Abstract:Under the great press of undergraduate employment,to encourage college students to enterprise has become a stable inspired public policy to solve the employment problem.But in the context of college student enterprising policy,there is the dilemma of high level evaluation and low level choice.The essential reason is that the policy of college student entrepreneurship is still not so democratic for undergraduate,and the policy doesn't grasp the special character of its target group.Higher education institutes and the government should examine the enterprising policy from the perspective of the whole system,and realize policy transformation from subsidizing all to encouraging the excellent to construct a more effective policy environment for undergraduate entrepreneurship.
