Abstract:The dynamics of the relationship between the United States and China have been shifting. This has prompted changes in strategic calculus and policy adoption by the friends and foes of each side. Iran, given its decades‐long links with China, has made several. First, it has deepened its ties with the Asian power beyond collaboration in business and trade. Second, it has revised its policies in the Gulf region to be a part of what it sees as China's network of influence, hoping to better position itself in a multilateral global order. Third, it has been seeking opportunities to project power through showing off its military capabilities in Ukraine. This article examines these strategic responses and concludes that Iran has been pursuing an agenda in line with the world vision of its senior leaders. The end goal for Tehran is to gain more power and relevance in the global strategic calculus. This analysis is part of a special issue examining the responses of Gulf countries to rising Sino‐American competition, edited by Andrea Ghiselli, Anoushiravan Ehteshami, and Enrico Fardella.

Abstract:Nuclear energy, the new frontier of China's cooperation with the Middle East, carries both geoeconomic and geopolitical implications. The development of civil nuclear energy is conducive to the diversification of the energy structure of Middle Eastern countries, meets their increasing needs for electricity at home, and improves their seawater desalinization. Giving full play to its incremental advantage, China's diplomacy strives to expand the market share of its nuclear‐power enterprises in the Middle East, elevate its image as a rising nuclear‐energy power, and advance nuclear‐energy cooperation between China and Saudi Arabia, the UAE, Iran, Algeria, Turkey, Egypt, Jordan, and Sudan through multilateral or bilateral mechanisms. These can be classified into three categories: in‐depth cooperation, active participation, and preliminary exploration. Nuclear‐energy diplomacy aims to expand political influence through civil nuclear activity. Its aim is to enrich the toolkit of China's Middle East diplomacy and is conducive to a multipolar world in terms of civil nuclear research, development, and industries.

Abstract:This article offers a Chinese perspective on reducing the threat of nuclear weapons due to nuclear weapons proliferation and its deterrent gestures, long employed since the Cold War. It is pointed out that nuclear weapons are increasingly irrelevant to nuclear weapons states. However, some non-nuclear weapons states may view this differently. Nuclear abolition has presented a visionary opportunity for all sides to relinquish those weapons increasingly unnecessary for nuclear weapons states. Before such an idealistic world is attained, efforts of nuclear non-proliferation are indispensable along with a process of nuclear disarmament.

Abstract:China's recent reemergence has resulted in a significant increase in the global demand of commodities and is already having major impacts on the dynamics of global commodity markets. In the case of the global uranium market, we stand at the very beginning of a period of change. However, interesting trends are already emerging. Whereas China has had many policy reversals, and some difficulties in taking control of its procurement strategy in other commodity markets, it is seemingly more successful in managing its uranium procurement strategy. Why? The argument presented here is that a mixture of domestic and international level variables has allowed China more room for maneuver in fulfilling its uranium procurement strategy. On the domestic level, a centralized industry, and, on the international level, a geographically dispersed and uncoordinated market have allowed China to forge ahead with an ambitious civilian nuclear power plan and triple its total uranium imports, all within the span of a few years. Many challenges remain, not the least that of negative public opinion, which has surged since the Fukushima disaster in 2011. Nevertheless, should uranium demand continue to grow, this paper will consider the potential for continued peaceful coexistence among uranium market participants worldwide.

Abstract:<span>Experts increasingly highlight the dangers of nuclear-conventional entanglement, particularly in the U.S.-China context. This article develops a framework for assessing entanglement and its risks. Applying that framework to China, it finds that Beijing's missiles are not as entangled as is sometimes feared, but ongoing trends may increase future entanglement. It also presents evidence that, counter to the prevailing wisdom, Chinese entanglement has not emerged as a strategic policy choice but, rather, as the byproduct of more parochial organizational dynamics. Strategic signaling and perception management will be key to controlling escalation risks stemming from nuclear-conventional entanglement in China.</span>

Abstract:After exploding its first nuclear device in 1964, China did not develop sufficient forces or doctrine to overcome its vulnerability to a first strike by the United States or the Soviet Union for more than three decades. Two factors explain this puzzling willingness to live with nuclear vulnerability: (1) the views and beliefs of senior leaders about the utility of nuclear weapons and the requirements of deterrence, and (2) internal organizational and political constraints on doctrinal innovation. Even as China's technical expertise grew and financial resources for modernization became available after the early 1980s, leadership beliefs have continued to shape China's approach to nuclear strategy, reflecting the idea of assured retaliation (i.e., using the fewest number of weapons to threaten an opponent with a credible second strike). The enduring effect of these leadership ideas has important implications for the trajectory of China's current efforts to modernize its nuclear force.

Abstract:With rapid economic development, China faces a great challenge to meet its increasing energy demand. Currently, China's energy supply is dominated by coal consumption, while natural gas and oil are in relative short supply. At the same time, nuclear energy is a relatively clean energy without green-house gas emissions. Considering the growing cost of fossil energy and the limited resources in China, oil supply security, coal mining disasters, the domestic environment pressure, and global climate warming, nuclear energy is an inevitable strategic option.Generally speaking, nuclear energy development has a promising future in China. Its driving factors include the brisk electricity demand, environment impact pressure, oil supply security, and positive public acceptance. Meanwhile, the question still remains whether nuclear energy development in China is sustainable. Just like in other parts of the world, China is also bewildered by the problems of reactor safety, nuclear waste treatment, and risk of proliferation of weapons material. In addition, nuclear technology diversity, shortage of uranium resources, and weak market competitiveness of nuclear power in the short term are certain barriers that China's nuclear energy development also faces. There are also other worrying issues such as: whether public acceptance in the future will change? Whether the current approaches to nuclear waste disposal are still acceptable when nuclear plants gains scale?In this paper, some suggestions and recommendations are put forward on the measures to be followed to 1) enhance domestic nuclear technology development and imported technology localization; 2) reduce the cost of nuclear power and enhance its market competitiveness; 3) accelerate the process of cleanly developing nuclear technology; 4) accelerate the process of developing more efficient reactor and nuclear fuel cycle; and 5) conduct effective publicity work to uphold public acceptance.

Abstract:Global power is shifting to Asia. The U.S. military is embarking on an American ""pivot"" to the Indo-Pacific region, and the bulk of global arms spending is directed toward Asian theatres. India and Pakistan are thought to be building up their nuclear arsenals while questions persist about China's potential to ""sprint to parity."" China remains by far the world's largest market for new nuclear energy production, and India aspires to be on a similar trajectory. Abstract:Rapid development of China’s internal nuclear market, together with its rise on the international arena and the declared transition to green economy, gave a crucial impetus to its aspirations to enter the international atomic market as a global exporter of nuclear technology. The aim of this article is to define the political and ideological foundations underpinning such an ambitious endeavor, as well as predict the related development in the short and mid-term perspective. The author utilizes both general scientific methods as well as statistical and comparative analysis to single out the directions of China’s nuclear market outreach, both regionally and globally. Pakistan, widely presented as a flagship example of China’s exporting its know-how in nuclear engineering, remains the only partner of a kind in the broader Asia-Pacific. This article demonstrates that Belt and Road Initiative (specifically, the Green Silk Road), out of all multiple formats, was arguably chosen by the Chinese government as the most suitable framework for expanding its influence in the nuclear domain and filling a certain gap which formed after Westinghouse and Areva (now Orano) got reorganised after encountering financial problems. At the same time, China’s bid for leadership in the sphere of nuclear technology is obstructed by some impediments. Among them are Russia’s dominance in breakthrough areas of nuclear engineering and Rosatom’s large market share, as well as lack of political will in some countries’ elites to build ties with China in this strategic realm, opting for competition instead.

Abstract:China, the world's largest electricity consumer, has strong motivations to deploy nuclear power due to increasing electricity demand and environmental concerns. However, there are social, institutional, and technical barriers to future nuclear expansion. This paper provides an updated assessment of nuclear energy potential in China with analyses at both national and provincial levels and compares results with previous studies. It integrates unit-level information into integrated assessment modelling and scenarios and considers the interactions among different socioeconomic pathways, technology options, climate policies, and social/political concerns on inland siting. Among all factors explored, climate policies have the most significant impact on accelerating nuclear technology deployment. Inland siting of nuclear power plants increases total capacity, but the impact is limited without climate policy. The share of annual nuclear generation across scenarios/studies is unlikely to rise above 11% by 2030 and 30% by 2050 of total Chinese electricity generation. A dramatic increase in total nuclear power generation in China - around 4000 TWh of nuclear generation by 2050 - is only possible in scenarios where China sees electricity demand increase substantially, sticks to and tightens its current Paris Accord commitments, achieves low costs of nuclear technologies, and allows inland siting of nuclear power plants.

Abstract:This article provides an overview of the recent US Iran policies by comparing the US Middle East strategy under the Biden administration to the Trump administration's approach. Trump's 'maximum pressure' campaign adopted various aggressive policies including withdrawing from the Iran nuclear agreement and escalating sanction measures against Iran. However, the campaign has proven a failure as it was impeded by Iran's countermeasures and has damaged the US international reputations. The Biden administration has incentives to improve the US-Iran relations and restore the Iran nuclear deal. However, it faces constraints from both domestic politics and distrust of US alliances. Domestic hardliners have pressured the Biden administration to keep a tough stance on Iran and opposed the US to make concessions as it renegotiates the nuclear deal. Other related countries including the US allies are hesitant to comply with US. In terms of its Middle East strategy, Trump's betrayal of the previous deal has brought credibility crisis to the US. Though the Iran nuclear talks have restarted, the future of Iran's nuclear program remains bleak. Divergence is brewing among the US, Iran, and other related powers due to different national interests. Also, the newly elected Iranian presidency, led by ultra conservative leader Ebrahim Raisi's, makes a new Iran nuclear deal more difficult to obtain. To revive the Iran nuclear agreement, this article suggests that the Biden administration ensure Iran's interests through cooperation and pay more attention to the social development and people's livelihood in Iran.

Abstract:Since its establishment in 1979, the Islamic Republic of Iran has been openly and vociferously committed to the destruction of the State of Israel. To thwart this genocidal goal – especially the lethal threat of Tehran's dogged quest for nuclear weapons – Israel has heavily relied on the United States, its longstanding, foremost international ally. Over the past two decades, as its relations with China have greatly expanded, Israel has also sought to harness Beijing's close and multifaceted ties with Tehran to the fight against a nuclear Iran – to no avail. With the burgeoning Israeli-Chinese relationship stirring recurrent frictions with Washington, especially due to the latter's alarm over Beijing's involvement in key infrastructure and hi-tech projects in Israel, Jerusalem has been forced to walk a tight rope between the two rival superpowers so as to maintain their maximum support without alienating either of them. This dilemma was resolved overnight after the invasion of southern Israel by the Iranian-backed Hamas terrorist organization (on 7 October 2023) and its massacre of some 1500 Israelis (fifteen times the 9/11 death toll in relative terms). With Beijing quickly siding with the Palestinians (and Iran), and President Biden throwing the US' full support behind Israel, warning Tehran and its proxies off intervention and sending a large naval force to the eastern Mediterranean, it has transpired beyond shadow of a doubt who Israel's real friend is and where its interests lie.
