Abstract:In 2000, the China Principles were promulgated by the China ICOMOS as professional guidelines for the conservation of historic sites. In writing the China Principles, China ICOMOS worked in collaboration with heritage experts from the USA and Australia and adopted ideas from Western conservation codes, particularly Australia’s Burra Charter. While acknowledging the influence of international trends on the heritage profession in China, the paper identifies the Chinese characteristics of the China Principles by comparing them with the Burra Charter, and raises issues about the application of the China Principles to conservation practice.

Abstract:By the early 18th Century, the “Rites Controversy” among the missionaries themselves has evolved into a culture conflict between the Qing Empire and Europe. To make the European missionaries in China follow the rites of Matteo Ricci, Emperor Kangxi had French Jesuit missionaries Joachim Bouvet and Jean Francoise Foucquet study the Book of Changes in his royal palace and had further conversions with the European missionaries based on their researches. Not only did this cultural conversation reveal the Figurist’s tendencies, as represented by Bouvet, and the interior conflict among the missionaries themselves after the “Rites controversy,” but also showed Kangxi’s policies towards the missionaries, as well as his attitude towards Western culture and religion.

Abstract:Ritual performance is well understood in organizational maintenance. Its role in leadership and processes of change, however, remains understudied. We argue that ritual addresses key challenges in institutionalizing leadership, particularly in fixing the relation between a charismatic leader and formal governance structures. Through a historical case study of the institutionalization of the emperor in Qing China (1636–1912), we argue that the shaping of collective understandings of the new emperor involved structural aspects of ritual that worked through analogical reasoning to internalize the figure of the leader through focusing attention, fixing memory, and emotionally investing members in the leader. We argue that data from the Qing dynasty Board of Rites show that ritual was explicitly designed to model the new institutional order, which Qing state-makers used to establish collective adherence to the emperorship. We further discuss the implications of this case for understanding the symbolic and performative nature of leadership as an institutional process.

Abstract:Thirty years ago, Association for Asian Studies President Ho Ping-ti summarized the state of Qing studies in his address, “The Significance of the Ch'ing Period in Chinese History” (Ho 1967). Since that time, there have been major shifts in scholarly perceptions of the nature and significance of Qing rule that bear directly on contemporary issues of nationalism and ethnicity. I will survey the recent secondary literature, compare current formulations of Qing history with those enunciated by Professor Ho, and appraise their implications for our understanding of China.

Abstract:The continuous growth of regulations in the Qing Dynasty has been documented and explained by voluminous literature. However, this study finds that this literature does not capture the full picture. The upward trend in the number of new regulations in The Great Qing Code is not sustained throughout the entire Qing Dynasty. Additionally, there are differences between various types of new regulations. The growth of regulations mainly occurs before the middle period of the Qianlong reign, but afterwards there is a decline. However, the decline in the growth rate of new regulations and precedents of the central government departments of the bureaucracy is relatively weaker and not as sustained as regulations in The Great Qing Code. With the change in the number, the structure of the regulations has also changed. The importance of "enacting regulations based on cases" increases compared with " enacting regulations based on high rank officers' suggestions." The tendency toward "criminalization" in The Great Qing Code is also strengthened. In the meantime, "governing officials" remains the main source of central regulations for The Great Qing Code. Governing officials also shapes the relationship between local government and society, and this provides a bit of room for private regulations to gain legal validity indirectly. This source of legislation increases the adaptability of the governance of the Qing Dynasty.

Minding the Minders: Overseeing the Brokerage System in Qing China

Abstract:The Qing dynasty’s predilection for using extra-bureaucratic groups to govern the empire is well known. Yet the interests of these groups and those of dynastic officials did not always coincide, and officials often lacked the resources to resolve conflicts when they arose. This article explores how these limitations were overcome in the case of one extra-bureaucratic group, brokers. Lacking other means, officials forged a relationship with merchants, workshop owners, and others hurt by brokers’ illegal behavior. As people with a stake in established society and well-ordered markets, these stakeholders petitioned officials to notify them promptly when brokers acted abusively. They requested that the officials issue prohibitions and allow their carving on stelae. The stelae erected strategically in local communities extended the reach of the dynasty, demonstrated popular support for the dynasty, and frequently authorized the stakeholders to report future abuses. While it certainly did not eliminate all abuses, this relationship prevented brokers from dominating local markets and competing with the dynasty for economic surplus.

Abstract:During its last ten years,the Qing court embarked on comprehensive reforms of unprecedented speed and extent,and took no obviously oppressive or "unjust" actions.Nevertheless,a revolution broke out in China and succeeded quickly and with little difficulty.We should have a deeper understanding,analysis and interpretation of the transition from monarchy to republic,the "greatest change in five thousand years." The cross-the-board incursion of imperialism led to an unprecedented upheaval in the Chinese power framework.The new paradigm of competition between China and foreign countries confronted the court and the people with the necessity of fundamental reforms of political orientation,political structure and political ethics.A political pattern of small government which had lasted for thousands of years was forced onto a new road where government action was brought to the fore in pursuit "prosperity and power," and the crisis the system faced made the New Policies seem self-destructive.Furthermore,because political ethics could not change as swiftly as political institutions,the political system's transformation sunk into even deeper crisis.Finally,political transformation had to give way to revolution,which the Chinese people regarded more agile and more effective.

Abstract:In this paper,the author philologically examines the manuscript of Lingzhai Shiji and the interrelated books written by the Korean diplomat Yu Tuk-kong,indicates the differences of the contents among all these editions so as to describe the society and the literati in high Qing.The author considers that after the visit to Beijing,the Korean diplomat made some alterations to his book Lingzhai Ji thus forming a new edition,and that Yantai Zaiyou Lu should contain both poems and explanations just like Luanyang Lu.The explanations of "Rehe Jixing Shi Sishijiu Shou" in Lingzhai Shiji are literally different from the ones in Luanyang Lu and Rehe Jixing Shi Zhu although they have the same origin.Comparing all these editions,we can see the other aspects of the history in the Qing Dynasty,and know more clearly of the true life of the literati and artists living in Yangzhou,Beijing and other cities with these descriptions from outside of China.
