Abstract:As a new kind of management method of governmental project,the project governance structure should be set in practice,which should be with definitely rights and responsibility,and Incentive-Restraint Mechanism.Construction Management by Commission can be classified into three methods:consultation method,management method,and contract method.In order to change the government's function by commission,management method should be chosen.Thus,the government may directly face the construction company who is to carry nearly all risks in the project.The consulting firm can replace the governmental management unit with direct commission from the government.
