On Seyssel's Theory of New Monarchy

Abstract:In Western Europe during Renaissance,Claude de Seyssel,royal councilor of France and famous political thinker,advanced a systematic theory of New Monarchy according to the realistic changes of society.In affirming the value of monarchy,he advocated that kings govern kingdoms by the grace of God,but he emphasized the superiority of monarchy from the angle of human nature.In looking forward to “the politics of a sagacious king”,he defined some political standards which a king should follow,and emphasized especially that a king should carry out the benevolent government in order to establish “harmonious” order between each estates,and advanced rationality as the basis of changes of each estates’ status.Moreover,Seyssel maintained that kings let each estate participate in governmental affairs and found “a system of councils giving advice to king”.He also suggested a scheme of “limited monarchy” which checks king’s tyrannies by Church,by “justice” and by state’s law.Besides,he also asked kings to practice a flexible diplomatic policy and colonial expansion vigorously.The political theory of Seyssel was full of contradiction and complexity with which the society in “transition period” endowed,but under the influence of social changes and humanism,he broke through the tradition and advanced a systematic theory of New Monarchy which suited to the need of the national state’s development,and the need of new bourgeoisie’s growth.His political ideas reflected the transition of Western political thought from the middle ages to the modern time.
