Analysis on Current Status of Port Safety Management and Study of Its Countermeasures

Abstract:The management authority of all ports had transferred to local governments in 2002. The management systems had changed greatly, and some links of safety management on ports were broken. It is an urgent task to make clear the current situation and problems on port safety management under the new systems especially on the control of dangerous cargos handling. Through investigation and statistic analysis,some major problems have been found, i.e. inefficient safety management framework, statutes, and staff, and lack of unobstructed mechanism etc. The concept of building a long-term effective safety management mechanism is suggested, which could be referred as the criteria for the government in decision-making.
