Abstract:The establishment of competitive labor market is one of the central problems of China's reforms. China's economic reforms have taken place in the segmentation between the urban and the rural. Employee redundance in SOEs, "big-pot-system" and "iron-rice-bowl" in the old system have led to inefficiency. Meanwhile, rural labors attached to the land were isolated from industrialization process, thus a large number of surplus rural labors can not transfer to non-farm industries in time, which causes great waste and loss. Labor market reform based on the aims of "punishing idleness" in urban areas and "alleviating poverty" in rural areas was carried out, which pushed the employees in SOEs to market and improved the allocation efficiency of rural labors. The release of restrained productivity through progressing reforms is the basic drive of China rapid growth. Labor market reform is a bidirectional process of adjusting and approaching the rights between ruraland urban labors. China has gained great achievement in reforms, however, the rights equality between urban and rural workers are still far from realization, and the difference between nominal and actual rights is the most outstanding problem, which threatens the harmony of social and economic development. Since growth, stabilization and equity are three major factors influencing the government behavior, the inequality of rights in labor markets has become a great obstacle of economic development and social stability. Implementing the new development concept and constructing a harmonious society are now leading to the change of the policy direction.

Abstract:To make economic reforms acceptable, people in power need to be bought out. However, compensation is limited by the lack of commitment and liquidity. Under these constraints, development may begin with modest reforms in some areas or sectors where investment opportunities are large and expected benefits from the pre-reform system are small. Reform then may extend to other regions or sectors. If the propagation process generates enough savings and proper coordination of economic actors takes place, a drastic reform of institutions may then occur.

Abstract:Purpose In the process of reform, although every landmark theoretical breakthrough is marked by the speech of the highest leadership of the Communist Party of China (CPC) or the decision of the CPC National Congress, each breakthrough is attributable to the theoretical contribution made by the academia of political economy. Notably, these theoretical breakthroughs invariably embrace innovations in the discourse system of political economy. The paper aims to discuss this issue. Design/methodology/approach The innovations and breakthroughs thereof have led to the political economy of socialism with Chinese characteristics. Findings The success of China’s economy highlights the superiority of the socialist economic system and development path with Chinese characteristics. Originality/value These major breakthroughs are accompanied by breakthroughs in relevant theories, which constitute a synthesis of a series of major theoretical innovations in political economics.

Abstract:In the last thirty years, China has achieved high economic growth and successfully transformed its economy from a planned economy to a market-based system. The country, to a large extent, has attained success through the recommendations proposed by standard economic theory. However, the role of political economy has been omitted from the literature: how did China adopt the right economic policies and the appropriate road to reform? This chapter attempts to answer this question. The central assumption of the study is that China achieved success because the government has been a disinterested party.

Abstract:Several interrupt of the Adjustment before the reform was because of the rationality the Planned Economy existed at that time.The Reform began from 1978 is the necessary result that the fundemental contradiction of Socialism developed,and the reason of its great success is that we have grasped the reforming property that the socialism consummate by itself and chosen a general plan which advanced gradually.As the time goes into a new century,when the Reform steps in the fortified period,we must keep a clear head on the contradictions and the hardships,press forward in the face of difficulties,and successfully deal with the relationships among the reform,the development and the steady situation,between the justice and the efficiency,and between the economic system reform and the political system reform.So we can turn the aim of the socialism modernization into reality by making a sustained effort.

Abstract:As China has transformed itself from a centrally planned economy to a market economy, economists have tried to understand and interpret the success of Chinese reform. As the Chinese economist Yingyi Qian explains, there are two schools of thought on Chinese reform: the “School of Universal Principles,” which ascribes China’s successful reform to the workings of the free market, and the “School of Chinese Characteristics,” which holds that China’s reform is successful precisely because it did not follow the economics of the market but instead relied on the government. In this book, Qian offers a third perspective, taking certain elements from each school of thought but emphasizing not why reform worked but how it did. Economics is a science, but economic reform is applied science and engineering. To a practitioner, it is more useful to find a feasible reform path than the theoretically best way. The key to understanding how reform has worked in China, Qian argues, is to consider the way reform designs respond to initial historical conditions and contemporary constraints. Qian examines the role of “transitional institutions”—not “best practice institutions” but “incentive-compatible institutions”—in Chinese reform; the dual-track approach to market liberalization; the ownership of firms, viewed both theoretically and empirically; government decentralization, offering and testing hypotheses about its link to local economic development; and the specific historical conditions of China’s regional-based central planning.

Abstract:After 30-odd years of economic restructuring and development,the Chinese economy has seen remarkable,spectacular achievements.At the same time,however,various conflicts have become more salient due to decades of lopsided development.Thus,how to correctly handle and resolve such conflicts between social groups has become a major concern for further economic development.The logic of market-oriented reform lies in a transformation from a crude market institution to a much more mature,market-entrenched society.A market-entrenched society is not just one wherein everything hinges on the market;its focus is on reshaping the market's social foundation,giving equal weight to institutional transformation and social transformation in order to provide social support for marketization.While achieving soaring success in its economic restructuring since more than 30 years ago,China has lagged behind in overall social progress which,in the future effort along the line of marketization,should become a new,more enduring focus.

Abstract:Susan Shirk is the Chair of the 21st Century China Center and Research Professor at the School of Global Policy and Strategy at the University of California - San Diego. She is also director emeritus of the University of California’s Institute on Global Conflict and Cooperation (IGCC). Susan Shirk first visited China in 1971 and has been teaching, researching and engaging China diplomatically ever since. From 1997-2000, Shirk served as Deputy Assistant Secretary of State in the Bureau of East Asia and Pacific Affairs, with responsibility for China, Taiwan, Hong Kong and Mongolia. Most recently, Shirk co-chaired a bipartisan Task Force on US-China Policy that made recommendations for a China strategy for the new administration http://china.ucsd.edu/_files/02072017_US_China_task-force_report.pdf Her article, “Getting to Yes With Beijing,” (Foreign Affairs, March/April 2017) argues that “the United States must figure out how to channel [China’s] ambition in a positive direction while respecting China’s nationalist pride and protecting the United States’ own interests.” Shirk's prior publications include her books, China: Fragile Superpower; How China Opened Its Door: The Political Success of the PRC's Foreign Trade and Investment Reforms; The Political Logic of Economic Reform in China; Competitive Comrades: Career Incentives and Student Strategies in China; and her edited book Changing Media, Changing China. Abstract:Chinese trade policy has experienced 'great reversal' in the year of 2008. A series of constraining measures taken previously have been loosened eventually. We investigate this situation using a political economy approach. Unlike in democratic countries, where interest groups play a crucial role in trade policy change, in China, given the political reality, leaders' will and trade partners' pressure are the determinant factors. We call this top-down and outside-in trade policy. Actually the idea of 'harmonious society' and 'scientific development' emphasised by top leaders in October 2006 paved the road for the following trade policy adjustment: i.e. reducing tax rebate, limiting processing trade, compressing the catalogue for foreign investment, etc. However, with the shock of a global financial tsunami, these measures get coastal areas relying on foreign trade heavily into trouble. The economic downturn in Pearl River Delta even astonished the decision-making body, calling on a quick reversal in foreign trade policy. If interest groups had been allowed to express their demand formally and adequately from the very start, the cycle of 'taking up first but giving up last' in policy design would have not taken place. In other words, the bottom-up and inside-out trade policy should be more stable. Although flexibility is necessary in the face of uncertainty, frequent and discretionary trade policy change usually produces effects of 'pro-government' not 'pro-market'. This is unfavourable for the transformation in China. The constraining trade policy in mid-2007 to mid-2008 has been a part of the government's desire to seek healthier development. However, with the inside and outside surroundings getting worse, the structural adjustment (long-run objective) has had to concede to the economic growth (short-run objective).

Abstract:Before economic reforms, China's economy was weakly planned. Reforms have coincided with more sophisticated and realistic planning, but plans have still not accurately predicted outcomes because of inconsistent central government policy. As market forces have grown, planners have attempted to use guidance planning to steer the economy, but guidance planning more closely resembles bureaucratic bargaining than a systematic attempt to correct market and institutional coordination failures. As a result, rapid growth has been combined with high levels of instability and persistent imbalances.

Abstract:This book, from a top international group of scholars, explores the ways in which economic tools can be used to improve the quality of regulation in general and legislative tools in particular. As the role of law becomes increasingly important in China, the question arises of how effective regulatory and legislative tools can be developed to accompany the Chinese evolution towards a welfare state. Rethinking Land Reform in East Asia: Egalitarian or Inegalitarian?

Abstract:Taking a historical and comparative view, we explore the long debated cause of the spectacular economic successes of East Asia using land reforms in China and Japan during the 1940-50s. Examining the approach to land reform embodied by technocrats such as Liu Shaoqi in China and Wada Hiroo in Japan in addition to the implementation mechanisms of the policies they adopted, we show that the land reforms developed characteristics of dynamic factor endowment according to the Engerman-Sokoloff hypothesis. Fairly equal land redistribution led to political power equality and improved agricultural productivity and income equality, which is conducive to long-term economic development and the prevention of the Kuznets effect ex ante. Nevertheless, factors such as initial exogenous shocks, insufficient scale of family farming, persistent government support and consequential interest groups obstruct sustainable development of the agricultural sector as well as the generalization of East Asian experiences. Equality or inequality is essentially a policy choice in addition to being a long-term ex post evaluation of the reforms.

Abstract:The role of State has been critical in social change in post-reform China.The retreat of State triggered social change in the end of 1970s.Healthy and smooth social transformation requires a relatively autonomous State to provide social norms and rules,regulate social interests and sustain stability.Also the modern social structure and process pave the road for governance of modern State.Therefore,the Harmonious Society does not only need political change,but also social change which cooperates with modern governance.The Political logic of social transformation in China is that the modernization of State and modernization of society is inter-depended and inter-embedded.
