Abstract:Recruiting and retaining the global highly-skilled talents are integral parts of China’s national strategy of indigenous innovation. Symbolized by the National Talent Development Plan 2010–2020, the Chinese government, at both central and local levels, has been promulgating a variety of policies and programs to attract returnee talents. This is not surprising when you consider returnee entrepreneurs offer possibilities for their countries of origin, many of which suffered painfully from brain drain, to leapfrog toward more dynamic and competitive economies. A relatively new phenomenon, returnee entrepreneurs are being investigated in a growing body of literature in alignment with their rising prominence and the growing interest paid by policymakers. The book Entrepreneurship and Talent Management from a Global Perspective, edited by Huiyao Wang and Yipeng Liu, is a timely collection addressing critical issues on transnational mobility and talent management in China and beyond. As stated in the Introductory Chapter, Wang and Liu aim to ‘accommodate diversity from various perspectives’ (p. 9) on global returnees. The book comprises 12 chapters and is organized into two sections. Part I (Chapters 1–7) focuses on China. Issues investigated include the Chinese return migration policies and its implications (Chapter 1), the role of returnees in politics and business (Chapters 2, 3, and 5), how the demographic differences of Chinese entrepreneurs at home and abroad are shaped by formal and informal institutional contexts (Chapter 4), and how social networks that bind (including local engagement or diaspora communities) foster and transform the migration of international students and technology ventures (Chapters 6 and 7).
