Abstract:Cultivating university students' entrepreneurial skills has become a worldwide common interest. Taking Zhejiang Province, China as a case, this paper firstly analyses the push and the pull forces of cultivating innovative and entrepreneurial talents. Then the contents of Zhejiang's entrepreneurship policy for university students are systematically elaborated. This research makes a conclusion that though more and more university students have chosen an entrepreneurial career because of the impact of entrepreneurship policy, the fragmentation of policy and the lack of university students' experience have to a great extent hindered the realisation of entrepreneurial activities. Further efforts should be made to better disseminate the policy and effectively put the policies into effect.
Foster Inclusive Entrepreneurship in BOP Areas : The Role of Asset Specificity and Supply Chain Interconnection

Abstract:Inclusive entrepreneurship has been proven to be an elixir for the inclusive growth in the ‘Base of the Pyramid’ (BOP) regions. Consequently, governors are trying various ways to direct resources into local region to support inclusive entrepreneurship. Some of these policies worked, while others don’t. Why? We argue that, although more resources enhance the chances to start business, it also leads to fierce competition among entrepreneurs, and finally impair the benefits of resource supports. So where to direct the resources to and how to arrange these resources should be carefully thought. Analysis based on data collected from inclusive entrepreneurs in Zhejiang province in China shows that, when the resources are directed to sectors with highly specific assets, the competition will be intensified. On the other hand, if the resources are carefully allocated to different links of an intact supply chain, direct competition among entrepreneurs will be mitigated, so the entrepreneurs will benefit more from the resource supporting plans. This study extends literatures on inclusiveness by offering an operational measurement of inclusiveness, and identifying two boundary conditions that will affect the efficacy of resource supporting plans.

Abstract:The emergence of new entrepreneurial phenomena of university-wide entrepreneurship education(UEE) is not only the requirement for the diversification of entrepreneurial talents of times,but also the proper choice for the internal transformation of higher educational institutions.Based on the cross-campus resources,UEE has covered the students from all disciplines which aims to cultivate students'entrepreneurial spirit and entrepreneurial competences.Different stages of the development of UEE have different characteristics.Nowadays,many innovative approaches of UEE have been explored in the developed countries.In order to promote the development of UEE in China,the issues as the orientation of UEE,the educators,the education carriers as well as the perfection of the evaluation of UEE should be further clarified.

Abstract:Under the great press of undergraduate employment,to encourage college students to enterprise has become a stable inspired public policy to solve the employment problem.But in the context of college student enterprising policy,there is the dilemma of high level evaluation and low level choice.The essential reason is that the policy of college student entrepreneurship is still not so democratic for undergraduate,and the policy doesn't grasp the special character of its target group.Higher education institutes and the government should examine the enterprising policy from the perspective of the whole system,and realize policy transformation from subsidizing all to encouraging the excellent to construct a more effective policy environment for undergraduate entrepreneurship.

Abstract:Studies on entrepreneurial development have been focused in singular dimensions,such as personality characteristics,entrepreneurial environment etc.,but entrepreneurial development is a complicated process influenced by various factors.By exploratory analysis,we investigate elements in the develop process of local entrepreneurs,sort elements of various dimensions into an analytical framework,and exploit the structure of them.We conducted a three-stage survey of individual entrepreneurs for 2 years,and the following conclusions were drawn: the elements in entrepreneurial development can be classified to 7 types and integrated into an analytical framework;the new venture initiations of most entrepreneurs are influenced by 2 to 6 factors;personality characteristics is the most significant among all the elements.

Abstract:ABSTRACTInformation and knowledge have been recognized as valuable resources for gaining competitive advantage, streamlining decision making and improving strategic management. In an increasingly competitive economic environment, the survival of organizations is heavily dependent on their recognition of information as an important strategic resource (Choo, ). Entrepreneurs, who have been regarded as the key drivers of innovation and have frequently been credited with boosting economic development (Timmons & Spinelli, 2009), find themselves in an increasingly disadvantaged position as a result of an inability to compete with the financial power of large companies. The benefits that entrepreneurs reap from having access to quality information resources have been documented in many studies, however, the accessibility and preferences of the information resources varies by context. The focus of the panel will be exploring how information specialists and institutions help entrepreneurs access and use information resources to support their business ventures. Panellists will shed light on different international perspectives drawn from research conducted on different types of groups/organizations. Discussion will be geared to illuminate existing approaches that have been taken to meet the information needs of entrepreneurs, with a view to propose future courses of action.

Abstract:Entrepreneurs as the most important drivers, determine the whole enterprise's innovation capabilities in Small and Medium-sized Enterprises (SMEs). Existing literatures concerned the relationship between innovation capabilities and entrepreneurs, consistently emphasize the important role of entrepreneurs; yet they do not clarify the question of "how"-how entrepreneurs leverage the innovation capabilities. However, the answer of "how" has more practical significance than just expounding the important role of entrepreneurs in enhancing innovation capabilities.In this article, two paths by which entrepreneurs leverage innovation capabilities are explored. One is direct; referring that entrepreneur should strengthen himself. The other is a relatively indirect one, nurturing employees to leverage the whole enterprise's innovation capabilities. A case study of the innovation capability development at UPG, a small financial service company in Zhejiang Province, found the mechanism how entrepreneurs leverage innovation capabilities.

Abstract:We contribute to the literature on understanding the different categories of individuals in international entrepreneurship by exploring returnee entrepreneurs as a focal group. Building on social network theory and the international entrepreneurship literature, we examine the mechanisms through which returnee entrepreneurs’ liability of outsidership influences their exploitation of opportunities across national borders. The findings show that resource acquisition mediates the relationship between returnee entrepreneurs’ outsidership and firm performance. In addition, this study identifies the strategic actions that returnee entrepreneurs can take to overcome the inherent liability of outsidership and leverage potential overseas advantages. Returnee entrepreneurs can overcome outsidership through collaborating with local top management team (TMT) members who serve as local brokers and help to capture entrepreneurial opportunities by facilitating resource acquisition. This study extends existing research on international entrepreneurship by shedding light on the boundary conditions under which returnee entrepreneurs overcome outsidership and effectively exploit entrepreneurial opportunities.
The Development and Bottleneck of Returned Students' Entrepreneurship in China: A Study Based on the Zhongguancun Area

Abstract:The Returning Entrepreneurship is playing more and more important role in promoting the innovative economy in China.Based on the first-hand interviews and questionnaire in the Zhongguancun area,this paper studied the upda- ted development and challenges of the new business ventures started by overseas returnees.We find that favourable gov- ernmental policies,good market opportunities,abundant outside information resources,supporting rules and laws,and good industrial cluster are the main factors that attracting the returning Chinese entrepreneurs.However,there are still some bottlenecks,including entrepreneurial financing,market exploitation,team building,awareness of the domestic situations and intra-industry cooperation,etc.Some policy implications to build a better ecosystem for entrepreneurship are provided for the future development of Returning Entrepreneurship,especially to improve the platforms for entrepre- neurial financing,information exchanging and human resource development.

Abstract:Rural entrepreneurship is an important means to solve the problem of "rural decline" and is also the focus of the "rural revitalization" strategy. The rural entrepreneurship ecosystem directly affects entrepreneurial performance. Based on the configurational perspective, using the fuzzy-set qualitative comparative analysis (fsQCA) method, taking 85 typical rural innovation and entrepreneurship demonstration counties in China as research samples, this study explores the impact path of the rural entrepreneurship ecosystem composed of multiple factors on entrepreneurial performance and the complex causal mechanisms behind it. The results show that market size, human capital, financial capital, infrastructure (both hardware and software), and government scale cannot individually constitute the necessary conditions for high or non-high rural entrepreneurial performance; there exist two pathways driving high entrepreneurial performance in rural areas: a market-driven financing-and-intelligence integration pathway and a government-supported infrastructure-assisted pathway. Under certain conditions, there is a substitution relationship between rural entrepreneurial market allocation and government intervention; there are two paths driving non-high rural entrepreneurial performance, which are summarized into market–financing suppression and market–government suppression according to the core driving factors. By systematically analyzing the impact of the rural entrepreneurial ecosystem on entrepreneurial performance, and explaining the intrinsic logic and path of high and non-high entrepreneurial performance based on the configurational perspective, this paper provides a decision-making reference for further enhancing the entrepreneurial performance in rural China and realizing rural revitalization.

Abstract:Through using relevant literature and combined with the reality,this paper tries to analyze the motivation of inspiring farmers' entrepreneurship and the bottleneck in the process of establishing a business from the perspective of promoting rural economic development,and emphasizes that the inherent qualities of entrepreneurs are fundamental to success,while the external environment plays a key role.In the meanwhile,this paper considers that,in order to stimulate farmers to establish a business,it is necessary to combine entrepreneurial power with wants and objectives,and build an incentive mechanism for farmer's entrepreneurship.At last this paper elicits some related incentive suggestions,including proposing business programming,fostering the mainstay of entrepreneurship,providing more supporting funds,establishing the financing system for farmer entrepreneurship,innovating training mechanisms,building business service platform and improving matching service system under the endeavor of local governments,entrepreneurs,banks and related parties,so that the growth of entrepreneurship can be promoted.

Abstract:This paper aims (1) to explore resilience among Chinese entrepreneurs and its correlation with entrepreneurial types; (2) to examine the relationship between entrepreneurial type and other factors including locus of control, education and experience. A cross–sectional cohort study design was used. Fifty thousand entrepreneurs were randomly selected from 228 cities across 31 provinces in China, of which 38,890 agreed to participate in this study. Results indicated that entrepreneurs who founded a resource–based business had higher resilience scores than those who founded risk or knowledge–based ventures. The resource–based and skill–based entrepreneurs were similar to each other in terms of creativity and innovation, need for achievement, flexibility and knowledge seeking. The findings of this study suggest that institutions and small business support agencies need to provide training opportunities for entrepreneurs to develop resilience characteristics before they commence establishing business ventures.

Abstract:The rise of university-wide entrepreneurship education (EE) programmes in the past two decades is witnessed both in developed and developing regions. The 'Mass Entrepreneurship and Innovation' strategy introduced in China in 2014 and series of policies issued afterwards highlight the increasing importance of entrepreneurship, and the parallel promotion of university-wide EE throughout the country. Based on a semi-structured interviews and policy document reviews, this article interrogates the issues and challenges in university-wide EE programme implementation in China, with special reference to Zhejiang province. This study identified four key issues and challenges: the struggle of pursuing 'legitimacy', varied models-development of EE, lack of entrepreneurship faculty staff and experts, and the lack of cooperation among stakeholders. This article recommends the need for an interdisciplinary development of EE and an active engagement of various stakeholders to promote a sustainable EE programme in China.

The Effect of Triple Helix and Innovative Local Community on the Sustainable Entrepreneurship in Resource Dependent Region of China

Abstract:During recent years, resource dependent regions in China are facing great transitional challenges in transforming into new sustainable development. Entrepreneurship is considered to be vital vehicle in this process. Based on prior research, this research tries to provide deeper view about the effects of Triple Helix and innovative local community on sustainable entrepreneurship. A survey of 1224 university students joined in Entrepreneur Association was carried out to support this theorized model. The main findings of this research suggest that university undergraduates in resource dependent regions are improved to be risk seeking and fill with courage quotient in break away with market barriers. This process involves different collaboration, and should be carried out by the type of universities. For the non-science and engineering university, the marginal effect of different stakeholders on sustainable entrepreneurship are strengthened when adding in the trilateral interact effect among university, innovative local community and the government. When considering the science and engineering universities, triple cooperation mode is the most efficient way compared with other cooperation (bilateral and quadrilateral) modes in fostering sustainable entrepreneurship. These findings contribute to literature streams on both of sustainable entrepreneurship and sustainable transition. Finally, four kinds of special strategies for different stakeholders were recommended by extending our results.
The Impact of Incubator Network Strategy on the Entrepreneurial Performance of Start-Ups: a Resource Bricolage Perspective

Abstract:In the realm of entrepreneurship, incubators have emerged as indispensable facilitators, serving as crucial avenues for entrepreneurs to establish external network connections and secure access to vital resources. This study draws upon the principles of social network theory and employs hierarchical regression analysis. The primary focus of our investigation is to elucidate how incubators' network-building endeavors exert a substantial influence on the entrepreneurial performance of start-ups, from the perspective of resource bricolage. Our research examined a sample of 465 start-ups in China. The empirical findings that have emerged from our study reveal the positive impact of incubator network building on the entrepreneurial performance of start-ups. Importantly, this impact is not isolated but instead is partially mediated through the lens of resource bricolage, highlighting the innovative use of available resources. Furthermore, we shed light on the moderating role of network proactiveness, revealing its positive influence on the relationship between incubator network building and the resource bricolage employed by start-ups. This study significantly enriches the existing body of knowledge by advancing our comprehension of the intricate mechanisms governing the incubator start-ups dynamic. It contributes to a deeper understanding of how diverse incubator network mechanisms shape the accumulation of resources and capabilities within start-ups, shedding new light on the path to entrepreneurial success.
