American Concept of World Order and the Evolution of East-Asian International System (1900-1945) (I)

Abstract:The article is aimed to establish a broader, multinational framework of analysis of the evolution of international relations in the East Asia through a systematic perspective. According to the author, since the turn of the centuries , the US has sought to establish a new order in the East Asia which was considered sharply different from the old order of power politics sponsored by the European countries. American concept of a new world order originated from the age of the American Revolution and was widely accepted and successfully adopted at the Washington Conference. A new international order known as Washington System emerged as the result of the Conference and constituted the setting of the East Asian relations. From early 1920s to the end of the Second World War, the different attitude and policy of the powers towards Washington System formed the main theme of East Asian international relations. The US tried to preserve and defend it and China wanted to integrate into it and identify itself with the Washington System, but Japan came to realize that the System violated its interest and attempted to challenge and destroy it. Contrary to the traditional dunking, the author's argument is that Washington System was not incompatible with China's national interest and was used in certain conditions as an instrument to gain foreign assistance and defend China against Japanese aggression.

Abstract:East Asia is now fully engaged in a competition between a rising China and the other powers.the United States and Japan.while the regional order is in a transition from a super primacy of the United States to the asymmetric bipolar structure of the United States and China. China is changing a lot in terms of capabilities and behavior; but China also shows its benevolence, such as benefit-sharing initiatives on regional institutionalization development. The “American rebalancing strategy” has partly reversed the overall situation in East Asia in favor of the United States, but as 57 countries have joined the Asia Infrastructure Investment Bank (AIIB), Beijing has now recovered some ground from this overwhelming tide of the U.S. strategy. China’s military modernization and Sino-Japanese confrontation over the Diaoyu Islands offer a big excuse and incentive for Japan’s acceleration of this process of becoming a normal country. The future of Northeast Asia lies mainly in the four variables and their interactions: the Chinese Communist Party’s capability to balance its goal of national rejuvenation and nationalistic emotion in protecting its sovereignty interests; the United States’ genuine attitude toward China’s power development; Japan’s goal of its nationalistic resurgence and its complicated strategic ties with China and South Korea; and North Korean regime stability and nuclear capability development. In spite of the Sino-American competition relations, there always exists a demand of condominium and strategic interdependence on global governance and other hot issues in the international arena. Therefore, management of China-U.S. competition is key to stability of the regional order.

Abstract:In this essay I survey the key themes within China's discourse on international order, especially how China views its position and role in shaping the existing and future order. I go on to explore the possible implications of China's thinking and actions toward the existing international order. I conclude that overall, China sees no need for and hence does not seek fundamental transformation, but rather piecemeal modification of the existing order. In fact, China has been quite content with the existing order that supports globalization, despite occasional rhetoric indicating otherwise. In the near future, China will likely invest heavily in two key issue areas: (1) regionalism in East Asia and Central Asia; and (2) interregional cooperation and coordination. Perhaps unsurprisingly, China's ambitious One Belt and One Road initiative seeks to integrate these two issue areas.

Abstract:After the end of World War II, East Asia gradually formed what can be referred to as a quasi-anarchical regional order. The quasi-anarchy system is defined by the anarchy system associated with a sub-hierarchical system, so this system possesses the characteristics of both anarchy and hierarchy in terms of security relations among states. The states in a quasi-anarchical order can be differentiated into three types according to the method through which they seek security. They comprise that of self-help states, the state that provides security guarantees to client states (security guarantor), and states that receive security protection from the security guarantor (client states) within the quasi-anarchy. The standard security relationship between states consists of two types: the first is a competitive security relationship; the second is a security-dependent relationship. The quasi-anarchical order in East Asia has restricted the continuance and positive effect of a rising China's reassurance policy through three mechanisms: dependence, reliance on support, and imitation.

Abstract:As the rise of China is increasingly accepted as an indisputable fact, its implications for the world have become a focus of international attention. How has the rise of China changed Asia? How should we evaluate its impact? What do we expect its evolution in the future? These are some of the questions the authors of Power Shift: China and Asia's New Dynamics seek to address and just as Ambassador J. Stapleton Roy puts it, have done so ‘admirably’. Most of the contributors agree that the impact of the rise of China on Asia is already quite visible. To begin with, the rise of China has already led to significant changes in regional economic interactions. According to Hideo Ohashi, with rapid and sustained economic growth and increasing interdependence between China and the rest of the region, China is ‘seen as the driving force in regional economic growth in the foreseeable future’ (p. 90). And as Robert Ash demonstrates, Chinese transnational economic linkages within the region have taken shape (p. 112).

Abstract:minimalist and the prose treatment is sketchy and very matter-of-fact. Brief summaries precede each chapter and thus repeat what follows, something likely to discourage some readers. The book is designed as a college text, with chapters followed by a chronology of major events, and often also lists of names and brief identifications. These are probably useful as a form of summary, but they take up much space which might have been put to better use. Given the foreshortening of the treatment as a whole, some sections seem overly detailed, while others, especially in the chapters dealing with the period before 1840, are sketchy in the extreme. The introduction and Chapter One prepare the reader for a book which deals mainly with the modern world, and those sections which deal with Asia since the Second World War are heavily loaded with politics and economics rather than history. The text does not flow very well, much less sing, and thus may be hard for some readers to persist with. There is an extensive bibliography which cites some odd items (such as the National Geographic) and too many long-outdated books. There will be quibbles, of course, with any book, but it is clearly wrong to say that Japan had developed literacy by the third or fourth centuries A.D., or that the so-called Revolution of Rising Expectations did not extend to rural areas. Some of the statistical information in the two appendices will be useful to some readers in an age of numbers, but that space too might have been used more effectively. This is not an exciting book, but it will have its uses.

Connectivity and Order: an Analytical Framework

Abstract:IR literature has become inundated with different descriptions for the future of international order. The coming age is purportedly marked by China's ascendancy, American decline, a leaderless "no-one's world", or multiple competing modernities. Yet the global fight against climate change or shared COVID-19 strategies convey a different image of the world's predicament. The situation appears paradoxical: increasingly tense great-power relations are mixed with ever-strengthening interdependencies. This article contributes to these debates by exploring how global orders as well as regionalism today are increasingly defined by various types of connective functional links between intentional actors at various levels of social organisation. To enable a nuanced analysis, the article introduces an analytical framework composed of six connectivity logics, namely cooperation, copying, cushioning, contestation, containment, and coercion. These play out differently within material, economic, institutional, knowledge, people-to-people, and security spheres. The utility of this article's approach is demonstrated through empirical examples related to the policies of key actors in the Indo-Pacific region.
Theory and Practice in China’s Approaches to Multilateralism and Critical Reflections on the Western ‘Rules-Based International Order’

Abstract:China is the subject of Western criticism for its supposed disregard of the rules-based international order. Such a charge implies that China is unilateralist. The aim in this study is to explain how China does in fact have a multilateral approach to international relations. China’s core idea of a community of shared future of humanity shows that it is aware of the need for a universal foundation for world order. The Research Report focuses on explaining the Chinese approach to multilateralism from its own internal perspective, with Chinese philosophy and history shaping its view of the nature of rules, rights, law, and of institutions which should shape relationships. A number of case studies show how the Chinese perspectives are implemented, such as with regards to development finance, infrastructure projects (especially the Belt and Road Initiative), shaping new international organisations (such as the Asian Infrastructure Investment Bank), climate change, cyber-regulation and Chinese participation in the United Nations in the field of human rights and peacekeeping. Looking at critical Western opinion of this activity, we find speculation around Chinese motives. This is why a major emphasis is placed on a hermeneutic approach to China which explains how it sees its intentions. The heart of the Research Report is an exploration of the underlying Chinese philosophy of rulemaking, undertaken in a comparative perspective to show how far it resembles or differs from the Western philosophy of rulemaking.

Abstract:Re-imagining International Relations’ slenderness relative to other tomes of international relations (IR), belies the breadth of its ambitions. In its own words, this book seeks to uncover “what IR theory might look like had it been developed within civilisations other than the West.” The bulk of the book is a narrative of the comparative history, sociology and belief systems of ancient China and India and the Islamic world. This culminates in an analysis of six aspects of international relations - hierarchy, power politics, peaceful co-existence, international political economy, territoriality and modes of thinking – as they would have emerged from each civilisation, had the West not assumed its dominance of the field.

Abstract:It could not be more evident that the East Asia Regional Security order has changed rapidly since the end of the Cold War,however there is much controversy over the nature of the new order emerging. The authors argue that the controversy over the nature of the Post-Cold War regional order indicates that a universally accepted framework has yet to emerge for the region,however that there are two emerging elements that will become more and more prominent as it evolves:the continuation of America's alliances in the region,and the rise of China's economic influence. The new order emerging in East Asia will involve the United States relying on its system of alliances to coordinate with an economically rising China to mutually construct rules to maintain regional stability and security. Unique to this arrangement will be that the United States will depend on the efforts of its regional allies to coordinate to resolve regional security issues between itself and its allies and China,either bilaterally or multilaterally;meanwhile China will use self-restraint to ease regional security problems. The future of the East Asia regional order will be determined primarily by how the American alliance in the region responds to the rise of China.

The dream of realizing the great rejuvenation of the Chinese nation is about to come true. In the process of completing the rejuvenation of the Chinese nation, China's concerns are to realize national reunification, play a leading role in East Asia, enhance its influence in the international economic order, and be committed to building a new type of relationship between major countries with the US.
