Integrated risk governance and post-normal science

Abstract:The paper is aimed to make a general introduction and investigation of the idea of the so-called post-normal science and the integrated risk governance and the latest advances of the idea in the world as well as in China.As everyone knows,human beings have now entered "the world risk society",in which "Integrated Risk Governance" has turned to be an up-to-date trend in the field of risk assessment and management.However,since the idea has just appeared in China,there still exists confusion and even misunderstanding about it.Therefore, it is necessary for us to clarify the definition and bring about some contentious interpretations on the concept of the so-called "Integrated Risk Governance".What we believe it is imperative to stress in this paper is to analyze the essential implication,background and superiority of the "Integrated Risk Governance" from the perspective of post-normal science,in which it is of particular significance to emphasize the relation between IRGC's risk categorization system and the "Construction of Knowledge Society" associated with the idea of post-normal science.In accordance with the definition of each category and different strategies and instruments IRGC involve,we could match the four risk categories with this "Construction of Knowledge Society" roughly,which should be a combination of traditional science and post-normal science.Moreover,we believe the use of the idea of post-normal science in the integrated risk governance framework,such as formalized methods to manage uncertainty,stakeholder involvement,policy and social relevant research,as well as the integration of different disciplinary approaches,may contribute to the construction of such a risk governance system in China.Thus,we propose that the traditional normal science and post-normal science should be combined in the study of "Integrated Risk Governance",especially,for risks characterized by cross-disciplinary,highly uncertain and systemic nature.Such a combination can be considered as the philosophical aspect of the "Integrated" risk governance,which may help to lay a foundation for the construction of the integrated risk governance system fit for China's social conditions and deal with contemporary haphazard more effectively and efficiently.
