Abstract:Since the International Maritime Organization (IMO) introduced the Port State Control (PSC) programme in 1982, it has been playing a vital role in the enforcement of safety law at sea worldwide. This paper addresses the effectiveness of PSC and the effectiveness of the methods for selecting ships to be inspected adopted by regional PSC. Data on ship total loss (from 1973–2003) and on the PSC records (from 1994–2005) have been collected. The study reveals that the enforcement of PSC is effective in improving the safety level of maritime transport. The methods adopted by regional PSC are compared on their effectiveness, efficiency and stability in identifying substandard ships. Suggestions are made on the improvement of the enforcement of PSC.

Abstract:Port State Control (PSC) ensures that foreign ships do not sail until they can proceed at sea without posing a danger to maritime safety and environment. Since 2011, a New Inspection Regime (NIR) has been implemented by the PSC of the Memorandum of Understandings (MoU) member countries to identify potential substandard ships and increase the effectiveness of inspections. The NIR process and whether the target factors in the NIR can effectively reduce risks at sea are worth exploring. We take the Tokyo MoU as an example and retrieve 125,259 cases from 2015 to 2017 using computer programing. Based on the big data, we adopt a binary logistic regression to analyze detention decisions, which we then supplement by applying a decision tree to conduct a multi-factor decision-making analysis. The ships' characteristics such as age, type, deadweight, number of deficiencies, and others, namely, port State, performances of flag State, and recognized organization, may also shed light on the risks associated with detentions. Based on the empirical results, we derive three conclusions. First, the following factors are essential: ship age, ship type, performance of flag States, and the number of deficiencies that NIR considers significant. Second, ships older than 6 years seem more likely to be substandard. If a ship has five or more deficiencies, the probability that it will be detained is high. Third, discrepancies exist when carrying out the PSC among port States in the Tokyo MoU.

Abstract:Port State Control (PSC) guarantees that foreign ships do not jeopardize marine safety, security, and the environment when entering foreign ports. To share inspection information and improve the efficiency of PSC, countries in the same regions cooperate and follow memoranda of understanding (MoUs). Globally, a total of ten MoUs govern three different inspection regimes designed to select and inspect substandard ships. In this study, we use a super-slacks-based measure (super-SBM) to evaluate and compare the inspection efficiency of the three inspection regimes implemented by these ten MoUs and relies on the Malmquist production index (MPI) to identify the most applicable regimes. Our analyses produce three main conclusions. First, we use the average scores of the super-SBM in the past 11 years to confirm the efficiency rankings of the ten MoUs. Second, we combine the average efficiency scores of the three inspection regimes to show that the New Inspection Regime (NIR) is more economically efficient than other inspection regimes. Third, we use MPI scores to obtain a better understanding of the efficiency changes in MoUs? productivity over time and confirm that the NIR is more stable than other inspection regimes.

Abstract:This paper studies the contributing factors of maritime piracy by analyzing previous incidents that have been reported to the International Maritime Organization (IMO). Part of the analysis is to filter those ship types that are particularly vulnerable to piracy attacks. The paper also introduces the guidelines developed by the IMO and the industry envisaging to minimize the risk to ships that are exposed to attacks from pirates. It further describes the initiatives taken to develop a sustainable mechanism in the high-risk area (HRA)(1) to suppress piracy and other maritime crimes. This study reflects the fact that maritime security and piracy issues' importance has been increasingly recognized in the 40 year history of Maritime Policy & Management.

Abstract:Maritime safety has undergone considerable change in the past decades, particularly inits improved approach to risk quantification analysis. This article reviews the challenges of maritime safety analysis and the different approaches used to quantify the risks in maritime transportation. Formal safety assessment (FSA) is examined with a focus on its deficiencies, and its recent developments are described at the International Maritime Organization (IMO) level. The possible applications of FSA in maritime security and piracy analysis are discussed given its growing impacts on safety at sea. Some new uncertainty and risk modelling techniques are also presented to demonstrate how risk quantification analysis facilitates the transformation of maritime safety culture from a reactive prescriptive scheme towards a proactive goal-setting regime.

Abstract:Port State Control (PSC) is the inspection of foreign ships in national ports assists in the removal of substandard ship commerce from the global sea and ensures that no ship poses a threat to maritime safety and the marine environment. When a clear ground is discovered during an inspection, the inspector has the authority to detain the ship until the flaws are corrected in order to assure safety and reduce pollution hazards. This paper adopted a traditional literature review method using the selected six (6) years data from the inspections conducted by maritime authorities from 2016 to 2021 and incorporate with qualitative and quantitative analysis to ascertain the influence of each risk factor on the number of arrests, including the relationship between risk factors and the type of detain deficiency, which is a critical part of the study. This study's findings provide important insights into how to facilitate an effective way in selecting the ship to be inspected, followed by identifying the ship's risk profile and designing the inspection area, which plays a critical role in assisting the inspector in terms of time efficient and effective inspection (especially for the ships, which have a short duration at berth) during inspection to further strengthen maritime safety, ship's safety, seafarers' health and marine environmental protection.
Analysis on Current Status of Port Safety Management and Study of Its Countermeasures

Abstract:The management authority of all ports had transferred to local governments in 2002. The management systems had changed greatly, and some links of safety management on ports were broken. It is an urgent task to make clear the current situation and problems on port safety management under the new systems especially on the control of dangerous cargos handling. Through investigation and statistic analysis,some major problems have been found, i.e. inefficient safety management framework, statutes, and staff, and lack of unobstructed mechanism etc. The concept of building a long-term effective safety management mechanism is suggested, which could be referred as the criteria for the government in decision-making.

Abstract:As an accident prevention mechanism, Port State Control (PSC) is essential for the development of maritime transportation and security. To evaluate the effectiveness of PSC and provide recommendations for its enhancement, we develop Dynamic Bayesian Network (DBN) models using the latest five inspection records from the Tokyo and Indian Memorandum of Understandings (MoUs). These models incorporate a hidden variable called “ship condition” to represent the overall influence of four ship characteristic factors. Additionally, a “risk level” hidden variable is determined by two inspection results during each inspection: detention and the number of deficiencies. Two analyses are conducted in this paper. One aims to identify changes in risk levels, thereby investigating the effectiveness of dynamic inspections. The other involves comparing inspected and uninspected ships, with the goal of assessing the impact of PSC and ship condition on accident type, consequences, and severity. The results indicate that the inspection effects of the two MoUs demonstrate the same changing pattern, with the ship risk levels initially rising and then falling. However, the higher detention rate of the Indian MoU justifies its lower level of risk. Ships with inspection records are less likely to encounter capsizing accidents and have a lower probability of being taken out of service, while collision accidents and casualties are more likely to occur. The findings provide valuable insights and practical suggestions on how to enhance the effectiveness of PSC.

Abstract:Abstract Introduction Port State Control (PSC) is a vital element of sustainable maritime transportation. Inspections of PSC regimes have been ensuring the continuity of the global supply chain as they enforce shipping to implement the maritime regulations to be safe, secure, and environmentally friendly. Objective Since the beginning of the COVID-19 Pandemic, the number of onboard ship inspections has decreased inherently for protecting PSC officersand seafarers, while PSC regimes have developed a policy to focus on a high-risk ship based on historical inspection records. In this context, planning for a “new normal” in maritime transportation, it is essential to realize the change in ship inspection numbers and the trend of deficiency - detention factors for the maritime sector to provide current standards. This study aims to present the difference in ship inspection trends between 2017-2020 by focusing on COVID-19 pandemic outbreak data. Methods Comparative analysis with Paris MOU ship inspection & detention figures and entropy-based Grey Relevance Analysis has been used as a methodology to reveal the change in inspection trends after COVID-19. Results After the pandemic outbreak caused by COVID-19, the number of ship inspections under Paris MOU fell dramatically, however, inspection and detention rate remained the same, also entropy-based Grey Relevance Analysis indicates that detention remarks have also changed compared to last year deficiencies. Detention caused by nautical publication and cleanliness in the engine room has an increasing trend on detentions. Conclusion Inspection statistics indicate consistent figures even during the pandemic outbreak, which indicates the current sample group for Paris MOU inspection is healthy. At the same time, entropy-based Grey Relevance Analysis presents a broader insight that the inspection trend on detention deficiencies has varied. Familiarization with the changing trends in inspections will cause fewer detentions of the ships.

Abstract:Port state control (PSC) inspection is the most important mechanism to ensure world marine safe. This paper presents a risk assessment system, which estimates the risk of each candidate ship based on its generic factors and history inspection factors to select high-risk one before conducting on-board PSC inspection. The target factors adopted in Paris MOU PSC inspection and Tokyo MOU PSC inspection are considered in this system as well as the new factors discovered in the PSC inspection database. A risk assessment system based on support vector machine (SVM) is developed to classify candidate ships to high risk or low risk, respectively, based on the target factors. Experiment results show that the proposed system enhances the risk assessment accuracy effectively.

Abstract:With the rapid development of international shipping, ship source pollution is increasingly non-negligible. To control emissions of sulphur oxides from ships, many Sulphur Emission Control Areas (SECAs) have been established, in which stricter emission restriction policies were implemented. Because there are some genuine connections between SECA and PSC (Port State Control), it is natural to ask whether will the SECA policy make a difference on PSC's inspection outcome? Therefore, this study investigates the effect of the SECA establishment, reflected by changes in the deficiency rate in PSC inspections, on the PSC's inspection result. The deficiency rate in PSC inspections represents the percentage of deficiencies in the ship inspected, which can embody the overall outcome of the PSC inspections. It employs the difference-in-differences (DID) model to evaluate the effect as which is a common and mature tool for evaluating policy effectiveness. Robustness tests of parallel trend and Placebo tests both confirm the appropriateness of the DID model. The empirical results find that after the implementation of the SECA emission control policies, PSC inspections become stricter, thus changing the rate of deficiencies recorded during those inspections. A more stringent SECA policy is beneficial to identify more deficiencies and further ensure ships' compliance.

This paper analyzed the main types of environmental risk in ports, and emphasized the causes and trends of oil spills accidents in maritime space, storage and transportation accidents, and red tide in the coastal region. Also the emergency-response system and the emergency-decision supporting system for ports have been established for dealing with the environmental risk accidents in the ports. Based on the causes of the accidents, corresponding precautions and suggestions have been Put forward, which will offer significant guidance for preventing accidents and dealing with emergencies.

Abstract:As port is an important link of international economy and trade,port competitiveness is an indicator of the national power.Port efficiency,especially the efficiency of port container terminal collection and distribution system is an important part of port competitiveness.In this paper,we consider port container terminal collection and distribution system as a whole and empirically study its technical efficiency,pure technical efficiency and scale efficiency from the perspective of supply chain system.The results indicate that the technical and scale efficiency of the port container terminal collection and distribution systems is mostly low and the pure technical efficiency is relatively high;the reasons are also explored.

Abstract:Maritime activities play a crucial role in the social and economic development of human societies. Many countries around the world have become powerful as a result of the flourishing maritime activities. However, maritime activities entail high risks, making ship navigation safety a paramount concern for maritime authorities, practitioners, and scholars worldwide. In recent years, the continuous growth in the number and tonnage of vessels, coupled with the increasing density of waterway traffic, has posed a serious threat to maritime safety, leading to a rise in maritime accidents. This paper conducts a comprehensive analysis by examining distress alarm data from the Guangzhou Coastal Radio Station over a decade from 2010 to 2019, and integrating it with Port State Control (PSC) inspection data from the Guangzhou Port Supervision and Inspection Station. The aim is to explore scientific and effective approaches for analyzing the safety status of ship navigation, preemptively preventing maritime accidents, and thereby providing valuable insights for maritime management agencies and navigation security departments to enhance their maritime management capabilities and navigation safety service levels.

Abstract:As provided by the Resolution IMO A.787 and A.882 Port State Control (PSC) represents the complex of control and inspection powers exercised by the state on foreign ships in the port to ensure the compliance with the safety standards and regulations by the relevant provisions of the international conventions. Recently the Directive 2009/16/ EC of the European Parliament has established new rules to prevent maritime accidents, with reference to environmental damage, to the protection of staff, passengers and others as well as to the identification of procedures to reduce the accidents’ consequences. In particular, the Directive has introduced a second line of defense against substandard shipping imposing that the monitoring of compliance with the international standards for safety, pollution prevention and on-board living and working conditions should also be ensured by the port state and not only by the ship’s flag state.
