Abstract:Firstly,this paper reviews the background of Hong Kong government' intervention in the private housing market as well as the intervention tools implemented.Then,based on the summarized framework of government intervention under different market condition,we analyze the effectiveness of those policy measures.The results shows that government intervention help to mitigate the market vibration to some extend in Hong Kong' private housing market,but there still exists some disadvantages like the sluggishness in adjusting the intervention objective,the limitation of using monetary policy and the overlook of demand side intervention.The Government intervention experiences from Hong Kong will help Mainland China to improve the effectiveness of its own intervention in the housing market.

Abstract:Since 2003,a few obvious problems,like the widening gap between the aggregated housing supply and demand, the unbalanced housing market structure,the fast escalation of housing prices,and the lack of public housing for middle and low income families,have gradually manifested themselves in China's urban housing markets and have triggered a series of forceful interventions by the government.Should the government intervene in the housing market? If so,how should it set the intervention objectives and select the intervention instruments? These topics have already drawn great attention from all affected parties.Based on the practical experiences of other countries and economies, this paper analyzes the principle of government intervention in the housing market. The results will not only provide a theory foundation in understanding the government intervention behavior in the housing market,but also facilitate the empirical research in performance evaluation of the intervention policies.

Abstract:Firstly,this paper theoretically analyzes the objective and instruments of government intervention in housing prices based on the stock-flow model.Secondly,by jointly employing the multi-variable intervention analysis and panel data analysis,this paper carries out an empirical study to examine the combined impacts of several important policy measures on the housing price movements in Beijing,Shanghai,Guangzhou,Shenzhen,Tianjin and Chongqing.The results will show that:(1) Most nationwide intervention instruments have significant short-term or long-term effects on housing prices in major cities,especially the two rounds of the comprehensive control policy led by the State Council after 2005 helped curb fast rising housing prices with different patterns and magnitudes.(2) The effectiveness of this round of government intervention has gradually improved,but nationwide intervention instruments have different impacts on regional housing sub-markets.The negative responses of the second-tier cities’housing markets were much stronger than those of the first-tier cities.(3) The land transaction regime changed initiated in 2004 might be one of the most important policies that boosted up the housing prices.

Abstract:Although the Korean government reported a housing supply ratio of more than 100% in the early 2000s, regional and class disparities in the Korean housing sector have not been correspondingly alleviated. Unfortunately, many Korean households are still enduring the economic burden caused by cyclical price variation, while many housing construction companies are on the verge of bankruptcy. To resolve the ever-expanding socioeconomic problems in the housing and real estate sector, the current Korean government proposed 831 Countermeasures, which has since met with much controversy. In an effort to address these issues, this paper utilizes a qualitative system dynamics model to elucidate and interrogate complex Korean housing mechanisms. By mapping bibliographical and experimental knowledge with causal loop diagrams, the positive and adverse effects of the 831 Countermeasures are also analyzed. Finally, based on the research findings, alternative policy guidelines are proposed that can be used to strengthen positive housing structures and obviate negative ones.

Abstract:There has been continuous debate on whether the state can support market-based activities in the land market. It is widely recognized that land markets do not function by themselves, mainly because they are inherently imperfect; this imperfection provides foundation for state intervention. Under the Land Use Rights System of China, land supply is a powerful tool for intervening into land markets, and proceeds from land supply greatly contribute to local revenue and financing of infrastructure construction. The state, however, is not an impartial entity. Its desire to increase local revenue through land leasing has led to the oversupply of land and housing affordability problems in real estate markets. This paper, using evidence from Guangzhou, argues that land supply intervention is a two-edged sword in Chinese city development. It further claims that the state intervention is becoming gradually professional after the real estate market bubble in the early 1990s. Problems, such as structure imbalance in land supply, however, still have negative impacts on the sustainable development of Chinese cities.

Abstract:This paper examines the impacts of housing market policies in Korea by developing a dynamic computable general equilibrium model integrating regional housing markets and multiregional mobility. We compare simulation outcomes of demand- and/or supply-side approaches in housing market interventions and address how these various policy instruments affect housing prices, demand, and household welfare. Policy simulation results suggest that supply-based interventions would be more effective than housing tax policies for cooling down overheated housing markets without decreasing consumer welfare. Tax-based demand-side approaches result in a 1.8–2.2% housing price drop and a 1.1–1.2% welfare decline annually between 2021 and 2024. In the supply-side policy, investing in housing construction leads to 3.4–4.1% lower housing prices and 1.5–1.8% enhanced welfare.

Abstract:China's housing sector offers an interesting case study of relationship between government interventions and price dynamics. Frequent and intensive government interventions create a highly fluctuant housing market in China. This paper applies a structural break model to investigate the dynamics in the evolution of China's housing price between 1998 and 2016. Results show that the development of China's real estate market exhibits much richer characteristics of structural changes rather than simple switching between boom and burst. Further studies indicate that government interventions is the most important source of structural changes in the dynamics of China's housing market because of the inherent conflict between policy aims of market stability and rapid economic development mainly backed up by the housing sector.

Abstract:Through building the long/short-term housing prices and trade volume models,we use time series models to assess the shock effect of intervention policies on real estate market,which are taken as exogenous intervention events.Using the national data,we find that intervention events have a strong short-term and weak long-term shock on the market.The invention polices can't change the direction of housing prices and trade volumes,but they do affect the raising speed.The policies which are involved the housing supplies,can contribute a long and sustainable effect on the market.Using the metropolitans' data,we also analyze the shock effect of events on urban housing market.The experienced results indicate that credit policies can get a short-term pulse effect which is consistent with theoretical analysis.The other events have a short-term and long-term shock on housing prices and trade volumes,which is not significant.The intervention policies have difference patterns to influence the urban housing market.

Abstract:We study the effectiveness, consequences, and transmission mechanisms of the government's interventions for Hong Kong's residential housing market between 2009 and 2017. We use granular microlevel transaction data and adopt a regression discontinuity design to conduct the empirical analysis. We find that mortgage‐tightening measures effectively curbed the overheated market by reducing price and volume while specific submarkets occasionally experienced volatility. Tax‐driven measures effectively suppressed trading activity but triggered price volatilities across submarkets. Several rounds of measures had a spillover effect on subsidized public housing. Our findings have implications for policymakers seeking to review and revise property market intervention policies in Hong Kong and elsewhere.

Abstract:The housing system in urban China is now undergoing a process of transition. Housing policy is one of the most popular topics under public discussion. This paper gives a brief review of the recently implemented housing policies and provides some basic information about the current situation of the housing market and housing system reform in urban China. It appears that China is very successful in improving the housing conditions of urban residents. However, there are still a number of problems related to housing disposition and consumption. Based on accepted criteria, this paper makes an assessment of the performance of current housing policy, resulting in several suggestions.

Abstract:In China's land market, the government plays multiple roles in land transaction as the land owner, the regulator and a purchaser. Conflicts of interests among different roles lead to the failure of government intervention in the land market and many serious problems, such as substantial reduction in cultivated land, extensive use of construction land, and disorder of land market. It is crucial to identify the appropriate functions of the government in order to enhance its regulatory role in the land market and to keep prosperity of the land market. This paper discussed the governmental behaviors in land market, and analyzed the main causes of abnormal behaviors of the government. Based on these analyses, this study specified the appropriate functions of the central government and the, local government respectively, and proposed some approaches to promote the transformation of the government functions.
Quantitative Assessment on the Impact of Governmental Intervention on Land Allocation Efficiency in the Processes of Farmland Acquisition and Urban Land Conveyance

Abstract:The purpose of this paper is to quantitatively assess the impacts of governmental intervention on the allocation efficiency of farmland that converted for urban construction land use within the processes of farmland acquisition and urban land conveyance.The paper firstly builds up a multi-markets equilibrium model including the farmland acquisition market,primary land conveyance market and secondary land conveyance market,and then uses the model for an empirical study in Yingtan City,in the Jiangxi Province of China.The results show that the governmental intervention caused an over conversion of the farmland in Yingtan City from 1999 to 2005.The over conversion was 183.48 hm2,which was 33.73% of the total.The paper concludes with the verified assumptions that the governmental intervention causes an over conversion and leads to the inefficiency of land use both in rural and urban sectors.

Abstract:Recently Korea government's policies have made some achievement in indemnificatory housing system to respond to housing needs of low to middle income household.This study based on the overview of evolution of Korean indemnificatory housing system focuses on the supply system and management of Bogumjari Housing Policy announced on October in 2008.This study found that mix of rental and purchase,introduction of pre-subscription system,and the overall management by independent organization have made contribution to the successful supply of indemnificatory housing,which are noteworthy with reference to China.

Abstract:Recurring land price inflation in Korea is one of the most worrisome policy issues. It frustrates people's aspirations of home-ownership, aggravates income/wealth disparities, raises business costs and requires higher costs for government of land acquisition for infrastructure. Any effort to combat this problem must consider whether this land price inflation reflects a change in fundamentals or is led by speculative bubbles. An econometric test concludes that land markets in Korea have partly been driven by speculative bubbles. Then this paper argues that bubbles are cyclically formed and are persistent due to structural differences in the rate of return between land and financial assets, which are enforced by the centrally administered economic order. Thus, to reduce the bubble element in Korean land prices, fundamental reform is necessary towards a genuine market economy. This includes financial liberalisation and land tax reform to decrease speculative demand, and reform of land-use control to increase the supply of urban land.

Abstract:The Land Use Rights system of 1988 has marketized land property rights,as has played an important role in cultivating land market and promoting economic development. However,the fact of vaguely defining property rights has caused a series of problems in land market. This paper analyzes the impacts of government action on land markets,using the analytic framework of property rights initiated by New Institutional Economics. Then it adopts hedonic pricing regression approach to analyze two case studies,Guangzhou Metro Line 2 and Inner Ring Road. It concludes with policy implications to establish a clearer land property rights and to strike a balance between public and private interests.

Abstract:This article investigates how government intervention in land market affects China's urban development, using data from prefecture‐level cities between 2000 and 2010. We find that government intervention enlarges the impact of positive productivity shocks on housing price appreciation, through mainly the government control over residential land supply. However, we find no significant evidence that high government intervention constrains population growth and leads to wage increase. Such patterns of urban dynamics can be explained by the fact that migrant workers are the driving force behind China's urbanization, but they have limited housing demand and are not well compensated. Abstract:Urban residential land supply is both driven by and significantly influences urbanisation processes, the optimisation of which are necessary to address housing issues. At present, China's urban housing system has three major problems, namely a shortage of affordable housing, rapidly increasing prices for regular commodity housing, and an under-supply, relative to market demands, of high-end commodity housing, calling into question the effectiveness of existing land supply policies. This paper first reviews policies governing residential land supply and then considers these policies in light of findings from semi-structured interviews conducted with key actors and a survey of households in Hangzhou, a city of more than nine million in eastern China. These analyses show that although the Chinese government has undertaken steps to reform land use allocation and increase housing affordability in its cities, significant opportunities for reform remain in both affordable and commodity housing sectors. Results from this study aid in formulation of a framework for residential land supply and a dynamic model for reform for Chinese governments to undertake to integrate housing provision across a range of household income and housing type classifications. The model demonstrates how reformation of the residential land supply system through improvements to the elasticity of residential land supply, optimisation of land supply for affordable housing, deregulation of land supply for and taxation of high-end commodity housing will significantly ease housing stress within Chinese cities. Finally, international experience indicates that the Chinese government can leverage revenues to acquire or otherwise support construction of additional affordable housing, with the in helping to arrest housing price inflation while achieving socialist ideals..
