Abstract:In Japan, following several other English language education policy reforms, English language instruction was formally introduced to the elementary school curriculum as a subject in 2020. This change affects not only elementary school pupils but, perhaps more drastically, elementary school teachers, who are now required to teach English as a subject in their role as homeroom teachers. This paper reports on a study of Japanese teachers of English enrolled in in-service training workshops, and examines the degree to which the teachers feel prepared to implement the new curriculum, the challenges they may face in their classrooms, and the degree to which they feel these workshops help prepare them to implement the curriculum changes. The findings suggest that while many of the participants perceived that there was a necessity for the policy changes, they recognized how their agency may be constrained due to a variety of factors at the micro- and macro-level. A concerted effort at the level of policy planning, teacher training, and curriculum design is needed to help teachers develop their professional identities to enable the necessary changes.

Abstract:The education policy for overseas students in Japan has developed with some unique features, which are worth learning by the Chinese government. The features can be concluded as the following: extensively, the education policy for overseas students reflects Japan's foreign political policies and beliefs of developing the country through education, meanwhile, it supports the stable development of higher education industry. Intensively, the policy includes a serious of reforms in recruitment system, teaching system, and reward system, etc. What is worth learning is that Chinese government should adjust the proportion of the students going abroad and coming to China, try to recruit more overseas students, to promote the internationalization of education, and finally to increase the foreign language level of the teachers engaged in Chinese language teaching.

Abstract:In April 2011, the Ministry of Education in Japan formally introduced Primary School English (PSE) language teaching in Japanese elementary schools. The PSE policy made it mandatory for fourth- and fifth-graders to attend English lessons once a week. Using the theoretical framework on why educational language plans fail [Kaplan, R. Jr. (2011). Micro language planning. In E. Hinkel (Ed.), Handbook of research in second language teaching and learning (Vol. 2, pp. 936–951). New York, NY: Routledge], this article critically examines the 2011 PSE curricular policy in Japanese elementary schools. Data collection was derived from books, journals, press materials on PSE in Japan and interviews with key stakeholders. The results of the study show that several factors impede the implementation of PSE programme in Japan: lack of curriculum time in learning English, inadequate teaching materials, lack of confidence of teachers to teach English, lack of training and support given to teachers, lack of uniformity in the implementation of PSE programme and an inadequate sociolinguistic environment to sustain the learning of English. This article suggests the need for official language-in-educational planners to adopt a “micro” approach [Chua, C. S. K., & Baldauf, R. B. Jr. (2011). Micro language planning. In E. Abstract:This chapter describes an education reform towards twenty-first century education in Japan. The Ad Hoc Council on Education which was established in 1984 by Prime Minister was the starting point of the reform. Japanese society was also undertaking a transition from twentieth century industry to twenty-first century industry. Education reform was a part of it. That was the reason this education reform involved national wide debate including industry people, union people, mass media people, politicians as well as education people. This education reform covers all aspects of education, that is contents, teachers, facilities, school management system, education administration system and fundamental laws. At first this chapter focuses on reform of national standard curriculum from 1990 until 2020. The basic stance of this reform was that the teaching style must take the transition from cramming to help students acquiring the ability to learn and think on their own. And then other reforms such as introduction of national academic ability test, reform of teacher training system, reform of university entrance examination and reform of school management system are also described. This chapter describes the continuous efforts and challenges during this education reform.

Abstract:Abstract Articulating and implementing national development plans ( ndp s) has been a popular approach taken by most governments in the world in response to the opportunities and challenges occurring in domestic and international spheres. Since the 2000s the Taiwanese government has launched a series of ndp s with different goals, foci, and tactical approaches. This paper adopts a retrospective lens to examine how English language education has been strategically situated in the ndp s of Taiwan and reflects on both the alignments and misalignments between the unveiled goals of the ndp s and the policies pertaining to English language education of the nation over the last two decades. In the pursuit of the goals of the contemporary ndp of the nation, strategic remodelling of teacher education programmes is needed through: (1) expanding bilingual/all-English programmes within departments; (2) advocating departmental interaction within/across teacher training institutes; and (3) optimising training and teaching opportunities for foreign students.

Abstract:The history of English language teaching (ELT) in Japan for the last hundred years is quite often depicted, deploringly as well as deplorably, as one of constant failure and confusion. This is largely because Japanese people on average tend to stay toward the lowest end of English proficiency on some international scales (including TOEFL and IELTS), most of them failing to reach a level they find satisfactory despite the time and energy they spend on learning the language. On the assumption that their time and energy have been misspent and that Japan has taken wrong approaches to ELT, a considerable number of progressive scholars and teachers proposed, at every turn of the abovementioned history, various innovations, most conspicuously, of teaching methodologies. The methodological innovations have mostly taken the form of introducing West-born methods and approaches, each of which, however, in turn has proved or is almost sure to prove not as effective as it first looked. The same assumption has also urged political or educational dignitaries to propose more administration-based “root-and-branch” innovations, only to aggravate the complications of classroom ELT situations all over Japan.

Abstract:From the start of reforming and opening to the outside world,China's education reform has been gradually enlarged and deepened,like reforms in other social fields.Education reform has greatly promoted the development of all kinds of public education and made important historical achievement.This paper divides the history of China's education reform into four stages,that is,(i) the preparation of education reform and restoration of education system(1978-1984);(ii) the inauguration and steady advancement(1985-1992);(iii) the all-round execution and rapid development of education(1993-1998);(iv) the continuous deepening and complete promotion of education quality(1999-2008).Based upon such retrospect,this paper analyses the characteristics of China's education reform in the past 30 years,including its nature,background recognition,road choice and value assumptions.It generalizes that the 30 years education reform is part of the whole social reforms and a kind of political enterprise.The fundamental dynamics originates from objective needs of economical growth and scientific researches.The road of education reform is top-down.The value assumptions emphasize the orientation of nationalism and economicism.Considering the new changes in social and educational development,this paper proposes some ideas and suggestions about further steps in ten or fifteen years,such as more unifications between education reform and other social reforms,more completeness of background recognition,more choices of reform ways and more humanisticality in respect of value assumption.

Abstract:English language education has always been accorded paramount importance in China since the mid-1980s. In order to improve English teaching quality, China has initiated several rounds of English curriculum reform at various levels against the backdrop of the unprecedented spread of English as a lingua franca. Drawing upon the texts of the national curriculum documents and the relevant research literature, this paper examines the evolution of the College English curriculum for non-English majors in Chinese higher institutions over the past three decades. It reviews a number of what we see as the most important trends relating to the College English curriculum development, together with some discussion of particularly controversial issues arising from this process. We base the paper’s findings on a three-part theoretical framework consisting of social development, students’ needs and knowledge development to identify the factors which provide the impetus for change in the College English curricula.
