Abstract:In the year 2000, more than 160 governments adopted six goals aimed at vastly improving learning opportunities for children, youth, and adults by 2015. This article, based on an annual international report that tracks progress toward these goals and levels of aid to basic education, analyzes the significance of expanding learning opportunities for human, social, and economic development. It assesses where the world stands on meeting its commitments--developing nations and donors included. The picture is mixed, with considerable progress in some cases, especially toward universal primary education and gender parity at the primary level. Much less attention is being given to other age groups, notably through early childhood care and education programs and adult literacy--a global scourge affecting 781 million adults. Low education quality, lack of learning opportunities for the most disadvantaged groups, and insufficient aid to basic education are holding many countries back. The article outlines some of the greatest challenges for decision makers: holistic early childhood programs that target the most disadvantaged children; policies to make school free, accessible, and safe for girls and boys; and scaling up adult literacy programs. Education quality--from the recruitment and training of teachers to textbooks, sufficient instructional time, and initial instruction in the mother tongue--has a documented influence on learning outcomes. Increased domestic and international spending on education is essential. Such an agenda requires long-term vision and strong political commitment at the highest level.

It was already formulated by French philosopher Nicolas de Condorcet in the 18th century (Condorcet 2009 [1791]).<sup><a href="#Fn1">1</a></sup> An activist for human rights, universal equality and freedom. he proposed a system of free public education in order to educate citizens equally. Then as now, the principle makes a lot of sense in terms of fostering active citizenship, and <em class="EmphasisTypeItalic">the right to education</em> should indeed be recognised as a right for all human beings regardless of their social or legal circumstances.
A human right to literacy education: Implications for serving Syrian refugee children

Abstract:Forty percent of Syrian refugees are younger than 12, and many have not attended school for up to five years, disadvantaging them academically, emotionally, and psychosocially. Article 19 of the Universal Declaration of Human Rights dictates "the right to freedom of opinion and expression…and to seek, receive and impart information and ideas…)". Resettled refugee children face the challenge of integration into majority-English school systems with limited ability to express themselves or linguistic means to access education. However, Syrian adults possess high rates of literacy and funds of knowledge that can promote an environment of learning in the home language. With incomplete language and literacy skills in their native Arabic, learning English for academics proves challenging. Without language and literacy instruction, refugee children experience a lower likelihood of class participation and a greater likelihood of social isolation or drop out. To inform speech-language pathologists and other educators, this literature review aims: (1) to apply second language learning concepts relevant to refugees, (2) to inform pedagogy specific to reading by highlighting cross-linguistic differences between Arabic and English, and (3) to illuminate strategies that families and educators of Arabic-speaking refugee students may employ to resume and promote language and literacy development.

Abstract:This work is intended to propel forward the current discussion regarding the contribution of the educational accountability mechanism to the development of school improvement processes. A literature review of a set of implementation studies of educational policies that incorporate educational accountability was conducted to discover what elements of this mechanism help or hinder educational improvement in the specific contexts in which they are applied. A discussion of the results of this review and projections for Latin America are presented at the end of the paper.

Abstract:The study aims to identify obstacles - obstacles faced in fulfilling a child's basic human rights (human rights) in education article 31. The protection of human rights became an element of legal sovereignty. A legal requirement is good if it produces a good application. The theory supporting this study is the concept of legal sovereignty, where the theory of justice lies in the two principal principles used in creating justice. Same freedom, as long as it benefits all parties, the principle of inequality used to profit the weakest. The research method used is a correlation description analysis with data collection techniques in-depth interviews, observation, and documentation. Studies show that human rights in children have a correlation value of 0.145. Basically, human rights enforcement efforts in basic have a significantly low correlation with Article 31 Education guarantee freedom in self-development in accordance with a nine-year government program.

Abstract:Background: Inclusionary ideals regarding the education of children with disabilities (CWD) are articulated in various international human rights treaties and instruments such as the United Nations Convention on the Rights (2006), the Salamanca Statement (1994), and the 2030 agenda of the UN's Sustainable Development Goals (SDGs). In the latter, the fourth goal explicitly focuses on the removal of barriers to education and supporting access to quality, equity, and inclusion for people with disabilities. Although data regarding access to education among CWD remains scarce, it is well known that rates of their participation in education remain low, particularly among those in LMICs. The research question of this descriptive review is what are the barriers to and facilitators of education for children with disabilities worldwide aged between 6 and 18 years old? Methods: A descriptive review of literature published in English between 2013 and 2021 was conducted following the Joanna Briggs Institute (JBI) guidelines for a scoping review using the following databases: EBSCO, SocINDEX with full text (EBSCO), and ERIC (EBSCO). The search resulted in 7,072 titles and abstracts, which were narrowed down to 1,335 papers for full text review. After data extraction, 54 papers were included in the analysis, with 34 being qualitative, 10 quantitative, and 10 mixed-methods studies. The findings on the facilitators and barriers to education for children with disabilities were analyzed using the International Classification of Function, Disability and Health (ICF) and Urie Bronfenbrenner's Ecological Framework (1979). Results: Out of the eligible studies included in our research, 40 were conducted in developing countries, while 14 studies conducted on LMICs. Of the five environmental domains in the ICF, the most significant barriers were found to be that of attitudes and services, while technology and effective communication with school staff were found to play a crucial role in facilitating the education process. Applying Bronfenbrenner's framework, barriers occurred at the micro-system (school level), meso-system (parent and teacher communication), exo-system (services), and macro-system (education policy). Only 3 out of the 54 studies included the voices of CWD. Conclusion: Despite documented barriers, facilitators of education for CWD are underexplored, lacking research on their voices. Further investigation is needed.

Abstract:At the household level, education is linked to child wellbeing through the effects that purchased goods and services have on the proximate determinants of child health. Greater household income and assets directly raise the ability to purchase sufficient quantities of nutritious foods, clean water, clothing, adequately-ventilated housing, safe storage of food, personal hygiene items, and health services. Result of nutrition showed that most children are not in the status of getting balanced and well nourished food type. This is done because of less number of educated family in the household level and educated individuals in the study area. The people who depend upon the world’s marine resources for their livelihoods are under increasing pressure from changes in, and declining availability of ecosystem services, conflicts over access rights, marginalization from resource access, criminalization of their livelihoods and exclusion. The results have showed that the productivity of household is in the very low status. Therefore, households should cooperate each other and work together in order to raise their production through cooperatives.

Abstract:This paper characterizes household spending in education using microdata from income and expenditure surveys for twelve Latin American and Caribbean countries and the United States. Bahamas, Chile, and Mexico have the highest household spending in education and Bolivia, Brazil, and Paraguay have the lowest. Tertiary education is the most important form of spending, and most educational spending is performed for 18- to 23-year-old individuals. More educated and wealthier household heads spend more in the education of household members. Households with both parents present and those with a female main income provider spend more than their counterparts. Urban households also spend more than rural households. On average, education in Latin America and the Caribbean is a luxury good, whereas it may be a necessity in the United States. No gender bias is found in primary education, but at secondary school age and up households invest more in females than in males.

Abstract:In Malaysia, marginalised non-citizen children are excluded from formal education at public schools. Recognising education as a fundamental human right, the barriers and facilitators to educational access among refugee and asylum-seeker, migrant, stateless and undocumented children in Malaysia were explored. Qualitative data were collected via 32 in-depth interviews with multiple stakeholders. Data were thematically analysed and organised at three socio-ecological levels. At the 'legislative and policy' level, the requirement of citizenship documents only allows some stateless children to access public schools. Yet, many informal learning centres are not state-endorsed, as they are unable to fulfil licensing criteria. Importantly, denying the right to work for adult refugees and other undocumented people demotivates the pursuit of education among children. At the 'individual and family' level, financial constraints constitute a major reason for school dropouts, especially through expectations on boys to work. Cultural norms partly contribute to the lower enrolment of Rohingya refugee girls in secondary education, but gender parity is maintained for most in primary education. Another factor is proximity to learning centres, which links to safety concerns and transportation costs. Those who accessed public schools reported bullying by local children, which parallels institutional discrimination against marginalised non-citizens. At the 'community and educational institutions' level, inadequate funding for learning centres limits their ability to invest in physical facilities, teachers' salaries and others. Despite difficult operating conditions, learning centres address diverse school readiness, educational backgrounds, and language competencies among students by having sensitised teachers, placement tests and preparatory classes at school entry, and options for vocational training. We propose the gradual inclusion of all children in public schools and the immediate state recognition and support of learning centres. Correspondingly, realising the 'Right to Work' for refugees and stateless peoples will be synergistic in advancing universal education access for all children.
