Language Problems & Language Planning

Abstract:As one of the most authoritative journals in the field of language planning, Language Problems and Language Planning has a long history. In this paper, we describe the development and changes that the journal has experienced in different periods, the characteristics that have remained constant, and the role that it has played in the development of language planning. To this end, we collected information from the first 100 issues of the journal (1977 to 2010) to build a corpus, and then used software to extract different categories of information. Through analysis of these statistics, we found that the journal is in many respects representative of changes in the field of language planning, following trends in the discipline and clearly and accurately reflecting the evolving priorities of language planning over the years.

Abstract:Language planning is a problem-driven branch of linguistics that aims to influence the evolution of language through conscious human activity and to regulate the relationship between people, language and society. From a linguistic perspective, the laws of language are the disciplinary foundation of language planning. Language is a human-driven complex adaptive system, and the essence of language planning is to consciously drive the evolution of language so that it better serves people, society, and the nation. Language planning research should emphasize the role of theoretical patterns, seek universal laws of conscious human influence on language evolution,and use these laws to solve real-world language problems.

Abstract:This article examines the communication patterns among multicultural African families in Japan. Using ethnographic vignettes, this article uses family language planning (FLP) theories to understand how African parents communicate with their children, how parents aim to shape their children's language use, how parents conceptualize their family communication, and how Japanese institutions affect the trajectories of parental FLP efforts. This article demonstrates how five intersecting factors influence the outcomes of FLPs in idiosyncratic ways. These five factors include Japanese education and socialization practices, parents' economic resources, parents' language skills, identity ambitions, and parents' willingness to use economic and cultural resources. It also highlights the utility and limitations of applying FLP theories of child agency to the Japanese context. These findings suggest scholars reconsider the interplay of macro- and micro-factors in shaping FLP outcomes, the role of child agency in actualizing FLPs, and the affective elements that shape parents' understandings of language use.

A critical discourse analysis of ELT institutional contradictions in language policy and recruitment in Japan

Abstract:This paper analyses a series of websites of language institutions in Japan and highlights the consistent contradictions between the language policies advertised and the recruitment of non-native English-speaking teachers (NNESTs) conducted. I did a qualitative website study that involved an analysis of the most in-demand ELT companies and organizations in Japan. The websites were of ELT institutions, which were a mix of private institutions that teach for profit, and organisations that are mediators in supplying teachers (Assistant Language Teachers–ALTs) for schools around the country. The aim of this was to compare and contrast the discourse in language ideology with recruitment policies at these companies regarding NNESTs. Conducting a study of these companies’ websites enabled me to find and highlight trends in recruitment and language ideologies where I found a series of inconsistencies but also some encouraging trends in moves towards a more global outlook in teacher recruitment and discourse ideology. At the heart of the analysis was the question of whether a move towards more NNEST recruitment was due to changes in language ideology or economic necessity. The increase in non-native English-speaking teacher recruitment in Japan would be an encouraging development in attitudes and policy if it was related to a recognition of how the linguistic landscape in the 21st century is evolving but it seems apparent that economic factors are the motivating factor.

Abstract:AbstractAs Chinese is quickly becoming the language for intercultural communication, rules and norms of interaction in Chinese – how to speak with the level of politeness and formality required in a situation, or to understand another person’s intention communicated indirectly – are critical aspects of learning Chinese. Despite this growing interest in Chinese teaching and research, most studies have focused on formal aspects of Chinese competence (e.g., grammar and character knowledge), and little research has addressed pragmatic aspects of Chinese learning (Taguchi, 2015). To fill this gap, this thematic review presents four empirical studies on pragmatics in Chinese as a second language. Four studies deal with a variety of pragmatic features in Chinese (e.g., sentence final particles, formulaic expressions, request-making forms, mitigation strategies, stance markers) to illustrate how those features can inform us about L2 Chinese learners’ pragmatic competence and development.

Abstract:This is the first book to bring together the fields of theoretical and empirical studies in syntax on the one hand and the methodology of quantitative linguistics on the other hand. An introduction into the aims and methods of the quantitative approach to linguistics in general and to syntax in particular prepares the reader for the following chapters, which inform about measurement and data acquisition methods and the most common mathematical models for the analysis of syntactic and syntagmatic material. Various examples illustrate how these models are applied and show the corresponding results.
A comparative analysis of language choices in written peer feedback provided by high- and low-proficiency Japanese EFL students

Abstract:Language Teaching Research, Ahead of Print. This study reports on part of a larger research project that investigates the role of students' first language in learning English as a foreign language (EFL) in the context of Japanese higher education. Despite the prevalent use of peer review in EFL writing classes, students' use of different languages and the effects of English proficiencies on collaborative interaction as mediated in written peer feedback remain underresearched. To add to the rather sparse literature, this study comparatively analysed peer feedback provided by high- and low-proficiency Japanese EFL students and conducted stimulated recall interviews to determine the factors affecting their language choices. The text analysis presented a stark contrast in students' language choices stemming mainly from a difference in the type of feedback provided by each group: 'corrective feedback' versus 'complimentary overall comment'. The stimulated recall interview accounts suggested that this polarization is attributable mostly to the proficiency gap between peer dyads and the affective need to contribute to the peer-review process. Inconsistent with the reports of previous studies that peer review benefits all students involved, the advanced-level participants voiced serious doubts about its effectiveness.

Abstract:In April 2011, the Ministry of Education in Japan formally introduced Primary School English (PSE) language teaching in Japanese elementary schools. The PSE policy made it mandatory for fourth- and fifth-graders to attend English lessons once a week. Using the theoretical framework on why educational language plans fail [Kaplan, R. B., Baldauf, R. B. Jr., & Kamwangamalu, N. (2011). Why educational plans sometimes fail. Current Issues in Language Planning, 12(2), 105–124], language planning and its problems [Baldauf, R. B. Jr., Kaplan, R. B., & Kamwangamalu, N. (2010). Language planning and its problems. Current Issues in Language Planning, 11(4), 430–438] and micro language planning [Chua, C. S. K., & Baldauf, R. B. Jr. (2011). Micro language planning. In E. Hinkel (Ed.), Handbook of research in second language teaching and learning (Vol. 2, pp. 936–951). New York, NY: Routledge], this article critically examines the 2011 PSE curricular policy in Japanese elementary schools. Data collection was derived from books, journals, press materials on PSE in Japan and interviews with key stakeholders. The results of the study show that several factors impede the implementation of PSE programme in Japan: lack of curriculum time in learning English, inadequate teaching materials, lack of confidence of teachers to teach English, lack of training and support given to teachers, lack of uniformity in the implementation of PSE programme and an inadequate sociolinguistic environment to sustain the learning of English. This article suggests the need for official language-in-educational planners to adopt a “micro” approach [Chua, C. S. K., & Baldauf, R. B. Jr. (2011). Micro language planning. In E. Abstract:By 2010, a complete set of Japanese Curriculum in China has taken shape, which covers Japanese language teaching in compulsory and secondary education, Japanese language teaching for major and non-major students at the university level and Japanese as a second foreign language at the university level. Along with this, the research on foreign language teaching and learning has become a heated topic. This paper reviews foreign language teaching and learning theories from overseas and summarizes the changes of approaches in teaching Japanese at the university level in China. At the same time it introduces the testing standard and the current situation of testing at home and abroad as well as the experience in this area from China. Promoting the changes of curriculum, textbooks, assessment (testing), and rationale is an issue that needs further exploration by scholars of Japanese language education.
An analysis of written English: assessing characteristics of English writing by Japanese university students through perspectives of World Englishes and English as a lingua franca

Abstract:This paper investigates distinct characteristics of written English by Japanese L1 (first language) speakers of English and compares them with common features of English as a lingua franca (ELF). Utilizing categories drawn from the literature, I have analyzed 92 writing samples by Japanese university students in order to assess whether there are any distinct characteristics shared among L1 Japanese speakers of English, particularly as to (i) lexico-grammar, (ii) lexis, (iii) semantics, and (iv) pragmatics. I have then examined whether there is any overlap between Japanese characteristics and ELF. The phenomenon of extending a sense of the original English word in Japanese and of then using the extended sense in English has supplied evidence of L1 seeping into L2 (second language) English use. In addition, the use of certain expressions has been found to be tightly connected with the Japanese language and culture (e.g., 'study society') in this study. This study has also shown a clear overlap between the writing of Japanese university students and common ELF properties and features, including extra use and regularization – in particular, the extra use of the particle and the pluralization of uncountable nouns – and explicitness and neutrality in word choice.
35 Years’ Research in Contrastive Rhetoric in Japan and China: Methods, Findings and Implicational Issues for Teaching L2 Writing in the EFL Context

Abstract:Based on seminal work by Kaplan (1966, 1968) and others (e.g., Hinds 1977, 1983), extensive research into contrastive rhetoric (CR) across languages and cultures has been conducted to investigate rhetorical patterns, cultural and developmental factors in relation with L2 writing products and skills in the field of second language writing. Research into the mentioned areas in the People’s Republic of China and Japan has gained some momentum and can be briefly classified into three strands. The first strand like Kaplan claimed that Oriental language speakers use the ‘circular logic’ as opposed to English language speakers who are more likely to use ‘linear logic’ in writing. Kaplan (1966) argued that Chinese as well as other “Oriental” writing is indirect. The second strand (Kobayashi 1984; Mohan & Lo 1985; Kubota 1992) suggested that CR should consider the learners’ age and level of English proficiency, L2 rhetorical knowledge and the current instructional context of EFL/ESL students. The EFL learners’ writing dwells in the culture and social context, while these factors reflect the culture of educational system and reproduce culturally preferred discourse features. The paper examines how CR empirical research into Chinese and Japanese EFL learners’ writing of various genres has contributed to the understanding of rhetorical patterns, cultural and educational factors with various methods, trying to find a link between this information and its insight into pedagogical practices in the classroom.
