Abstract:This paper discusses the property and the function of public library,emphasizes that in construction of the socialist harmonious society public library needs to function as to alleviate the social Contradiction,to contract the social margin,to support the information necessarily fair,to guarantee the citizen right,to stimulate the cultural life,to raise to support the information necessarily fair,guarantee the citizen right,stimulate the cultural life and raise the educational lavel,to make up for the digital gulf,to push the development function of the harmonious society.some new principle fo public library such as the maintenance of information fair,guarantee for the citizen right etc.are gradual understanding after to enter into new century.Should strengthen the publicity and research to new principle,some original teaching materials seem to be old,having the necessity to rewrite.
