Abstract:Marked by the "2005 New Year Summit of the Library Society of China", the library field took the initiative to participate in the legislation process of copyrights. In August 2005, the Library Society of China published the Declaration of the Copyrights Issues in the Internet Environment, which expatiates the principals and standpoints the library field holds as far as the protection of copyrights. In October 2005, after the publication of Regulations on the Protection of the Right of Communication through Information Network (draft) on the website of National Copyright Administration of PRC, different viewpoints have been expressed by the library filed, the publication field as well as the data developer. The library field holds the perspective that the limitations and exceptions in the exertion of copyrights in the library area are:①The rational right of utilization inside libraries;②The legally permitted right of communication outside libraries;③Limited right of partially digitalizing the works in the library. The protection of rights and the promotion of communication are definitely not opposite. The rights one can exercise will only be realized by communication.

Abstract:Based on a brief review of the history of China's librarianship after the year of 1949,and an analysis of the inadequacy in the social position and the institutional construction of libraries,this paper points out that the independent and closed-up social structure deprives libraries of the driving force of their development.Therefore,an institutional system must be constructed for the development of China's librarianship by taking into account its national conditions and using western library system as a reference,a diversified library system devised and the development of its management,operation and evaluation promoted with proper policies.

Abstract:In November 2008,the preparation for the establishment of the Public Library Law was launched.The supporting researches led by the Library Society of China and the National Library of China involves 11 research topics,providing the legislation with ideological,theoretical,academic and schematic assistance.One of the debated issues about the library legislation is whether to establish a "law" or an "act".As to whether the Public Library Law should cover the National Library of China,the opinions in the library community are divided,and there is also disagreement on the implementation of the law.Librarians should adopt a positive,responsible and rational attitude and participate in and promote the legislative process.8 refs.

An Analysis of Public Library Service Standard of China: an Information-rights Point of View

Abstract:Public Library Service Standard (GB/T28220—2011) was published by General Administration of Quality Supervision, Inspection and Quarantine of the Peoples Republic of China (AQSIQ), and Standardization Administration of the Peoples Republic of China (SAC) on May 1 st , 2012, which is the first national service standard about public culture, and also the first in library standard system of China. The Standard includes 8 parts: area of application, standard files cited, items and definitions, general rules, resources, efficiency, promotion, supervision and feedback. The standard bases on the construction of public cultural service system covering the whole of society, and focusing on building public library service system with the main line of provinces, cities, counties, towns and villages. Meanwhile, the standard identifies the basic principle of basic service free, and defines the rights and duties of the various levels of government, directors and librarians, and users. By analyzing the Public Library Service Standard in the view of information-rights point, the paper thinks that the indices of the standard reflect the Chinese social cognition for the public library which is an information center, a culture center, and a facility for social education and leisure. But the standard evaluates public libraries by quantitative methods and pays attention to the input of public libraries. The ideas and method of the evaluation is different from the international trend. From the beginning of 1970s, the new trend encourages public libraries to develop and implement individual plans based on needs of the local community. The changes indicate the transformation from the input to output model library as well as from national standards to local standards based on the community needs. From this perspective, Public Library Service Standard doesnt emphasize the measurement of the effectiveness of library services and the needs of the local community. However, the ideas and method of the standard takes full account of the current actual level and conditions of economy, culture and social development of China. There are several phases of protecting citizens information rights. And at this stage, the urgent priority for China is establishing public library service system.
