Development Opportunities of Public Librarianship in the Twelfth Five-Year Period

Abstract:The National 12th Five-Year Plan has planned the construction of public culture from two dimensions,one is setting up and perfecting the basic public service system,the other is promoting the culture development and prosperity.Implementing free opening of public cultural facilities is the first problem settled in promoting the equalization of basic public services.First,we need to improve and develop the content,scope and project of public library basic services during the process of implementing of free opening;second,we should explore and establish the constrain system of public library funds sharing mechanism;third,we should set up and improve the evaluation system of public library service capacity and service level.Public libraries should seize the opportunity of creating the model area of public culture service system,promote the construction of central-branch public library system guided by the government continually,enhance the service quality and efficiency of public libraries,actively explore the mode of resource integration and sharing,generally carry out the mobile services and promote the service system to become perfect,strengthen the construction of the team,raising the professional quality and level of librarians.Public libraries should seize the opportunity offered by the country implementing three public digital culture projects,to achieve the breakthrough of the construction of digital resources and remote services.
