Abstract:As the rise of China is increasingly accepted as an indisputable fact, its implications for the world have become a focus of international attention. How has the rise of China changed Asia? How should we evaluate its impact? What do we expect its evolution in the future? These are some of the questions the authors of Power Shift: China and Asia's New Dynamics seek to address and just as Ambassador J. Stapleton Roy puts it, have done so ‘admirably’. Most of the contributors agree that the impact of the rise of China on Asia is already quite visible. To begin with, the rise of China has already led to significant changes in regional economic interactions. According to Hideo Ohashi, with rapid and sustained economic growth and increasing interdependence between China and the rest of the region, China is ‘seen as the driving force in regional economic growth in the foreseeable future’ (p. 90). And as Robert Ash demonstrates, Chinese transnational economic linkages within the region have taken shape (p. 112).

Abstract:The explosion of the international financial crisis in 2008 unexpectedly brought China into the final stage of its rise to a great power. The China shock ignited a strong response from the United States and Australia, which are strategic allies to each other. Trilateral relations between China, the United States, and Australia thus began to take shape. As an important player in the trilateral game, China should review its position and role by drafting a new strategy to promote its new interests. However, in strategic debates among Chinese academics - hardliners and softliners alike - proposals for China's strategic readjustment do not meet the need for a revamped, comprehensive foreign strategy, particularly with regard to China's new situation in the trilateral framework. China's reluctance to devise a grand strategy thus far has hindered its rise - a trend that will continue until China articulates and adopts a strategic approach that is consistent with its new global position.
Great Power Competition: Lessons from the Past, Implications for the Future

Abstract:Throughout the 52-century long history of great power competition, human dynamics, technology, and geography are the most consequential and most permanent factors that have shaped the interaction among the great powers. This essay mines the past for lessons about great power competition by examining the structural impact of these factors on the rise and fall of great powers, the balance of power among them, and the character of their relations. In order to aid its analysis, the essay introduces three concepts that have not been discussed in the literature: 1) The system-changers: actors that are not system-makers like the great powers but have the power to change the international system and disrupt the balance of power among the system-makers.2) The strategic structure of great power competition: a structure that emerges from the interaction of the players’ preferences and determines the best strategies for the players as well as the stable outcomes of their game. The essay argues that the Thucydides Trap does not exist in the US-China rivalry because the strategic structure of this rivalry is that of either a Game of Chicken or a Peace-lover’s Dilemma. Using game theory and geopolitics, the essay is able to make long-term predictions and strategy implications for the US-China rivalry.3) The peace-lover’s dilemma: an asymmetric game whose stable outcome is the dominance of the more aggressive player (who prefers its own supremacy to sharing power with the other) over the less aggressive player (who prefers sharing power with the other to its own supremacy), hence this is a dilemma for the game’s peace-loving player.

Abstract:The idea of the Asia-Pacific region is giving way to another construct: the Indo-Pacific, a contest with strategic implications, not least the growth of China’s power and interests. This involves recognizing that the growing economic, geopolitical, and security connections between the Western Pacific and the Indian Ocean regions are creating a single strategic system with the Indian Ocean replacing the Atlantic as the globe’s busiest and most strategically significant trade corridor. The Indo-Pacific frame is closely linked to the Quadrilateral Security Dialogue, or the Quad: a coalition of powers that are either wary or ambivalent towards China: Australia, India, Japan and the United States (USA). The increased cooperation among these four democratic countries is perceived and interpreted in China as part of a USA-driven containment strategy towards Beijing: namely a reaction to the Chinese maritime territorial expansionism signalling that the South China Sea is not part of China’s integral territory (as China likes to argue). As a matter of fact, China, while getting hold of Asian, African, and also European (Piraeus of Athens) commercial ports, feels encircled by the Quad countries and, by exerting political pressure, resorts to carrot-and-stick policies towards countries in the region. In such a contest, the EU could play a pivotal role in the Indo-Pacific game and its contributions through imaginative mediation and political appeasement could be crucial and significant.

Abstract:Tremendous changes have taken place in East Asia in the post-Cold War era, which have a great impact on Chinese foreign policy and its relations with major powers in East Asia. This new power configuration is related to as 'two ups' and 'two downs', which have become apparent since the early 1990s. The 'two ups' concern the rise of the United States and China. The United States' rise to sole superpower status has given Washington a dominant role in all four dimensions of world affairs: political, strategic, economic, and technological/cultural. Meanwhile, China has achieved a spectacular economic performance for the past two decades, sustaining high growth rates, and escaping, so far, the Asian economic crisis of 1997‐98. This expansion has greatly increased China's influence in regional and global affairs. The 'two downs' refer to the downturns of Russia and Japan. This article provides a detailed analysis of China's international environment in the context of the changing dynamics of major-power relations in East Asia. Special attention is paid to the crucial Beijing‐Tokyo‐Washington triangle. The examination focuses upon political, economic, and strategic dimensions.

Abstract:The United States is increasingly active in the Asia-Pacific region to safeguard its global interests. As China’s economic power grows, it is posing challenges to U.S. hegemony. In response, the U.S. has formed alliances like AUKUS and the QUAD, emphasizing its Asia-Pacific policy to counter China. In contrast, China is expanding its economic influence by investing in infrastructure projects and the BRICS bank. China’s strategic approach, akin to Sun Tzu’s principles, aims to position opponents in situations with no escape. Both countries find themselves in Thucydides’ trap, where conflict seems inevitable. Geoeconomic interests now play a crucial role, shifting the focus away from traditional battlefield warfare due to nuclear deterrence.

Abstract:Facing a rise in great power competition, states are increasingly paying attention to economic statecraft; that is, using economic means to pursue national security and foreign policy goals. Factors such as asymmetric interdependence in the global economy and information networks, the rapid development of dual-use technologies, and the shift of US foreign policy doctrines from liberalism to geopolitics have contributed to the rise of economic statecraft. Regarding China as an opponent in high-tech and geopolitical competition, the US is on the one hand continuously strengthening coercive economic statecraft against China, especially through technological “decoupling.” On the other hand, the US is seeking to unite the so-called like-minded countries to build technological and supply chain coalitions that exclude China. As an ally of the US, Japan is imitating and following the US, while also emphasizing the protection and development of its own “strategically indispensable” industries, striving to maintain a balance between preventing technology leakage and maintaining exports to China. While coercive economic statecraft weakens and contains opponents, it will also harm the US itself as well as its allies. In the future, the US and Japan will further strengthen economic statecraft targeting China, but implementation is likely to be rational and balanced, in an effort to secure “competitive coexistence” with China.

Abstract:Since 2020, the rising economic competition and political rivalries have become intensive and austere between the United States and China. The formation of new global economic and political orders have started to establish a new era gradually under a USA-China hegemonic contest. As a consequence, Asian states have been enforced and reluctant to face the escalating and reshaping regional orders amid the USA-China power rivalry in the new millennium. There are three important parts emphasized for this special issue. One, the research approach will be based on the integration of neoclassic realism and a strategic triangle. Two, the strategic choice of small states toward a China-USA power rivalry intends to apply balancing, bandwagoning, and hedging strategies. The last, involves conducting a research framework of small state's responses and strategies on the basis of hedging governance.

Abstract:Great power competition has returned to the global centre stage. However, the new round competition is developing with unprecedented uncertainties. The fierce competition between China and the U.S. has already expanded from trade to high-tech protection, regional strategies, and two development models supported by different values. The fact of more intertwined geopolitics and technology reflects the underlying intensified competition between China and the U.S. and exacerbates the direct competition between the two powers for control over the rules, norms, and institutions that will govern international relations in the decades to come. This paper discusses whether the competition will slip into a vicious conflict between the two sides or even possibly two blocs that hold differentiated ideologies, political values, and remarkably different economic models.

Abstract:This article extends power transition theory to distinguish political power from capacity and to examine a situation in which a global hierarchical system and multiple regional hierarchical systems can co-exist.Based on this extended power transition theoretical framework,this article analyzes the changes in capacity and political power structures in East Asia,the impacts of these changes to Sino-Japanese relations and stability in East Asia,and the strategies that the United States employs toward Japan to cope with the rise of China.This article argues that the power transition between China and Japan-as a result of the rise of China-has been conducive to stability in East Asia,and that Japan's change from a satisfied great power in East Asia's regional hieratical system to an unsatisfied one since the end of the Cold War has brought uncertainties to regional stability.It also argues that while pushing forward its strategic and reciprocal relations with Japan,China should not concede to Japan's quest for a permanent seat on UN Security Council,as well as to the territorial disputes between the two countries.While China should assume a leadership role in East Asia,it should also refrain from becoming a challenger in US perception.

Abstract:This research focuses on ‘pivot to Asia’ and ‘Belt and Road Initiative (BRI) as two competing paradigms defining the great power relations in the evolving regional and global order. The article is based on the premise that a dialectic relationship exists between the United States and China, manifested through the pivot to Asia and global rebalancing by China. The paper investigates the contours of both strategies using the theoretical framework of hegemonic stability theory to provide empirical answers to the assertive behavior of the United States as the status-quo power and China as the rising power. The central argument of the paper revolves around the renewed United States' strategic focus in the Indo-Pacific, which is creating perceptions of containment in China. In doing so, the article investigates the evolving power dynamics and role of the United States in shaping the strategies and alliances among the regional actors and Chinese counterbalance strategies through economic incentives and developmental projects such as BRI. The research is an original contribution to unveiling the saga of the United States pivot to Asia and counterbalance by China for enhancing their spheres of influence in maintaining hegemony.

Abstract:Since the outbreak of COVID-19, China and Japan have fought against the epidemic through high-level contacts, donation and so on. The Chinese proverb “mountains and rivers on foreign land, wind and moon under the same sky” gave warmth of friendship to the bilateral relations. However, since Yoshihide Suga won the election, the Sino-Japanese relations have taken a worsening turn. The current Prime Minister Fumio Kishida further takes counterbalancing China as top priority. The “anti-COVID-19 diplomacy” in 2020 had very limited improvement on Sino-Japanese relations. It is clear that since the implementation of the U.S. strategic competition policy against China, Japan, without hesitation, turns to the “national interest theory” and “international contribution theory” by positioning to counterbalance China. Japan has become one of the few Asian countries that have completely sided with US in the China–US strategic competition. Since the normalization of Sino-Japanese relations, the principle of “good-neighborhood” has been totally replaced by the seemingly determined approach of “counterbalance” proposed by Japanese politicians. Japan has gone beyond the issue of its neighboring areas, trying to assist the United States’ strategic containment of China, which has added a new variable to China’s neighboring diplomacy.

Abstract:Despite China’s traditional role as a continental power, modern Chinese leaders are pursuing a grand strategy that includes the explicit goal of becoming a maritime power. China is strengthening its ability to deny its “near seas” (the Yellow, East China, and South China Seas) to US forces and building the capabilities and infrastructure to project power into “far seas” that lie beyond these waters. Yet Beijing is doing so without crossing the threshold of actual violence – unlike Russia’s use of violent “hybrid warfare” in Ukraine. In the maritime areas close to its coast, China has adopted “gray zone” approaches to alter the status quo while avoiding combat between uniformed militaries. Farther afield, China’s strategy focuses on accumulating influence through efforts such as the Belt and Road Initiative, which seeks to build economic connections across the Eurasian landmass and the Indian Ocean. This article aims to reconsider how experts categorize and think about the instruments of power China is deploying in the Western Pacific and Indian Oceans, and their roles in China’s expanding overseas strategy.

Abstract:With the profound adjustment of the international pattern, the Indo-Pacific region has increasingly become one of the most active regions on the international stage and the focus of American foreign strategy has shifted from Europe to the Indo-Pacific region. By observing its policy documents and diplomatic practice on Indo-Pacific regions, we can find that the US Indo-Pacific strategy presents the thinking inertia, which is manifested by its hard power supremacy, the superiority of values, and the presupposition of imaginary enemies. Meanwhile, the United States emphasizes military means, establishes value alliances, and implements competitive blockade policies, showing its path dependence. The deployment and implementation of the US Indo-Pacific strategy are menacing and pose a long-term challenge and threat to China’s development. Based on these tensions, China may summarize and refine the foreign strategic thinking and path of the United States, so as to clarify its intentions and trends before making preventive responses.

Abstract:The importance of the article is the fact or of increasing political, economic, and military power of the People’s Republic of China; the extremely sharp confrontation between China and the United States in foreign policy and economics; political and economic destabilization of European countries in the context of the Ukrainian crisis (2014–2022) et al. The purpose of the article is to show the evolution of a grand foreign policy strategy from 1949 to the present. Since the early 2000s Chinese scientific community and scholars from other countries are discussing new foreign policy concepts, such as China’s peaceful rise, peaceful development, harmonious world, Community with a shared future for mankind, and other modern diplomatic theories and initiatives. There is still a number of interrelated important questions that need to be answered: how China’s grand strategy is being implemented and how effective it is; are the strategies of previous generation leaders Mao Zedong and Deng Xiaoping at present still relevant? The leading method is the historical-comparative one, which made it possible to compare strategies in the Chinese historical focus. The study found significant changes in both diplomatic work and foreign policy practice, which is characterized by decisiveness, activity and is less filled with successive content.

Abstract:It is difficult to find anything more rewarding for a scholar than to have leading experts in the field thoughtfully engage with their work. Thus, I am extremely thankful to the four reviewers for taking the time to do this with my book, Protecting China’s Interests Overseas: Securitization and Foreign Policy. I must also thank Asia Policy for providing a venue for such a discussion to take place. The four reviewers are well-known experts in Chinese foreign policy, each focusing on different issues. As such, I am happy that they all concur with the argument presented in my book and found it of interest. At the same time, they all touch upon similar issues in their comments, despite the different angles from which they discuss the book. In particular, they emphasize how I barely refer to the role of China’s relations with other countries in the analysis. They also point out that I discuss the possible evolution of China’s approach to the protection of its interests overseas, as well as implications for other actors in the international system, solely at the end of the book. © 2022.
