Abstract:For most of the 20th century, the free market system prevailed, unleashing entrepreneurial spirits globally and creating prosperity. However, the rise of emerging economies and their governments' role in the global system has revived the old debate over the merits of government interventions versus free markets, which led to a new wave of academic discussions of governments' role in the global system. The number of journal articles regarding the relationship between state ownership and globalization has more than doubled since 2014. But views on this issue are divided. On the one hand, supporters of government intervention claim that businesses can benefit from institutional support, enabling them to compete as national champions on a global scale, especially in countries with the institutional void. On the other hand, supporters of the free market, however, hold a different view. They argue that the free market is the optimal system for business success since it promotes competition and guides business decisions. So, in this panel, we ask: Is the pendulum swinging for government intervention? Or does the free market remain the engine driving economic prosperity and business success?

Abstract:The international financial crisis since 2008 urges Chinese government-business interaction which has been relatively balanced to incline to government intervention. In order to cope with the crisis, Chinese government carried into active fiscal policy and moderate loose monetary policy, promoted industrial planning and regional revitalization, and helped enterprises to walk out plight through a variety of measures. In practice, Chinese government and enterprises formed a model of government business interaction with elastic legal constraint. This interactive model consists of two parts. One is direct government-business interaction. The other is indirect interaction through market. The outstanding characteristic of this model is flexibility of legal constraint. In times of post-crisis, in order to ensure government and enterprises both to do right things and do things rightly, we have to construct government-business cooperative interactive model based on rule of law. This cooperative interactive model should be composed of three parts. One is direct government-business interaction. Another is indirect interaction through market. Another is indirect interaction through society.

Abstract:This research investigates the subtle role of political entities in shaping economic order using the Chinese Model, highlighting the importance of non-monetary forces. By deconstructing the Chinese Model's political economy, the paper identifies the model's distinguishing features, the critical function of political entities, and the strategic use of nonmonetary means. It examines the ways by which these institutions impact economic order, such as governmental advice, legal regulation, and moral incentives, as well as how these mechanisms promote market order, control economic activity, and encourage corporate social responsibility. This paper highlights the effectiveness of non-monetary interventions in China's economic order through detailed case studies, such as the development of new energy sectors guided by policy, environmental protection through legal regulation, and corporate innovation motivated by moral incentives. The findings highlight the potential of non-monetary measures used by political organizations to steer economic development and governance, providing insights that could impact policymaking outside the Chinese setting.

Abstract:Government intervention is commonly believed to has detrimental effects on entrepreneurship in market economy. However when it comes to China (a transitional economy, of which the driving force behind economic development and entrepreneurship promotion derived mainly from the local governments) does this general judgment hold nevertheless? To answer that question, our empirical analysis, based on cross-sectional data of all the mainland provinces and municipalities of China (excluding Tibet) in 2000 and SEM calculation tests the correlation among government intervention, economic freedom and entrepreneurship. We find that the government intervention had an immediate influence on entrepreneurship positively in specific, but denied economic freedom in general, which is vital elements conducive to entrepreneurship and economic growth, thus impact entrepreneurship negatively in the long run. To account for this paradox, we come up with four possible reasons and the policy implications: the prescription for economic growth and entrepreneurship is to reduce government inference and create an institutional, free environment that encourages and rewards productive activities.

Abstract:This paper presents a coherent framework to characterize the dynamics of economic development and institutional change in the East Asian Development Model. In the early stage of development, due to market incompleteness, a government with high autonomy and capacity can promote economic development through interlinked and relational arrangements (e.g., industrial policy). In later stages, market completion will usually unravel interlinked and relational contracts, and lead to a rule-based society. The paper shows that the appropriate role of government and institutions are functions of the stage of development. In particular, relation-based governance is suited to investment-led development, while rule-based governance is suited to innovation-led development. The paper ends up with some implications for China’s development and institutional change.

Abstract:It is a very important phenomenon that investment wave and excess capacity occur in the process of quick structural change in developing countries.From the perspective of new structural economics,this paper constructs a theory of optimal government in-tervention degree based on the exploration of this phenomenon.Firstly,there is a late-mover advantage in the structural change in the developing economies because of their loca-tion in interior frontier.Secondly,the development opportunities embedded in the late-mover advantage have the social consensus but incomplete information,thereby resulting in coordination difficulties of the market and thus the risks of losses resulting from invest-ment wave that face market subj ects and timid &overcautious development opportunities. Finally,market timidity and cautiousness lead to insufficient usage of development oppor-tunities,and governments implement active development policy combination to intervene prices,costs and profits in the market for the purpose of the enhancement of market incen-tives and the relaxation of constraints,but as a result,although development opportunities can be made more full use of,excess capacity becomes more severe in the meantime.Ac-cordingly,this paper advocates that development policy cannot give up eating for fear of choking,and the rational practice is to make a tradeoff between gains and losses and grasp optimal intervention degree.

Abstract:Since 2003,a few obvious problems,like the widening gap between the aggregated housing supply and demand, the unbalanced housing market structure,the fast escalation of housing prices,and the lack of public housing for middle and low income families,have gradually manifested themselves in China's urban housing markets and have triggered a series of forceful interventions by the government.Should the government intervene in the housing market? If so,how should it set the intervention objectives and select the intervention instruments? These topics have already drawn great attention from all affected parties.Based on the practical experiences of other countries and economies, this paper analyzes the principle of government intervention in the housing market. The results will not only provide a theory foundation in understanding the government intervention behavior in the housing market,but also facilitate the empirical research in performance evaluation of the intervention policies.

Abstract:China's economy has undergone fundamental changes since 1978. Agriculture, industry and services are being transformed into market economies. Marketing and domestic trade have also been reformed to take into account regional comparative advantages. The government, however, still controls input supply and output procurement to some extent. China is currently negotiating with the GATT in regard to gaining membership. Conditions for China's reentering the GATT are to eliminate the government interventions on domestic production and consumption, and international trade. This may affect China's comparative advantages in international markets, and therefore may result in changes in the structure of imports and exports. Will China continue to export rice or will it start to import rice under free trade, and if China continues to export, how much will China export? This paper attempts to model the potential effects of eliminating all government interventions on China's rice sector. We construct a rice industry model to facilitate our analysis. The model has three components, i.e., supply, demand, and price linkages. The estimated results are consistent with theory and are evaluated using several techniques. Results from model validation indicate that both static and dynamic models are reasonable and can be used to simulate effects of various government policies. Simulations are conducted to project China's rice economy to the year 2000. Two scenarios are compared: (1) continued current policy and (2) elimination of all government interventions. Eliminating all government interventions would increase production, stocks, and exports. Domestic consumption would decline due to the higher domestic prices from eliminating government subsidies on rice consumption. China would export more than 1.6 million metric tonnes of milled rice if there were no government interventions in the year 2000.

Abstract:The Southeast Asian countries achieved rapid economic growth from the mid - 1980s to 1997. The IMF and World Bank have attributed the Southeast Asian economic "miracle" to the successful regional applications of neo - liberal theory and new macroeconomic theory as well as to the liberalization, deregulation, and privatization reforms implemented by the Southeast Asian governments to comply with the trends of economic globalization. Therefore, the IMF and World Bank regarded the Southeast Asian countries as "models" for imitation by other developing countries. However, the sudden eruption of the unprecedented financial crisis in 1997 aroused doubts about whether the benefits of economic globalization can be equally shared by both developed and developing countries. After the crisis, the Southeast Asian governments began to dialectically re-evaluate the economic globalization promoted mainly by the developed countries in order to devise economic development strategies and policies that can best serve their national characteristics and interests .

Abstract:Over the past 20 years,as regional economic integration has proceeded,the economies of East Asia have become increasingly close in terms of trade and investment relations.The level of trade dependence across the East Asian economies already rivals that of the European Union,and it might be argued that the region has transcended differences in political systems to form a model "natural economic community." Most of the countries of the East Asia region share common cultural characteristics and similar values.Further,the states of East Asia have a deeper tradition of peaceful coexistence,and their economies complement one another more closely than do those of the states of the European Union.As a result,there is a strong cultural and historical basis for East Asian economic cooperation.The deepening of economic integration also presents advantages with respect to promoting intergovernmental institutions.While political figures within the region have different views with respect to integration,their different perspectives will only be able to decrease or increase the speed of the process at the margins.

Abstract:Government intervention has been always regarded as an important force in promoting and encouraging outside foreign direct investment (OFDI) ,but is it so in fact?Do governments selectively affect OFDI?From a perspective of institutional theory ,this paper examines the various influences of government intervention on OFDI based on the data of A-share non-finance listed companies from 2003 to 2013 in China .It arrives at the conclusions as follows :firstly ,government infervention has a negative influence on the behavior and quantity of OFDI ,that is ,it is more impossible for enterprises with higher-degree government infervention to do OFDI and they have lower amount of OFDI ;second-ly ,the governments promote the OFDI of companies which have more marketing resources and the increase in investment amount ,that is ,in enterprises with rich marketing resources ,government intervention has a stronger positive effect on OFDI ;thirdly ,govern-ment infervention has a significantly positive effect on the performance of OFDI ;fourthly , governments affect enterprises' OFDI decision by controlling enterprise decision-makers and approving investment application .It has useful implications for corresponding OFDI policy formulation and how to respond the going-out strategy for enterprises .

Abstract:The government and the market are the two main means for resource allocation, and both play important roles in economic development and environmental protection. Based on the theoretical mechanism analysis, this study empirically investigated the relationship between government intervention, market development, and China's provincial pollution emission efficiency by using the static panel OLS, system generalized method of moments (SYS-GMM), and panel threshold effect model during the period 2000-2017. The results show that the impact of government intervention on China's provincial pollution emission efficiency shows a non-linear U-shaped curve relationship, and there is a positive correlation between market development and provincial pollution emission efficiency in China. Government intervention and market development are complementary, rather than a substitute for each other, in promoting China's provincial pollution emission efficiency. When government intervention is set as the threshold variable, the impact of government intervention on China's provincial pollution emission efficiency shows the feature of "promotes first, then inhibits." However, when market development is set as the threshold variable, government intervention is only conducive to the improvement of China's provincial pollution emission efficiency at a moderate marketization level. Lastly, some policy implications related to the government and the market in enhancing China's provincial pollution emission efficiency are presented.

An Empirical Study on the Effectiveness of China’s Foreign Exchange Market Intervention

Abstract:Since 1994, RMB has experienced four stages of appreciation or depreciation. China's monetary authority has been actively intervening the foreign exchange market, and meanwhile, to prevent the intervention from affecting the domestic money market, the monetary authority sterilizes the intervention. The paper firstly builds a model of the index of foreign exchange market intervention via ex -ante and ex -post foreign exchange market pressure. Then it employs the LS, E-G cointegration, ECM and State -Space model to estimate the structural parameters in the model, and get the index of effectiveness of intervention. It concludes that the intervention of China's monetary authority is effective, though occasionally there exists over-intervention. Besides, sterilization is also partly effective.

Abstract:In this article, we have probed into the relationship in places where there exists local governments interven- tion between the nature of different ownerships and enterprises'decisions on mergers and acquisitions. Our findings are that the local-government-controlled companies implement more easily intra-mergers & acqusitions and multimergers & acquisitions, while the central-government-controlled enterprises can surmount obstacles placed by local governments and realize interregional mergers & acquisitions. The results of our study indicate that the local government intervention does impact on enterprises'decision-making in terms of mergers and ac quisition, and support the existing market regionalism in China.
