Risk and its Prevention in Government Purchasing Public Service

Abstract:Government Purchasing Public Service (GPPS), which was originated in western countries, has become an institutional arrangement around the world. The efficiency of GPPS still needs testing, however, the risks such as short of competition, opportunism and monopoly by supplier are universal. A framework of risk prevention should be set up in GPPS, in which governments should strengthen their abilities of contract management, suppliers should promote their inner control mechanism, and citizens should have the rights to participate in and oversee the purchasing process. The risks in China’s GPPS should be discerned and prevented by issuing laws or regulations as quickly as possible, and governments should improve organizational and social environments for the development of purchasing public service.
