Abstract:In the past 55 years since the founding of the People's Republic of China, China has achieved remarkable success in adult education. In comparison with the fairly mature and developed continuing education in Germany, China's adult education, while sharing some basic features, also shows important differences in management, educational operation, teaching materials, employment structure and fund raising. This paper intends to propose, based on the examination and analysis of the similarities and differences, some thoughts for the promotion of China's adult education, including adjusting the current educational structure, reforming the current management system, establishing and perfecting the system of lifelong education, expanding the use of modern network technology, and strengthening research, consultation, information collection and exchange.

Abstract:From the start of reforming and opening to the outside world,China's education reform has been gradually enlarged and deepened,like reforms in other social fields.Education reform has greatly promoted the development of all kinds of public education and made important historical achievement.This paper divides the history of China's education reform into four stages,that is,(i) the preparation of education reform and restoration of education system(1978-1984);(ii) the inauguration and steady advancement(1985-1992);(iii) the all-round execution and rapid development of education(1993-1998);(iv) the continuous deepening and complete promotion of education quality(1999-2008).Based upon such retrospect,this paper analyses the characteristics of China's education reform in the past 30 years,including its nature,background recognition,road choice and value assumptions.It generalizes that the 30 years education reform is part of the whole social reforms and a kind of political enterprise.The fundamental dynamics originates from objective needs of economical growth and scientific researches.The road of education reform is top-down.The value assumptions emphasize the orientation of nationalism and economicism.Considering the new changes in social and educational development,this paper proposes some ideas and suggestions about further steps in ten or fifteen years,such as more unifications between education reform and other social reforms,more completeness of background recognition,more choices of reform ways and more humanisticality in respect of value assumption.

Abstract:In today's context of globalisation and rapid development of information technology, lifelong learning has become an important concept to cope with social change and technological innovation. The purpose of this paper is to explore how to construct an effective adult education system under the perspective of lifelong learning in order to improve individual quality and promote social progress. Firstly, this paper starts from the theoretical foundation of lifelong learning, explains its definition, characteristics and development history, and explores the far-reaching influence of Piaget's cognitive development theory, Bruner's discovery learning theory and Gagne's learning condition theory on adult education. By analysing the current situation of adult education, this paper reveals the major problems currently faced, including uneven distribution of educational resources, insufficient motivation for learning and a disconnect between curriculum and actual needs. In order to cope with these challenges, this paper proposes the principle of constructing a learner-centred education system, which emphasises the flexibility and adaptability of the education model. Specific implementation strategies include government policy support, promotion of diversified education models and comprehensive learner support services. This paper also demonstrates the experiences of Germany and South Korea in policy support, social synergy and education model innovation through successful case analyses at home and abroad, which provide useful reference for other countries and regions. Finally, the paper summarises the key points in building an adult education system and looks forward to future development trends, emphasising the impact of technological progress and globalisation on adult education. Overall, the theoretical framework and implementation strategies proposed in this paper provide a scientific basis and practical guidance for building an efficient, flexible and diversified adult education system. Through in-depth understanding and application of these theories and methods, the quality and coverage of adult education can be effectively enhanced, the widespread implementation of the concept of lifelong learning can be promoted, and the all-round development of individuals and the sustainable progress of society can be fostered.

Abstract:For more than 20 years the People's Republic of China has engaged in a significant transformation of its economy and social institutions, including its education system. This article provides a general picture of what changes have taken place in Chinese teacher education at a time of rapid transition from central control to devolved and distributed management and decision making, along with the country's shift from a planned economy to a socialist market one. Two major topics of this work focus on how institutions of higher and teacher education respond to the challenges of the changing environment, and on the major trends, priorities and direction of recent education reform. Embedded in the discussion are issues such as the merger and amalgamation of institutions, teachers' professional development under the auspices of market and knowledge economy, educational information, internationalisation and others, and their effects on Chinese teacher education both in the short and the long term.

Abstract:In the post‐Mao era, the Chinese government carried out a series of education reforms to modernise education provision. This paper explores two related aspects of these reforms through comparative case study research in three different school locations within the same region in China. The first focus is upon system reform initiated through decentralisation and financial diversification that encouraged local governments to use multiple channels to improve their education services and resource provision. The second dimension concerns the national reforms for quality improvement intended to transform the examination‐oriented system into quality‐oriented education. Based on the comparative data and analysis, the findings of this research suggest that improving student academic performance in the key state examinations remains the top priority for schools, local authorities, teachers, parents and students. The processes of decentralisation and the development of a competitive educational market have left schools competing for funds and for students in efforts to secure an advantageous position in the education market place. In contradiction with the national policy this has reaffirmed examination orientation within Chinese schools and, as demonstrated by the case study comparison, has resulted in an increasingly stratified education system.

This paper obtains research data through in-depth interviews and questionnaires, and through analysis finds that compared with the progress of labor education in primary and secondary schools in Germany, the following problems still exist in western China: The quality of teaching is not high, and there is an imbalance of educational resources in the suburbs and cities. Teachers need to be more adequate, and teaching content and evaluation procedures must be unified; the lack of a labor education field, and the interaction between school, society, and family needs to be improved.
