Abstract:In this article we study whether an elected leader has incentives to withdraw from an ongoing military conflict before elections take place. Remaining active in the conflict increases the chances of a victory, which would boost the political incumbent's reelection probability. On the other hand, if the rival does not surrender, then the incumbent politician's reelection probability decreases because of the costly conflict citizens have to endure. We show that when the crisis is costly to voters, the more distant the elections are, the more likely the ruling government withdraws from an ongoing war early. For low-cost conflicts, politicians never give up the fighting. We also show that confrontations in the shadow of elections are socially inefficient (too long or too short) because of the inherent misalignment of preferences between citizens and politicians.

Abstract:We analyze conflict between a citizenry and an insurgent group over a fixed resource such as land. The citizenry has an elected leader who proposes a division such that, the lower the land ceded to the insurgents, the higher the cost of conflict. Leaders differ in ability and ideology such that the higher the leader's ability, the lower the cost of conflict, and the more hawkish the leader, the higher his utility from retaining land. We show that the conflict arises from the political process with re-election motives causing leaders to choose to cede too little land to signal their ability. We also show that when the rents of office are high, the political equilibrium and the second best diverge; in particular, the policy under the political equilibrium is more hawkish compared to the second best. When both ideology and ability are unknown, we provide a plausible condition under which the probability of re-election increases in the leader's hawkishness, thereby providing an explanation for why hawkish politicians may have a natural advantage under the electoral process.

Abstract:In this paper, we develop a game-theoretic model to study how candidates compete in elections when voters care about the winner's ability to implement policies. In our model, the candidates make commitments before the election regarding the plans they will try to implement if elected. These commitments serve as a signal of ability. In equilibrium, candidates make overambitious promises. While the candidate with the highest ability wins, the electorate may be better off having a random candidate implement her best plan, rather than seeing the winner implementing an overambitious plan.

Abstract:This article examines the joint deployment of competitive strategy and corporate political strategy in global competition. We advance a theory of cross-domain competition between MNEs in the context where an MNE engages in responses in the political domain to an attack in the competitive domain. We posit that such cross-domain responses are determined by the relative competitiveness of the defender and the attacker. The less the differential in competitiveness between the defender and the attacker in the competitive domain, the greater the differential in the political domain and their intra-firm cross-domain coordination and integration, the greater the probability of the defender’s response in the political domain, which is also affected by the concerns and expectations of third-party players.

Abstract:This paper examines a government's strategic resource allocation choices when facing an opposing group whose military power is uncertain. We investigate how this uncertainty affects the government's decision to divide resources in a way that either guarantees peace, despite unresolved uncertainty, or risks conflict. We find that under low uncertainty, the government prefers distributions which ensure peace, while under high uncertainty, they are willing to risk war. When uncertainty is low, the government's allocation is decreasing in uncertainty. When uncertainty is high it is increasing. The latter leads to an increased probability of fighting and falling total welfare.

Political Instability and the Failure of Deterrence

Abstract:To study the conceptual foundations of deterrence, we develop a model of an international crisis between a country seeking to maintain a peaceful status quo (Defender), and a potential aggressor (Attacker). Attacker's leader is politically insecure and may be unseated by domestic elites. Leaders and elites can each be hawkish, benefiting from conflict, or dovish and prefer peace. We show that the ability to maintain peace through deterrence crucially depends on ideological cohesiveness within Attacker countries. When there is ideological disagreement, we identify two novel mechanisms that cause the conventional logic of deterrence to fail. First, political instability breaks the link between a leader's aggressive actions and Defender's retaliatory response. Second, political instability creates a commitment problem leading doves to initiate crises to quell domestic conflicts. Asymmetric information exacerbates these problems so severely that Defender is better off committing to complete inaction.

Abstract:Competition theory is founded on the premise that individuals benefit from harming their competitors, which helps them secure resources and prevent inhibition by neighbours. When multiple individuals compete, however, competition has complex indirect effects that reverberate through competitive neighbourhoods. The consequences of such 'diffuse' competition are poorly understood. For example, competitive effects may dilute as they propagate through a neighbourhood, weakening benefits of neighbour suppression. Another possibility is that competitive effects may rebound on strong competitors, as their inhibitory effects on their neighbours benefit other competitors in the community. Diffuse competition is unintuitive in part because we lack a clear conceptual framework for understanding how individual interactions manifest in communities of multiple competitors. Here, I use mathematical and agent-based models to illustrate that diffuse interactions-as opposed to direct pairwise interactions-are probably the dominant mode of interaction among multiple competitors. Consequently, competitive effects may regularly rebound, incurring fitness costs under certain conditions, especially when kin-kin interactions are common. These models provide a powerful framework for investigating competitive ability and its evolution and produce clear predictions in ecologically realistic scenarios.

Abstract:When do states stand firm, back down, concede or settle with the status quo? The crisis bargaining literature offers a rich assessment of the dynamics of international conflict, accounting for variation in the cost of conflict and the domestic audience cost. Yet, the literature does not consider the role of variation in information available to states engaged in a conflict — limiting our ability to theorise about states’ strategy under different levels of uncertainty. In this article, we extend the existing game theory models of crisis bargaining, to allow for variation in information, and show that uncertainty and costs are separate mechanisms in respect to states behaviour. Moreover, we generate a set of propositions in respect to threats effectiveness and prospects of conflict onset for different values of uncertainty.

Abstract:Citizens may derive personal benefits from new technologies while remaining uncertain about their potential social harm. Consequently, citizens may delegate the decision of legal prohibition to politicians, but conflicts can arise because politicians may have self‐interested motivations. How does the interaction of uncertainty regarding social harm and politicians' incentives affect the legal prohibition of new technologies? To answer this question, we develop a two‐period political agency model combined with a law enforcement model in which citizens endogenously determine whether to become law‐breaking or law‐abiding citizens. We then demonstrate that (i) when uncertainty regarding social harm is low, politicians tend to opt for under‐enforcement, while (ii) when uncertainty is high, politicians are inclined toward over‐enforcement. Additionally, we show that as politicians have greater motivation to hold office, expected welfare is enhanced when future uncertainty about harm exceeds current uncertainty although this may result in distorted law enforcement.

Abstract:Precise information is essential for making good policies, especially those regarding reform decisions. However, decision-makers may hesitate to gather such information if certain decisions could have negative impacts on their future careers. We model how decision-makers with career concerns may acquire policy-relevant information and carry out reform decisions when their policy discretion can be limited ex ante. Typically, decision-makers with career concerns have weaker incentives to acquire information compared to decision-makers without such concerns. In this context, we demonstrate that the public can encourage information acquisition by eliminating either the "moderate policy" or the status quo from decision-makers' discretion. We also analyze when reform decisions should be strategically delegated to decision-makers with or without career concerns.

Abstract:We compare two scenarios in a model where politicians offer local public goods to heterogeneous voters: one where politicians have access to data on voters and thus can target specific ones, and another where politicians only decide on the level of spending. When the budget is small, or the public good has a high value, access to voter information leads the winner to focus on poorer voters, enhancing voter welfare. With a larger budget or less crucial public goods, politicians target a narrow group of swing voters, which harms the voter welfare.

Abstract:We present a model of political campaigning where a candidate chooses between promoting oneself (positive campaign) or attacking the rival (negative campaign). Candidates vary only by quality. Campaign choices determine the subject of public deliberation: If a candidate runs a positive campaign and his rival a negative campaign, the voters learn the quality of the “focal” candidate. Thus, negative campaigns may be used either to expose the rival candidate (informative role) or to turn attention away from oneself (non-informative role). The effect of negative campaigns depends on whether it is faced with another negative campaign (cross talk) or a positive campaign (fruitful debate). We suggest that in order to ascertain the effect of negative advertising, studies should take into account the campaigns employed by both candidates. Voter beliefs about candidate quality plays a major role in campaign selection: while the incidence of negative campaigning goes down as the prior probability of a candidate being good increases, the probability of selection of the correct candidate is non-monotonic in the said prior.

Abstract:An explanation for the political processes leading to the sudden collapse of empires and states would be useful for understanding both historical and contemporary political events. We examine political disintegration across eras, cultures and geographical scale to form a simple hypothesis that can be expressed verbally yet formulated mathematically. Factions within a state make choices described by game-theory about whether to accept the political status quo, or to attempt to better their circumstances through costly rebellion. In lieu of precise data we verify our model using sensitivity analysis. We find that a small amount of dissatisfaction is typically harmless to the state, but can trigger sudden collapse when there is a sufficient buildup of political inequality. Contrary to intuition, a state is predicted to be least stable when its leadership is at the height of its political power and thus most able to exert its influence through external warfare, lavish expense or autocratic decree.

Abstract:I develop a rather simple agent-based model to capture a co-evolution of opinion formation, political decision making and economic outcomes. I use this model to study how societies form opinions if their members have opposing interests. Agents are connected in a social network and exchange opinions, but differ with regard to their interests and ability to gain information about them. I show that inequality in information and economic resources can have a drastic impact on aggregated opinion. In particular, my model illustrates how a tiny, but well-informed minority can influence group decisions to their favor. This effect is amplified if these agents are able to command more economic resources to advertise their views and if they can target their advertisements efficiently, as made possible by the rise of information technology. My results contribute to the understanding of pressing questions such as climate change denial and highlight the dangers that economic and information inequality can pose for democracies.
Interference competition and invasion: spatial structure, novel weapons and resistance zones

Abstract:Certain invasive plants may rely on interference mechanisms (allelopathy, e.g.) to gain competitive superiority over native species. But expending resources on interference presumably exacts a cost in another life-history trait, so that the significance of interference competition for invasion ecology remains uncertain. We model ecological invasion when combined effects of preemptive and interference competition govern interactions at the neighborhood scale. We consider three cases. Under "novel weapons," only the initially rare invader exercises interference. For "resistance zones" only the resident species interferes, and finally we take both species as interference competitors. Interference increases the other species' mortality, opening space for colonization. However, a species exercising greater interference has reduced propagation, which can hinder its colonization of open sites. Interference never enhances a rare invader's growth in the homogeneously mixing approximation to our model. But interference can significantly increase an invader's competitiveness, and its growth when rare, if interactions are structured spatially. That is, interference can increase an invader's success when colonization of open sites depends on local, rather than global, species densities. In contrast, interference enhances the common, resident species' resistance to invasion independently of spatial structure, unless the propagation-cost is too great. Increases in background mortality (i.e., mortality not due to interference) always reduce the effectiveness of interference competition.

A Model of Competing Narratives

Abstract:We formalize the argument that political disagreements can be traced to a “clash of narratives.” Drawing on the “Bayesian Networks” literature, we represent a narrative by a causal model that maps actions into consequences, weaving a selection of other random variables into the story. Narratives generate beliefs by interpreting long-run correlations between these variables. An equilibrium is defined as a probability distribution over narrative-policy pairs that maximize a representative agent's anticipatory utility, capturing the idea that people are drawn to hopeful narratives. Our equilibrium analysis sheds light on the structure of prevailing narratives, the variables they involve, the policies they sustain, and their contribution to political polarization. The Coordination of Collective and Individual Solutions in Risk-Resistant Scenarios

Abstract:Human societies are constantly coping with global risks. In the face of these risks, people typically have two options, that is, to respond together as a whole (collective solution) or to respond independently (individual solution). Based on these two solutions, individuals have a variety of behavioral strategies. On the other hand, various regulatory bodies supported by the population limit people’s choices and punish individuals who do not contribute to collective solutions. So with different risks, how do the two solutions, the various individual strategies, and the constraints from regulators affect the group’s response to risk? This paper proposes an extended public goods game model involving opportunists and the regulator to explore the effectiveness of collective and individual solutions against risks. The results show that requiring individuals to invest more in the collective solution reduces the group’ s success in resisting risk. To improve the group’s ability to resist risk, investment in individual solution should be at least no less than that in collective solution. The establishment fund and punishment intensity of the regulatory agency have no significant effect on the success of collective and individual solutions. This inspires us to contemplate the role and measures of various types of authorities in coping with global risks.

Abstract:We present a model of firm entry in an industry that operates under an aggregate production quota or cap-and-trade (CAT) regulation. Firms are heterogeneous in their own productivity; each knows its costs of production but is uncertain about where its costs rank among an entrant population. We show the existence of a unique, symmetric, dominance solvable, Bayesian Nash equilibrium in switching strategies in a parameterized game with a continuum of players. Our main result is that uncertainty over one's productivity rank is sufficient to cause socially inefficient over-entry when the average cost in the population of potential entrants is low. We find socially inefficient under-entry when the opposite conditions hold. Within both the class of models on global games with strategic substitutes and the class of models on firm entry, our model offers innovative insights into inefficient over-entry, under-entry, and introduces a novel underlying mechanism that drives entry bias.

Abstract:An increasing number of politicians are relying on cheaper, easier to access technologies such as online social media platforms to communicate with their constituency. These platforms present a cheap and low-barrier channel of communication to politicians, potentially intensifying political competition by allowing many to enter political races. In this study, we demonstrate that lowering costs of communication, which allows many entrants to come into a competitive market, can strengthen an incumbent's position when the newcomers compete by providing more information to the voters. We show an asymmetric bad-news-good-news effect where early negative news hurts the challengers more than the positive news benefit them, such that in aggregate, an incumbent politician's chances of winning is higher with more entrants in the market. Our findings indicate that communication through social media and other platforms can intensify competition, how-ever incumbency advantage may be strengthened rather than weakened as an outcome of higher number of entrants into a political market.
