The 1996 Japanese seismic design specifications of highway bridges and the performance based design

Abstract:This paper describes the Seismic Design Specifications of Highway Bridges revised in 1996 reflecting the destructive damage in the 1995 Hyogo-ken nanbu earthquake. Seismic performance levels and design methods as well as the seismic design force introduced in the 1996 Design Specifications are described. This chapter summarizes the damage feature of highway bridges in the Hyogo-ken nanbu earthquake and the new Design Specifications of Highway Bridges issued in November 1996. The Hyogo-ken nanbu earthquake of January 17, 1995 caused destructive damage to highway bridges. Collapse and near-collapse of superstructures occurred at 9 sites, and other destructive damage occurred at 16 sites. Hyogo-ken nanbu earthquake was the first earthquake which directly hit an urban area in Japan since the 1948 Fukui earthquake. Dynamic response analysis is required in the bridges with complex dynamic response to check the seismic safety of the static design. In the dynamic response analysis, modal damping ratios have to be carefully evaluated. To determine the modal damping ratios, a bridge may be divided into several sub-structures in which energy dissipating mechanism is essentially the same. Unseating prevention measures are required for the highway bridges.
