Latin American sociology in the Cultural Cold War: Florestan Fernandes, Aldo Solari, and ILARI

Abstract:What does the collaboration between the sociologist Florestan Fernandes, Aldo Solari, and the Latin American Institute of International Relations (ILARI), an organ of the Congress for Cultural Freedom, tell us about Fernandes's thinking between 1969 and 1972? The analysis of official ILARI documents and correspondence and texts by Fernandes and Solari suggests that this episode reveals Fernandes's concern with defending space for science on a continent marked by authoritarianism, thereby enabling a more nuanced understanding of his trajectory than one marked by two distinct phases, "reformist-academic" and "revolutionary-political." From ILARI's perspective, the partnership with Fernandes is revealed as critical in lending its actions intellectual legitimacy.

Abstract:Abstract This article introduces some discussion on the limitations of the distinction between laicidad and secularization in Latin America (and to a lesser extent, the notion of religious freedom), mainly highlighting the problem of the colonial origin of these conceptions and their relationship with the liberal hegemonic political framework of the field. The paper’s thesis is that the boundaries for achieving a secular context in the region are not only connected to the lack of secular policies but to the application of limited concepts on the separation between church and state, and the impact of this emphasis on a reductionist vision of the religious diversity phenomenon and its link with the socio-political processes of the region. Our propose, finally, is to review these ideas in the light of the concept of radical democracy, and the contribution of this category in the broadening of the processes of institutionalization of religious identity configurations. We will take as an example of application the debates raised by the Pavez vs. Chile case in the Inter-American Court, resolved in the year 2021.

Abstract:The increasing interaction between the political and social culture of the United States and the culture of Inter-Americana has created conditions of significant conflict and convergence in certain areas of American society. By analyzing the forces that have contributed to both the rejection and embrace of Inter-Americana within the culture of the United States, one may come to understand how both the political and social environment has influenced the manifestation of the cultural representations of Inter-Americana which may be identified in the contemporary environment. This study seeks to examine such representations through an analysis of multiple scholarly works relating to certain critical elements of said representations. It is argued herein that the entrenched political culture of the United States has contributed to a rise in negative cultural representations of Inter-Americana, however, a new wave of positive representations has begun to manifest through an embrace of cultural diversity by segments of the Inter-American population.

Abstract:The New Urban Agenda (NUA), adopted in 2016 at the United Nations Conference on Housing and Sustainable Urban Development (Habitat III) in Quito, Ecuador, represents a globally shared understanding of the vital link between urbanization and a sustainable future. At the heart of this new vision stand a myriad of legal challenges – and opportunities – that must be confronted for the world to make good on the NUA’s promise. In response, this book, which complements and expands on the editors’ previous volumes on urban law in this series, offers a constructive and critical evaluation of the legal dimensions of the NUA. As the volume’s authors make clear, from natural disasters and resulting urban migration in Honshu and Tacloban, to innovative collaborative governance in Barcelona and Turin, to accessibility of public space for informal workers in New Delhi and Accra, and power scales among Brazil’s metropolitan regions, there is a deep urgency for thoughtful research to understand how law can be harnessed to advance the NUA’s global mission of sustainable urbanism. Abstract:Science and Innovation Diplomacy (S&ID) has emerged in recent years as a relevant scholarly movement and interdisciplinary research agenda internationally. This field is promoting a significant impact on the understanding of the cultural and political dynamics of Science, Technology and Innovation (ST&I), implementing initiatives from local to global level. Notwithstanding, S&ID is growing asymmetrically around the world, setting up over a particular configuration in the so-called Global South (GS) societies. In Latin America (LA), although S&ID is a recent, unequal and intra-nationally fragmented process, there are important achievements that have been able to create a favorable mix of approaches, agendas, and practices in this field. Addressing the scope of the special issue "Science Diplomacy and Sustainable Development: Perspectives from Latin America," this article aims to present a comprehensive analytical typology to the study of the emerging experiences of S&ID in LA, catching the diversity of this research agenda. This is a qualitative merged method-based study, sustained by a literature review, documentary research, online data analysis, and typology building. We understand S&ID in LA as a tentative re-organization of different states and subnational actors around the study and institutionalization of the governance of contemporary transformations on the systems of ST&I.

Si todo libro escrito por varios autores implica el superar una serie de dificultades de comunicación y armonización, el preparar uno con una docena de autores repartidos por el Caribe, Europa y los Estados Unidos constituye un desafío particularmente difícil. Abstract:Since its inception in ancient Greece, public space has played a key role in the politics and democracy of cities. Its role has been degraded in post-modernity, and reached its deepest crisis in the full maturity of the post-Fordist system (from 1990 onwards). This economic and representation depression, as well as institutional legitimacy, that States are experiencing, have promoted the emergence and resurgence of different social movements that flood cities globally. Here is where the concern of the Frente Urbano Amparo Poch y Gascón collective lies, formed by the authors, to recognize and characterize, from a socio-urban logic, these manifestations and the sustained occupation that public spaces have experienced in different Latin American cities during the last decade. This research, framed within the Virtual Latin American Meeting, Utopías Líquidas, is proposed starting from a mixed methodology of collective mapping, recognizing public spaces, and characterizing their occupation exercised by Latin American social movements, in the dispute to redefine them and regain their political character, and thus value the different Latin American social movements and their struggles, in an act that encourages resistance and solidarity.

Abstract:This article discusses policy and regulation of internet platforms in Latin America. It first addresses how internet platformization brings back to the political agenda the centrality of communication public policy and communication governance at a global scale. The article presents some global policy concerns on internet governance, while also analysing the regional specificities. It offers an overview of the tradition of communication policies in Latin America, to show continuities and shifts in the debates on internet governance highlighting key aspects, including the peripheral positioning and recognition of power asymmetries, and the role of states and the participation of society in the discussions. The presentation also portrays some of the current regulatory debates in the region and identifies at least three different approaches (and their pitfalls): taxation perspective; platform funding initiatives and content moderation regulatory projects under debate which, in many cases, jeopardize human right principles. Finally, an overview of the six articles comprised in this Special Issue is presented.
