Abstract:In November 2008,the preparation for the establishment of the Public Library Law was launched.The supporting researches led by the Library Society of China and the National Library of China involves 11 research topics,providing the legislation with ideological,theoretical,academic and schematic assistance.One of the debated issues about the library legislation is whether to establish a "law" or an "act".As to whether the Public Library Law should cover the National Library of China,the opinions in the library community are divided,and there is also disagreement on the implementation of the law.Librarians should adopt a positive,responsible and rational attitude and participate in and promote the legislative process.8 refs.

Abstract:Private libraries in China—most of which were created by bottom-up processes, not top-down government mandates—offer a diversity of services to a range of constituencies. They offer individuals space for reading and study, information exchange, interpersonal communication, IT training, amusement, recreation, and entertainment. They offer schools and communities an aggregated abundance of social resources in a learning-centered atmosphere, which in turn enhances school- and community-based cooperation. For society as a whole, they offer support for the elimination of "knowledge poverty," and a boost for public service and civil society. Thus they function, to some degree, as community informatization commons and community-based public space.

Abstract:Public libraries across the world are well-known for the promotion of literacy and lifelong learning. However, at the same time, they are important social and community spaces in which community members can engage with each other. With this in mind, this study looks at the ways in which public libraries in China, Taiwan and Hong Kong fulfil these roles in their respective communities. The public libraries chosen for this study were namely: Shanghai Library, Taipei Public Library and Hong Kong Central Library. A total number of 788 responses were collected from all three libraries. Results from the surveys indicated that public libraries in these communities were seen as being important for providing cost-free materials, entertainment, and, especially, contributing to the overall culture of the community at large. Results indicated that the public libraries chosen for this study have social and cultural values alongside its function as an information centre. These findings will be important in understanding the sociocultural roles of public libraries in East Asia.

Abstract:Based on the theories of social work divisions and library functions, the authors firstly define the library. Then, after reviewing the studies on public products, the authors continuously analyze all kinds of libraries from the pure private products to the pure public products by using E. S. Savas's list and “drifting” theory. During the course of the analysis, they discuss the non-state-operated libraries' place, and puts forward these libraries' multiplicity features, and clarify the differences between the non-state-operated libraries and library privatization. Finally, the authors judge the library's commonweal quality by introducing the commonweal property rights theory.

Abstract:The meaning of free opening of public library is that the basic service is free of charge,non-essential services reducing the fees and not on a business for profit.The specific content of "free" includes: free opening facility and site;free offering basic service programs and free supporting management services.The major breakthrough of free opening is: free charge of digital resources;free charge of self-study room;free charge of applying,checking of library card and storage;bringing the primary counseling and mobile services into the scope of basic service.The core elements of free opening are: giving a reasonable definition of basic services;central government and local government sharing to partake the basic service security funds;giving a deadline of repossession of leased facilities.Implementation of the policy of free opening needs to focus on and resolve the problems that begin to appear,such as "points and not worry","shrink of input","lower standards" and so on.Free opening policy is the breakthrough of establishing a sustainable and stable funding support mechanism of public cultural service.

Abstract:This study aims to examine the state of digital inclusion and digital literacy education in Chinese libraries and provide recommendations for improvement. The background section emphasizes the crucial role of libraries in promoting digital inclusion and sustainable development, as well as the challenges and opportunities presented by the current digital landscape in China, such as the digital divide and regional disparities in internet access. To achieve the study's objectives, we conducted analyses of relevant policies, public libraries, and library training programs using a mixed-methods approach. The results highlight the policy landscape, initiatives, and implementation strategies for promoting digital inclusion and literacy education, emphasizing the role of libraries in driving digital inclusion and fostering user engagement. Insights from a university library perspective showcase the role of academic libraries in promoting digital literacy education and training. The findings underscore the importance of digital inclusion and literacy in a digitized society and the crucial role of libraries and academic institutions in achieving these goals. The study advocates for libraries' pivotal role in bridging digital gaps and enhancing literacy to foster an inclusive, equitable digital society and urges policy support.
