Abstract:This editorial considers Open Science, what it is, what are its potential benefits, what are the pillars of engagement upon which it rests, and what are some of the main challenges facing its further adoption by research communities. At its core, Open Science involves sharing not only the contents of a traditional research article, but also of any source data and methodologies upon which the reported findings are based. Though some extra work may be required, usually without anyone providing additional resources to do that work, continuous developments in digital technology are making Open Science easier to implement. While not all data is suitable to be shared, Open Science practices are widely supported within the wider research community and funding organizations.

How Does One “Open” Science? Questions of Value in Biological Research

Abstract:Open Science policies encourage researchers to disclose a wide range of outputs from their work, thus codifying openness as a specific set of research practices and guidelines that can be interpreted and applied consistently across disciplines and geographical settings. In this paper, we argue that this “one-size-fits-all” view of openness sidesteps key questions about the forms, implications, and goals of openness for research practice. We propose instead to interpret openness as a dynamic and highly situated mode of valuing the research process and its outputs, which encompasses economic as well as scientific, cultural, political, ethical, and social considerations. This interpretation creates a critical space for moving beyond the economic definitions of value embedded in the contemporary biosciences landscape and Open Science policies, and examining the diversity of interests and commitments that affect research practices in the life sciences. To illustrate these claims, we use three case studies that highlight the challenges surrounding decisions about how––and how best––to make things open. These cases, drawn from ethnographic engagement with Open Science debates and semistructured interviews carried out with UK-based biologists and bioinformaticians between 2013 and 2014, show how the enactment of openness reveals judgments about what constitutes a legitimate intellectual contribution, for whom, and with what implications.

Navigating University Openness in Research Policy Inconsistent with Indigenous Data Sovereignty: A Case Analysis

Abstract:Indigenous nations and communities in the United States have rights as sovereign governments to exercise control and ownership over all data and information generated by or from the tribes, tribal members, or tribal resources. Indigenous nations exercise these rights through data ownership policies established in response to unethical research practices in research involving Indigenous communities. Most universities in the U.S. have "openness in research" policies to ensure academic freedom to publish freely, exercised by retaining university control of data. Here, we describe our study of cultural ecosystem services in the St. Louis River estuary region (Nagaajiwanaang in the language Ojibwemowin) in Duluth, Minnesota, and Superior, Wisconsin, U.S., an area that includes portions of the 1854 and 1842 Ceded Territories and reservation lands of a local band of Ojibwe (hereafter referred to as "the Band"). In this university-led, Band-supported study, both the university and the Band sought ownership of data collected based on their respective policies, resulting in a research delay of nearly a year. We found that open research policies that do not consider Indigenous sovereignty can hamper collaboration between university researchers and tribal nations, even when there is broad agreement on research goals and objectives. University open research policies that do not explicitly address Indigenous sovereignty fall short of the open research principles they intend to support and should be revised. Formal adoption of principles for ethical research with sovereign tribal governments by universities is needed to improve coordination and trust among university and tribal researchers and members.

Abstract:Significance Data access is critical to empirical research, but past work on open access is largely restricted to the life sciences and has not directly analyzed the impact of data access restrictions. We analyze the impact of improved data access on the quantity, quality, and diversity of scientific research. We focus on the effects of a shift in the accessibility of satellite imagery data from Landsat, a NASA program that provides valuable remote-sensing data. Our results suggest that improved access to scientific data can lead to a large increase in the quantity and quality of scientific research. Further, better data access disproportionately enables the entry of scientists with fewer resources, and it promotes diversity of scientific research.

Abstract:Internationally, governments and scientists are bound by legal and treaty rights when working with Indigenous nations. These rights include the right of Indigenous people to control the conduct of science with Indigenous nations. Unfortunately, in some cases, individual scientists and scientific teams working with biological and genetic data collected from Indigenous people have not respected these international rights. Here, we argue that the scientific community should understand and acknowledge the historical harms experienced by Indigenous people under the veil of scientific progress (truth) and implement existing standards for ethical conduct of research and sovereign control of data collected within Indigenous communities (reconciliation). Specifically, we outline the rationale for why scientists, scientific journals and research integrity and institutional review boards/ethics committees should adopt, and be held accountable for upholding, current international standards of Indigenous data sovereignty and ethical use of Indigenous biological samples.

Abstract:Despite great progress in data sharing that has been made in China in recent decades, cultural, policy, and technological challenges have prevented Chinese researchers from maximizing the availability of their data to the global change science community. To achieve full and open exchange and sharing of scientific data, Chinese research funding agencies need to recognize that preservation of, and access to, digital data are central to their mission, and must support these tasks accordingly. The Chinese government also needs to develop better mechanisms, incentives, and rewards, while scientists need to change their behavior and culture to recognize the need to maximize the usefulness of their data to society as well as to other researchers. The Chinese research community and individual researchers should think globally and act personally to promote a paradigm of open, free, and timely data sharing, and to increase the effectiveness of knowledge development.

Abstract:Transformation of science by embracing the concepts of open science presents a very attractive strategy to enhance the reliability of science. Open science policies embody the concepts of open data and open access that encompass sharing of resources, dissemination of ideas, and synergizing the collaborative forums of research. Despite the opportunities in openness, however, there are grave ethical concerns too, and they present a dual-use dilemma. Access to sensitive information is seen as a security risk, and it also possesses other concerns such as confidentiality, privacy, and affordability. There are arguments that open science can be harmful to marginalized groups. Through this study, we aim to discuss the opportunities of open science, as well as the ethical and security aspects, which require further deliberation before full-fledged acceptance in the science community.

Abstract:In an era where knowledge is abundant but not necessarily available, the emerging open science movement is a critical step towards accessible and transparent science. Open science aims to increase research availability and reach across different audiences through open data, open access platforms, transparent peer review methods, and public access. [ 1–6 ] Specifically, the movement seeks to increase the amount of science research that is accurately being disseminated to the public as well as trust in science. Prior to the open science movement, access to research data was more limited, had inadequate reporting guidelines, and lacked reproducibility. [ 7 , 8 ] Many measures have been taken to increase study data availability, allowing for improved data assessment and transparency. [ 8–10 ] For example, tools such as the Open Science Framework (OSF) have been created for use as a centralized platform for open workflow throughout the research process. [ 2 , 11 ] These measures allow researchers to better understand, modify, verify, and replicate study data. [ 2 , 12 , 13 ] In addition, open data encourages the reuse of existing data to avoid redundancy in scientific literature. [ 14 ] A crucial part of open science includes open access publishing, which enables research to be more freely communicated with the public. The term "open access" encompasses different materials such as preprints, open access journals, and post-prints, all of which allow more equitable access to scientific information. [ 9 , 10 , 15 ] Although "closed access" journals still exist, many have now adapted to varying degrees of open access publishing models. [ 10 ]

Abstract:Many Indigenous people have a deep mistrust of research, with some describing research as one of the "dirtiest" words in Indigenous language. The histories and experiences behind such mistrust are long and painful. Given what has been perceived as Indigenous objectification at the hands of largely Anglo-European others for research from which they fail to benefit, many communities now refuse research unless it is undertaken under certain, Indigenous-defined circumstances. Such refusal is a move away from others purposes and a move towards autonomy and self-determination. For some, this is a statement of sovereignty and it applies to all areas of endeavour, including the new frontiers of research and the structures that support them, such as datification of knowledge. This article examines data sovereignty from the perspective of Indigenous peoples. While data sovereignty has become a ubiquitous concern, Indigenous data sovereignty arises from contexts specific to Indigenous peoples. The focus of this article is to provide a brief overview of recent data sovereignty developments, along with the context that lies behind these activities. Through this examination, implications for trust in scholarly communications will be discussed.
Open Science Is Liberating and Can Foster Creativity

Abstract:Some scholars think that Open Science practices constrain researchers in ways that reduce their creativity, arguing, for instance, that preregistration discourages data exploration and so stifles discovery. In this article, we argue the opposite: Open Science practices are liberating and can foster creativity. Open Science practices are liberating because they (a) enable us to explore data transparently and comfortably; (b) reward quality, which is under our control, rather than outcomes, which are not; and (c) reduce the choke hold of needing to find "positive" results for career advancement. Open Science practices can foster creativity because they cultivate an open and flexible mind-set, create a more collaborative and constructive climate, and generate more accurate information and make it more accessible. In sum, Open Science liberates researchers more than it constrains them.

Abstract:Abstract Scientific research communities pursue dual imperatives in implementing strategies to share their data. These communities attempt to maximize the accessibility of biomedical data for downstream research use, in furtherance of open science objectives. Simultaneously, such communities safeguard the interests of research participants through data stewardship measures and the integration of suitable risk disclosures to the informed consent process. The Canadian Open Neuroscience Platform (CONP) convened an Ethics and Governance Committee composed of experts in bioethics, neuroethics, and law to develop holistic policy tools, organizational approaches, and technological supports to align the open governance of data with ethical and legal norms. The CONP has adopted novel platform governance methods that favor full data openness, legitimated through the use of robust deidentification processes and informed consent practices. The experience of the CONP is articulated as a potential template for other open science efforts to further build upon. This experience highlights informed consent guidance, deidentification practices, ethicolegal metadata, platform-level norms, and commercialization and publication policies as the principal pillars of a practicable approach to the governance of open data. The governance approach adopted by the CONP stands as a viable model for the broader neuroscience and open science communities to adopt for sharing data in full open access.

Abstract:Data mining reproduces colonialism, and Indigenous voices are being left out of the development of technology that relies on data, such as artificial intelligence. This research stresses the need for the inclusion of Indigenous Data Sovereignty and centers on the importance of Indigenous rights over their own data. Inclusion is necessary in order to integrate Indigenous knowledge into the design, development, and implementation of data-reliant technology. To support this hypothesis and address the problem, the CARE Principles for Indigenous Data Governance (Collective Benefit, Authority to Control, Responsibility, and Ethics) are applied. We cover how the colonial practices of data mining do not align with Indigenous convictions. The included case studies highlight connections to Indigenous rights in relation to the protection of data and environmental ecosystems, thus establishing how data governance can serve both the people and the Earth. By applying the CARE Principles to the issues that arise from data mining and neocolonialism, our goal is to provide a framework that can be used in technological development. The theory is that this could reflect outwards to promote data sovereignty generally and create new relationships between people and data that are ethical as opposed to driven by speed and profit.

Abstract:“Open access” has become a central theme of journal reform in academic publishing. In this article, I examine the relationship between open access publishing and an important infrastructural element of a modern research enterprise, scientific literature text mining, or the use of data analytic techniques to conduct meta-analyses and investigations into the scientific corpus. I give a brief history of the open access movement, discuss novel journalistic practices, and an overview of data-driven investigation of the scientific corpus. I argue that particularly in an era where the veracity of many research studies has been called into question, scientific literature text mining should be one of the key motivations for open access publishing, not only in the basic sciences, but in the engineering and applied sciences as well. The enormous benefits of unrestricted access to the research literature should prompt scholars from all disciplines to lend their vocal support to enabling legal, wholesale access to the scientific literature as part of a data science pipeline.

Abstract:Concerns about secondary use of data and limited opportunities for benefit-sharing have focused attention on the tension that Indigenous communities feel between (1) protecting Indigenous rights and interests in Indigenous data (including traditional knowledges) and (2) supporting open data, machine learning, broad data sharing, and big data initiatives. The International Indigenous Data Sovereignty Interest Group (within the Research Data Alliance) is a network of nation-state based Indigenous data sovereignty networks and individuals that developed the 'CARE Principles for Indigenous Data Governance' (Collective Benefit, Authority to Control, Responsibility, and Ethics) in consultation with Indigenous Peoples, scholars, non-profit organizations, and governments. The CARE Principles are people– and purpose-oriented, reflecting the crucial role of data in advancing innovation, governance, and self-determination among Indigenous Peoples. The Principles complement the existing data-centric approach represented in the 'FAIR Guiding Principles for scientific data management and stewardship' (Findable, Accessible, Interoperable, Reusable). The CARE Principles build upon earlier work by the Te Mana Raraunga Maori Data Sovereignty Network, US Indigenous Data Sovereignty Network, Maiam nayri Wingara Aboriginal and Torres Strait Islander Data Sovereignty Collective, and numerous Indigenous Peoples, nations, and communities. The goal is that stewards and other users of Indigenous data will 'Be FAIR and CARE.' In this first formal publication of the CARE Principles, we articulate their rationale, describe their relation to the FAIR Principles, and present examples of their application. Abstract:Purpose This paper aims to demonstrate the work being done to develop a trusted digital archive for social sciences data relating to the indigenous peoples of Australia. It explores the issues that arise through respectful engagement with both indigenous communities and research communities as well as the development of pragmatic and effective data management planning strategies for higher education researchers. Design/methodology/approach As a conceptual paper, the approach consists of a review of the current situation, a discussion of the work already undertaken by the project team, and an analysis of the challenges being faced and plans for ongoing development of the project. Findings There are major challenges in tackling a project with issues of such complexity but the project has great significance because its success could contribute enormously to the indigenous communities to which the research relates while building the capacity of researchers to design respectful and effective data management strategies. Practical implications This project is rapidly evolving and the strategies for managing it are dynamic as the layers of complexity are unfolded and the project team addresses issues arising from the materials and groups with which it is working. Social implications The impact of this project has already reaped dividends for the communities involved. Indigenous communities whose intellectual property or knowledge has seeded the research are having material returned to them in digital formats that are useful to them and which provide accurate portrayals of their knowledge, communities and culture. Researchers using the service provided by ATSIDA are confident that their material is being curated and reused appropriately. The work done by the ATSIDA team in building protocols and guidelines around research data will influence public policy, particularly in the work of collecting agencies and in their application to situations other than indigenous. Originality/value ATSIDA fills a gap in informed research management. There is no other project like it anywhere in the world. This paper is valuable to anyone working in or considering higher education research in an indigenous area and is applicable to other research dealing with identifiable and vulnerable communities.

Abstract:Faced with the profound challenges of a rapidly changing environment, society needs other ways of knowing to illuminate a different way forward. Thanks to the leadership of Indigenous scholars and allied collaborators, Indigenous knowledge is receiving long overdue recognition for its potential to provide solutions for the mutual thriving of lands and cultures. An urgent question is how institutions can appropriately support (and not hinder) Indigenous science's key role in creating a sustainable future.

Abstract:Copyright and licensing of scientific data, internationally, are complex and present legal barriers to data sharing, integration and reuse, and therefore restrict the most efficient transfer and discovery of scientific knowledge. Much data are included within scientific journal articles, their published tables, additional files (supplementary material) and reference lists. However, these data are usually published under licenses which are not appropriate for data. Creative Commons CC0 is an appropriate and increasingly accepted method for dedicating data to the public domain, to enable data reuse with the minimum of restrictions. BioMed Central is committed to working towards implementation of open data-compliant licensing in its publications. Here we detail a protocol for implementing a combined Creative Commons Attribution license (for copyrightable material) and Creative Commons CC0 waiver (for data) agreement for content published in peer-reviewed open access journals. We explain the differences between legal requirements for attribution in copyright, and cultural requirements in scholarship for giving individuals credit for their work through citation. We argue that publishing data in scientific journals under CC0 will have numerous benefits for individuals and society, and yet will have minimal implications for authors and minimal impact on current publishing and research workflows. We provide practical examples and definitions of data types, such as XML and tabular data, and specific secondary use cases for published data, including text mining, reproducible research, and open bibliography. We believe this proposed change to the current copyright and licensing structure in science publishing will help clarify what users – people and machines – of the published literature can do, legally, with journal articles and make research using the published literature more efficient. We further believe this model could be adopted across multiple publishers, and invite comment on this article from all stakeholders in scientific research.
