Abstract:This paper discusses the property and the function of public library,emphasizes that in construction of the socialist harmonious society public library needs to function as to alleviate the social Contradiction,to contract the social margin,to support the information necessarily fair,to guarantee the citizen right,to stimulate the cultural life,to raise to support the information necessarily fair,guarantee the citizen right,stimulate the cultural life and raise the educational lavel,to make up for the digital gulf,to push the development function of the harmonious society.some new principle fo public library such as the maintenance of information fair,guarantee for the citizen right etc.are gradual understanding after to enter into new century.Should strengthen the publicity and research to new principle,some original teaching materials seem to be old,having the necessity to rewrite.
Cooperation Modes for Smart Library Development in China

Abstract:In the context of national development strategies concerning digital China and smart city,there are great opportunities for developing smart libraries. Smart library development,by its long-term,comprehensive and complex nature, demands the coordinated and integrated development of various parties, and thus cooperation is obviously an objective need and a natural choice. In reply to the question on the joint development of smart libraries, this paper firstly reviews the three typical ways of cooperation, namely library-enterprise cooperation,interlibrary cooperation and alliance-based cooperation. Then,it analyzes the operating mechanism of the cooperation from the perspective of motivation,condition and provision,and puts forward some suggestions for the future development of the cooperation,including increasing the willingness and capability to strengthen the cooperation of libraries at all levels,achieving a dominant position in library-enterprise cooperation,establishing a fair and sound mechanism for interlibrary cooperation,and expanding the depth and breadth of alliance-based cooperation reasonably.
