With the surge of COVID-19, our organization's transformation accelerated, bringing new opportunities and challenges which can be applied to impact health, education, processes and businesses. Abstract:This article analyses the current state of Astronomy in Argentina and describes its origins. We briefly describe the institutions where astronomical research takes place, the observational facilities available, the training of staff and professionals, and the role of the institutions in scientific promotion. We also discuss the outreach of Astronomy towards the general public, as well as amateur activities. The article ends with an analysis of the future prospects of astronomy in Argentina.

Abstract:The Arecibo Observatory (AO) is a multidisciplinary research and education facility that is recognized worldwide as a leading facility in astronomy, planetary, and atmospheric and space sciences. AO's cornerstone research instrument was the 305-m William E. Gordon telescope. On December 1, 2020, the 305-m telescope collapsed and was irreparably damaged. In the three weeks following the collapse, AO's scientific and engineering staff and the AO users community initiated extensive discussions on the future of the observatory. The community is in overwhelming agreement that there is a need to build an enhanced, next-generation radar-radio telescope at the AO site. From these discussions, we established the set of science requirements the new facility should enable. These requirements can be summarized briefly as: 5 MW of continuous wave transmitter power at 2 - 6 GHz, 10 MW of peak transmitter power at 430 MHz (also at 220MHz under consideration), zenith angle coverage 0 to 48 deg, frequency coverage 0.2 to 30 GHz and increased Field-of-View. These requirements determine the unique specifications of the proposed new instrument. The telescope design concept we suggest consists of a compact array of fixed dishes on a tiltable, plate-like structure with a collecting area equivalent to a 300m dish. This concept, referred to as the Next Generation Arecibo Telescope (NGAT), meets all of the desired specifications and provides significant new science capabilities to all three research groups at AO. This whitepaper presents a sample of the wide variety of the science that can be achieved with the NGAT, the details of the telescope design concept and the need for the new telescope to be located at the AO site. We also discuss other AO science activities that interlock with the NGAT in the white paper.

Abstract:We conducted an 18 month long study of the weather conditions of the Vallecitos, a proposed site in Mexico to harbor the northern array of the Cherenkov Telescope Array (CTA). It is located in Sierra de San Pedro Martir (SPM) a few kilometers away from Observatorio Astronómico Nacional. The study is based on data collected by the ATMOSCOPE, a multi-sensor instrument measuring the weather and sky conditions, which was commissioned and built by the CTA Consortium. Additionally, we compare the weather conditions of the optical observatory at SPM to the Vallecitos regarding temperature, humidity, and wind distributions. It appears that the excellent conditions at the optical observatory benefit from the presence of microclimate established in the Vallecitos.

Abstract:The Atacama Large Millimeter/submillimeter Array (ALMA) is the premier telescope for sensitive, high-resolution observations at millimeter and submillimeter wavelengths. The array consists of fifty 12-m diameter antennas that can be reconfigured to baselines as long as 16 km, twelve 7-m antennas that sample the short visibility spacings, and four 12-m antennas that provide total power capabilities for spectral line and continuum observations. Located in the Atacama desert in northern Chile at an elevation of 5000 m on the Chajnantour plateau, the ALMA site provides excellent observing conditions with low precipitable water vapor. The large number of antennas, the high-altitude site, and excellent receivers with low-noise performance provide an extremely sensitive, flexible instrument for submillimeter imaging.

Abstract:The archives of meteorological satellites permit to find around the world dry sites well adapted to astronomical observations (in the visible, IR, and millimetric ranges), as a pre-selection of sites. The GSM (Grating Scale Monitor) technique permits to qualify some of them as astronomical sites for a future setting-up of astronomical observatories. Such sites are found in new astronomical countries or in Developing Countries. At the same time, their preventive protection from light pollution and/or radio interference has to be viewed. In practice, once the pre-selection is made, the government of these countries ought to be alerted for example by IAU and/or UN Office for Outer Space Affairs. The local site testing through GSM should be carried out in cooperation with astronomers or scientists of these countries under the umbrella of IAU. This should be an approach to help to introduce astronomy and astrophysics in Developing Countries.

Instrumentation and Methods for Astrophysics

Abstract:We are proposing to conduct a multicolor, synoptic infrared (IR) imaging survey of the Northern sky with a new, dedicated 6.5-meter telescope at San Pedro M\'artir (SPM) Observatory. This initiative is being developed in partnership with astronomy institutions in Mexico and the University of California. The 4-year, dedicated survey, planned to begin in 2017, will reach more than 100 times deeper than 2MASS. The Synoptic All-Sky Infrared (SASIR) Survey will reveal the missing sample of faint red dwarf stars in the local solar neighborhood, and the unprecedented sensitivity over such a wide field will result in the discovery of thousands of z ~ 7 quasars (and reaching to z > 10), allowing detailed study (in concert with JWST and Giant Segmented Mirror Telescopes) of the timing and the origin(s) of reionization. As a time-domain survey, SASIR will reveal the dynamic infrared universe, opening new phase space for discovery. Synoptic observations of over 10^6 supernovae and variable stars will provide better distance measures than optical studies alone. SASIR also provides significant synergy with other major Astro2010 facilities, improving the overall scientific return of community investments. Compared to optical-only measurements, IR colors vastly improve photometric redshifts to z ~ 4, enhancing dark energy and dark matter surveys based on weak lensing and baryon oscillations. The wide field and ToO capabilities will enable a connection of the gravitational wave and neutrino universe - with events otherwise poorly localized on the sky - to transient electromagnetic phenomena.

Abstract:Submillimeter and millimeter wavelengths provide a unique view of the Universe, from the gas and dust that fills and surrounds galaxies to the chromosphere of our own Sun. Current single-dish facilities have presented a tantalising view of the brightest (sub-)mm sources, and interferometers have provided the exquisite resolution necessary to analyse the details in small fields, but there are still many open questions that cannot be answered with current facilities. In this report we summarise the science that is guiding the design of the Atacama Large Aperture Submillimeter Telescope (AtLAST). We demonstrate how tranformational advances in topics including star formation in high redshift galaxies, the diffuse circumgalactic medium, Galactic ecology, cometary compositions and solar flares motivate the need for a 50m, single-dish telescope with a 1-2 degree field of view and a new generation of highly multiplexed continuum and spectral cameras. AtLAST will have the resolution to drastically lower the confusion limit compared to current single-dish facilities, whilst also being able to rapidly map large areas of the sky and detect extended, diffuse structures. Its high sensitivity and large field of view will open up the field of submillimeter transient science by increasing the probability of serendipitous detections. Finally, the science cases listed here motivate the need for a highly flexible operations model capable of short observations of individual targets, large surveys, monitoring programmes, target of opportunity observations and coordinated observations with other observatories. AtLAST aims to be a sustainable, upgradeable, multipurpose facility that will deliver orders of magnitude increases in sensitivity and mapping speeds over current and planned submillimeter observatories.

Abstract:The proposed next generation Event Horizon Telescope (ngEHT) concept envisions the imaging of various astronomical sources on scales of microarcseconds in unprecedented detail with at least two orders of magnitude improvement in the image dynamic ranges by extending the Event Horizon Telescope (EHT). A key technical component of ngEHT is the utilization of large aperture telescopes to anchor the entire array, allowing the connection of less sensitive stations through highly sensitive fringe detections to form a dense network across the planet. Here, we introduce two projects for planned next generation large radio telescopes in the 2030s on the Chajnantor Plateau in the Atacama desert in northern Chile, the Large Submillimeter Telescope (LST) and the Atacama Large Aperture Submillimeter Telescope (AtLAST). Both are designed to have a 50-meter diameter and operate at the planned ngEHT frequency bands of 86, 230 and 345 GHz. A large aperture of 50 m that is co-located with two existing EHT stations, the Atacama Large Millimeter/Submillimeter Array (ALMA) and the Atacama Pathfinder Experiment (APEX) Telescope in the excellent observing site of the Chajnantor Plateau, will offer excellent capabilities for highly sensitive, multi-frequency, and time-agile millimeter very long baseline interferometry (VLBI) observations with accurate data calibration relevant to key science cases of ngEHT. In addition to ngEHT, its unique location in Chile will substantially improve angular resolutions of the planned Next Generation Very Large Array in North America or any future global millimeter VLBI arrays if combined. LST and AtLAST will be a key element enabling transformative science cases with next-generation millimeter/submillimeter VLBI arrays.

Abstract:The Moon presents unique opportunities for high-impact astronomy that could enhance our understanding of our solar system, the possibility of life beyond Earth, and the evolution of the universe. A handful of locations on the lunar surface are ‘sites of extraordinary scientific importance’ (SESIs) for such studies, presenting opportunities for astronomical research unmatched anywhere else. For instance, the farside of the Moon, the most radio-quiet location in the inner solar system, could allow for the emplacement of telescopes to study the cosmic Dark Ages in ways that are impossible elsewhere. However, we are also on the cusp of a broader lunar renaissance. A flurry of upcoming missions, both scientific and non-scientific, will target some of these very same sites and threatens to degrade their value to science. Protecting these sites is an urgent matter. Two major international efforts to create rules for activities on the Moon are afoot, but so far neither emphasizes protecting SESIs. To safeguard the exceptional scientific opportunities on the Moon, astronomers should engage these international rulemaking efforts and steer them towards ensuring the preservation of SESIs for research and discovery. We propose elements of a programme of action to adopt during a crucial, but closing, window. This article is part of a discussion meeting issue ‘Astronomy from the Moon: the next decades (part 2)’.

Abstract:The Atacama Large Aperture Submillimeter Telescope (AtLAST) aims to be the premier next generation large diameter (50 meter) single dish observatory capable of observations across the millimeter/submillimeter spectrum, from 30~GHz to 1~THz. AtLAST will be sited in Chile at approximately 5100 meters above sea level, high in the Atacama Desert near Llano de Chajnantor. The novel rocking-chair telescope design allows for a unprecedentedly wide field of view (FoV) of 1-2$^\circ$ diameter, a large receiver cabin housing six major instruments, and high structural stability during fast scanning operations (up to $\sim 3^\circ$ per second in azimuth). Here we describe the current status of, and expected outcomes for, the antenna design study, which will be completed in 2024.

Abstract:Early earthquake warning is a rapidly developing capability that has significant ramifications for many fields, including astronomical observatories. In this work, we describe the susceptibility of astronomical facilities to seismic events, including large telescopes as well as second-generation ground-based gravitational-wave interferometers. We describe the potential warning times for observatories from current seismic networks and propose locations for future seismometers to maximize warning times.

Abstract:The Atacama Large Millimeter/submillimeter Array (ALMA), an international partnership of Europe, North America and East Asia in cooperation with the Republic of Chile, is the largest astronomical project in existence. While ALMA's capabilities are ramping up, Early Science observations have started. The ALMA Archive is at the center of the operations of the telescope array and is designed to manage the 200 TB of data that will be taken each year, once the observatory is in full operations. We briefly describe design principles. The second part of this paper focuses on how astronomy is likely to evolve as the amount and complexity of data taken grows. We argue that in the future observatories will compete for astronomers to work with their data, that observatories will have to reorient themselves to from providing good data only to providing an excellent end-to-end user-experience with all its implications, that science-grade data-reduction pipelines will become an integral part of the design of a new observatory or instrument and that all this evolution will have a deep impact on how astronomers will do science. We show how ALMA's design principles are in line with this paradigm.

Abstract:The study of transient and variable events, including novae, active galactic nuclei, and black hole binaries, has historically been a fruitful path for elucidating the evolutionary mechanisms of our universe. The study of such events in the millimeter and submillimeter is, however, still in its infancy. Submillimeter observations probe a variety of materials, such as optically thick dust, which are hard to study in other wavelengths. Submillimeter observations are sensitive to a number of emission mechanisms, from the aforementioned cold dust, to hot free-free emission, and synchrotron emission from energetic particles. Study of these phenomena has been hampered by a lack of prompt, high sensitivity submillimeter follow-up, as well as by a lack of high-sky-coverage submillimeter surveys. In this paper, we describe how the proposed Atacama Large Aperture Submillimeter Telescope (AtLAST) could fill in these gaps in our understanding of the transient universe. We discuss a number of science cases that would benefit from AtLAST observations, and detail how AtLAST is uniquely suited to contributing to them. In particular, AtLAST's large field of view will enable serendipitous detections of transient events, while its anticipated ability to get on source quickly and observe simultaneously in multiple bands make it also ideally suited for transient follow-up. We make theoretical predictions for the instrumental and observatory properties required to significantly contribute to these science cases, and compare them to the projected AtLAST capabilities. Finally, we consider the unique ways in which transient science cases constrain the observational strategies of AtLAST, and make prescriptions for how AtLAST should observe in order to maximize its transient science output without impinging on other science cases.

Abstract:As the next decade approaches, it is once again time for the US astronomical community to assess its investment priorities for the coming decade on the ground and in space. This report, created to aid NOAO in its planning for the 2020 Decadal Survey on Astronomy and Astrophysics, reviews the outcome of the previous Decadal Survey (Astro2010); describes the themes that emerged from the 2018 NOAO community planning workshop "NOAO Community Needs for Science in the 2020s"; and based on the above, offers thoughts for the coming review. We find that a balanced set of investments in small- to large-scale initiatives is essential to a sustainable future, based on the experience of previous decades. While large facilities are the "value" investments that are guaranteed to produce compelling science and discoveries, smaller facilities are the "growth stocks" that are likely to deliver the biggest science bang per buck, sometimes with outsize returns. Investments in data-intensive missions also have benefits to society beyond the science they deliver. By training scientists who are well equipped to use their data science skills to solve problems in the public or private sector, astronomy can provide a valuable service to society by contributing to a data-capable workforce.
Status of Astronomy in Namibia

Abstract:Astronomy plays a major role in the scientific landscape of Namibia and Southern Africa. Considerable progress has been achieved scientifically as well as in terms of human capacity development in the field. In all wavelength regimes accessible with ground-based instruments, the largest of those instruments are situated in Southern Africa: MeerKAT, the Southern African Large Telescope, and the High Energy Stereoscopic System. Because of the excellent observing conditions from Namibian soil, further large-scale projects such as the Cherenkov Telescope Array considered sites in Namibia and the Africa Millimetre Telescope will eventually be built there. Against this background, the current situation of astronomical research and education in Namibia is reviewed, focusing on optical, radio and gamma-ray astronomy and also including smaller scale projects. Further, the role of astronomy, with particular focus on developmental aspects in the African context is outlined and the progress in human capacity development is summarized.

Instrumentation and Methods for Astrophysics

Abstract:During the next decade, Chile will consolidate its place as the 'World Capital of Astronomy'. By 2025, more than 70% of the world's infrastructure for conducting professional astronomical observations will be installed in the Atacama Desert in the north of the country. The amazing scientific discoveries these telescopes produce have a direct impact on our understanding of the cosmos, and protecting this 'window to the universe' is fundamental in order to ensure humanity's right to contemplate the night sky and decipher our origins. As a country, Chile faces the challenge of fighting light pollution and protecting its dark skies in a context of sprawling urban growth and an ever-expanding mining industry that shares the same territory with astronomical observatories. The Chilean Astronomical Society (Sociedad Chilena de Astronomia, SOCHIAS) plays an active role in protecting dark skies through a series of initiatives involving educational programmes, aiding in the development and enforcement of public policy and regulation, and seeking the declaration of Chile's best astronomical sites as protected heritage areas, both at the national and international levels. Whilst describing our experiences, I highlight the importance of approaching the problem of light pollution from all sides, involving all the relevant actors (communities, national and local governments, lighting industry, environmentalists, astronomers and others). I also discuss how communication and timely coordination with potential problematic actors (like industries, cities and some government agencies) can be an effective tool to transform potential enemies into allies in the fight for the protection of the night sky.

Abstract:Observations at (sub-)millimeter wavelengths offer a complementary perspective on our Sun and other stars, offering significant insights into both the thermal and magnetic composition of their chromospheres. Despite the fundamental progress in (sub-)millimeter observations of the Sun, some important aspects require diagnostic capabilities that are not offered by existing observatories. In particular, simultaneously observations of the radiation continuum across an extended frequency range would facilitate the mapping of different layers and thus ultimately the 3D structure of the solar atmosphere. Mapping large regions on the Sun or even the whole solar disk at a very high temporal cadence would be crucial for systematically detecting and following the temporal evolution of flares, while synoptic observations, i.e., daily maps, over periods of years would provide an unprecedented view of the solar activity cycle in this wavelength regime. As our Sun is a fundamental reference for studying the atmospheres of active main sequence stars, observing the Sun and other stars with the same instrument would unlock the enormous diagnostic potential for understanding stellar activity and its impact on exoplanets. The Atacama Large Aperture Submillimeter Telescope (AtLAST), a single-dish telescope with 50m aperture proposed to be built in the Atacama desert in Chile, would be able to provide these observational capabilities. Equipped with a large number of detector elements for probing the radiation continuum across a wide frequency range, AtLAST would address a wide range of scientific topics including the thermal structure and heating of the solar chromosphere, flares and prominences, and the solar activity cycle. In this white paper, the key science cases and their technical requirements for AtLAST are discussed.
