Abstract:The purpose of this study was to investigate faculty members’ usage of Open Educational Resources (OER) as well as the barriers to OER development and usage. 360 faculty members from Zhejiang University (ZJU) in China were randomly selected to complete a survey. The study found that: (1) most of surveyed faculty members rarely utilized OER, while they had some awareness of sharing educational resources; (2) the majority noticed online educational materials published for learning or reference, while they ignored open source software or licensing tools for sharing and reusing resources; (3) lack of time and skills were significant obstacles for faculty members to develop OER, while lack of incentives was a potential obstacle; (4) content, experience, and school factors affected faculty members’ OER usage; (5) online teaching experiences impacted incentive to develop OER as well as how to develop OER. It also played a key role in faculty members’ perceptions about the experience and habit factors as possible barriers to OER usage. Results of the study implicate that more serious efforts are needed to improve the awareness and development of OER in China.

Abstract:The formation and development of professors' academic governance can be traced back to two sources.One is the heritage of medieval universities;the other is the need for developing higher learning in American universities.In either source,professors' academic governance has its own limitations.Its dilemma in China is caused by the lack of native thought and culture conducive to understanding and promoting professors' academic governance.The implementation of professors' academic governance not only requires the enhancement of university autonomy,but also professors' devotion to academic career and the cultivation of independent thought and liberal spirit.

How Far Does China Still Need to Go to Internationalize Her Academic Journals?

Abstract:When it comes to the volume of Englishlanguage articles published in international journals, Chinese scientists are second only to those in the United States (Editorial, 2010), but this is not the case for academic journals published in English. The total world-wide number of English-language academic journals published in 2011 was 67 546 (Ulrich’s Serial Analysis System, 2011); however, current statistics for China are not yet available, potentially because the management department concerned is somewhat slow and inefficient in their work. Our own research determined that according to the following resources: The Academic Department of China Association for Science and Technology (2011) claimed that as of June 2009 China published 212 English-language Sci-Tech journals; The General Administration of Press and Publication (GAPP) of the People’s Republic of China reported that between 2005 to 2009, the number of academic journals approved to publish in English was 25 (Institute of Media for Foreign Language Teaching of Zhejiang University, 2010). Based on these statistics, we estimate that the total number of academic journals published in English in mainland China is, so far, still under 250, less than 5% of the academic journals ever published in the country, despite the fact that the Chinese government has recently encouraged publishers to produce English-language academic journals. Academic journals are believed to be one of the most effective methods to disseminate a country’s technological achievements and a nation’s cultural concepts. In order to make China’s knowledge base and cultural ideas accessible to the rest of the world, many Chinese-language academic journals publish titles, key words and abstracts in English. China’s academic journals hope to attract international attention and be included in citation indexes such as Science Citation Index (SCI), Engineering Index (EI), Social Science Citation Index (SSCI), and Arts and Humanity Citation Index (A&HCI). In order to accomplish this, China’s academic journals need editors who possess English-language proficiency and are able to judge, proofread and polish texts or abstracts written in English by Chinese writers; however, there is doubt as to whether these journals have enough qualified English-language editors. The quality of China’s academic journals in regard to English language proficiency is unclear. This paper reports on the findings of four projects commissioned by GAPP and offers reasons for the deficiency of English language capacity of Chinese editors of academic journals through a survey of the qualification of 518 English editors for 469 Chinese academic journals, and proposes suggestions to solve the problems identified. The Paradox of Educational Fairness in China

Abstract:Neoclassical economics is founded on a narrow notion of the rational human being, with self-interest and material well-being as the basis of judgment and decision making. This stands in stark contrast to long held views, in philosophy and psychology, that maintain that human reason is motivated in part by emotions and, in particular, by social comparison. The social psychologist Festinger found that, much judgment and decision making are the results of social comparison which may or may not; reflect the actual reality of individuals. We tested Festinger's notion in Chinese cultural contexts by investigating public discussions of educational fairness. We found that, while educational spending has, been increasing steadily, sentiments about, educational fairness have been deteriorating. Time series analysis shows that these phenomena. were not clue to price inflation, availability of opinion outlets, or regional difference, but to the psychological process of social comparison. The implications of such a paradox are discussed.

Abstract:In order to find out the reasons of the slow development of open access in China, strategy of open access (OA) journals and open access repository were analyzed. Based on the analysis on the modes and features of Chinese Sci-tech journals,the effects of national policy and economic environment, and issues concerning the intellectual property rights,some suggestions were drawn off such as the establishment of the non-coinstantaneous OA journals, development of the self-archiving, reinforcement of the administration and relative policy, and strengthening propaganda.

Abstract:Chinese students’ excellent science performance in large-scale international comparisons contradicts the stereotype of the Chinese non-productive classroom learning environment and learners. Most of the existing explanations of this paradox are provided from the perspective of teaching and learning in a general sense, but little work can be found which systematically summarises the findings from the research on Chinese science learners and their science learning so as to explain the paradox. In this paper, a total of 25 empirical quantitative studies, whose sample sizes range from 132 to 8815, published between 1987 and 2014, are reviewed. Three aspects are explored: students’ science learning strategies, attitudes towards learning science and their scientific epistemological views. In addition to summarising the results reported in these studies, efforts are made to link them with the paradox of the Chinese learners, and to generate some hypotheses to resolve it. Finally, directions for further research are suggested.

Abstract:This paper,based on the statistical data,theme analysis and citation frequency of the academic literature regarding academic freedom collected in the four databases of CNKI's China Academic Literature Network Publishing Database—China Academic Journals Network Publishing Database,China Doctoral Dissertations Full-text Database,China Proceedings of Conference Full-text Database and China Core Newspapers Full-text Database,explores the characteristics of diffusion process of the idea of academic freedom in China from 1979 to 2010.This paper tries to divide the whole spreading process during these three decades into three phases:brewing phase,developmental phase and active phase,conducting thorough statistics of the literature's quantitative change as well as detailed interpretation of the literature's themes in different phases.Recommendations for future research are also provided at the end of the paper.
Digital Publishing and the New Academic Ecosystem: an ANT Approach to the Recent Disputes over a Chinese Journal Database Giant

Abstract:As digital publishing gains momentum globally, it presents unique challenges in different regions and cultures. To address these challenges, it is important to understand the specificities of each local context. In light of Actor Network Theory (ANT), which advocates an interdisciplinary approach through an association of related factors from different fields, this article examines problems of Chinese digital publishing, focusing on one giant database, called the Chinese National Knowledge Infrastructure (CNKI). The discussion falls into three parts. First, the self-positioning of CNKI. As the sole academic database giant, it encounters a dilemma between making profits and serving the public – it has been criticized for charging high subscription fees and for committing intellectual property infringements. Second, the scholars, while becoming more dependent on digital publishing and such a giant database as CNKI, are bewildered by the fact that they become less capable of protecting their academic autonomy as well as their intellectual copyright. Third, CNKI’s near monopoly has damaged domestic academic justice, which becomes detrimental to the development of Chinese academic journals and the international transmission of Chinese scholarship. The article concludes with an inquiry into possible solutions for building a new academic ecosystem in the digital era, locally as well as globally.

Due to the involvement of the official, power, money, fame, interest in China's academia, the officialdom, shopping malls and school is no difference, and the academic environment has been extremely decadent, the academic spirit of the University advocating the personality modeling, the academic supremacy is no longer existence; Facing the control of money, including the funding control of the education and academic research, the taxpayers are in the most helpless situation, which is both a system design flaws and a lack of awareness of democracy, and what’s more, a tragedy of the quality of our people.
