Abstract:The relationships among the four countries and six sides in Eastern Asia—— Sino-Japan, Sino-America, Sino-Russia, Japan-America, Japan-Russia, and Russia-America——are not determined by any individual but by common interests and internal and external contradictions involved. Meanwhile the judgement of situation and policy-making of any country also affect the relationships among all the countries. To construct a new international pattern that is good to China and not harmful to other countries requires superb diplomatic skills.

Abstract:This thesis analyzes Japan's comprehensive development since World War II, and the trend of Japan's economic, political, military, and diplomatic strategy at the start of the 21st century. Based on this analysis, certain predictions are made. The challenges to Sino-Japanese relations resulting from economics and trade, political Right-deviationism in Japan, the influence of public opinion on bilateral relations, the American element, and the Taiwan issue are reviewed. In recent years Sino-Japanese political relations have deteriorated as the Japanese government has carried out a great-power policy featuring Right-deviationism. The current situation features cool political relations in a period of high economic and trade relationships. Economic relations must be curbed while political relations are being cooled to a certain extent. This requires that both China and Japan make joint efforts to improve long-term bilateral relations.

American Concept of World Order and the Evolution of East-Asian International System (1900-1945) (I)

Abstract:The article is aimed to establish a broader, multinational framework of analysis of the evolution of international relations in the East Asia through a systematic perspective. According to the author, since the turn of the centuries , the US has sought to establish a new order in the East Asia which was considered sharply different from the old order of power politics sponsored by the European countries. American concept of a new world order originated from the age of the American Revolution and was widely accepted and successfully adopted at the Washington Conference. A new international order known as Washington System emerged as the result of the Conference and constituted the setting of the East Asian relations. From early 1920s to the end of the Second World War, the different attitude and policy of the powers towards Washington System formed the main theme of East Asian international relations. The US tried to preserve and defend it and China wanted to integrate into it and identify itself with the Washington System, but Japan came to realize that the System violated its interest and attempted to challenge and destroy it. Contrary to the traditional dunking, the author's argument is that Washington System was not incompatible with China's national interest and was used in certain conditions as an instrument to gain foreign assistance and defend China against Japanese aggression.

Abstract:Since the World War II,prompted by the strategic interest,US has chosen Japan as the core ally in the Far East.After the cold war,from the requirement for the interest of the state,it strengthens the alliance with Japan.In regard to China,both US and Japan adopt the two-side policy for the distinction between politics and economy.But in detail,there are some differences.While US,being premised on keeping the dispute of the principle for China,goes further to admit China into the "stakeholders",Japan,within the frame-structure of the alliance between it and US,strengthens the policy for China.Even new Prime Minister Abe puts forward the "mutually beneficial strategy" about the relation between China and Japan.In view of the state's interest of the peaceful development in China,it is necessary to strengthen the strategic dialogue among China,US and Japan,giving a impetus to the effective influence on Japan about US's policy for contacting China.

Abstract:The international system consists of three parts: the international mechanism, the international order andthe big power structure. The influence of the changes of the international mechanism and the international order on theinternational system is much smaller than that of the big power structure. In a rather long term, there will be morechanges in the international mechanism than in the big power structure, which, however, will not radically change themodes of the international system’s existence and operation. The present international system’s peaceful transformationthat parallels with China’s peaceful development provides a rare strategic opportunity and the position of China in the in-ternational system should be “a developing power that begins to play a role in the local affairs in Asia.”The involvementinto the transformation of the international system and the acceleration of the innovation of the domestic system, each ofwhich is the condition of the other, are two important conditions for China’s peaceful development.

Abstract:China's trade relations with the United States over the past four decades is a topic that has not been fully dealt with in scholarly works. This paper charts the course of US-China economic relations since 1971, explains the principal forces stimulating growth and encouraging change and, finally, discusses how these two economic giants fit into an interlocking Asian and world economy. In reaction to the post-2008 financial downturn, advocates for a new world economic order have suggested a rebalancing of global demand, which will arguably become a major, politically charged issue in the US and in China in the years to come. Growing economic interdependence has quickly presented new challenges and opportunities, with issues such as human rights, Most-Favoured-Nation status, the Taiwan and Tibet question, and the huge American trade deficit threatening to cloud the relationship at times. With China's emergence as a major power and America's hegemonic ambitions tested in successive wars, the contradiction between a booming commercial relationship and conflict associated with geopolitical and ideological differences will continue to constitute a serious challenge. The long-term goal for each side will be to forge economic ties strong enough to create a stable political relationship, rather than to be held hostage by geopolitical constraints.

Abstract:With the rise of China and the development of globalization in the post Cold War period,Sino-American relations have gone through a phase of re-internationalization on structural and functional levels which have produced very different impacts on the bilateral relations. Looking into the future,the multipolarization of the international system,the development of globalization,and the constructive tendencies in China’s foreign policy,will push the internationalization process towards a more functional direction. Globalization as the primary basis for Sino-American relations will truly make the rising power and the already existing big power real partners,creating a new logic for international relations.

Abstract:As of 2007, by virtue of three decades of continuous economic growth, China has joined the ranks of the United States and Japan to form the top three largest economies in the world. Each of the three states’ comprehensive strength also tops the world’s list; their obvious strengths ensure that they become major players in Northeast Asia. Indeed,in this age of globalization, the three states have found themselves increasingly drawn into the region, where their respective interests converge. Nonetheless, many problems still plagued Sino-U.S. and Sino-Japanese relations. To create a better understanding of the current political dynamics in Northeast Asia, this paper reviews international relations in Northeast Asia with respect to these three states, and their relations vis-à-vis the two major remnants of Cold War in the region: the Korean Peninsula and the Taiwan Strait. Through analyzing the two cases, this article seeks to unpack the roles played by Sino-U.S and Sino-Japanese relations in the formation and evolution of the two issues, from their origins till today. This analysis is made in the hope of promoting strategic trust amongst the three states, and with it, the peaceful co-prosperity in Northeast Asia.

Abstract:Relations between China and Japan sank into a period of"political coolness"in the past five years.Recently,a basic framework of"building mutually strategic reciprocity"in developing bilateral ties of the two countries has been redefined by means of mutual visits of leaders of the two countries and contacts between them on various international occasions.Nevertheless,some negative elements still stand out prominently.Overcoming them requires a lot of efforts by the two countries to set up a crisis management mechanism at the national level and to have their national feelings to be tuned in,so as to ensure basic direction of their bilateral ties and further development.

Abstract:Over the past two centuries, U.S.-China relations have undergone a historical evolution from friendship to hostility and then from hostility to cooperation, and are now at a crossroads from cooperation to confrontation. History has shown that U.S.-China relations are extremely important to China, affecting not only China's overall national security environment, but even largely determining the success or failure of China's modernization and directly relating to the well-being of ordinary Chinese people. Compared with other bilateral relations, U.S.-China relations are full of strong emotions and deeply influenced by ideology, and have great peculiarities. China should learn from the experience and lessons of history and open up a new future for U.S.-China relations by promoting a new round of greater Reform and Opening up, repositioning China's position in the world, and reducing the propaganda of the "China model" and "Chinese Road" to prevent the two countries from entering a "new Cold War."

Abstract:It has been 30 years since China and the U.S.normalized their relations. This paper reviews the three phases of their past relationship,and envisions its trend in the coming decade.It describes the special background of making Sino-U.S.official relations,and points out the liability of this"normalization".As an external catalyst,this normalization has significantly advanced China's international cooperation and enhanced its national security.It has also motivated Beijing to embark on a world power status through peaceful development,at a time of globalization. In the first decade since China and the U.S.normalized relations,China had stressed its economic reform and opening,while they attained strategic compromise.Beijing and Washington nurtured special strategic cooperation as they depended upon each other for security interests.During the second decade,China observed the principle of"hiding one's capability and biding time",while the two countries adjusted their relationship.With the end of the Cold War,the world order also experienced a sea change.The two governments were able to overcome major difficulties,and incrementally restored and expanded cooperation.For the third decade,China has caught"important strategic opportunities",while the two countries have expanded a win-win bond.Despite serious challenges such as Embassy bombing in Belgrade in 1999 and air collision in South China Sea in 2001,China and the U.S.have cautiously handled relations with mutual fundamental interests in mind.In addition,they have stabilized and deepened mutual trust,through cooperation on anti-terror and ridding out financial crisis.Meantime,China's strength has obviously increased:it has achieved an overall well-off society well ahead of schedule.It is expected that China is ready for its strategic resurgence in the next decade.China and the U.S.will be better able to help stabilize the world jointly and collaboratively.Subsequently,the world system is likely to be re-structured.

Abstract:In this essay I survey the key themes within China's discourse on international order, especially how China views its position and role in shaping the existing and future order. I go on to explore the possible implications of China's thinking and actions toward the existing international order. I conclude that overall, China sees no need for and hence does not seek fundamental transformation, but rather piecemeal modification of the existing order. In fact, China has been quite content with the existing order that supports globalization, despite occasional rhetoric indicating otherwise. In the near future, China will likely invest heavily in two key issue areas: (1) regionalism in East Asia and Central Asia; and (2) interregional cooperation and coordination. Perhaps unsurprisingly, China's ambitious One Belt and One Road initiative seeks to integrate these two issue areas.

Abstract:Sino-American relations have gone through rapid development,turns,repositioning and new development since the establishment of diplomatic relations.The current Sino-American relations present a series of new features like deepening of interdependence,intensifying of symmetry ,internationalization of bilateral relations,complication of security relations as well as reinforcement and institutionalization of interactions.Looking into the future,the change of international environment and the balance of both forces will help the development of Sino-American relations.Some new issues will be raised on the agenda of bilateral relations.China will be more confident and realistic to deal with bilateral relations while U.S.policy towards China will also be more and more pragmatic.

Abstract:The configuration of East Asia refers to the power distribution among China, Japan, the U.S. and Russia and its character. The Sino-Japanese relations and the configuration of East Asia are integrative and reactive. Some changes happened to the configuration of East Asia after the 9·11 events. One of them was that China-Japan relations are the worst among all bilateral relations between China, Japan, the U.S. and Russia with Japan at the worst disadvantage. This situation had not existed for over half century and it is worth more observation.
