Abstract:At the Fourth Plenary Session of the 18th CPC National Congress, the specific task of"construc-ting the government ruled by law" was put forward. At the same time, regulations about giving play to the role of social organizations were announced to the public, which has opened a new exploration area to configure public power and social governance. Since then, the studies of a number of social issues related to the government pub-lic power and social public power, administrative organs and social organizations, social governance and public psychology, government decentralization and the undertaking of social governance by social and autonomous or-ganization, have been put on the agenda. This article, based on the statistical data collected and analyzed from the questionnaires issued to the orninary people, enterprises, law-enforcement administrations and social organi-zations, studies the sign and performance of the contract between equal subjects by the public power intervention in the market as well as the public power in maintaining the order of the contract and promote the role of the mar-ket credit system construction. That apart, the paper also analyzes the necessity and function of the administra-tive power supervision of civil contract, so as to reveal the present situation about the public power in the admin-istrative organ, social organization, and community ( village) configuration.
