Frontier Act offers a rare opportunity to enhance the breadth and financial support of the American research enterprise. In this essay, we consider the benefits and the liabilities of the proposed legislation and recommend changes that would further strengthen it.

Abstract:We advocate for a mission concept study for a space telescope dedicated to solar system science in Earth orbit. Such a study was recommended by the Committee on Astrobiology and Planetary Science (CAPS) report "Getting Ready for the Next Planetary Science Decadal Survey." The Mid-Decadal Review also recommended NASA to assess the role and value of space telescopes for planetary science. The need for high-resolution, UV-Visible capabilities is especially acute for planetary science with the impending end of the Hubble Space Telescope (HST); however, NASA has not funded a planetary telescope concept study, and the need to assess its value remains. Here, we present potential design options that should be explored to inform the decadal survey.

Abstract:This invited white paper, submitted to the National Science Foundation in January of 2020, discusses the current challenges faced by the United States astronomical instrumentation community in the era of extremely large telescopes. Some details may have changed since submission, but the basic tenets are still very much valid. The paper summarizes the technical, funding, and personnel challenges the US community faces, provides an informal census of current instrumentation groups in the US, and compares the state-of-affairs in the US with that of the European community, which builds astronomical instruments from consortia of large hard-money funded instrument centers in a coordinated fashion. With the recent release of the Decadal Survey on Astronomy and Astrophysics 2020 (Astro2020), it is clear that strong community support exists for this next generation of large telescopes in the US. Is the US ready? Is there sufficient talent, facilities, and resources in the community today to meet the challenge of developing the complex suite of instruments envisioned for two US ELTs? These questions are addressed, along with thoughts on how the National Science Foundation can help build a more viable and stable instrumentation program in the US. These thoughts are intended to serve as a starting point for a broader discussion, with the end goal being a plan that puts the US astronomical instrumentation community on solid footing and poised to take on the challenges presented by the ambitious goals we have set in the era of ELTs.

Abstract:The rapid cost growth of flagship space missions has created a crisis for astronomy and planetary science. We have hit the funding wall. For the past 3 decades scientists have not had to think much about how space technology would change within their planning horizon. However, this time around enormous improvements in space infrastructure capabilities and, especially, costs are likely on the 20-year gestation periods for large space telescopes. Commercial space will lower launch and spacecraft costs substantially, enable cost-effective on-orbit servicing, cheap lunar landers and interplanetary cubesats by the early 2020s. A doubling of flagship launch rates is not implausible. On a longer timescale it will enable large structures to be assembled and constructed in space. These developments will change how we plan and design missions.

Abstract:Abstract Leaders of the scientific community have declared that American science is in a crisis due to inadequate federal funding. They misconstrue the problem; its roots lie instead in the institutional interactions between federal funding agencies and higher education. After World War II, science policy elites advocated for a system of funding that addressed what they perceived at the time as their most pressing problems of science-government relations: the need for greater federal funding for science, especially to universities, while maintaining scientific autonomy in the distribution and use of those funds. The agencies that fund university research developed institutional rules, norms, and procedures that created unintended consequences when they interacted with those of American higher education. The project system for funding, justified by peer-review and coupled with rapidly increasing R&D budgets, created incentives for universities to expand their research programs massively, which led to unsustainable growth in the demand for federal research money. That system produced spectacular successes but also created the unintended longer-term problem that demand for science funding has grown more quickly than government funding ever could. Most analysts neglect potentially painful reforms that might address these problems. This case demonstrates that successful political coalitions can create intractable long-term problems for themselves.

Funding for Adaptive Optics in the United States by the National Science Foundation 2006-2009: An Update

Abstract:In 2006 I published an article in GeminiFocus that examined funding for astronomical adaptive optics related technology and instrumentation in the United States from 1995 through mid-2006. That article concluded that based on projections then current, AO implementation on public and private telescopes in the U.S. will soon seriously lag that on the ESO VLT as measured by funds available. It called for a significant infusion of public funds for AO development and implementation so that when combined with private funds, the U.S. astronomical community as a whole would be able to take full advantage of AO systems on both public and private telescopes. In 2006 I estimated that the total amount of public (NSF) funds that would be available in 2009 for AO related non-science activities would be about $6M. This article updates the analysis done in my previous article. I show that for 2009 the funds for AO related non-science activities are about $7M in spite of the termination of the AODP program. Federal stimulus funds (ARRA) to the NSF and its grant programs account for a not insignificant part of this $7M. I make the probably optimistic prediction that in 2010 there will be just over $6M in NSF funds available for AO related non-science work. Thus there has been no significant real increase of public funding for AO development and implementation since the predictions made in 2006. If private funding in the US and the level of ESO AO funding is close to the values predicted in my previous article, then ESO on one observatory, will be outspending all US AO efforts spread over about a dozen observatories by a factor of three.

Abstract:IAU Symposium 232 allows a snapshot of ELTs at a stage when design work in several critical mass projects has been seriously underway for two to three years. The status and som eof the main initial design choices are reviewed for the North American Giant Magellan Telescope (GMT) and the Thirty Meter Telescope (TMT) projects and the European Euro50 and the Overwhelmingly Large (OWL) projects. All the projects are drawing from the same "basket" of science requirements, although each project has somewhat different ambitions. The role of the project offices in creating the balance between project scope, timeline and cost, the "iron triangle" of project management, is emphasized with the OWL project providing a striking demonstration at this meeting. There is a reasonable case that the very broad range of science would be most effectively undertaken on several complementary telescopes.

Abstract:(Abridged) Typically large telescope construction and operation costs scale up faster than their collecting area. This slows scientific progress, making it expensive and complicated to increase telescope size. A metric that represents the capability of an imaging survey telescopes, and that captures a wide range of science objectives, is the telescope grasp -- the amount of volume of space in which a standard candle is detectable per unit time. We provide an analytic expression for the grasp, and also show that in the background-dominated noise limit, the optimal exposure time is three times the dead time. We introduce a related metric we call the information-content grasp, which summarizes the variance of all sources observed by the telescope per unit time. For seeing-dominated sky surveys, in terms of grasp, etendue, or collecting-area optimization, recent technological advancements make it more cost effective to construct multiple small telescopes rather than a single large telescope with a similar grasp or etendue. Among these key advancements are the availability of large-format back-side illuminated CMOS detectors with <4 micron pixels, well suited to sample standard seeing conditions given typical focal lengths of small fast telescopes. We also discuss the possible use of multiple small telescopes for spectroscopy. We argue that if all the obstacles to implementing cost-effective wide-field imaging and multi-object spectrographs using multiple small telescopes are removed, then the motivation to build new single large-aperture (>1m) visible-light telescopes which are seeing-dominated, will be weakened. These ideas have led to the concept of the, currently under construction, Large-Array Survey Telescope (LAST).
