Abstract:US investment to decrease pollution in rivers, lakes, and other surface waters has exceeded $1.9 trillion since 1960, and has also exceeded the cost of most other US environmental initiatives. These investments come both from the 1972 Clean Water Act and the largely voluntary efforts to control pollution from agriculture and urban runoff. This paper reviews the methods and conclusions of about 20 recent evaluations of these policies. Surprisingly, most analyses estimate that these policies' benefits are much smaller than their costs; the benefit-cost ratio from the median study is 0.37. However, existing evidence is limited and undercounts many types of benefits. We conclude that it is unclear whether many of these regulations truly fail a benefit-cost test or whether existing evidence understates their net benefits; we also describe specific questions that when answered would help eliminate this uncertainty.

Abstract:Abstract This research conducts a benefit-cost analysis of water policies to reach an optimal level of dissolved oxygen (DO) to meet year-round fishable water quality criteria in the Delaware River. A watershed pollutant load model is utilized to estimate marginal cost curves of water quality improvements to meet a more protective year-round fishable standard and annual benefits are defined to achieve future DO criteria in the Delaware River. The most cost-effective DO standard is 4.5 mg/L defined by the point where the marginal benefits of willingness to pay (WTP) for improved water quality equals the marginal costs of pollution reduction. This optimal criteria (4.5 mg/L) can be achieved at a cost of $150 million with benefits ranging from $250 to $700 million/year. While a future DO standard of 4.5 mg/L reflects an economically efficient level of water quality, this DO criteria is less protective than the level of 5–6 mg/L needed to protect anadromous fish such as the Atlantic sturgeon. The policy to reach a DO level of 6 mg/L (at 80% DO saturation) may be difficult to achieve at summer water temperatures that approach 30 °C in the Delaware River at Philadelphia.

The effectiveness of incomplete and overlapping pollution regulation: Evidence from bans on phosphate in automatic dishwasher detergent

Abstract:This paper examines the effectiveness of command-and-control policies in the presence of incomplete and overlapping regulations. We study how recent bans on phosphate in household dishwasher detergent affect pollution loads to waterways, costs at wastewater treatment facilities, and consumer behavior. We show that the effectiveness of the bans in reducing effluent depends critically on regulations at receiving treatment facilities. As cost minimizers, facilities with an emissions standard on phosphorus face no incentive to deviate from the standard. We show that bans have weak effects on effluent, especially in the most polluted waterways. We also use an early, isolated ban in Spokane, Washington to study the effect of the bans on consumers. We find that this ban shifted approximately 40% of dishwasher detergent sales from Spokane to bordering counties until a state-wide ban was implemented. Using these estimates, we find that the welfare loss to consumers from recent bans is likely greater than the cost-savings to treatment plants.

Abstract:<div class="abstract-group"> <section class="article-section article-section__abstract" lang="en" data-lang="en" id="section-1-en"> <h3 class="article-section__header main abstractlang_en main">Abstract</h3><a class="lang" hreflang="en" data-lang-of="en">en</a><div class="article-section__content en main"> <p>Where policy goals can be achieved through regulation of private firms, private provision of public services allows governments to separate public policies from their political costs by shifting those costs to the private sector. Over the past three decades, financial decoupling has emerged as a regulatory strategy for promoting conservation, especially in the energy sector. Decoupling refers to the separation of a firm’s revenues from the volume of its product consumed, which allows companies to pursue resource efficiency free from financial risk. Similarly, when private firms provide public services, they separate public policies from their political costs. This <i>political decoupling</i> allows governments to pursue controversial policies while avoiding their attendant political risks. Applied to environmental policy, this theory implies that potentially unpopular conservation policies are more likely to be adopted and succeed when implemented through private firms. As an initial test of the theory, we analyze California water utilities and their responses to that state’s drought from 2015–2017. Analysis shows that, compared with those served by local government utilities, private utilities adopted more aggressive conservation measures, were more likely to meet state conservation standards, and conserved more water. </p>

Abstract:High-quality water resources provide a wide range of benefits, but the value of water quality is often not fully represented in environmental policy decisions, due in large part to an absence of water quality valuation estimates at large, policy relevant scales. Using data on property values with nationwide coverage across the contiguous United States, we estimate the benefits of lake water quality as measured through capitalization in housing markets. We find compelling evidence that homeowners place a premium on improved water quality. This premium is largest for lakefront property and decays with distance from the waterbody. In aggregate, we estimate that 10% improvement of water quality for the contiguous United States has a value of $6 to 9 billion to property owners. This study provides credible evidence for policymakers to incorporate lake water quality value estimates in environmental decision-making.
Command-Control Versus Market Incentive Policies for Non-point Source Pollution

Abstract:This paper aims to compare the cost-effectiveness between command-control and market instruments in addressing non-point source pollution. By definition, non-point source pollution (NPSP) is extremely difficult to observe individual level discharge and thus, very hard to implement market incentive policies. Few observational studies examine the cost effectiveness of NPSP policies because it is difficult to study how individual polluters respond to pecuniary incentives to abate. I exploit a policy setting where agricultural runoff is in fact, a point source pollution but is regulated as if it were NPSP which allows the study of abatement behavior in what is typically a NPSP setting. I study a program called the Florida Everglades Forever Act intended to reduce phosphorus runoffs from entering the sensitive Everglades ecosystem. The program consists of both a command-control component as well as a market incentive component which I am able to disentangle using a new dataset I developed on annual farm level discharge and subsidies for pollution reduction. The dataset allows the use of the two-step Arellano-Bond estimator to estimate a marginal abatement cost (MAC) curve for the average farm. Using the estimated MAC curve, I simulate the costs under the market mechanism and compare that with both data-estimated and engineer-estimated costs under command-control. Abstract:Abstract Nonpoint‐source water pollution remains a major issue despite decades of research and sizable conservation programs. We suggest that by taking advantage of contemporary modeling and optimization approaches, good approximations to physical relationships can be constructed so that even in the presence of unobservable field emissions and nonlinear fate and transport relationships, standard economic tools of command‐and‐control requirements, performance standards, and trading can be implemented. The Boone River Watershed in the U.S. state of Iowa is used for empirical demonstration. Although the approach can be used to construct voluntary conservation policies, the described policies involve imposing requirements on agricultural polluters rather than relying on voluntary actions alone.

Abstract:We study the effectiveness of the Mississippi River Basin Healthy Watersheds Initiative (MRBI) in reducing nitrogen pollution in surface water bodies. We use a Kitagawa‐Oaxaca‐Blinder (KOB) counterfactual decomposition method to quantify the role of income and policy in reducing nitrogen pollution in waterbodies. Our results show that the MRBI policy for the 2012 cohort of implemented watersheds across five states (Arkansas, Indiana, Iowa, Kentucky, and Tennessee) experienced a 43% reduction in nitrogen concentrations when comparing the 2009–2011 pre‐treatment period to the 2012–2018 post‐treatment period. Decomposition results show that 79% of the improvement in water quality from policy treatment is derived from an endowment effect, driven mainly by location‐fixed effects that include cross‐sectional mean differences in income, among other characteristics. Results also show that 21% of differences are derived from the coefficient effect or differences in the response of policy‐treated watersheds compared to a set of control watersheds.

Abstract:On-site Sewage Disposal Systems (OSDS) are globally common, and in Hawai'i they present a risk of contamination to drinking water sources and nearshore waters. State legislation has commanded that all cesspools are to be banned by 2050, thus requiring tens of thousands of systems to be converted in the coming decades. This project followed a participatory structured decision-making (SDM) approach to collaboratively design cost-effective and equitable solutions for thousands of cesspools in the high elevation areas of north Maui, Hawai'i. Participatory workshops with a diverse group of stakeholders set ten objectives and brainstormed 33 alternatives, for which the technical team then modeled groundwater nutrients, costs, and equity. All alternatives posed trade-offs, though composting toilets performed best across most objectives, albeit with high maintenance burden. Discounting innovative toilets, the multi-objective analysis suggests that the state should invest in cluster sewering of high-density communities, followed by incentivizing septic tank solutions in properties with the highest effluent flow first, then expanding across the area. The total project cost (installation and operation/maintenance) would be $183-258 million, depending upon the sewer-septic combination. An efficiency frontier reveals sub-par combinations, including aerobic treatment units and passive absorption systems, which cost much more and deliver lower mass flux reduction than more cost-effective alternatives. This study contributes a novel case of rural sanitation to the literature in which decision support tools are used to facilitate evidence-based, collaborative decision-making for sanitation planning. The state could use a similar participatory SDM process when approaching other communities to discuss their cesspool upgrade strategies. Broadening the use of decision analytic techniques can have wider ecological, economic, and social benefits for the state and contexts beyond Hawai'i, as SDM provides a transparent and rigorous, evidence-based decision-theoretic framework to explore multiple values and strategies to address difficult resource management problems.

Abstract:Aging infrastructure and growing interests in river restoration have led to a substantial rise in dam removals in the United States. However, the decision to remove a dam involves many complex trade-offs. The benefits of dam removal for hazard reduction and ecological restoration are potentially offset by the loss of hydroelectricity production, water supply, and other important services. We use a multiobjective approach to examine a wide array of trade-offs and synergies involved with strategic dam removal at three spatial scales in New England. We find that increasing the scale of decision-making improves the efficiency of trade-offs among ecosystem services, river safety, and economic costs resulting from dam removal, but this may lead to heterogeneous and less equitable local-scale outcomes. Our model may help facilitate multilateral funding, policy, and stakeholder agreements by analyzing the trade-offs of coordinated dam decisions, including net benefit alternatives to dam removal, at scales that satisfy these agreements.

Abstract:Unconventional water constitutes the fundamental approach to addressing global water scarcity and achieving the sustainable circulation of water resources. Due to the significant environmental advantages and economical production costs, reclaimed water has emerged as a preeminent unconventional source. However, the use in China confronts the predicament of oversupply relative to demand, requiring policy measures to overcome this challenge. Limited research exists on the combined impact of subsidies and water quality information disclosure supervision on reclaimed water utilization, potentially underestimating the practical incentivizing role of water quality information disclosure. Therefore, based on the framework of 'external environment-perceived value-utilization intention,' a multi-agent-based simulation model driven by evolutionary game theory is constructed, from micro to macro perspective, to investigate the composite effects of subsidies and water quality information disclosure supervision on public intentions for reclaimed water utilization and the evolutionary track of public decision-making. The results showed that (1) The influence of subsidies on the public's inclination toward reclaimed water has regional heterogeneity. In regions with average economic development, the subsidy policy shows an inverted U-shaped correlation with the public's intention to reclaimed water, indicating the presence of an optimal value for maximizing the promotional effect of subsidies. Conversely, the effect is less discernible in regions with higher economic development. (2) In regions with average economic development, supervision of information disclosure behavior can avert the diminishing incentivizing effects under radical subsidies, but the assistance of various supervision intensities is different. (3) In regions with higher economic development, the incentive effect of subsidies can be positively modulated by the supervision policy. Interactions between subsidy and supervision policies evoke diverse chain reactions under varying intensities in these regions, and the combination of moderate subsidies and high supervision emerges as the most optimal strategy to advance reclaimed water development.

Abstract:Water is a critical natural resource for socio-economic and environmental systems. In transjurisdictional river basins, when basin-wide water pollution management scheme is absent, stakeholders tend to adopt utility-maximizing behavior based on incomplete information. Such a scenario could lead to a free-riding problem. This paper attempts to elucidate the strategic behavior of riparian regions using prospect theory, evolutionary game, and system dynamics. The evolution of riparian regions’ strategic behaviors is explained, and the impacts of different factors on their strategic selections are simulated. The results showed that the prospective value of factors and stakeholders’ attitude to risk are a key for resolving transjurisdictional river water pollution problems. Improving the subjective judgment of the probability of water pollution, raising awareness, strengthening the penalties in “polluter pays” schemes, abandoning segmented river basin management, and building a basin-wide water management system are vital for maintaining the ecological integrity of any transjurisdictional river basin and accelerate the sustainable development of its riparian regions.

Abstract:Abstract Contemporary watershed management practices can reflect oversimplifications of relationships between anthropogenic pressures and resource degradation. Remediation and restoration efforts often focus on recent land use practices as the primary driver of hydrologic regime changes. We present a case study that serves as an example to the scientific and watershed management communities of the lasting influences of historic land use practices and natural physical processes on a stream in the central United States listed as impaired by the federal government. Abnormal spatiotemporal streamflow relationships, determined by means of an experimental watershed study, alerted the authors to possible sink/source behavior in the upper‐watershed. Subsequent research uncovered archival evidence of coal mining, which may provide at least partial explanation. Additional investigation identified hydrologic processes associated with natural landscape evolution, noted by early‐20th‐century researchers, which are considered in the context of the current water quality and flow regime. Despite best‐intended management practices, regulatory agencies, scientists, and local decision makers have not accounted for such practices and processes, instead relying on recent development as the proximate cause of designated impairment. We present argumentation that historic land use (coal mining) and landscape processes comprise cumulative yet unconsidered legacy effects that contribute systemically to the observed hydrologic regime of the watershed. Results hold important implications for contemporary watershed management, and support rethinking the case‐by‐case appropriateness of federal and state water impairment listings, and the achievability of restoration efforts in many developing watersheds.

Abstract:Showerhead filters are point-of-use devices installed just before showerheads to alter bathing water quality. Such products are gaining popularity but are presently not under any regulatory oversight. Sellers of showerhead filters make wide-ranging claims, including removing harmful substances, modifying pH, and adding elements to the water matrix, and tout health and cosmetic benefits, but without providing substantiating evidence upfront. This study evaluates selected water chemistry parameters, including pH and concentrations of vitamin C, fluoride, and chlorine, of five showerhead filters sold on AMAZON.COM and finds that most of the sellers' water quality claims are not met. Instead, some filters change a number of water quality parameters opposite to what is marketed, for example, water hardness and dissolved oxygen. We conclude that the sellers of showerhead filters are, at the very least, guilty of promoting misleading advertisements, but more likely culpable of exploiting pseudoscience to profit from consumers' poor literacy in water chemistry. This study is the outcome of a course-based research experience for senior undergraduate and junior graduate students implemented in a technical elective on environmental physicochemical processes. Through sharing the design and execution of this experimental investigation and discussing the wider pedagogical benefits, this study further aims to stimulate others to explore the integration of research and education. On a broader perspective, this study sheds light on the worrying contagion of pseudoscience in water quality engineering and underscores the urgent need to enlighten the public and promote their scientific literacy.

Abstract:Government-controlled water right system normally offers an optimized allocation based on general interest of the whole river basin.However,"government failure",such as excess water withdrawal,happens frequently,because governors can not find out water users' actual revenue functions at reasonable costs as a result of asymmetric information and principle-agent problems do exist in this situation.The purpose of this article is to offer some policy instruments for the governors to avoid the ineffectiveness of the water right system through finding the characteristics of the behaviors of the governors and the water users.This article created the repeated game between the governors and the water users based on a water quota plan,and analyzed the factors which could affect the pure Nash equilibrium and the mixed Nash equilibrium respectively and how they worked.The results show that governor should adopt some policy instruments or the mixture of them to make the water users reduce the frequency of excess water taking.These policy instruments include reducing the cost of governing,improving the management of governors,increasing the amercement of excess water taking,and amercing different kinds of water users discriminatingly.
Decision analysis to support wastewater management in coral reef priority area

Abstract:A cocktail of land-based sources of pollution threatens coral reef ecosystems, and addressing these has become a key management and policy challenge in the State of Hawai'i, other US territories, and globally. In West Maui, Hawai'i, nearly one quarter of all living corals were lost between 1995 and 2008. Onsite disposal systems (OSDS) for sewage leak contaminants into drinking water sources and nearshore waters. In recognition of this risk, the Hawai'i State Department of Health (DOH) is prioritizing areas for cesspool upgrades. Independently, we applied a decision analysis process to identify priority areas to address sewage pollution from OSDS in West Maui, with the objective of reducing nearshore coral reef exposure to pollution. The decision science approach is relevant to a broader context of coastal areas both statewide and worldwide which are struggling with identifying pollution mitigation actions on limited budgets.

Abstract:Premise plumbing water quality degradation has led to negative health impacts from pathogen outbreaks (e.g., Legionella pneumophila and non-tuberculous mycobacteria), as well as chronic effects from exposure to heavy metals or disinfection by-products (DBP). Common water quality management interventions include flushing, heat shock (thermal disinfection), supplemental disinfection (shock or super chlorination), and water heater temperature setpoint change. In this study, a Legionella pneumophila- colonized Leadership in Energy and Environmental Design (LEED) certified building was monitored to study health-relevant water quality changes before and after three controlled management interventions: (1) flushing at several points throughout the building; (2) changing the water heater set point; and (3) a combination of interventions (1) and (2) by flushing during a period of elevated water heater set point (incompletely performed due to operational issues). Microbial (culturable L. pneumophila, the L. pneumophila mip gene, and cATP) and physico-chemical (pH, temperature, conductivity, disinfectant residual, disinfection by-products (DBPs; total trihalomethanes, TTHM), and heavy metals) water quality were monitored alongside building occupancy as approximated using Wi-Fi logins. Flushing alone resulted in a significant decrease in cATP and L. pneumophila concentrations (p = 0.018 and 0.019, respectively) and a significant increase in chlorine concentrations (p = 0.002) as well as iron and DBP levels (p = 0.002). Copper concentrations increased during the water heater temperature setpoint increase alone to 140°F during December 2022 (p = 0.01). During the flushing and elevated temperature in parts of the building in February 2023, there was a significant increase in chlorine concentrations (p = 0.002) and iron (p = 0.002) but no significant decrease in L. pneumophila concentrations in the drinking water samples (p = 0.27). This study demonstrated the potential impacts of short term or incompletely implemented interventions which in this case were not sufficient to holistically improve water quality. As implementing interventions is logistically- and time-intensive, more effective and holistic approaches are needed for informing preventative and corrective actions that are beneficial for multiple water quality and sustainability goals.

Abstract:We use published water balance data from irrigated cropping to show that water entitlements acquired for environmental purposes through water infrastructure subsidies in the Murray–Darling Basin, Australia, have resulted in smaller increases in net stream and river flows than is estimated by the Australian Government, and may even have reduced net stream and river flows. Two key policy implications arising from our results are: (1) subsidies to improve irrigation efficiency so as to increase stream and river flows must employ water accounting so that the effects on return flows are known and the volume of water extracted for irrigation is adjusted to achieve desired stream and river flows; and (2) if the net increases in stream and river flows in the MDB are much less than estimated by the Australian Government, water infrastructure subsidies to increase irrigation efficiency may have compromised the delivery of key objects of the Water Act (2007).
