Several Pairs of Relations that Should be Correctly Handled in Making Administrative Procedure Act

Abstract:Here are eight relations that affect and even decide the nature, function, and the regulating scope of Administrative Procedure Act: (1) Uniform code and separate statutory; (2) procedure law and substantive law; (3) to regulate concrete administrative acts and to regulate abstract administrative acts; (4) to regulate external administrative acts and to regulate internal administrative acts; (5) to regulate administrative acts and to regulate administrative remedy acts; (6) to regulate authoritative administrative acts and to regulate non-authoritative administrative acts; (7) to regulate the acts arising from the state public power and to regulate the acts arising from the social public power; (8) to regulate the acts arising from the executive organizations' public power and to regulate the acts arising from other state organizations' public powers.
