Abstract:With the advancement of the reform of the Chinese government system and the development of social organizations,the provision of services by way of government procurement from social organizations has been paid more and more attention. Government's purchase of services from social organizations is not only a technical alternative to government provision of services,but also an inevitable choice to improve the performance of public service supply and to innovate social governance. The embedding of government and social organization is the prerequisite to realizing the organic connection between government service requirement and social organization service ability,while the lack of embedding would bring some difficulties about the government's purchase of services from social organizations,mainly embodied as the administrative tendency of the service logic,the internalization of the service effect,the short-term tendency of the service behavior and the fragmentation of the service system of social organizations. In this regard,it is necessary for government and social organizations to optimize the embedding to overcome the difficulties about government's purchase of services from social organizations,so as to further enhance the performance and promote the practice of the government's purchase of services from social organizations.
