Abstract:Purpose This chapter reviews models of decision-making and choice under conditions of certainty. It allows readers to position the contribution of the other chapters in this book in the historical development of the topic area. Theory Bounded rationality is defined in terms of a strategy to simplify the decision-making process. Based on this definition, different models are reviewed. These models have assumed that individuals simplify the decision-making process by considering a subset of attributes, and/or a subset of choice alternatives and/or by disregarding small differences between attribute differences. Findings A body of empirical evidence has accumulated showing that under some circumstances the principle of bounded rationality better explains observed choices than the principle of utility maximization. Differences in predictive performance with utility-maximizing models are however small. Originality and value The chapter provides a detailed account of the different models, based on the principle of bounded rationality, that have been suggested over the years in travel behaviour analysis. The potential relevance of these models is articulated, model specifications are discussed and a selection of empirical evidence is presented. Aspects of an agenda of future research are identified.

March provides an introduction to decision making, a central human activity, fundamental to individual, group, organizational, and societal life. March draws on research from all the disciplines of social and behavioural science to show decision making in its broadest context. By emphasizing how decisions are actually made - as opposed to how they should be made - he enables those involved in the process to understand it both as observers and as participants. In addition, March explains key concepts of vital importance to decision makers, such as limited rationality, history-dependent rules, and ambiguity, and weaves these ideas into a full depiction of decision making.

Abstract:Examining the role of implicit, unconscious thinking on reasoning, decision making, problem solving, creativity, and its neurocognitive basis, for a genuinely psychological conception of rationality. This volume contributes to a current debate within the psychology of thought that has wide implications for our ideas about creativity, decision making, and economic behavior. The essays focus on the role of implicit, unconscious thinking in creativity and problem solving, the interaction of intuition and analytic thinking, and the relationship between communicative heuristics and thought. The analyses move beyond the conventional conception of mind informed by extra-psychological theoretical models toward a genuinely psychological conception of rationality—a rationality no longer limited to conscious, explicit thought, but able to exploit the intentional implicit level. The contributors consider a new conception of human rationality that must cope with the uncertainty of the real world; the implications of abandoning the normative model of classic logic and adopting a probabilistic approach instead; the argumentative and linguistic aspects of reasoning; and the role of implicit thought in reasoning, creativity, and its neurological base. The interplay of humor and creativity: shaping rationality and decision-making quality

Abstract:This study explores the relationship between humor, creativity, rationality, intuitiveness, and decision-making quality, all of which are vital in organizational management and success. Despite the importance attached to decision-making, prior research has not fully addressed how humor and creativity interact with rationality. Drawing from psychology, cognitive science, and management studies, we investigate how humor and creativity jointly influence cognitive reflection and decision quality. Using a sample of 998 participants and employing a mediating-moderation PROCESS model, our findings indicate that rational individuals tend to make higher-quality decisions, with affiliative humor mediating this relationship. Furthermore, we observed that employees' creativity levels moderated this relationship, especially among rational employees with high creativity, who made higher-quality decisions. These findings highlight the interconnectedness of humor, creativity, and rationality in decision-making processes, offering practical implications for organizational behavior and management practices. Understanding this interplay can provide a nuanced approach to enhancing decision-making processes in management, emphasizing the value of humor in organizational contexts.

Abstract:With the discovery of voluminous discordant empirical evidence, maximizing expected utility is rapidly disappearing as the core of the theory of human rationality, and a theory of bounded rationality, embracing both the processes and products of choice, is replacing it. There remains a large task of organizing our picture of economic and social processes and adding the new facts needed to shape the theory in an empirically sound way. It is also urgent that new tools now available for conducting empirical inquiry and constructing models be incorporated in social science graduate education.

Abstract:Howard Raiffa earned his bachelor's degree in mathematics, his master's degree in statistics and his Ph.D. in mathematics at the University of Michigan. Since 1957, Raiffa has been a member of the faculty at Harvard University, where he is now the Frank P. Ramsey Chair in Managerial Economics (Emeritus) in the Graduate School of Business Administration and the Kennedy School of Government. A pioneer in the creation of the field known as decision analysis, his research interests span statistical decision theory, game theory, behavioral decision theory, risk analysis and negotiation analysis. Raiffa has supervised more than 90 doctoral dissertations and written 11 books. His new book is Negotiation Analysis: The Science and Art of Collaborative Decision Making. Another book, Smart Choices, co-authored with his former doctoral students John Hammond and Ralph Keeney, was the CPR (formerly known as the Center for Public Resources) Institute for Dispute Resolution Book of the Year in 1998. Raiffa helped to create the International Institute for Applied Systems Analysis and he later became its first Director, serving in that capacity from 1972 to 1975. His many honors and awards include the Distinguished Contribution Award from the Society of Risk Analysis; the Frank P. Ramsey Medal for outstanding contributions to the field of decision analysis from the Operations Research Society of America; and the Melamed Prize from the University of Chicago Business School for The Art and Science of Negotiation. He earned a Gold Medal from the International Association for Conflict Management and a Lifetime Achievement Award from the CPR Institute for Dispute Resolution. He holds honorary doctor's degrees from Carnegie Mellon University, the University of Michigan, Northwestern University, Ben Gurion University of the Negev and Harvard University. The latter was awarded in 2002.

Abstract:The theory of rational choice assumes that when people make decisions they do so in order to maximize their utility. In order to achieve this goal they ought to use all the information available and consider all the choices available to choose an optimal choice. This paper investigates what happens when decisions are made by artificially intelligent machines in the market rather than human beings. Firstly, the expectations of the future are more consistent if they are made by an artificially intelligent machine and the decisions are more rational and thus marketplace becomes more rational.

Abstract:Two systems in the brain that are involved in emotional and economic decision-making are described. The first is an evolutionarily old emotion-based system that operates on rewards defined by the genes such as food, warmth, social reputation, and having children. Such decisions are often based on heuristics, such as being highly sensitive to losses, because a single loss might influence one's reproductive success. This is a multidimensional system with many rewards and punishers, all of which cannot be simultaneously optimized. The second route to decision-making involves reasoning, in which it is assumed that utility can be accurately assessed and logical reason can be applied, though the human brain is not naturally computationally good at logical assessment. When decisions are taken, all those factors apply, and in addition there is noise introduced into the system by the random firing times of neurons for a given mean firing rate. The implications for economic decision-making are described. In macroeconomics, it is assumed that the economy behaves like one representative agent who can take rational and logical decisions, and who can maximize utility over a constraint. Given the neuroscience of decision-making, the situation is more complex. The utility function may be multidimensional, the reward value along each dimension may fluctuate, the reasoning may be imperfect, and the decision-making process is subject to noise in the brain, making it somewhat random from occasion to occasion. Moreover, each individual has a different set of value functions along each dimension, with different sensitivities to different rewards and punishers, which are expressed in the different personalities of different individuals. These factors underlying the neuroscience of human decision-making need to be taken into account in building and utilizing macroeconomic theories.

Abstract:Herbert Simon's concept of bounded rationality, often cited in classical works, has evolved to include managerial decision-making. This paper brings the concept of bounded rationality and satisficing further forward into the data age to identify if satisficing behaviors still exist now that managers "have the data," a previous limitation in decision-making. In the past, data was a commonly cited void in managerial decision-making. Nonetheless, Simon wrote that time is a primary scarcity in the data age. 1 We survey managers about their data usage and analytics habits, their individual and organizational use of data, as well as data quality. We find that while data is omnipresent, data quality, utility, and value are inconsistent and remain as limitations to managerial decision-making. These findings suggest that satisficing behaviors can and do exist even in the age of data-at-your-fingertips.

Abstract:Rational decision making in its linguistic description means making logical decisions. In essence, a rational agent optimally processes all relevant information to achieve its goal. Rationality has two elements and these are the use of relevant information and the efficient processing of such information. In reality, relevant information is incomplete, imperfect and the processing engine, which is a brain for humans, is suboptimal. Humans are risk averse rather than utility maximizers. In the real world, problems are predominantly non-convex and this makes the idea of rational decision-making fundamentally unachievable and Herbert Simon called this bounded rationality. There is a trade-off between the amount of information used for decision-making and the complexity of the decision model used. This explores whether machine rationality is subjective and concludes that indeed it is.

Abstract:Herbert Simon’s work on bounded rationality has had little impact on researchers studying older adults’ decision making. This omission is surprising, as human constraints on computation and memory are exacerbated in older adults. The study of older adults’ decision-making processes could benefit from employing a bounded rationality perspective, but any such attempt must take into account the role that emotions play in older adults’ information processing, memory, and attention allocation. This is especially the case because older adults show relatively less decrements in performance when tasks are imbedded in or laden with emotional stimuli, and they exhibit a greater tendency to rely on emotional information. We examine recent work on bounded rationality and studies investigating older adults’ utilization of, and attention to, emotional information, with the aim of creating a framework that captures the mechanisms underlying older adults’ decision making.

Abstract:Decision analysis stands on a foundation of hundreds of years of philosophical and practical thought about uncertainty and decision-making. The accomplishments and promise of the field are impressive, yet it has not become commonplace even in very important decisions. While human nature may pose an ultimate limitation, maintaining clarity of concept and exploiting progress in the realms of scope, skill, and efficiency should lead to more widespread use. A central conceptual distinction is that between normative and descriptive views of decision-making. We discuss the importance of maintaining this distinction in the face of attempts to compromise. The procedures for formulating, eliciting, evaluating, and appraising the decision problem are all experiencing major improvements. The strategy-generation table helps in finding creative alternatives. Decision quality concepts permit us to assure both effectiveness and efficiency in analyzing decision problems. The influence diagram provides new clarity to the conversation between decision-maker and analyst, allowing representations that are both easily understandable and mathematically consistent. The clarity test makes sure we know what we are talking about regardless of what we are saying about it. Direct and indirect values illuminate preferences. Generic risk attitude considerations indicate how to relate corporate risk tolerance to the financial measures of the corporation. Spreadsheet, decision tree, and influence diagram programs speed evaluation. Intelligent decision systems realized in computers offer promise of providing the benefits of decision analysis on a broader scale than ever before. Decision analysis is now poised for a breakthrough in its usefulness to human beings.

Abstract:Standard economic theory says that the rational approach to a decision is to weigh all alternatives on all relevant dimensions and then to select the one with the highest weight. Such a procedure would maximize subjective expected utility. But, because of constraints on time and available information, people and other animals often bypass this process by using “fast and frugal” heuristics to make decisions. Rationality is thus said to be “bounded” by time and information constraints. The articles in this book describe and organize common heuristics. They show that use of such heuristics is generally the best approach to many real world problems and therefore not irrational. Heuristics evolved, they say, not as deviations from rationality but as aids to rationality in cases where the standard model would have proved to be too slow or inefficient. Although the approach of almost all of the authors of these papers is that of cognitive psychology—a focus on internal cognitive mechanisms—their findings and even their theories may be interpreted in terms of reinforcement and punishment acting on behavioral patterns.

Abstract:Purpose The purpose of this paper is to argue that emotion has a central role to play in rational decision making based on recent research in the neuroanatomy of emotion. As a result, traditional rational decision‐making theories, including Herbert Simon's modified model of satisficing that sharply demarcates emotions and values from rationality and rational decision making, need substantial revision. The paper concludes by outlining some central features of a theory of emotional decisions that is biologically more realistic than the traditional rationalist‐cognitive model. Design/methodology/approach The paper employs contemporary scientific as well as traditional philosophical criteria in its argumentation. Methodologically, it can be described as an example of applying naturalistic philosophy to a central issue of human thought and experience, and how humans are able to value things at all on the basis of their neuroanatomy. Findings The paper presents some initial features of a new theory of emotional decisions that is biologically more realistic than the traditional rationalist‐cognitive model. Originality/value The significance and originality of this paper lies in the fact that it proposes causal investigations of the real bases for rational decision making as a central human feature which runs counter to conventional wisdom and has far reaching implications for education, to name just one discipline; it demonstrates the importance and necessity of interdisciplinary research; and it outlines an exciting new research agenda that promises to be more productive in terms of understanding and hence planning for, the way in which humans make decisions.

Abstract:Decision analysis has been with us for at least half a century. Over that time, it has developed from a theoretical paradigm for individual rational choice to a practical tool for individuals, small groups, and “unitary” organizations, which helps them toward sound decision making mindful of the behavioural characteristics of individuals and group dynamics. Decision analysis has also shown its worth in the context of stakeholder engagement and public participation. The time is right for it to be more widely used in making societal decisions. However, to achieve that, we need to realize that in many circumstances it will only be one input to the political process that leads to the actual decision. Recognizing that suggests that our community of decision analysts needs to deconstruct our paradigm and attend more to communicating the result of the analysis in comparison with other inputs to the societal decision.

Abstract:Making decisions freely presupposes that there is some indeterminacy in the environment and in the decision making engine. The former is reflected on the behavioral changes due to communicating: few changes indicate rigid environments; productive changes manifest a moderate indeterminacy, but a large communicating effort with few productive changes characterize a chaotic environment. Hence, communicating, effective decision making and productive behavioral changes are related. The entropy measures the indeterminacy of the environment, and there is an entropy range in which communicating supports effective decision making. This conjecture is referred to here as the The Potential Productivity of Decisions. The computing engine that is causal to decision making should also have some indeterminacy. However, computations performed by standard Turing Machines are predetermined. To overcome this limitation an entropic mode of computing that is called here Relational-Indeterminate is presented. Its implementation in a table format has been used to model an associative memory. The present theory and experiment suggest the Entropy Trade-off: There is an entropy range in which computing is effective but if the entropy is too low computations are too rigid and if it is too high computations are unfeasible. The entropy trade-off of computing engines corresponds to the potential productivity of decisions of the environment. The theory is referred to an Interaction-Oriented Cognitive Architecture. Memory, perception, action and thought involve a level of indeterminacy and decision making may be free in such degree. The overall theory supports an ecological view of rationality. The entropy of the brain has been measured in neuroscience studies and the present theory supports that the brain is an entropic machine. The paper is concluded with a number of predictions that may be tested empirically.

Abstract:Decision-makers abhor uncertainty, and it is certainly true that the less there is of it the better. However, recognizing that uncertainty is part of the equation, particularly for deciding on environmental policy, is a prerequisite for making wise decisions. Even making no decision is a decision that has consequences, and using the presence of uncertainty as the reason for failing to act is a poor excuse. Statistical science is the science of uncertainty, and it should play a critical role in the decision-making process. This opinion piece focuses on the summit of the knowledge pyramid that starts from data and rises in steps from data to information, from information to knowledge, and finally from knowledge to decisions. Enormous advances have been made in the last 100 years ascending the pyramid, with deviations that have followed different routes. There has generally been a healthy supply of uncertainty quantification along the way but, in a rush to the top, where the decisions are made, uncertainty is often left behind. In my opinion, statistical science needs to be much more pro-active in evolving classical decision theory into a relevant and practical area of decision applications. This article follows several threads, building on the decision-theoretic foundations of loss functions and Bayesian uncertainty.
