Abstract:In order to ensure the safety during the transportation of large-scale equipments and improve transportation method of large-scale equipments based on the experience, and analyze the influence of safety with the factors of human, technology and risk, and improve the predictive ability of risk and the safety coefficient of transportation, CAE technology is applied in large scale equipment transport logistics process in this research. Abstract:The management authority of all ports had transferred to local governments in 2002. The management systems had changed greatly, and some links of safety management on ports were broken. It is an urgent task to make clear the current situation and problems on port safety management under the new systems especially on the control of dangerous cargos handling. Through investigation and statistic analysis,some major problems have been found, i.e. inefficient safety management framework, statutes, and staff, and lack of unobstructed mechanism etc. The concept of building a long-term effective safety management mechanism is suggested, which could be referred as the criteria for the government in decision-making.

Abstract:Risk analysis of dangerous chemical transportation is the basis of safety transportation decision and the key of accident warning and emergency rescue. Theories and methods for risk analysis of dangerous chemical transportation at home and abroad in the recent twenty years are reviewed; five aspects of research contents in four stages are summarized, namely, research on risk analysis of nuclear fuel and nuclear waste transportation, research on the distribution of accident rate and casualty number, research on the risk measurement model for dangerous chemical transportation, research on the risk analysis of dangerous chemical transportation by using modern information technology and research on risk analysis framework for dangerous chemical transportation. Then, weakness of research on risk definition, risk uncertainty and influencing factors to risk is pointed out. Finally, further researching directions are put forth according to the current researching state in China.

Abstract:With increasing transport amount of dangerous chemicals, the number of transportation accidents also rises, thus safe transport of dangerous chemicals becomes more critical. In this article, existing problems in dangerous chemicals transportation and corresponding reasons are analyzed. Through combination of domestic and foreign advanced technology and national conditions, control strategies and measures for safe transportation of dangerous chemicals are studied in depth, in is proposed that preventive measures need to be taken. The preventive measures include establishing a management system, risk early warning mechanism and transport information platform which are based on modern information technology, establishing transport industry standard, ensuring good security propaganda work, setting emergency and consultation service system, carrying out special rectification work for transportation safety, so as to ensure scientific, reasonable and effective control of dangerous chemicals transport, reduce and avoid related accidents.

Abstract:<p>In order to prevent accidents in the railway dangerous goods transportation system (RDNGTS), a 24 model is proposed to analyze the risk in this paper. 24 model is a human-oriented and organization-oriented risk analysis model. When this model applied, unsafe material conditions, unsafe human actions, individual factors, safety management system, safety culture and external factors should be analyzed one by one. After that, mutual influence path of the causes of the accident should be analyzed. Finally, the relevance among the four stages should be established and analyzed. The analysis results of the case study show that the accident happened because of the dynamic and nonlinear interaction among the risk factors. In actual operation, senior managers should focus on cultivating the safety culture of the company and establishing a complete security system. Middle managers should increase their training in emergency situations and related safety knowledge. The grassroots managers should focus on supervising the personal unsafe behaviors of front-line employees, supervising the unsafe physical conditions and increasing the safety participation level of front-line employees. Front-line employees should act in accordance with the rules and regulations, and should report to the grassroots management in time when there are any unsafe accidents. As a comparison, the FRAM also be applied to analyze the same accident. Finally, the contrastive analysis results of the two models are presented.</p>

Abstract:Although the occurrence of urban rail transit operation accidents threatens the safety of people's lives and property, there is little research on how to systematically mine the knowledge behind accident data in China, and there is also lack of methods to support the safety management strategy of urban rail transit operation. To address these shortcomings, this study proposes a comprehensive analysis method that combines qualitative and quantitative analysis of urban rail operation accident factors and safety management strategies based on accident data, which can provide reference for systematic analysis of such accidents in the future and will help urban rail safety researchers and decision makers to take effective safety management measures. The new contributions of the method are as follows: (1) a semantic network framework for accidents and a conceptual model of accident risk control chain are proposed; (2) a method for acquiring and constructing key contents based on semantic analysis is elaborated, and indicators for evaluating the influence degree of key item and the influence possibility of entries are proposed; (3) a management matrix is established to serve safety decision making based on indicators for the degree of attention that key item of accidents should receive. In order to explain the application of the comprehensive analysis method, 910 urban rail transit operation safety accident cases are analyzed in detail, and suggestions for the actual operation management of urban rail transit are proposed in the light of the actual situation of urban rail transit operation in China.

Study on logistics hub port major hazard sources safety management system

Abstract:In order to improve the safety management level of logistics hub port major hazard sources,a targeted safety management system of logistics port hub major hazard was constructed by consulting core thought of civil aviation safety management system. Logistics hub port major hazard safety management system was made up by major hazard identification and control,dangerous goods warning and emergency disposal,monitoring and supervision information systems. The above four modules research status was analyzed. The results show that current safety management four modules have deficiencies in dangerous goods operating standards,dangerous goods warning mechanism,bulk liquid hazardous chemical spill emergency response standards,monitoring information system and regulatory information systems. Some recommendations on overcoming the deficiencies were put forward.

Abstract:The frequency of accidents is high in China's logistics industry and huge damages to the society and economy are involved. The government and enterprises' safety measures to protect the logistics system are often inadequate due to lack of a good understanding of logistics safety. Thus it is necessary to have a framework of logistics safety system including several important aspects. This paper proposes a framework for four logistics functions including storage, transportation, information and transaction, in three levels: technology, processing and personal management, as a basis for an effective logistics safety system. Three modules with respect to preventions, maintenances and emergencies are summarized. Some measures for logistics safety are suggested based on the theory of securities chain.

Abstract:Every year there is large amount of dangerous chemicals to be transported and these transportable hazards accidents occur more and more frequently,which has seriously impacted on social public safety.In this paper 408 accidents of this kind occurring from January 2006 to October 2010 are collected and analyzed.Statistical analyses are conducted from these aspects,such as time distribution,section distribution,vehicle distribution,region distribution,accident cause distribution and category distribution and the characteristics and current status of accidents are summarized,as well as the internal rules and causes happening.Based on the analyzed results and the actual situation in China,corresponding safety management measures and suggestions are proposed.

Abstract:In this paper, a quantitative risk assessment method of packaged cargoes carried by ship based on online dynamic big data fusion technology was researched. In recent years, major accidents such as oil spill, fire, explosion and ship loss occurred frequently in shipborne cargo transportation. Due to the lack of real-time dynamic risk analysis, both early warning and emergency handling of those accidents are extremely difficult. In this paper, a risk transmission model was built, which based on the flow chain for cargo transportation. A system including the analysis of cargo transportation risk and quantitative assessment model based on real-time dynamic big data fusion technology was built. Finally, a scientific quantitative assessment method was formed. And a container ship passing through Shenzhen waters was taken as an example in order to verify the practicality of the method. In this way, it can realize the quantitative assessment of risk (especially the risk of dangerous packaged cargoes)in the waterage. What's more, according to the assessment results, it can analyze the high-risk factors and high-risk parts in the process of waterage, and then realize the informationalized and modernized intelligent supervision in a whole process and all round way, which will effectively improve the level of accident prevention in China.

Abstract:Rail plays a key role in the transportation of hazardous materials (hazmat). Improving railroad hazmat transportation safety is a high priority for both industry and government. Many severe railroad hazmat release incidents occur because of train accidents. The Federal Railroad Administration identifies over 300 accident causes, including infrastructure defects, rolling stock failures, human factors, and other causes. Understanding how hazmat transportation risk varies with accident cause is a key step in identifying, developing, evaluating, and prioritizing cost-justified accident prevention strategies, thereby mitigating hazmat transportation risk. The objective of this paper is to develop an integrated, generalized risk analysis methodology that can estimate accident-cause-specific hazmat transportation risk, accounting for various train and track characteristics, such as train length, speed, point of derailment, the number and placement of tank cars in a train, tank car safety design, and population density along rail lines. Using the two major causes of accidents on freight railroads-broken rails and track geometry defects-as an example, this paper demonstrates a step-by-step analytical procedure and decision support tool to assess how accident frequency, severity, and hazmat transportation risk vary by accident cause. The research method can be adapted for risk analysis at corridor- or network-level accounting for other accident causes.

Abstract:Quality of service in railroad traffic and transportation can be planned. In this paper the basic quality of service parameters are given and question of managing quality of service of railroad special cargos is discussed using the flow diagram as one of the possible methods and techniques for improvement of its quality. Transportation of dangerous materials, ones from the group of special cargos, has a number of potential dangers to the environment. Because of that, certain necessary measures are done to secure safe railroad transportation. Quality railroad vehicles with specific construction characteristics, corresponding to physics and chemical characteristics of the dangerous materials, are condition for safe transportation. .

Abstract:Maintaining safety is a fundamental goal in logistics infrastructure management. Current research on logistics infrastructure safety constructed assessment models without accounting for the catastrophe property of accidents. This research aims at developing an innovative methodology for assessing the safety of logistics infrastructure, which will consider catastrophe property of accident and providing early warning signals for managers and designers. The concept of Logistics Infrastructure Safety Carrying Capacity (LISC) is explored based on the perspective of carrying capacity. The carrier-load model is used to define logistics infrastructure safety. The evaluation of LISC performance employs the Catastrophe Progression Method (CPM) to determine the safety state of logistics infrastructure. By applying the LISC-CPM model to the empirical study of China's logistics infrastructure safety from 2011 to 2022, some conclusions are drawn: (1) The LISC-CPM method is suitable for logistics infrastructure safety monitoring. This model can combine the characteristics of different transportation modes and the catastrophe attributes of safety accidents for early safety warning; (2) Over a 12-year period, the early warning level for logistics infrastructure in China significantly improved, transitioning from "severe-level unsafe warning" to "safe." (3) There is considerable variation in safety performance across different types of logistics infrastructure. The safety of railway and waterway has the most significant influence on the safety of logistics infrastructure. In general, the study can provide valuable tools for enhancing the safety of logistics infrastructure.

Abstract:Safety management is a key issue in the railroad industry that needs to be continuously focused on. And it is essential to study causes of accidents for preventing accidents. However, there is a limited academic discussion on the systematic study of organizations and accidents, as well as their safety-related interactions and accidents, as opposed to human-caused disasters. Thus, the model of China's railway safety supervision and management system by sorting out the existing organizations involved in management in China is established in this paper. Firstly, social forces and auxiliary enterprises are specifically added to the model. And then, the relationship between organizations and accidents, as well as the relationship between safety interactions among organizations and accidents are explored by analyzing 224 accident reports, which led to 4 principles for accident prevention. Finally, based on these principles, measures to secure organizational nodes, as well as measures to promote safe interactions among organizations are proposed. The results showed that: (1) China Railway node is not only the most critical node in the safety supervision and management system but also the most vulnerable to the influence of other nodes. (2) The accident occurred due to the simultaneous occurrence of an accident at the China Railway node and the social force node. (3) When there are often safety risks in auxiliary enterprises and social forces simultaneously, the government's management is likely to be defective. The findings in this study can provide helpful references not only for improvement of safety management system structure and supervision and management mechanism but also for the formulation of safety supervision and management policies in China and other countries.

China and Japan, as leading countries in Railway Technology in the world, have done a lot of work in accident prevention and safety. Through the collection and comparison of transport data and typical casualty cases in China and Japan, this paper summarizes the main causes of accidents and the experience of accident prevention in the two countries. And further, puts forward suggestions for preventing accidents and large-scale casualty.

Abstract:Transport route optimization of dangerous goods makes lower transportation risk and cost of the enterprise,meanwhile it provides basis reference for the government decision.On the basis of urban master planning,the characteristics of transport of dangerous goods was analyzed,and then the index system on transport of dangerous goods was established.In order to implement this research and quantify the indicators,road characteristics and nature of land along the section has been used to evaluate the risk,simultaneously,the emergency response capacity was considered as the correction factor to improve the risk model,and the BPR impedance function was applied to calculate the transportation costs,then the calculation process of transportation risk and costs was given with an example of Pingxiang,Jiangxi.On this basis,a bi-objective optimization model was created with the target of risk and cost,and method of solving the model was discussed.This model provides a theoretical basis for the transport network of dangerous goods planning and design for its simplicity,practicality and operability.

Abstract:Based on the traffic accident mechanism in the context of the increasing serious road traffic situations in China,road safety status and hazards were analyzed and studied.From the view of safety system engineering,dangerous behavior of humans and dangerous states of objects in the road traffic systems could be eliminated by implementing scientific and rational urban road traffic safety management method,reinforcing traffic participants′safety awareness and comprehensively coordinating the relationship among roads,traffic flow and road administrators.Based on the analysis of main road accident characteristics,methods to prevent and control accidents have been put forward,whichs can not only make a scientific foundation set up,but also give a direction for further research on safety.
