Abstract:There are three models on the structure of Chinese governance ,all taking account of the central government ’ s objectives about governance efficiency and political stability at the same time .They are the“administrative subcontract system” model by Zhou Li‐An ,the model of“centralized personal controls at the national level , and decentralized ruling over the people regionally” by Cao Zhenghan ,and the“empire’ s governance logic” model by Zhou Xueguang . All three models have significant divergences in terms of whether the two objectives of efficiency and stability of the central government can be compatible or not .Zhou Li‐An and Cao Zhenghan argue that the two objectives are compatible in specific governance structure ,which is not shared by Zhou Xueguang who argues that the co‐existence of centralization and decentralization cannot lead to a stable structure and the two processes are subject to cyclical adjustment and cyclic fluctuation .And also , the analyses of the three models focus on different levels . The “administrative subcontract system”model and the“empire’ s governance logic” model mainly discuss the governance structure and mechanism of the different levels of governments within the bureaucratic system , while the model of “centralized personal controls at the national level , and decentralized ruling over the people regionally” focuses on how the way of central government dealing with the public shapes the basic structure of decentralization . The divergences are caused by two reasons . First , these three models hold different assumptions about whether the rule over the military and the people can be separated . Second ,there exists the disagreement about which one is the critical source of political risks between decentralization itself (e .g . the local governments’ behaviors as deviation ,out of control ,etc .) and the public (e .g .the public’s behaviors as protest ,opposition ,confrontation ,etc .) .

Abstract:It is important to have a better understanding of “what is effective project governance” and “how to govern the project effectively”. The paper aims to clarify the definition of project governance, identify the effective project governance standards, and explore critical success factors based on project governance models. A questionnaire survey was conducted in China and a list of critical success factors of project governance was quantitatively prioritized. The empirical results indicated that stakeholder management is the most important factor of project governance success, which provides a reference for further research and project practice.

Abstract:This paper analyzes the applicability of project governance theory to PPP governance based on the basic connotation and features of PPP and project governance. Then,uses the project governance theory to study the governance structure of PPP projects. The results shows that PPP projects governance involves with government,corporation and governance of PPP projects three governance level,with internal governance and outer governance two governance dimension,which stem from the relationships among the three parties of PPP that correspond to government-market-society background involved in project governance theory.

Abstract:Research on project governance is still in an anarchic status. The reason lies in the absence of a consistent system of concepts capturing both the uniqueness and the generality of projects. The uniqueness of a project roots in the different requirements and organization modes of stakeholders. It follows that the essence of a project is a social network infrastructure built to meet the specific requirements of various stakeholders, and the purpose of project governance is to establish and maintain the regulatory relationships among stakeholders. Such regulatory relationships can improve the efficiency and reliability of project governance such as defining project objectives and implementation modes, the risk control, performance management and others. The greater efficiency and reliability could be achieved by an iterative process incorporating deeper understanding of the requirements of stakeholders, clearly defining the responsibilities and roles of related parties, clearly describing the risks associated with undertaking the responsibilities and establishing necessary regulatory relationships to mitigate risks. In short, the system of project governance related concepts can capture both the generality of project governance hidden in the uniqueness of projects and provide the research foundation for a unified project governance methodology.

To select the contracting governance or the relationship governance becomes the main question faced by every project manager. This paper focused on the Nanhai Petrochemical project and Maoming Ethylene project, to compare the impact of different governance function on performance. By using the agency theory, we set up a two dimension project governance mechanism, which combined the contracting governance and relationship governance together equally.

Abstract:PurposeProject governance has been linked to project success because top management support is necessary for projects to succeed. However, top managers are time poor and it is not clear which project governance mechanisms are effective for project success. The purpose of this paper is to address this issue and identify project governance mechanisms that correlate with success.Design/methodology/approachThis is a quantitative study. A theoretical model of project governance was developed and tested with secondary industry data gathered from 51 global organisations and 66,817 responses.FindingsThe results found five project governance mechanisms (Vision, Change, Sponsor, KPI and Monitor) significantly correlate with project success and are effective at different stages in the project lifecycle.Originality/valueEarlier research has found a relationship between project governance and project success but it has not been specific enough to guide top managers in practice. This is the first research to take this next step and identify project governance mechanisms that correlate with project success. One finding of this research that has particular value is the identification of when in the project lifecycle a particular governance mechanism is most effective.

Abstract:This study investigates the role of governance and governmentality in project and organizational success. Results from 121 responses to a worldwide survey provided for profiling of different governance and governmentality approaches at different levels of success, and quantitative investigation of the relationships between them. Results support the model of governmentality being positively related with both project level and organizational level success. Governance as structural context variable moderates this relationship. Moderation takes place at the project level through the governance mechanisms (trust and control) influencing the strength of the relationship, and at the organizational level through governance complexity, measured as the number of governance institutions involved in projects, influencing the form of the relationship. Contingency theory serves as a theoretical lens to interpret and discuss the findings, as well as theoretical and managerial implications.

Abstract:This paper develops a general-purpose framework for the governance of projects. The framework is structured by the concepts of governmentality and governance of projects, in the context of different levels of projectification in organizations. It visualizes the organization-specific profiles for these concepts. The dimensions and scales underlying the three concepts derived mainly from the literature on governance, general management, and project management. Eight case studies in four industries in Scandinavia and China validated the dimensions and scales and identified a new dimension for the concept of governmentality. This dimension, called precept, addresses the predominant theme in governmentality as being either organizational values, process compliance, or project well-being. Theoretical implications are in the integration of so far separate concepts plus a new governmentality dimension into one overall framework and visualization of it. Practical implications are in the identification of organization specific profiles, which can be used to develop generic profiles for industries, geographies, or otherwise different governance regimes.

Abstract:AbstractGovernance plays a critical role in determining the success and failure of public–private partnerships (PPPs). We conducted a systematic review of case study literature on PPP governance and developed a governance framework consisting of 21 issues in four groups: institutional, organizational, contractual, and managerial. Then, we investigate the dynamics of governance issues, including the relative importance, interrelationships, and connections with PPP success and failure. Results suggest that PPPs should emphasize cooperation, trust, communication, capability, risk allocation and sharing, competition, and transparency in their governance. We also found that the governance practice of emphasizing dominant and direct factors and ignoring recessive and indirect ones has hindered PPPs’ success.

Abstract:The large-scale projects often require the collaboration of a number of stakeholders,whose network relationships make projects governance extremely complex.Taking an construction project of China as an example and with the method of Social Network Analysis(SNA),this paper builds a social network model of this project governance,analyzes the interaction between network embedded mode,the structure characteristics and governance strategy.It shows that SNA can depict the non-linear relationship among stakeholders and is an analytical tool to explore project governance.

Abstract:At present, tunneling behaviors in the management progresses of mega projects,such as moral hazard,asset exclusivity,holdup and adverse selection,etc.,can easily lead to overdue,cost over-run,poor project quality and other risks,even the failure of projects. Based on the analysis of tunneling behaviors,this paper proposes a contractual governance mode between owner and contractor,and establishes a principal-agent model to study the incentive mechanisms under explicit contract and relational contract. We find that the relational contract and incentive mechanisms can effectively prevent the contractor's tunneling behaviors,and can effectively promote long-term cooperation between the owners and contractors. Government,as the primary supervisor,should guide the construction industry to establish information disclosure platforms and contractor screening mechanisms,so as to enhance the overall performance of the entire industry,and standardize company behaviors.

Abstract:In China, achieving sustainable development goals for PPP projects is an urgent issue. Project governance mechanisms are important to PPP project sustainability, but there are many risk factors in traditional project governance mechanisms. This research focuses on embedding risk governance mechanisms into the traditional project governance system with contract governance mechanisms and relationship governance mechanisms. The main purpose is to reveal the integration of PPP project governance mechanisms and its impact on governance performance and project sustainability, and to propose governance optimization strategies. First, by enriching the understanding of the governance mechanism, governance performance and project sustainability, and improving the measurement scale. Then, by constructing a structural equation model, collecting data through questionnaires, and exploring the effect of the project governance mechanism on project sustainability. (1) The results of direct effect testing show that contractual governance mechanisms, relational governance mechanisms and risk governance mechanisms are positively associated with governance performance, and governance performance is positively associated with project sustainability; (2) the results of mediating effect testing show that interaction of the three governance mechanisms has a positive effect on governance performance. The research results provide a new approach and perspectives for improving project governance mechanisms and achieving sustainable development in the practice of PPP projects.

Abstract:A project, especially for one in China, usually involves many organizations and each organization may have multiple projects. There is a clear social network relationship between these stakeholders in a project and the stakeholders’ behaviors are also subject to the structure of the social network. Based on an analysis of the social network, as a methodology that can be used to explain the relationships among project organizations, as well as an example of large-scale information system project in China, we construct in this article a way to establish the social network of governance structure, study network configurations and analyze some representative governance strategies adopted by stakeholders in China. By examining the network of project governance, we can predict the trend of the project governance structure and study the risk based on the structure.

Abstract:Corporate strategic decision-making highlights the strategic governance issues under the interaction of corporate governance and strategic management.The core of corporate strategic governance is to design a set of institutional arrangements which enables the board of directors and top management team to effectively participate in corporate strategic governance,aiming at providing an institutional platform for the construction and maintenance of corporate sustainable competitive advantages.This paper first defines the connotation of corporate strategic governance,followed by reviewing corporate strategic governance research in two aspects of theoretical perspectives and governance subjects.Finally,based on the analysis of the shortcomings of current research,it constructs a research framework of corporate strategic governance based on the competitive and cooperative relationship between the board and top management team and points out the directions in future research.

Abstract:Megaproject governance is a new way to enhance risk prevention and control and improve project performance. However, how to deal with the dilemma of incomplete megaproject governance mechanism and the unclear relationship between elements, and promote the coordination of governance objectives and governance paths, has become a pressing challenge in the process of risk prevention and control of megaproject projects. This study constructs a relational network model of a mega-project governance mechanism based on risk prevention and control by using the social network analysis method. The position and influence of core elements in the relational network are explored, and the relationships between network structures are analysed. It has been shown that risk communication, government coordination, benefit distribution, commitment and risk sharing are at the centre of the relational network of megaproject governance mechanisms. Risk communication and government coordination are key nodes in a relational network of elements that play an important role in the effectiveness of project governance and are closely connected to other elements in the relational network.
