Abstract:Under the background of global economy,higher education is becoming a market,which is oriented to market demand.University-Ranking is convenient for consumers to get more transparent and effective information as well as compare them.With the fierce competition of knowledge economy and globalization development,university-ranking developed into global ranking.This paper introduces three global university rankings which are widely spread at present——Academic Ranking of World Universities,QS World University Rankings,THE World University Rankings.By analyzing the differences between university-ranking and university-assessment,it expounds the former as a "trademark" or "brand" of the market.Moreover,global university ranking is beneficial for the higher education quality assurance,but inappropriate index design and the blind chase of "world class universities" may result in misleading or impeding for strategic development of each country's higher education quality.

Abstract:Our entry into "an Era of University Ranking" is a double-edged sword.As competition in all walks of life tends to become increasingly fierce today,it is impossible for us to go back to those good old days without university ranking game at all."College Rivalry" refers to those pairs of colleges and universities,who are close to each other in their academic achievements and overall strength.Competition between those college rivalries could be easily found among higher education institutions,esp.research universities.In the Era of University Ranking,such competition between research university rivalries is to be further intensified,as university rankings actually magnify the seemingly small gap between those pairs.We should not have blind faith in university rankings,nor should we simply dismiss it as nonsense.A blind faith in those rankings is even worse than sheer ignorance of them.Anyhow,competition between college rivalries is a commonplace,or rather inevitable phenomenon in today's university ecosystem.

Abstract:Global university rankings have reshaped the landscape of higher education (HE) across various parts of the globe. The intensified competition stirred by these rankings has significantly affected academic lifestyles. The quest for global university rankings has also inevitably increased the degree of homogenisation amongst universities. Given the negative impact of global university rankings on university development, these rankings have been criticised as game playing, whilst some countries and institutions are beginning to withdraw themselves from the competition. This article sets out against the above context to review Chinese government's response to the challenges and its policy changes. Findings suggest policy responses occur very differently in different areas. Instead of simply following the rules and criteria set by global university rankings, China is trying to set its own criteria. This article contributes to the theoretical and practical understanding of China's responses to the global rankings.

Abstract:The economic transition in China since the late 1970s has led to not only drastic social transformations but also rapid advancements in science and technology, as well as the revolution in information and communications technology. In order to enhance the global competence of the Chinese population in coping with the challenges of a knowledge-based economy, the higher education sector has been going through restructuring along the lines of marketization, privatization and decentralization. Responding to the the challenges of globalization, the Chinese government has opened up the education market by allowing overseas universities to offer programmes on the mainland. This article sets out in this wider policy context to examine the current developments of transnational higher education in China, with particular reference to how students in Zhejiang province enrolling in these overseas programmes, especially those offered by Australian providers, evaluate their learning experiences. This article will also discuss the major concerns raised by the respondents in our study regarding the newly emerging transnational higher education programmes, with particular reference to examining how far these new programmes would affect the regulatory framework in Chinese higher education.

Abstract:Pressured by globalization and the increasing demand for public organisations to be accountable, efficient and transparent, university rankings have become an important tool for assessing the quality of higher education institutions. It is therefore important to carefully assess exactly what these rankings measure. In this paper, the three major global university rankings, The Academic Ranking of World Universities, The Times Higher Education and the Quacquarelli Symonds World University Rankings, are studied. After a description of the ranking methodologies, it is shown that university rankings are stable over time but that there is variation between the three rankings. Furthermore, using Principal Component Analysis and Exploratory Factor Analysis, we show that the variables used to construct the rankings primarily measure two underlying factors: a universities reputation and its research performance. By correlating these factors and plotting regional aggregates of universities on the two factors, differences between the rankings are made visible. Last, we elaborate how the results from these analysis can be viewed in light of often voiced critiques of the ranking process. This indicates that the variables used by the rankings might not capture the concepts they claim to measure. Doing so the study provides evidence of the ambiguous nature of university ranking's quantification of university performance.

Abstract:University rankings are a convenient argument,because the higher education institutions are not equivalent to univer-sities.These rankings feature at different angles,based on various indicators,and the results are also different,but they are common that the research is used as a core indicator.Under the driving of rankings,many higher education systems around the world get the impulse to build a few world-class universities,and even more serious is leading to the "academic arms race".And it result in many adverse consequences,such as convergence of universities,waste of educational resources,dislocation of knowledge and social needs.Ellen Hazelkorn keenly points out the defects of current rankings based on the perspective of university's entrepreneurship transition and strategic development of higher education,and sets the idea of focusing on creating a world-class(university) system rather than building a number of world-class universities.There is an important value to establish the scientific concept of development and cor-rect the blind impulse of educating for all kinds of higher education institutions.

Commensuration of the globalised higher education sector: how university rankings act as a credential for world-class status in China

Abstract:The concept of the world-class university has proliferated throughout the world, yet there is no universal consensus on how to define these elite institutions. Without a unified definition, rankings have become a direct proxy for sense-making in the sector and a commensurate indicator that decision-makers have used to understand the world-class concept. Through interviews with 48 informants from the Chinese higher education sector, I explore how institutions in China conceptualise world-class status through university rankings. First, I show that the sector in China has intently focused on league table positioning, with the top-100 as a popular cut-off point for guaranteed world-class status. Next, I explore which global rankings have been the most influential – QS, <i>THE</i>, ARWU, and <i>US News</i>. Finally, I discuss how actors living in this competitive higher education environment have altered research agendas and institutional partnerships to align with global ranking metrics.

Abstract:This review paper focused on the high-impact research metrics, current state of higher education system and world university rankings of China. First, the research prospects in China described internationally with number of research field. Now, the largest field of research in China is engineering. In recent years, China ranked 1 st position for publishing documents & citable documents among the world. China always ranked 1 st position in high-impact research metrics on engineering field. The total number of Chinese Nobel laureates are thirteen (13). Secondly, an overview of higher education system in China presented with educational statistics. The enrolment procedure in Chinese universities to participated in National Higher Education Entrance Examination (Gaokao). In the recent years, the acceptance rate of Gaokao have increased. Now the number of high school graduates who attend in university is more than 60%. The number of foreign students has also increased rapidly. Finally, Academic ranking of world universities shown that there are four Chinese university placed in Top 100 university category. The best four Chinese universities are Tsinghua University, Peking University, Zhejiang University & Shanghai Jiao Tong University respectively.
Inconsistent year-to-year fluctuations limit the conclusiveness of global higher education rankings for university management

Abstract:Backround. University rankings are getting very high international media attention, this holds particularly true for the Times Higher Education Ranking (THE) and the Shanghai Jiao Tong University's Academic Ranking of World Universities Ranking (ARWU). We therefore aimed to investigate how reliable the rankings are, especially for universities with lower ranking positions, that often show inconclusive year-to-year fluctuations in their rank, and if these rankings are thus a suitable basis for management purposes. Methods. We used the public available data from the web pages of the THE and the ARWU ranking to analyze the dynamics of change in score and ranking position from year to year, and we investigated possible causes for inconsistent fluctuations in the rankings by the means of regression analyses. Results. Regression analyses of results from the THE and ARWU from 2010-2014 show inconsistent fluctuations in the rank and score for universities with lower rank positions (below position 50) which lead to inconsistent "up and downs" in the total results, especially in the THE and to a lesser extent also in the ARWU. In both rankings, the mean year-to-year fluctuation of universities in groups of 50 universities aggregated by descending rank increases from less than 10% in the group of the 50 highest ranked universities to up to 60% in the group of the lowest ranked universities. Furthermore, year-to-year results do not correspond in THES- and ARWU-Rankings for universities below rank 50. Discussion. We conclude that the observed fluctuations in the THE do not correspond to actual university performance and ranking results are thus of limited conclusiveness for the university management of universities below a rank of 50. While the ARWU rankings seems more robust against inconsistent fluctuations, its year to year changes in the scores are very small, so essential changes from year to year could not be expected. Furthermore, year-to-year results do not correspond in THES- and ARWU-Rankings for universities below rank 50. Neither the THES nor the ARWU offer great value as a tool for university management in their current forms for universities ranked below 50, thus we suggest that both rankings alter their ranking procedure insofar as universities below position 50 should be ranked summarized only in groups of 25 or 50. Additionally, the THE should omit the peer reputation survey, which most likely contributes heavily to the inconsistent year-to-year fluctuations in ranks, and ARWU should be published less often to increase its validity.

Abstract:National and international rankings of institutional performance are playing a growing role in contemporary higher education. It is critical that researchers develop pragmatic, educationally sensitive and methodologically informed approaches for managing this aspect of higher education. This paper compares three approaches for modelling key indicators which underpin a national evaluation of university education in Australia: rankings of aggregate institutional performance; comparisons of institutional change over time; and performance variations within fields of education. The results show that simple institution-level aggregations are misleading, and that contemporary analytical methods must be used to account for the influence of fields of education. More broadly, the findings expose the need for a more robust methodological development of university rankings.
Are University Rankings Statistically Significant? A Comparison among Chinese Universities and with the USA

Abstract:Abstract Purpose Building on Leydesdorff, Bornmann, and Mingers (2019), we elaborate the differences between Tsinghua and Zhejiang University as an empirical example. We address the question of whether differences are statistically significant in the rankings of Chinese universities. We propose methods for measuring statistical significance among different universities within or among countries. Design/methodology/approach Based on z -testing and overlapping confidence intervals, and using data about 205 Chinese universities included in the Leiden Rankings 2020, we argue that three main groups of Chinese research universities can be distinguished (low, middle, and high). Findings When the sample of 205 Chinese universities is merged with the 197 US universities included in Leiden Rankings 2020, the results similarly indicate three main groups: low, middle, and high. Using this data (Leiden Rankings and Web of Science), the z -scores of the Chinese universities are significantly below those of the US universities albeit with some overlap. Research limitations We show empirically that differences in ranking may be due to changes in the data, the models, or the modeling effects on the data. The scientometric groupings are not always stable when we use different methods. Practical implications Differences among universities can be tested for their statistical significance. The statistics relativize the values of decimals in the rankings. One can operate with a scheme of low/middle/high in policy debates and leave the more fine-grained rankings of individual universities to operational management and local settings. Originality/value In the discussion about the rankings of universities, the question of whether differences are statistically significant, has, in our opinion, insufficiently been addressed in research evaluations.

Abstract:Based on the review of world university rankings and the current situations of Grandes coles and Grands Corps in France,the paper indicates that major world university rankings have reflected the nominal influence but not the substantial influence of colleges and universities.The substantial influence of colleges and universities is the control of international affairs as well as national and social life and it is usually reflected by the jobs and positions of alumnus,especially the outstanding ones.Furthermore,the paper points out the key elements of the formation of substantial influence are education system which shapes the individual influence and alumni network which transforms the individual influence into the group influence.Nominal influence and substantial influence of colleges and universities are complementary to each other but Chinese universities usually emphasize more on the former and ignore the latter.To achieve the goal of sustainable development and being involved in the international competition,it is necessary for the Chinese government and universities to construct a new influence system which could match the nominal influence with the sustainable influence appropriately.
