Abstract:This article offers a Chinese perspective on reducing the threat of nuclear weapons due to nuclear weapons proliferation and its deterrent gestures, long employed since the Cold War. It is pointed out that nuclear weapons are increasingly irrelevant to nuclear weapons states. However, some non-nuclear weapons states may view this differently. Nuclear abolition has presented a visionary opportunity for all sides to relinquish those weapons increasingly unnecessary for nuclear weapons states. Before such an idealistic world is attained, efforts of nuclear non-proliferation are indispensable along with a process of nuclear disarmament.

Abstract:Abstract The development and utilization of nuclear energy is one of the greatest achievements of the 20th century. It has greatly enhanced the ability of humanity to understand and shape the world and had a significant impact on the development of technology and civilization. In the 21st century, the United Nations (UN) has developed the “Millennium Development Goals” and the “2030 Sustainable Development Goals” to promote a comprehensive solution to the world’s social, economic and environmental issues. To this end, nuclear energy offers unique advantages, but the associated risks and challenges of its further development and utilization must be addressed. Nuclear law is a powerful tool for regulating its development and responding to those risks and challenges. The Chinese Government has always developed nuclear energy for peaceful purposes in a safe and innovative way. At the Nuclear Security Summit in 2014, President Xi Jinping proposed adhering to a rational, coordinated and balanced approach to nuclear security and promoting a fair, cooperative and win–win international nuclear security regime. This not only summarizes China’s experience in establishing a nuclear legal framework and developing nuclear industry, but would also strengthen international nuclear governance and promote nuclear energy to better benefit humanity. The international community should fulfil international obligations strictly, implement national responsibilities effectively, and jointly maintain the UN focused international system and international legal order, contributing to the realization of the common goal of “Atoms for Peace and Development”.

Abstract:Nuclear energy, the new frontier of China's cooperation with the Middle East, carries both geoeconomic and geopolitical implications. The development of civil nuclear energy is conducive to the diversification of the energy structure of Middle Eastern countries, meets their increasing needs for electricity at home, and improves their seawater desalinization. Giving full play to its incremental advantage, China's diplomacy strives to expand the market share of its nuclear‐power enterprises in the Middle East, elevate its image as a rising nuclear‐energy power, and advance nuclear‐energy cooperation between China and Saudi Arabia, the UAE, Iran, Algeria, Turkey, Egypt, Jordan, and Sudan through multilateral or bilateral mechanisms. These can be classified into three categories: in‐depth cooperation, active participation, and preliminary exploration. Nuclear‐energy diplomacy aims to expand political influence through civil nuclear activity. Its aim is to enrich the toolkit of China's Middle East diplomacy and is conducive to a multipolar world in terms of civil nuclear research, development, and industries.

Abstract:After exploding its first nuclear device in 1964, China did not develop sufficient forces or doctrine to overcome its vulnerability to a first strike by the United States or the Soviet Union for more than three decades. Two factors explain this puzzling willingness to live with nuclear vulnerability: (1) the views and beliefs of senior leaders about the utility of nuclear weapons and the requirements of deterrence, and (2) internal organizational and political constraints on doctrinal innovation. Even as China's technical expertise grew and financial resources for modernization became available after the early 1980s, leadership beliefs have continued to shape China's approach to nuclear strategy, reflecting the idea of assured retaliation (i.e., using the fewest number of weapons to threaten an opponent with a credible second strike). The enduring effect of these leadership ideas has important implications for the trajectory of China's current efforts to modernize its nuclear force.

Abstract:As nuclear accidents may bring supranational hazards, international community has realized the necessity of strengthen international cooperation in nuclear and radiation safety. Thus IAEA and the international community gradually built up an international cooperation system—Global Nuclear Safety Framework, which contains factors of legal regime, international standards, implementation mechanisms, information exchange and sharing platforms, etc., to improve the international cooperative system of global nuclear safety. This paper analyzes the concept of Global Nuclear Safety Framework from its content, composition, status and development trends, to draw inspiration for China’s nuclear safety and participation in the international cooperation.

Abstract:With rapid economic development, China faces a great challenge to meet its increasing energy demand. Currently, China's energy supply is dominated by coal consumption, while natural gas and oil are in relative short supply. At the same time, nuclear energy is a relatively clean energy without green-house gas emissions. Considering the growing cost of fossil energy and the limited resources in China, oil supply security, coal mining disasters, the domestic environment pressure, and global climate warming, nuclear energy is an inevitable strategic option.Generally speaking, nuclear energy development has a promising future in China. Its driving factors include the brisk electricity demand, environment impact pressure, oil supply security, and positive public acceptance. Meanwhile, the question still remains whether nuclear energy development in China is sustainable. Just like in other parts of the world, China is also bewildered by the problems of reactor safety, nuclear waste treatment, and risk of proliferation of weapons material. In addition, nuclear technology diversity, shortage of uranium resources, and weak market competitiveness of nuclear power in the short term are certain barriers that China's nuclear energy development also faces. There are also other worrying issues such as: whether public acceptance in the future will change? Whether the current approaches to nuclear waste disposal are still acceptable when nuclear plants gains scale?In this paper, some suggestions and recommendations are put forward on the measures to be followed to 1) enhance domestic nuclear technology development and imported technology localization; 2) reduce the cost of nuclear power and enhance its market competitiveness; 3) accelerate the process of cleanly developing nuclear technology; 4) accelerate the process of developing more efficient reactor and nuclear fuel cycle; and 5) conduct effective publicity work to uphold public acceptance.

Abstract:The Fukushima Daiichi nuclear disaster has rekindled the world's attention to nuclear safety following the devastating nuclear accidents that occurred in the Three Mile Island and Chernobyl. As China continues to expand in nuclear power development, how it views and responds to nuclear safety carries significant implications on its nuclear safety and security in the future. This paper examines the Chinese authorities' response to nuclear safety pre- and post-Fukushima, based on (1) a longitudinal big-data discourse analysis of the Chinese newspaper articles published during the period 2008–2017, and (2) an in-depth comprehensive review of nuclear safety performance and safety governance based on credential and publicly available documents and websites, both locally and internationally. Our assessment reveals that (i) China's concerns over nuclear safety and accident surged immediately following the Fukushima crisis. Increasing attention towards nuclear emergency response has been observed since 2014, (ii) China has displayed strengths in reactor design and safety operation, and (iii) its safety governance has been constrained by institutional fragmentation, inadequate transparency, inadequate safety professionals, lack of a strong safety culture, amid its ongoing plans to increase nuclear capacity three-fold by 2050. To improve nuclear safety, China may further strengthen its safety standards, safety management and monitoring, improve institutional arrangements, increase the ratio of safety professionals, intensify its safety culture and transparency, develop process-based safety regulations, and champion international collaboration to keep itself abreast of the latest international best practices.

Abstract:Sustainable development of Chinese economy in twenty-first century will mainly rely on self-supply of clean energy with indigenous natural resources. The burden of current coal-dominant energy mix and the stress on reduction of CO2 emission due to energy consumptions has led nuclear power to be an indispensable choice for further growth of Chinese electricity generation capacity. This paper describes the challenges nuclear safety issues in post-Fukushima era related to the development of nuclear industry of China. Three major challenges that China’s nuclear energy market is facing are addressed, which include: safety standards, speed of NPP construction, and advanced technologies. This study emphasizes that China should implement sustainable energy development policy and pay great attention to advanced nuclear technologies with passive and inherent safety in future.

Abstract:The widespread existence of weapons presents a threat, to global security as evidenced by the circumstances involving Iran and North Korea. Both countries pursued nuclear policies, leading to regional and global conflict. Rightly needing peace, Iran’s nuclear energy has faced international skepticism, resulting in sanctions and the Joint Comprehensive Plan of Action to Control its Nuclear Activities (JCPOA) but the effectiveness of "the JCPOA remains controversial", worrying Iran to comply according to the law. In contrast, North Korea's nuclear program is growing more military, with many tests of nuclear weapons and missile launches in defiance of UN resolutions. Despite international attempts, including treaties and penalties, North Korea's nuclear development continues to deteriorate, defying global non-proliferation rules. Global security requires better international collaboration, robust verification methods, and long-term transnational solutions.

Abstract:Some scholars assess that Southern Asia comprises a nuclear chain or a deterrence trilemma. Although the region is home to three states with nuclear weapons, there is only one clear nuclear deterrence dyad. India and Pakistan have explored the contours of nuclear deterrence in several past military crises, while nuclear weapons have been notably absent from recent Sino-Indian border tensions. What factors or developments might push the region toward a nuclear deterrence multipolarity? The key variable is the India–China relationship and the extent to which nuclear weapons become more prominent in respective national security belief systems in New Delhi and Beijing. Notable trends already favor such a development, including changing geopolitics in the region, the rise of nationalist domestic politics, technology competition, and growing crisis escalation concerns. Two fulcrums that might tip the region from the status quo into a deterrence multipolarity are parallel nuclear posture changes in India and China that create nuclear coupling, and hardening of geopolitical alignments into more adversarial blocs. Preventing deterrence multipolarity through new nuclear confidence-building measures will be difficult owing to divergent interests, power and institutions in the region. Upgrades to existing nuclear CBMs may be more politically feasible. Even in the absence of new nuclear CBMs, however, China, India, and Pakistan could build predictability in the region and mitigate potential sources of conflict through new measures to manage common-pool resource competition, dangerous behaviours in space, and a range of crises and emergencies.

Abstract:The history of international relations has demonstrated again and again that, at junctures of great shifts in global power, international peace is likely to be endangered by the accelerated mistrust, misjudgment, and rivalries between the new and old great powers, and that power politics may more often come at the cost of international law. As China becomes a global power, it has become more relevant to international society not only as a permanent member of the United Nations Security Council but also, and more importantly, as a party to disputes. As an in-depth examination of policy and practice of China and the United States concerning security in cyberspace, security at sea, and Taiwan-related security in this article shows, while international law may make a difference, it is not enough to ensure international security. In the context of great power rivalry, politics may often prevail over international law. However, it is also likely that politics could be conducted in a manner that enhances international security. Abstract:<p>Several countries have pursued nuclear programs for various reasons, including energy security, environmental benefits, and technological progress. China is no exception, having pursued civilian nuclear programs since the 1970s. Existing studies depict China's nuclear policymaking as a contested bureaucratic struggle based on fragmented authoritarianism. This study, however, reveals an increasingly centralizing tendency in China's nuclear policymaking since the mid‐2000s. The central government has begun to undergird China's transition to an exporting country of nuclear technology through many policy instruments, seeing its technology as a global brand. China's accelerated promotion of the nuclear sector based on such centralization contrasts with its neighboring governments' shift away from the top–down, government‐dominant mode of policymaking to a more pluralistic and deliberative one in the post‐Fukushima era.</p>

Abstract:Rapid development of China’s internal nuclear market, together with its rise on the international arena and the declared transition to green economy, gave a crucial impetus to its aspirations to enter the international atomic market as a global exporter of nuclear technology. The aim of this article is to define the political and ideological foundations underpinning such an ambitious endeavor, as well as predict the related development in the short and mid-term perspective. The author utilizes both general scientific methods as well as statistical and comparative analysis to single out the directions of China’s nuclear market outreach, both regionally and globally. Pakistan, widely presented as a flagship example of China’s exporting its know-how in nuclear engineering, remains the only partner of a kind in the broader Asia-Pacific. This article demonstrates that Belt and Road Initiative (specifically, the Green Silk Road), out of all multiple formats, was arguably chosen by the Chinese government as the most suitable framework for expanding its influence in the nuclear domain and filling a certain gap which formed after Westinghouse and Areva (now Orano) got reorganised after encountering financial problems. At the same time, China’s bid for leadership in the sphere of nuclear technology is obstructed by some impediments. Among them are Russia’s dominance in breakthrough areas of nuclear engineering and Rosatom’s large market share, as well as lack of political will in some countries’ elites to build ties with China in this strategic realm, opting for competition instead.

Abstract:Developing industrial-scale nuclear energy projects requires substantial technical expertise, access to complex fuel supply chains and long-term financial capital. For developing countries investing in civil nuclear energy programmes, securing external support is crucial. However, the nuclear technology trade market is heavily regulated and rather thin. Exporter states must balance commercial opportunity with security interests, given nuclear technology's dual use. Because of this, incumbent exporters bear responsibility in crafting and enforcing market regulations. As highlighted by the budding Chinese-Argentinian relationship, newly capable market entrants, particularly the People's Republic of China (PRC), have the potential to challenge international non-proliferation norms by fulfilling market demand where other, predominately Western, states have demurred. The strength of nuclear markets' non-proliferation-oriented regulatory structures hinges on nascent relationships between entrepreneurial exporters and participating Global South states.
