Abstract:Considering the various options of the arrangement of 2nd generation nuclear power technology and 3rd generation nuclear power technology development, this manuscript analyzed the varieties of possible scenario of China's nuclear power development before 2030, and compared the economy and safety of these scenarios by key indicators such as the probability of reactor core melt accident, the probability of nuclear radiation accidents and cumulative capital investment of new built nuclear power plants. Based on the results, some policy suggestions for China's nuclear power technology pathway before 2030 were finally concluded.

Abstract:After exploding its first nuclear device in 1964, China did not develop sufficient forces or doctrine to overcome its vulnerability to a first strike by the United States or the Soviet Union for more than three decades. Two factors explain this puzzling willingness to live with nuclear vulnerability: (1) the views and beliefs of senior leaders about the utility of nuclear weapons and the requirements of deterrence, and (2) internal organizational and political constraints on doctrinal innovation. Even as China's technical expertise grew and financial resources for modernization became available after the early 1980s, leadership beliefs have continued to shape China's approach to nuclear strategy, reflecting the idea of assured retaliation (i.e., using the fewest number of weapons to threaten an opponent with a credible second strike). The enduring effect of these leadership ideas has important implications for the trajectory of China's current efforts to modernize its nuclear force.

Abstract:<p>Several countries have pursued nuclear programs for various reasons, including energy security, environmental benefits, and technological progress. China is no exception, having pursued civilian nuclear programs since the 1970s. Existing studies depict China's nuclear policymaking as a contested bureaucratic struggle based on fragmented authoritarianism. This study, however, reveals an increasingly centralizing tendency in China's nuclear policymaking since the mid‐2000s. The central government has begun to undergird China's transition to an exporting country of nuclear technology through many policy instruments, seeing its technology as a global brand. China's accelerated promotion of the nuclear sector based on such centralization contrasts with its neighboring governments' shift away from the top–down, government‐dominant mode of policymaking to a more pluralistic and deliberative one in the post‐Fukushima era.</p>

Abstract:With rapid economic development, China faces a great challenge to meet its increasing energy demand. Currently, China's energy supply is dominated by coal consumption, while natural gas and oil are in relative short supply. At the same time, nuclear energy is a relatively clean energy without green-house gas emissions. Considering the growing cost of fossil energy and the limited resources in China, oil supply security, coal mining disasters, the domestic environment pressure, and global climate warming, nuclear energy is an inevitable strategic option.Generally speaking, nuclear energy development has a promising future in China. Its driving factors include the brisk electricity demand, environment impact pressure, oil supply security, and positive public acceptance. Meanwhile, the question still remains whether nuclear energy development in China is sustainable. Just like in other parts of the world, China is also bewildered by the problems of reactor safety, nuclear waste treatment, and risk of proliferation of weapons material. In addition, nuclear technology diversity, shortage of uranium resources, and weak market competitiveness of nuclear power in the short term are certain barriers that China's nuclear energy development also faces. There are also other worrying issues such as: whether public acceptance in the future will change? Whether the current approaches to nuclear waste disposal are still acceptable when nuclear plants gains scale?In this paper, some suggestions and recommendations are put forward on the measures to be followed to 1) enhance domestic nuclear technology development and imported technology localization; 2) reduce the cost of nuclear power and enhance its market competitiveness; 3) accelerate the process of cleanly developing nuclear technology; 4) accelerate the process of developing more efficient reactor and nuclear fuel cycle; and 5) conduct effective publicity work to uphold public acceptance.

Abstract:This article offers a Chinese perspective on reducing the threat of nuclear weapons due to nuclear weapons proliferation and its deterrent gestures, long employed since the Cold War. It is pointed out that nuclear weapons are increasingly irrelevant to nuclear weapons states. However, some non-nuclear weapons states may view this differently. Nuclear abolition has presented a visionary opportunity for all sides to relinquish those weapons increasingly unnecessary for nuclear weapons states. Before such an idealistic world is attained, efforts of nuclear non-proliferation are indispensable along with a process of nuclear disarmament.

Abstract:At the dawn of the new century,the Chinese government has attempted to import advanced technologies from abroad to unify and upgrade its nuclear power plants to accelerate industrial development.However,it has resulted in more chaos in technological standards of China's nuclear power plants."Policy alliance" and "soft implementation constraint" are believed to have caused the puzzles and some studies indicate that the fragile authority and diversified interests may be the source of the "soft implementation constraint".This article argues that the abuse of authority by the government and the collusion between the government and monopoly SOEs are a major contributor to "soft implementation constraints" and suggests that the decision-making process of public policies should be made more transparent and open while policy implementation should be made more consistent.

Abstract:The design philosophy, overall performance, safety, and economy of three typical generation III (GIII) pressurized water reactors, EPR, AES2006, and CAP1400, are analyzed comprehensively in this paper. Based on comparison with and the lessons learned from the Fukushima nuclear accident, we forecast a future reactor for China’s commercial nuclear power plant. Moreover, we put forward important technological fields of GIII nuclear power plants to which attention should be paid, including the enhancement of defense in depth, defense against extreme external events, severe accident mitigation, design simplification and standardization, improvement in economic competitiveness, load following capability, and adaptation to climate change.

Abstract:China is rich in a variety of energy resources, but because of a huge population, her energy resources per capita is small, and China’s composition of energy resources is irrational, and the energy resource distribution and productivity layout are out of balance. As a kind of clean energy, nuclear power plays an irreplaceable role in meeting the energy challenges. Developing nuclear power is an effective way in China's adjustment of the energy distribution. At present, China’s nuclear power development has entered a stage of large-scaled stage in certain quantities. With advancing of technology and back-feeding of the operation experience, and with gradual introduction of the new and mature technologies, the safety of the second generation upgraded PWR nuclear power plants has been materially and further improved. Needless to say, the third generation nuclear technology should be actively introduced and digested for an even higher safety goal and for even higher technology advancement. Speeding up development of the thermal breeder reactor and constructing the nuclear fuel cycle system can dramatically increase the uranium utilization efficiency from the present less than 1% to 60% ~ 70%, thus can effectively prevent the threat from the exhaustion of uranium resources.

Abstract:Nuclear energy, the new frontier of China's cooperation with the Middle East, carries both geoeconomic and geopolitical implications. The development of civil nuclear energy is conducive to the diversification of the energy structure of Middle Eastern countries, meets their increasing needs for electricity at home, and improves their seawater desalinization. Giving full play to its incremental advantage, China's diplomacy strives to expand the market share of its nuclear‐power enterprises in the Middle East, elevate its image as a rising nuclear‐energy power, and advance nuclear‐energy cooperation between China and Saudi Arabia, the UAE, Iran, Algeria, Turkey, Egypt, Jordan, and Sudan through multilateral or bilateral mechanisms. These can be classified into three categories: in‐depth cooperation, active participation, and preliminary exploration. Nuclear‐energy diplomacy aims to expand political influence through civil nuclear activity. Its aim is to enrich the toolkit of China's Middle East diplomacy and is conducive to a multipolar world in terms of civil nuclear research, development, and industries.

Abstract:It is an inevitable choice to develop nuclear power for China's economic sustainable development. At the same time, it is a task full of various difficulties. In this text, we discuss the planning of the NP development of China, propose two steps of nuclear power industry and list problems such as energy structure optimizes, scale effect, industrial organization,technological mode etc. We think that it is the key time for China NP development which should be operated under a total strategy. Therefore, we suggest a decision thought of three stages for China's NP development :(1)foster it in early stage;(2) Perfect its market construction in middle stage; (3)relax it in the last stage.

Abstract:Nuclear energy development may encounter significant opposition if it is not deemed as legitimate by the general public even in an authoritarian state like China. This paper collects policy instruments designed in four nuclear stations in China, and reports both advantages as well as disadvantages of a centralised authority. At the central level, four types of policy tools are designed to win nuclear legitimacy. At local level, however, education and monitoring tools are well implemented with the help of highly centralised administrative system, while information disclosure and participation tools are only partially implemented since they need innovative reform of citizen deliberation and involvement mechanism. Instead, local government and nuclear firms design various legitimacy-oriented policies such as institutionalizing nuclear into local culture and social life. However, there still lacks of effective policy design for long-term legitimacy winning in China that clearly defines the concept of "the public" and "legitimacy".

Abstract:Due to high level of missile technologies development in China, as well as its desire to play a prominent role in the international arena, China’s nuclear missile program and its capabilities are of great importance. The instant modernization of China’s military industry is the reason, why the data on the quantity and quality of China’s nuclear program quickly becomes outdated. The article provides up-to-date data on the state of Chinese nuclear missile forces, analyzes trends in their development as well as the doctrinal documents. While the media often speculates about thousands of warheads stored in underground tunnels (not mines). Analysis of nuclear weapons delivery vehicles and methods of their deployment demonstrates that thousands of warheads placed in horizontal underground tunnels would be difficult to deploy in state of emergency. Even if the missile systems are partially located in the numerous underground tunnels, that is indeed admitted by Chinese researchers, there are not thousands of them, based on nuclear materials in China’s access. As for the mines captured in the images in 2021, it will take several years to complete their construction. Probably, they will be operated by the PLA Missile Forces, but a certain number of them might be used as false targets.

Abstract:The global structure of energy resource consumption is analyzed. It is shown that the total consumption of energy resources in the 20th century increased almost 15 times and amounted to about 118 PWh in 2000. Of these, more than 80% were fossil (natural) energy carriers, 13 % were renewable energy sources and more than 6 % were nuclear power. This trend has continued for many years. Renewable energy sources and nuclear power are projected to dominate the growth of global energy consumption, meeting on average more than 90 % of the additional demand. China ranks first in the world in terms of GDP and the rate of development of the electric power complex, as well as in terms of production volume and the rate of development of nuclear power. The structure of electricity generation by fuel type in countries (TOP 5, 2021) with high energy consumption has been analyzed. It is shown that the main players in this market are three countries: China (30 %), USA (13 %) and India (6 %). The volume of electricity production in China is almost three times larger than in the EU countries and almost 7 times larger than in Russia. The structure of nuclear energy and China's achievements in this field are considered. It is shown that in the context of nuclear technologies (creation of fourth-generation reactors, development of technologies close to the full closed cycle of nuclear waste processing) China is already ready to significantly expand the scope of nuclear energy. Special attention is paid to the safety of nuclear facilities operations. The main problem China will face is the absence of an insurmountable barrier between civilian and military use of such technologies. This poses a serious threat to the ecology and life safety of the country. In the long term, nuclear power must also solve the problem of safe, long-term disposal of radioactive waste. It is shown that in the future China needs to re-examine its nuclear program in the context of cooperation with International Nuclear Security Organizations.

Abstract:There are many strategic studies on energy in recent years. But rapid development of poly generation based on coal gasification and nuclear power is more feasible. At the peak of power demand,poly generation and nuclear can generate electricity,and at the valley of power demand,poly generation and nuclear can produce alternative fuels and hydrogen. This scheme could be the solution for two key energy problems:demands of electricity and liquid fuels,and it could also reduce conventional pollutants and greenhouse gases,therefore,it can ensure energy security and economy sustainable development.

Abstract:Unlike markets that were early developers of reactors, which are dominated by single technologies, China's nuclear power sector adopts and imports multiple technologies. Even after the Chinese government introduced a policy to develop a standardized, unified, and technologically advanced nuclear power sector in the early 2000s, different technologies continue to be imported. This study uses an institutional lens to explore the decoupling of policy intentions and implementation. The three phases of nuclear technology imports that occurred between the 1980s and 2010 are examined and compared. Data are collected from multiple sources, including the diary of a major decision-maker, news articles, project websites, a regulation database, domestic journal articles, and interviews with industry experts. Using interactive content analysis, this study identifies the multiple policy principles and goals of different domains that led to different import arrangements and interpretations of the available foreign technology. New arrangements do not replace but overlap the existing ones that are perpetuated by the actors who benefit from them. The results show that the multiplicity of China's nuclear power sector, coupled with the government's late attempts at standardization, contributes to diversified policy implementation. They provide important policy implications for the sustainable development of the sector.

Abstract:India has kept striving for planning and developing its open nuclear deterrence since its nuclear tests on 1998.Since China is viewed by India as the main deterrent rival,the implement of India's nuclear strategy will inevitably bring great implications on Sino-India security relations.This paper provides a detailed analysis of the impact of India's nuclear strategy on China's strategic environment,and then some thinking of China's foreign towards South Asia.It argues that China should go beyond its traditional perspective of good neighbor policy and develop the Sino-India relations from strategic altitude.
