Abstract:The author and co-editor of the second edition of the Routledge Handbook of Public Diplomacy examines public diplomacy’s growth in the twenty-first century and what place its scholarship and practice has in the social sciences. The interactive dimension of diplomacy needs acceptance among what she calls the “big dogs” in political science and international relations, who tend to sideline the field as a persuasion tactic and theory deprived. While there is some truth in that criticism, public diplomacy must have a seat at the policy table in order to stretch the dialogue, offer building mutual understanding strategies, and contribute to a toolkit of nonviolent options of action.

Abstract:The purpose of the course is to examine the theory and practice of modern diplomacy in the context of the challenges it faces in the new century. It will do so by looking at its historical evolution and established customs, and by disaggregating it into its many manifestations—summit, multilateral, bilateral and coercive diplomacy, among others. Though attention will be paid to institutions (the Foreign Ministry, the mission) and to the legal framework (the Vienna Convention), the emphasis will be on the behavioural dimension—that is, what diplomats actually do, what makes for effective diplomacy and how diplomats can actually make a difference in today’s globalized world. Special attention will be paid to the interaction between global governance and diplomacy and to the emerging field of public diplomacy.

Abstract:Public diplomacy is one kind of foreign policy behaviour in the implementation of foreign policy through foreign publicity by a state government.In the past,the Chinese government didn't use the term of public diplomacy officially,but practiced it.The progress of Chinese public diplomacy practice can be divided into three stages,its goals and tasks were different at each stage.First,it publicized new China,and supported world revolution.Second,it enhanced reform and open to the outside world,safeguarded world peace.Third,refuted the idea that China was a threat,advocated peaceful development.To summarize,the idea of publicity was gradually abandoned,modern public diplomacy is accepted in the practice of China's public diplomacy.China should take measures to build an international image of cooperative,friendly and responsible country,in order to enhance peaceful development.

Abstract:Since the late 1970s, the question of how to balance national and global interests has been one of the important considerations in China's grand strategy. Since 2012, China's top leaders have argued that China should provide international public goods (IPGs) and pay more attention to public diplomacy as a new model of big power diplomacy. Nevertheless, based on an examination of the recent literature, this article finds that most of the discussions highlight China's responsibility to provide IPGs rather than the motivations behind it. To obtain an accurate understanding of the real strategic motivations behind China's IPG public diplomacy, a necessary methodological innovation from normative to empirical studies should be undertaken. Drawing on case studies relevant to the topic, this article concludes that power advantage, institutional, and social ecological factors play determinative roles in understanding the motivations behind China's new IPG public diplomacy. Further, IPGs are regarded as core to China's new public diplomacy for global leadership in the foreseeable future. Within the context of emerging antiglobalization movements around the world, China's public diplomacy for IPGs aims to drive the nation further along the track of global leadership alongside the United States.

Abstract:This article builds on earlier conceptual analyses that have contrasted public relations with diplomacy and public diplomacy at conceptual and applied levels, to consider further the theoretical and global issues of public relations’ diplomatic work for states and organizations in the context of globalization. A key feature of such work is its intercultural nature, at the organizational, ethnic, and state levels. The discussion draws inspiration from a range of disciplines including public relations, international relations, strategic studies, media studies, peace studies, management studies, cultural studies, and anthropology. Linking public diplomacy to public relations usefully reconnects public relations to power, which has largely been ignored by dominant organizational-management approaches to the subject.

Abstract:September 11 and the U.S. public diplomacy in the Middle East has provoked academic interests in U.S. public diplomacy, particularly the vital factors determining success or failure of public diplomacy, leading to the worldwide research on New Public Diplomacy. Compared with traditional public diplomacy, the new emphasizes multi-actors and pays closer attention to the function of non-governmental actors in public diplomacy, focuses on social media’s function in public diplomacy, advocates consistence of public diplomacy and domestic public affairs, and highlights the assessment of public diplomacy. Whether the goal of public diplomacy is consistent with a country’s foreign policy or military actions and whether the role of the bureau in charge of public diplomacy in the whole bureaucratic organization has been the key factors to the success of public diplomacy. There is no denying the fact that China will develop its public diplomacy under the setting of global New Public Diplomacy. By making deeper analysis of the connotation of New Public Diplomacy and its influences on China, this author provides suggestions to China’s public diplomacy.

Abstract:The purpose of the research. The article examines the current state of public diplomacy research in China. The subject, object, method and purpose of public diplomacy are analyzed. As a resource of national soft power, culture is an important means of implementing public diplomacy. In the article, we analyze the specific Chinese practice of implementing public diplomacy from the point of view of cultural public diplomacy. Results. As a result of the conducted research, the author comes to the conclusion that the status of public diplomacy in Chinese national diplomacy has increased rapidly. First, with regard to the current state of research, in recent years, the research of Chinese scientists in the field of public diplomacy has focused more on applied research than on theoretical ones, such as the role of public diplomacy in shaping the country’s image and strengthening its soft power. Secondly, with regard to the definition of public diplomacy, Chinese scientists hold different views on the subject, object and method of public diplomacy, but on the purpose of public diplomacy, Chinese scientists believe that public diplomacy, like other types of traditional diplomacy, is aimed at protecting and strengthening national interests. Thirdly, humanitarian exchanges have always been an important part of Xi Jinping’s socialist diplomatic thought with Chinese specifics in the new era and an important pillar of Chinese diplomacy. China has enriched Chinese public diplomacy with the opening of Confucius institutes, exchanges, large-scale cultural events and large-scale sports events, promoted the popularization of Chinese culture, strengthened mutual understanding and cooperation with the peoples of other countries and achieved good results.

Abstract:Since 2003, the Chinese government has launched a succession of public diplomacy campaigns and programmes, the dynamics, potentials and implications of which have drawn growing scrutiny from Chinese scholars and government officials. Based on document reviews and interviews with Chinese scholars, officials, and think tanks, however, this article finds that the focus of the existing literature is on the image China wishes to project to the outside world, and that there is still little consensus on the strategic motivations behind the country's conduct of public diplomacy. In its conclusion, the article expounds that garnering international respect for China's political and social system and respect domestically for its political legitimacy is what the Chinese government really cares about. This being the case, China will not be satisfied to be merely an emerging power in light of its greater ambition to rejuvenate its values and political system.

Public diplomacy and public relations: Will the twain ever meet

Abstract:The integrated model of public diplomacy, which is introduced in this book, employs a strategic communication approach that constitutes a merging of public relations practice and techniques with public diplomacy goals and outcomes. One of the three layers of the integrated model, mediated public diplomacy, implores governments to engage foreign publics through third party mediators such as global media (global satellite networks, international broadcasting) and international social media influencers. The mediated public diplomacy layer is a recognition of 21st century realities for public diplomacy: namely, that the whole world is watching what governments say and do and not only writing and reporting on their talk and actions, but also utilizing the opinions and evaluations of those third party influencers like bloggers and digital activists who are talking back at their governments like never before. The other two layers, nation branding/country reputation and relational public diplomacy, inclusively medium and long-term strategies, position public relations perspectives and practitioners at the forefront of implementing effective public diplomacy outcomes. The majority of contributors to this volume, including the editors who introduce the integrated model of public diplomacy, argue that public relations should lead, and not follow, in public diplomacy research and applications. Abstract:This article traces East Asia's evolving multilateralisms and role in transitioning East Asia away from "US hub-and-spokes" bilateralism toward a more networked system of security arrangements. Drawing on the English School, it argues for revisiting multilateralism's diplomatic foundations as a way to direct attention to (1) the practice's region-specific content and (2) the ways that multilateralism has introduced system-transitioning changes that include system-level dynamics associated with membership, actor hood, and the types of security at stake. The result is a more complex security environment and normative context that calls for more multifaceted responses from all, including the United States and China whose current multilateral diplomacies both draw from and challenge the multilateral norms and practices that have been created. Theoretically, re-attention to multilateralism's diplomatic foundations also offers the English School an opportunity to make more distinctive contributions to ongoing debates about East Asia's networking processes and security arrangements.

Abstract:The essays in this collection explore diplomacy as a form of cultural translation. Out of necessity, Europeans sought new ways of conducting diplomacy in the changing environment of the early modern world, as they grappled with challenges from within their old but crumbling respublica christiana , and also with changing relations with powers and communities beyond it. Reflecting the current vitality of research into early modern diplomacy and practice that has extended the boundaries of what we consider as constituting “diplomacy,” these essays collectively examine how Europeans, on state and sub-state levels, interacted with powers from the Near East, Asia and Africa. In doing so, they contribute to a more nuanced understanding of how increasingly globalized diplomatic agents deployed symbolic and rhetorical languages that could be shared amongst different participants.

Abstract:There is a steep learning curve between government efforts to inform, influence and engage global publics (public diplomacy) and the need to preserve and protect the interests of the state (national security) and its people. Its key challenge today is how individuals and institutions can strike a balance between growing demands for global communications transparency and accountability, a challenge in the 21st century, with strategic communication classification and secrecy, the legacy of the 20th century. In the age of WikiLeaks, information exchange is neither scarce nor sacred, and diplomacy to publics in service of national security objectives is open to scrutiny from all levels of education and ability. Public diplomacy is everybody’s business because the state as primary international actor has lost its lofty spot of credibility. We trust our smart phones and our Facebook friends as much, if not more, than our elected officials, and this reality has led to many non-state actors jumping into the public diplomacy fray.This chapter has three parts. It is written from the viewpoint of my personal experience as a former USIA official1 and details both the origins of public diplomacy as we know it and the changes that public diplomacy underwent as a result of 9/11. The first part provides an overall overview of public diplomacy as a field of research and teaching. The second deals with the founding fathers of public diplomacy in the US, showing their influence in shaping the field. Abstract:As a rising power, China has realized that it is an urgent task to improve its national image among foreign publics. In the era of Xi Jinping, China has invested a substantial amount of resources in its foreign-language media to present a more favorable national image to an international audience. This study provides a novel approach to examine the content of China’s Japanese-language media and its dissemination. The study found that the Chinese state media promotes China’s soft power using two main strategies: (1) highlighting China’s culture and economic achievements, and (2) providing positive stories of China. A comparative content analysis of Chinese and Japanese media shows that Chinese media’s narratives are not well circulated in Japan’s public opinion field. This study has both substantive and methodological significance. Substantively, this investigation enhances our understanding of China’s strategic use of state-owned media for public diplomacy. Methodologically, this research contributes to the employment of quantitative text analysis methods on Japanese-language data.

Abstract:Many trends in East Asia, such as the consolidation of nation-states and the growth of economic interdependence and regional cooperation, support a more robust “partial order.” However, geo-political issues, especially China’s ambitions and inter-Korean relations remain significant question marks, intensified by uncertainty about the USA. Asian countries generally benchmark rather than challenge many principles of the liberal international order, but there are cultural traditions and modern preferences at variance with Western political liberalism. The weight of Asia suggests that as a truly global system evolves, there will be some compromise between Western and Eastern concepts of order, all the more likely as domestic support for international liberalism has eroded in parts of the West, notably the USA.
