Abstract:The astonishing surge in China's international trade is the result of comprehensive economic reforms in the 1980s and 1990s. Trade was further bolstered by China's accession to the World Trade Organization (WTO) in 2001. We examine several aspects of China's international trade that might help to explain its surprisingly fast growth and its ever‐growing role in the global economy. A large number of studies have analyzed how trade liberalization, the WTO accession in particular, has profoundly changed the Chinese economy. We survey notable contributions to this literature that analyze the effects of trade liberalization on Chinese firms, individuals and households. Meanwhile, China's exports have had various effects on importing countries and the enormous growth of China's exports is seen by some observers as posing a threat to China's trading partners. Therefore, we discuss the emerging literature on the effects of China's spectacular export growth on consumers, labor markets, innovation, media and politics in foreign countries. Given the new domestic and external circumstances, the Chinese Government is determined to push for the formation of a new trade structure characterized by broad opening up to transform China into a strong trading powerhouse.

Forty Years of Open and Reform: in Restrospect and in Prospect

Abstract:The Third Plenary Session of the 11th Central Committee, held between December 18 and 22, 1978, marked the prelude to China’s reform and opening-up policy. Since then, the world has witnessed China’s economic growthmiracle of the past 40 years. With an average real growth rate of gross domestic product (GDP) of around 9 percent, China’s GDP share over world total GDP increased from 2.5 percent in 1978 to over 15 percent in 2017. However, in recent years, China has entered the “new normal” stage in which economic growth has appeared to slow down. The after-tax return to capital dropped to 4.17 percent in 2013 (Bai and Zhang 2014). The demographic dividend contributed 26.8 percent to the growth of per capita GDP during 1982 to 2000, but the dividend is disappearing (Cai and Wang 2005). Demand for exports decreased sharply after the 2008 financial crisis and may decrease further under a looming trade war. China is at a crossroads: the growth strategy that relies on exports, cheap labor, and often at the price of sacrificing the environment is no longer sustainable. To avoid the middleincome trap, new sustainable growth strategies are imperative. As deepening the unfinished reform to tackle the challenge has been the consensus, it is time to summarize what China has done right over the past 40 years and what can be further reformed in the future. We devote this special issue to this goal. The issue covers six topics: the political economy background of the reform and opening-up policy, the population dividend, changes in rural institutions and village governance, development of the exchange rate scheme, international trade during the opening-up process, and the trade war with the United States. Yang Yao’s paper, “An Anatomy of the Chinese Selectocracy,” provides a political economy explanation of China’s economic success, as opening to international trade and investment alone cannot ensure successful growth. The paper depicts the reform as an interactive process between local experiments and changes in the ideology of the central government. The changes in ideology are characterized as a de-politicization process of the Chinese Communist Party (CCP). Yao characterizes the central government as disinterested, that is, the government favors the social or political group that can bring success to the economic reforms, but not any specific group consistently. The “selectocracy” selects local officials largely based on merit, evaluated based on the officials’ ability to develop the economy and their loyalty to the central government. Abstract:Susan Shirk is the Chair of the 21st Century China Center and Research Professor at the School of Global Policy and Strategy at the University of California - San Diego. She is also director emeritus of the University of California’s Institute on Global Conflict and Cooperation (IGCC). Susan Shirk first visited China in 1971 and has been teaching, researching and engaging China diplomatically ever since. From 1997-2000, Shirk served as Deputy Assistant Secretary of State in the Bureau of East Asia and Pacific Affairs, with responsibility for China, Taiwan, Hong Kong and Mongolia. Abstract:Most theories that seek to explain democratization look to changes in the economy as the precursor to significant political liberalization, locating the main causal factor in either severe economic crisis or rapid economic growth. In the Chinese context, by contrast, the Communist Party has extricated itself from the socialist social contract with the urban working class without losing its grip on political power. Moreover, China has maintained a rapid pace of economic growth for over twenty-five years without significant political liberalization. Comparative analysis of China's post-1978 reform policies yields insights both across types of socialist transition, comparing China with Eastern Europe and Russia, and across time, comparing China with other high-growth East Asian economies. A key factor in China's ability to reform the economy without sacrificing political control is the timing and sequencing of its foreign direct investment (FDl) liberalization. There are two key variables that are important to this comparative analysis: China's pattern of ownership diversification and China's mode of integration into the global economy. The article relates these two variables to the success of economic change without political liberalization, in particular, how FDI liberalization has affected relations between workers and the ruling Communist Party. “Reform and openness” in this context resulted in a strengthened Chinese state, a weakened civil society (especially labor), and a delay in political liberalization.

Abstract:During the past thirty years,China has attracted world-wide attention through its opening up,its utilization of two markets and two kinds of resources,and the way it has raised the efficiency of resource allocation,increased employment and economic growth,and promoted the progress of reform.After three decades of reform and opening-up and sustained growth,there has been a marked increase in China's economic aggregate and per capita income as well as a marked improvement in the country's comparative advantage in the international division of labor and in the external environment.A number of new features can be seen in China's economic development and its external economic relations and trade.China is entering a new stage of development.We should fully understand the changes in our own circumstances and the latest developments in globalization,become actively involved in global economic affairs,and elevate total factor productivity through global allocation of resources.Through expanding communication and cooperation,we should promote the integration of interests,deal with global economic and social difficulties jointly with other countries,and create and preserve an external environment which corresponds with China's fundamental and long-term interests.
China’s Dual Trading Regimes: Implications for Growth and Reform

Abstract:The dramatic growth of Chinese foreign trade since 1985 has attracted world-wide attention. Rapid growth of manufactured exports has come predominantly from the southern coastal regions, and foreign invested enterprises (FIEs) have played a prominent role in this growth. This chapter stresses the less-well-known fact that export-orientated enterprises operate in a trade policy regime that is very different from the regime faced by most Chinese firms, as well as by potential exporters to China. Export-orientated firms operate in an extremely open policy environment that can be characterized as an export promotion regime; the rest of the economy operates under a trade regime that is still best characterized as one of import substitution, with very substantial barriers to trade. To an unusual degree, China thus operates a bifurcated trade regime. This perspective provides a good framework for analyzing Chinese achievements to date, as well as providing an insight into the challenges still facing the reform of Chinese trade policy, including entry into the World Trade Organisation (WTO).

Abstract:This paper comprehensively reviews China's openness since 1978 from three aspects: trade, foreign investment and global production sharing. We point out that the economic development of China is now standing at a historic turning point. Specifically, economic changes in China are discussed from four dimensions: (i) from China being a world assembly line to a world manufacturing powerhouse; (ii) from China being a world capital receiver to a world investor; (iii) from China being a world factory to a world market; and (iv) from the situation of made in China to innovated in China. At the same time, the global economic system has also reached a turning point. A North America-Europe-Asia tri-polar system has formed, in which the USA, Germany and China, respectively, serve as the regional core economies.

Abstract:Chinese trade policy has experienced 'great reversal' in the year of 2008. A series of constraining measures taken previously have been loosened eventually. We investigate this situation using a political economy approach. Unlike in democratic countries, where interest groups play a crucial role in trade policy change, in China, given the political reality, leaders' will and trade partners' pressure are the determinant factors. We call this top-down and outside-in trade policy. Actually the idea of 'harmonious society' and 'scientific development' emphasised by top leaders in October 2006 paved the road for the following trade policy adjustment: i.e. reducing tax rebate, limiting processing trade, compressing the catalogue for foreign investment, etc. However, with the shock of a global financial tsunami, these measures get coastal areas relying on foreign trade heavily into trouble. The economic downturn in Pearl River Delta even astonished the decision-making body, calling on a quick reversal in foreign trade policy. If interest groups had been allowed to express their demand formally and adequately from the very start, the cycle of 'taking up first but giving up last' in policy design would have not taken place. In other words, the bottom-up and inside-out trade policy should be more stable. Although flexibility is necessary in the face of uncertainty, frequent and discretionary trade policy change usually produces effects of 'pro-government' not 'pro-market'. This is unfavourable for the transformation in China. The constraining trade policy in mid-2007 to mid-2008 has been a part of the government's desire to seek healthier development. However, with the inside and outside surroundings getting worse, the structural adjustment (long-run objective) has had to concede to the economic growth (short-run objective).

Abstract:China began to adopt the comparative-advantage-following (CAF) development strategy based on its factor endowments and reform its economy in 1978. Since then, and economy has continued to grow rapidly. Over the past four decades, China’s gross domestic product has increased 34-fold and its foreign trade volume has increased 204-fold. Over these periods, the Chinese government issued various opening-up policies to integrate the Chinese economy into the global international trading system. The aim of this chapter is to summarise those different opening-up policies among different periods to help people better understand the reason behind the miracle of China’s economic growth and the role that international trade has played in this process.

Abstract:The relevance of Ricardo's theory of comparative advantage to the design of trade policy by developing and socialist countries is the subject of heated argument, particularly among Marxists who have yet to produce a satisfactory theory of international exchange based on value analysis. The debates among economists in China on their country's ‘open-door’ policy revealed the complexity of the central and related issues. Besides the possibility of being exploited and becoming dependent on developed economies, on which theorists of unequal exchange have sounded a good many warnings, developing countries also face other problems and dangers when they allow themselves to be guided by Ricardo's doctrine in conducting external trade, as the Chinese experience of trade liberalization in 1979–85 vividly demonstrated. This paper first presents an interpretative summary of the debates among the Chinese economists and then analyses what went wrong in the process of liberalization.

Abstract:South Koreans hold against Japan to this day, according to Chung, the process of the Sino–South Korean normalization was special, and this special character was based on cultural bonds rather than on strategic calculations, economic considerations, or diplomatic maneuvers. The Cold War divided both China and Korea, creating two sets of relationships: the South Korea–Taiwan and North Korea–China alliances. Chung compares the manner in which Beijing and Seoul sought cooperation with each other at the expense of their longtime partners Pyongyang and Taipei. He concludes that in the process of improving relations Beijing showed more sensitivity to the reactions and feelings of North Korea than Seoul to Taiwan. Because of the unavailability of primary documents, Chung’s discussion of the decision-making process of the Sino–South Korean rapprochement is at times spotty and tentative. Some of his assertions are not supported by documents. For instance, he suggests that the Korean War veterans in China might have played a key role in blocking the progress of improving relations with South Korea, but he produces no evidence to support his suggestion. Liu Yazhou, a People’s Liberation Army officer, was included in the Small Group on South Korea, not because the civilian leadership wanted to make a gesture toward the military establishment but because Liu had been associated with a company that had economic ties with South Korea. In the Chinese political system, the Party dominates the military, and when the Party issues an order, the military follows. In sum, Chung’s book makes an important contribution to the study of Sino–South Korean relations in particular and the international relations in East Asia in general. Abstract:The global financial crisis originated from the U.S.subprime mortgage crisis in 2008 constituted a stern test to China's outward-oriented economy.In the course of the crisis,however,China pushed forward its reforms and development by further opening up to the outside and explored and paved a unique path for economic growth,raising its economic relations to a new high.Thus,China seized the opportunity and realized new development.In the post crisis era,China faces major changes in international as well as domestic economic environment.It will be more difficult for its open economy to continue to grow.In the 30 years of reforms and opening to the outside,China always persisted in taking the path of peaceful development.What China seeks in future will remain the win-win result through competition and cooperation with the rest of the world.

Abstract:This paper is an evaluation of the progress and transition of China's diplomacy since its reform and opening-up. The author holds that in the past three decades China's diplomacy has been undergoing a quiet revolution, the orientation of which is in consistency with the global trend of progress. This is manifested in its more cautious use of military force; more emphasis on market and trade elements; more involvement into international organizations and the process of the making and practice of laws; more attention to foreign studies and institutional innovation; and more stress on making diplomacy serve the people. At the same time, the author also points out some shortcomings, such as how concretely implement the idea of "Harmonious World"; how properly treat certain outside criticism; the lack of mechanism to deal with complicated sovereign disputes; the problem of balancing crucial needs, the feeble respond mechanism in diplomacy as compared with that in US; the increasing gap between limited resources and rising security demands; and the inadequate study on formation of public trust, etc. The author has a favorable view of the transition of China's diplomacy, but he also reveals that it still has a long way to go.

Abstract:The phenomenal story of China’s ‘unprecedented disposition to engage the international legal order’ has been primarily told and examined by political scientists and economists. Since China adopted its ‘open door’ policy in 1978, which altered its development strategy from self-sufficiency to active participation in the world market and aimed at attracting foreign investment to fuel its economic development, the underlying policy for mobilizing inward foreign direct investment (IFDI) remains unchanged to date. With the 1997 launch of the ‘Going Global’ policy, an outward focus regarding foreign investment has been added, to circumvent trade barriers and improve the competitiveness of Chinese firms, typically its state-owned enterprises (SOEs). In order to accommodate inward and outward FDI, China’s participation in the international investment regime has underpinned its efforts to join multi-lateral investment-related legal instruments and conclude international investment agreements (IIAs). China began by selectively concluding bilateral investment treaties (BITs) with developed countries (major capital exporting states to China at that time), signing its first BIT with Sweden in 1982. Despite being a latecomer, over time China’s experience and practice with the international investment regime have allowed it to evolve towards liberalizing its IIAs regime and balancing the duties and benefits associated with IIAs. The book spans a broad spectrum of China’s contemporary international investment law and policy: domestic foreign investment law and reforms, tax policy, bilateral investment treaties, free trade agreements, G20 initiatives, the ‘One Belt One Road’ initiative, international dispute resolution, and inter-regime coordination.

Abstract:China's opening-up in the past four decades has gone through three waves: the extensive margin of opening-up (1978-2001), the intensive margin of opening-up (2001-2017), and all-around opening-up (since 2017). This paper explores these three stages of the country's economic reform. China's gains from trade have been inspired by different economic factors. Before the turn of the century, the large trade volume was due to the realization of comparative advantage based on the country's factor endowment. However, after its accession to the World Trade Organization, China's gains from trade have been due, in large part, to the realization of economic scale effects associated with the larger market.

Abstract:The spectacular economic growth in China during the past four decades has inspired a great deal of research to understand China's unconventional growth path. This review focuses on recent developments in China's institutions, financial markets, innovations, and government–business relations in the context of their roles in supporting China's growth. The government's role in finance and the economy has advantages and disadvantages in comparison to developed markets in the West. Alternative financing channels and governance mechanisms, rather than markets and banks, continue to promote growth in the most dynamic sectors of the economy, despite the fact that China has passed the early-development stage. More research is needed to understand the Chinese experience and determine whether similar mechanisms are behind the growth of other economies.

Abstract:This article evaluates China's model of development, especially its main component, i.e. its model of governance. It suggests that China's model of development is marked by an imbalance between fast opening of the economy and the society and sluggish opening of the political system. The Chinese society has become much more open, reflected in the Chinese growing awareness of their legal rights. The Chinese economy has become highly internationalized and open, but much of Chinese politics is closed. China's governance is marked by pro-growth authoritarianism. The Chinese state is effective in opening up the economy, promoting reform, and generating economic growth, but offers weak protection of people's rights and ineffectual mitigation of social grievances. These imbalances help produce social protests. Viable solutions are discussed.
