Abstract:With consensus on the climate issue, most countries have successfully put forward their carbon emission targets. Due to low carbon and mature technology, nuclear energy has become the focus of scholars. The development of nuclear energy is inseparable from the support of uranium resources. Due to the geographically uneven distribution of uranium resources, the flow of resources across the globe satisfies both supply and demand. Therefore, research on the characteristics of the global uranium resource trade and its evolution trends can provide a reference for decision-makers to formulate relevant uranium resource trade policies to ensure the security of the national uranium resource trade. Based on the perspective of the industry chain, this paper constructed an upstream natural uranium trade complex network (upstream) and an enriched uranium trade complex network (downstream) to analyze the characteristics and evolution trends of GURTNs at the global, community, and national levels. The results show that: (1) The trade of enriched uranium is mainly concentrated between developed countries such as European and North American countries. Natural uranium is a raw material, and its trade characteristics are greatly affected by uranium price fluctuations. (2) The evolution of the global natural uranium trade community is dominated by the significant uranium-resource-demanding countries. The global natural uranium trade pattern will be difficult to change in the short term. (3) With the expiration of the USA–Russia enriched uranium trade agreement, this will become an uncertain factor affecting the evolution of the global enriched uranium trade pattern. (4) Since the United States and France are deeply involved in the global uranium resources trade, both have a higher ability of anti-control and control in GURTNs, which is inseparable from the uranium resource trade strategies of the two countries. The paper concludes by suggesting corresponding policy recommendations that can inform policymakers in formulating relevant trade policies.

The Mechanism of Uranium Price in Global Market and Some Advices on China Nuclear Power Development

Abstract:Based on the classic supply and demand theory of economics,the paper analyzes the price mechanism of uranium in the global market with uranium production and the number of nuclear reactors as typical indicators of supply and demand.Despite the high radioactivity,the uranium shows the same law with common goods in the international market.To uranium,the key supply factor is uranium production,and the main demand factor is the number of nuclear reactors.In addition,the proposed construction plan of nuclear reactor has an important and direct effect to the uranium price.According to the experimental results mentioned above,the thesis puts forward some advice,such as paying attention to drive factors in advance,constructing national uranium resource inventory,facilitating the change of global uranium market structure,and enhancing the information security work.

Abstract:With rapid economic development, China faces a great challenge to meet its increasing energy demand. Currently, China's energy supply is dominated by coal consumption, while natural gas and oil are in relative short supply. At the same time, nuclear energy is a relatively clean energy without green-house gas emissions. Considering the growing cost of fossil energy and the limited resources in China, oil supply security, coal mining disasters, the domestic environment pressure, and global climate warming, nuclear energy is an inevitable strategic option.Generally speaking, nuclear energy development has a promising future in China. Its driving factors include the brisk electricity demand, environment impact pressure, oil supply security, and positive public acceptance. Meanwhile, the question still remains whether nuclear energy development in China is sustainable. Just like in other parts of the world, China is also bewildered by the problems of reactor safety, nuclear waste treatment, and risk of proliferation of weapons material. In addition, nuclear technology diversity, shortage of uranium resources, and weak market competitiveness of nuclear power in the short term are certain barriers that China's nuclear energy development also faces. There are also other worrying issues such as: whether public acceptance in the future will change? Whether the current approaches to nuclear waste disposal are still acceptable when nuclear plants gains scale?In this paper, some suggestions and recommendations are put forward on the measures to be followed to 1) enhance domestic nuclear technology development and imported technology localization; 2) reduce the cost of nuclear power and enhance its market competitiveness; 3) accelerate the process of cleanly developing nuclear technology; 4) accelerate the process of developing more efficient reactor and nuclear fuel cycle; and 5) conduct effective publicity work to uphold public acceptance.

Abstract:Rapid development of China’s internal nuclear market, together with its rise on the international arena and the declared transition to green economy, gave a crucial impetus to its aspirations to enter the international atomic market as a global exporter of nuclear technology. The aim of this article is to define the political and ideological foundations underpinning such an ambitious endeavor, as well as predict the related development in the short and mid-term perspective. The author utilizes both general scientific methods as well as statistical and comparative analysis to single out the directions of China’s nuclear market outreach, both regionally and globally. Pakistan, widely presented as a flagship example of China’s exporting its know-how in nuclear engineering, remains the only partner of a kind in the broader Asia-Pacific. This article demonstrates that Belt and Road Initiative (specifically, the Green Silk Road), out of all multiple formats, was arguably chosen by the Chinese government as the most suitable framework for expanding its influence in the nuclear domain and filling a certain gap which formed after Westinghouse and Areva (now Orano) got reorganised after encountering financial problems. At the same time, China’s bid for leadership in the sphere of nuclear technology is obstructed by some impediments. Among them are Russia’s dominance in breakthrough areas of nuclear engineering and Rosatom’s large market share, as well as lack of political will in some countries’ elites to build ties with China in this strategic realm, opting for competition instead.
Unconventional Uranium in China's Phosphate Rock: Review and Outlook

Abstract:Some phosphate rock contains elevated concentrations of natural uranium. China is the largest phosphate rock producing country in the world and will soon have the largest uranium requirements in the world as well. Most phosphate rock deposits in China show low uranium concentrations (20-30 mg/kg) so that the recovery of radiotoxic heavy metals is neither economically appropriate nor ecologically necessary. China does, however, also have elevated uranium concentrations (>= 90 mg/kg) in phosphate rock deposits in Sichuan and Yunnan. We estimate that China could have recovered nearly 648 metric tU (1.43 million lb U3O8) from those mines in 2016. The amount corresponds to 9.7% of the total reported uranium requirements in this year or 39.3% of reported domestic uranium production in 2016. The future uranium recovery potential may be even higher in total numbers (1158 tU or 3.01 million lb U3O8 in 2030). The main reason are potentially increasing imports of phosphate rock from large exporting countries such as Morocco that show higher average uranium content. In addition, medium- to lower-grade domestic phosphate rock resources with larger shares of accompanying heavy metals, that include rare earths and uranium, will have to be processed. Although the uranium supply for China is currently not at risk, the supply security could be further increased by obtaining unconventional uranium from domestic and imported phosphate rock.

Abstract:China is rapidly increasing its nuclear power fleet of light water reactors and will as a result need more and more uranium fuel. For now, Beijing is following a strategy known as ‘three third rule’ when it comes to the nation’s uranium supply: 1/3 of the uranium comes from domestic mining, 1/3 is obtained through direct international trade, and 1/3 is provided by Chinese companies mining abroad. To date, China has approximately 5% of world’s identified primary uranium resources (U.S.$ <130/kg uranium) as defined by the International Atomic Energy Agency but may operate 50% of the global nuclear power fleet by 2050. Domestic unconventional uranium resources that could decrease China’s dependence on foreign uranium suppliers are mostly associated with lignite, black shales and phosphate rocks. Extracting uranium from phosphate rock during fertilizer production is a well-known process that is at the edge of being monetarily profitable. Besides, this practice reduces uranium loads on agricultural soils from fertilizers drastically. In this work, we discuss potential unconventional uranium resources that could be extracted in China during phosphate rock processing. We conclude that China, the largest phosphate rock producing country in the world, could theoretically recover some 700 t unconventional uranium annually or roughly 40% of the domestically mined uranium in 2017. Most deposits show low (<30 ppm) to very low (<10 ppm) uranium concentration though that would not favor extraction. Deposits with higher (>100 ppm) uranium content exist in China, and are identified here. Uranium recovered from these deposits, and uranium recovered from imported phosphate rocks processed in China may support domestic uranium mining and as a result energy security of the Middle Kingdom.

Abstract:The demand of natural uranium of two different cycle options of China's PWRs were calculated in this paper, the once-through cycle route (OTC) is 197.2 t/8.702 TWh and the partial recycling in PWR route (PRR) is 131.0 t/8.702 TWh. The fuel cycle component (LCOETotal fuel cycle) of the levelised cost electricity (LCOE) for NPPS under different capacity, different cycle routes and different discount rate was calculated. In addition, the sensitivity analysis was made to identify the most influential parameters in the final price. Also, the breakeven price of uranium was calculated to be 130 $/kgU (59 $/lb) for PRR fuel cycle with a fleet generating 100 TWh/year at 4% discount rate and 74 $/kgU (34 $/lb) at 2% discount rate with reference to the OTC option. Then, the uncertainty analysis was made by EXCEL&Crystal software.

Abstract:The global structure of energy resource consumption is analyzed. It is shown that the total consumption of energy resources in the 20th century increased almost 15 times and amounted to about 118 PWh in 2000. Of these, more than 80% were fossil (natural) energy carriers, 13 % were renewable energy sources and more than 6 % were nuclear power. This trend has continued for many years. Renewable energy sources and nuclear power are projected to dominate the growth of global energy consumption, meeting on average more than 90 % of the additional demand. China ranks first in the world in terms of GDP and the rate of development of the electric power complex, as well as in terms of production volume and the rate of development of nuclear power. The structure of electricity generation by fuel type in countries (TOP 5, 2021) with high energy consumption has been analyzed. It is shown that the main players in this market are three countries: China (30 %), USA (13 %) and India (6 %). The volume of electricity production in China is almost three times larger than in the EU countries and almost 7 times larger than in Russia. The structure of nuclear energy and China's achievements in this field are considered. It is shown that in the context of nuclear technologies (creation of fourth-generation reactors, development of technologies close to the full closed cycle of nuclear waste processing) China is already ready to significantly expand the scope of nuclear energy. Special attention is paid to the safety of nuclear facilities operations. The main problem China will face is the absence of an insurmountable barrier between civilian and military use of such technologies. This poses a serious threat to the ecology and life safety of the country. In the long term, nuclear power must also solve the problem of safe, long-term disposal of radioactive waste. It is shown that in the future China needs to re-examine its nuclear program in the context of cooperation with International Nuclear Security Organizations.

Abstract:China has proposed the guideline to boost the construction of nuclear power plant. Nuclear power capacity is expected to reach the scale of 40 GWe in the year 2020. To meet the domestic energy demand, nuclear power will keep growing after 2020. Nuclear fuel cycle system is essential for the development of Chinese nuclear power. In this paper, nuclear fuel cycle issues, including the amount of natural uranium resource, separative work and nuclear fuel for PWR power plant, together with spent fuels, separated plutonium and radioactive waste are studied. The influences of spent fuel reprocessing and separated plutonium recycling on the uranium resource demand and accumulated radioactive waste are discussed.

Abstract:The Fukushima Daiichi nuclear disaster has rekindled the world's attention to nuclear safety following the devastating nuclear accidents that occurred in the Three Mile Island and Chernobyl. As China continues to expand in nuclear power development, how it views and responds to nuclear safety carries significant implications on its nuclear safety and security in the future. This paper examines the Chinese authorities' response to nuclear safety pre- and post-Fukushima, based on (1) a longitudinal big-data discourse analysis of the Chinese newspaper articles published during the period 2008–2017, and (2) an in-depth comprehensive review of nuclear safety performance and safety governance based on credential and publicly available documents and websites, both locally and internationally. Our assessment reveals that (i) China's concerns over nuclear safety and accident surged immediately following the Fukushima crisis. Increasing attention towards nuclear emergency response has been observed since 2014, (ii) China has displayed strengths in reactor design and safety operation, and (iii) its safety governance has been constrained by institutional fragmentation, inadequate transparency, inadequate safety professionals, lack of a strong safety culture, amid its ongoing plans to increase nuclear capacity three-fold by 2050. To improve nuclear safety, China may further strengthen its safety standards, safety management and monitoring, improve institutional arrangements, increase the ratio of safety professionals, intensify its safety culture and transparency, develop process-based safety regulations, and champion international collaboration to keep itself abreast of the latest international best practices.

The Prospective of Nuclear Power in China

Abstract:From scratch to current stage, China’s nuclear power technology has experienced rapid development, and now China has begun to export nuclear power technology. As a kind of highly efficient and clean energy source, nuclear energy is also a priority option to solve energy crisis, replace traditional fossil fuels and reduce air pollution. By analyzing the short-term and long-term development trend of nuclear power in China, the paper has reached the following conclusions: (1) Under the current situation of excess supply, due to high investment cost of first-kind reactors, the decline of utilization hours and the additional cost of ancillary service obligations, the levelized cost of energy (LCOE) of the third generation nuclear power will significantly increase, and the internal rate of return (IRR) will significantly fall. In the short term, market competitiveness of nuclear power will be a major problem, which affects investment enthusiasm. (2) With technology learning of third generation technology, the LCOE of nuclear power will be competitive with that of coal power in 2030. (3) The CO2 emissions reduction potential of nuclear power is greater than coal power with CCS and the avoided CO2 costs of nuclear power is much lower. Therefore, nuclear power is an important option for China’s long-term low-carbon energy system transition. The paper proposes to subsidize the technical learning costs of new technology through clean technology fund at the early commercialization stage. When designing power market rules, the technical characteristics of nuclear power should be fully considered to ensure efficient operation of nuclear power.

Abstract:Sustainable development of Chinese economy in twenty-first century will mainly rely on self-supply of clean energy with indigenous natural resources. The burden of current coal-dominant energy mix and the stress on reduction of CO2 emission due to energy consumptions has led nuclear power to be an indispensable choice for further growth of Chinese electricity generation capacity. This paper describes the challenges nuclear safety issues in post-Fukushima era related to the development of nuclear industry of China. Three major challenges that China’s nuclear energy market is facing are addressed, which include: safety standards, speed of NPP construction, and advanced technologies. This study emphasizes that China should implement sustainable energy development policy and pay great attention to advanced nuclear technologies with passive and inherent safety in future.

Abstract:Developing industrial-scale nuclear energy projects requires substantial technical expertise, access to complex fuel supply chains and long-term financial capital. For developing countries investing in civil nuclear energy programmes, securing external support is crucial. However, the nuclear technology trade market is heavily regulated and rather thin. Exporter states must balance commercial opportunity with security interests, given nuclear technology's dual use. Because of this, incumbent exporters bear responsibility in crafting and enforcing market regulations. As highlighted by the budding Chinese-Argentinian relationship, newly capable market entrants, particularly the People's Republic of China (PRC), have the potential to challenge international non-proliferation norms by fulfilling market demand where other, predominately Western, states have demurred. The strength of nuclear markets' non-proliferation-oriented regulatory structures hinges on nascent relationships between entrepreneurial exporters and participating Global South states.

Abstract:Nuclear energy, the new frontier of China's cooperation with the Middle East, carries both geoeconomic and geopolitical implications. The development of civil nuclear energy is conducive to the diversification of the energy structure of Middle Eastern countries, meets their increasing needs for electricity at home, and improves their seawater desalinization. Giving full play to its incremental advantage, China's diplomacy strives to expand the market share of its nuclear‐power enterprises in the Middle East, elevate its image as a rising nuclear‐energy power, and advance nuclear‐energy cooperation between China and Saudi Arabia, the UAE, Iran, Algeria, Turkey, Egypt, Jordan, and Sudan through multilateral or bilateral mechanisms. These can be classified into three categories: in‐depth cooperation, active participation, and preliminary exploration. Nuclear‐energy diplomacy aims to expand political influence through civil nuclear activity. Its aim is to enrich the toolkit of China's Middle East diplomacy and is conducive to a multipolar world in terms of civil nuclear research, development, and industries.

Abstract:Overlapping uranium and coal resources are widely distributed in the basins of China. The current uranium–coal coordinated mining model, mining interaction, and multi-phase and multi-field coupling mechanisms remain unclear, thereby substantially restricting the mining of overlapping uranium and coal resources. This article reviews the overlapping uranium–coal mining technology and conditions, summarizes the main problems faced by the coordinated mining of coexisting uranium–coal resources, proposes a dynamic coordinated mining technology system for the entire life cycle of coexisting uranium–coal resources, and describes the multiphase and multifield coordinated mining of co-associated uranium–coal resources. The multifield coupling mechanism clarifies the solid–liquid–gas three-phase spatiotemporal coupling effects of the stress, fracture, seepage, geochemical, pressure, and microbial fields, and explains the safe and efficient mining technology of uranium and coal resources, and the coordinated mining and isolation technology of uranium and coal. "Trinity" pollution prevention and control technology and other key research directions are discussed to promote green, efficient, joint, and coordinated mining of uranium and coal.

Abstract:With the rapid development of nuclear power, the world demand for uranium is increasing year by year. Sandstone-type uranium deposits, as the primary target for uranium exploration and mining, have attracted more and more experts and scholars to conduct in-depth research with respect to ore morphology, metallogenic mechanism, metallogenic characteristics, and metallogenic models. In China, a lot of large and ultra-large sandstone-type uranium deposits were initially discovered by learning from international researches. However, these researches could not support operations on the sandstone-type uranium deposits with complex metallogenesis, resulting in no significant uranium breakthroughs in China over the past ten years. It is urgent to understand the metallogenic characteristics and models of sandstone-type uranium deposits. As the most popular deposits in China, sandstone-type uranium deposits are poor in southern China and rich in northern China - 88% of sandstone-type uranium resources are found in sedimentary basins in northern China, mainly in Jurassic and Cretaceous strata. Five elements of sandstone-type uranium metallogenesis are recognized, i.e., source, reservoir, barrier, migration, and accumulation. Analysis results show that the sandstone-type uranium deposits discovered in China are obviously source-controlled, and mostly distributed 50 km away from their sources. Uranium reservoirs are generally large braided river or large braided river delta deposits, and locally large meandering river and fan delta deposits. They appear evidently in zones, an oxidation zone, a transition zone, and a reduction zone, which are different in color, mineral composition, and element content. Usually, stable barriers are developed at the roofs and floors of uranium reservoirs, and they provide strong supports for the sustainable and steady progress of uranium metallogenesis. Fluids as the carrier for uranium migration can be divided into two types: surficial infiltration fluid and deep upwelling fluid. Uranium metallogenesis is mainly controlled by reductants and adsorbents. Moreover, changes in fluid pH and temperature can lead to changes in uranium solubility in the fluid, allowing uranium to precipitate and accumulate into ore. Uranium generally occurs in three states: uranium mineral, adsorbed uranium, and uraniferous mineral. Based on the style of fluid migration, the metallogenic models of uranium deposits are divided into three types: surficial infiltration fluid, deep hydrothermal metallogenic fluid, and superimposed metallogenic models. The surficial infiltration fluid metallogenic model have two types: phreatic infiltration-type and interlayer oxidation-type.

Abstract:China, the world's largest electricity consumer, has strong motivations to deploy nuclear power due to increasing electricity demand and environmental concerns. However, there are social, institutional, and technical barriers to future nuclear expansion. This paper provides an updated assessment of nuclear energy potential in China with analyses at both national and provincial levels and compares results with previous studies. It integrates unit-level information into integrated assessment modelling and scenarios and considers the interactions among different socioeconomic pathways, technology options, climate policies, and social/political concerns on inland siting. Among all factors explored, climate policies have the most significant impact on accelerating nuclear technology deployment. Inland siting of nuclear power plants increases total capacity, but the impact is limited without climate policy. The share of annual nuclear generation across scenarios/studies is unlikely to rise above 11% by 2030 and 30% by 2050 of total Chinese electricity generation. A dramatic increase in total nuclear power generation in China - around 4000 TWh of nuclear generation by 2050 - is only possible in scenarios where China sees electricity demand increase substantially, sticks to and tightens its current Paris Accord commitments, achieves low costs of nuclear technologies, and allows inland siting of nuclear power plants.

Abstract:China is rich in a variety of energy resources, but because of a huge population, her energy resources per capita is small, and China’s composition of energy resources is irrational, and the energy resource distribution and productivity layout are out of balance. As a kind of clean energy, nuclear power plays an irreplaceable role in meeting the energy challenges. Developing nuclear power is an effective way in China's adjustment of the energy distribution. At present, China’s nuclear power development has entered a stage of large-scaled stage in certain quantities. With advancing of technology and back-feeding of the operation experience, and with gradual introduction of the new and mature technologies, the safety of the second generation upgraded PWR nuclear power plants has been materially and further improved. Needless to say, the third generation nuclear technology should be actively introduced and digested for an even higher safety goal and for even higher technology advancement. Speeding up development of the thermal breeder reactor and constructing the nuclear fuel cycle system can dramatically increase the uranium utilization efficiency from the present less than 1% to 60% ~ 70%, thus can effectively prevent the threat from the exhaustion of uranium resources.

Abstract:The design philosophy, overall performance, safety, and economy of three typical generation III (GIII) pressurized water reactors, EPR, AES2006, and CAP1400, are analyzed comprehensively in this paper. Based on comparison with and the lessons learned from the Fukushima nuclear accident, we forecast a future reactor for China’s commercial nuclear power plant. Moreover, we put forward important technological fields of GIII nuclear power plants to which attention should be paid, including the enhancement of defense in depth, defense against extreme external events, severe accident mitigation, design simplification and standardization, improvement in economic competitiveness, load following capability, and adaptation to climate change.
