Abstract:Many policy reform failures result from lack of attention to how reform implementation is organized. Policy change often requires difficult changes in stakeholder coalitions, shifts in the structures and rules of implementing agencies, and new patterns of interaction. This article explores the organizational challenges of implementing policy change and offers a framework for understanding the tasks associated with implementation. Drawing on the experience of the US Agency for International Development's Implementing Policy Change Project, it offers examples of effective organizational solutions to these tasks. The article concludes with a brief treatment of organizational mechanisms for bridging the transition between preexisting policy regimes and new ones.

New Directions for Evaluation

Abstract:Policy implementation reflects a complex change process where government decisions are transformed into programs, procedures, regulations, or practices aimed at social betterment. Three factors affecting contemporary implementation processes are explored: networked governance, sociopolitical context and the democratic turn, and new public management. This frame of reference invites evaluators to consider challenges present when evaluating macrolevel change processes, such as the inherent complexity of health and social problems, multiple actors with variable degrees of power and influence, and a political environment that emphasizes accountability. The evaluator requires a deep and cogent understanding of the health or social issues involved; strong analysis and facilitation skills to deal with a multiplicity of values, interests, and agendas; and a comprehensive toolbox of evaluation approaches and methods, including network analysis to assess and track the interconnectedness of key champions (and saboteurs) who might affect intervention effects and sustainability. © Wiley Periodicals, Inc., and the American Evaluation Association.

Abstract:Contemporary researchers of policy implementation make a plea for explaining variation in policy outputs. At the same time, still much implementation research, dispersed across the social sciences, entails studies of single cases in which a perceived gap between the intentions and the results of a public policy is analysed. In this article, a case is made for the lasting relevance of studying single policy processes, seen ‘from the top’, provided that the multi-dimensional character of these processes is taken into account. Empirical material from a study of educational inclusion policy in the United Kingdom shows how public policies may refer to different values (normative dimension) and imply ongoing policy formation between a variety of actors, each with particular stakes (political dimension), while policy goals seldom speak for themselves (practical dimension). By consequence, in implementation research the issues of, respectively, what needs explanation (the explanandum), locus specification and the appropriate unit of observation and analysis need attention.

Abstract:Although theories of public policy and theories of governance both seek to establish relationships between policymaking and its consequences, they do not complement each other very well. Public policy models tend to de‐emphasize that which governance theories tend to emphasize: the influence on government performance of implementation, broadly described as the actions taken by those engaged in administration (including managers at all levels, those engaged in service delivery, and third‐party agents) after a policy has been lawfully promulgated by elected officials and interpreted by the courts. A comparison of a recently developed theory of public sector performance with several prominent theories of policymaking suggests that multilevel governance theories can supply what continues to be the missing link in public policy theories. At the same time, governance theories might be enriched by the process modeling of public policy theories.

Abstract:Any effort to improve health system performance must address the challenges of policy implementation. This article examines one aspect of implementation-the politics of policy implementation for the health sector, particularly the management of stakeholders in order to help change teams improve the chances of achieving policy objectives. Based on a literature scan of political analyses and descriptions of health policy implementation in low- and middle-income countries, we propose six major categories of stakeholder groups that are likely to influence implementation: interest group politics, bureaucratic politics, budget politics, leadership politics, beneficiary politics, and external actor politics. The categories of stakeholders can be overlapping. We examine the politics of these different stakeholder categories, and then present selected examples of published case studies that show the types of implementation challenges that arise for each category and how implementers can use political strategies to manage specific stakeholder groups and related political processes. Understanding the political dimensions of implementation can help those responsible for implementation drive policy into practice more effectively. Understanding and addressing conflict, resistance and cooperation among stakeholders are key to managing the implementation process. Systematic and continuous political analysis can help decision makers and change teams improve the chances for successful implementation.

Interplay between Politics and Institution in Higher Education Reform

Abstract:The advent of the new economy brought university reforms to the limelight, and higher education research concentrated on the study of interactions of multi-level, multi-actor policy reforms, to the detriment of studying policy implementation. The ebbing of implementation analysis in the mid-1980s has probably put researchers off following up policies to the point of delivery, resulting in what critics dubbed a 'missing link'. Policymakers more pronounced need to evaluate the impact of the policies they adopt, inter alia, has led to a renewed interest in bottom-up implementation in other public policy fields, but not as much in higher education research. The article builds on a Network Governance-informed approach for studying policy reform in higher education and adapts it to study of policy implementation with a focus on transition systems. Witte's actor-centered new institutional framework is taken as a springboard, and some of its underlying assumptions are reviewed for that purpose, adding insights from public administration literature (NPM) and Lipsky's street-level bureaucracy (SLBy). Ultimately, it proposes a politics-institutions framework to account for the institutional change entailed to the reforms.

Abstract:While policies pile up in modern democracies, the effect of policy growth on policy implementation has not been addressed so far. Implementation research has focused on individual policies instead of studying the challenges implementation organizations face in dealing with growing policy stocks. In this paper, we address this research gap in three ways. First, we introduce the novel concept of organizational 'policy triage' which captures implementation effectiveness from an organizational rather than a policy-based perspective. Second, we develop a theoretical framework to account for variations in the prevalence of policy triage across organizations. We argue that policy triage is affected by the interplay of several factors related to (1) organizational overload vulnerability and (2) organizational overload compensation. Third, we provide an initial empirical test of our conceptual and theoretical considerations through four comparative case studies on environmental policy implementation in Ireland and England.

Abstract:Policy scholars typically assume that implementing actors should follow democratically decided rules in linear, predictable ways. However, this assumption does not factor in the operational challenges and multiple accountability relations facing policy implementers in contemporary, hybrid policy implementation settings. Shifting the focus to throughput (governance process) and output legitimacy (results), this paper explores how throughput dimensions affect the implementation of policy outputs. We study a hybrid policy—the Swiss Forest Policy 2020—in a federalist, multi-level implementation context. We find that accountability dilemmas have negative consequences for output implementation, particularly when professionalism clashes with rules. Accountability dilemmas are exacerbated by policy incoherence and interact with policy ambiguity. However, high issue salience can partially compensate for the negative effects of these factors. In sum, we highlight how the role of implementing actors in democratic countries goes beyond rule-following: accountability relations and other throughput dimensions crucially affect output legitimacy.

"Explaining EU Policy Implementation Across Countries: Three Modes of Adaptation"

Abstract:The project group on "New Governance and Social Europe" (http://www.mpifg.de/socialeurope) studied 90 cases of implementation performance, related to six labour law Directives and 15 member states. We derived a large number of hypotheses as to when compliance or non-compliance with EU law should be expected from the different literatures on implementation theory and on "Europeanisation", and we formulated a couple of fresh hypotheses (see Chapters 2 and 14 of our book forthcoming with CUP). However, an untidy overall picture emerged at the end of this exercise: no causal arrow presupposed by existing theories or by our own theoretical considerations seemed either necessary or sufficient in practice across the 90 cases. We then followed the methodological recommendations of the "grounded theory" school to work on the theoretical and empirical levels repeatedly and in turn in order to allow fresh insights from each field to improve our work in the other. We thus went back to the information on each country that we had derived from our interviews and stopped simply testing the prevailing hypotheses against our cases. When re-focussing on the broader knowledge about the countries we had gained in the interviews, we finally discovered three clusters of countries, each showing a specific typical pattern of reacting to EU-induced reform requirements. In fact, some EU member states displayed quite a regular pattern of compliance or non-compliance, regardless of how the specific provisions actually matched the relevant national policy legacies and governmental ideologies. We discerned three ideal-typical patterns of how member states handle the duty of complying with EU law, three different "worlds of compliance" within the EU15: a "world of law observance", a "world of domestic politics", and a "world of neglect". The specific results of particular examples of (non-)compliance tend to depend on different factors within each of the various worlds: the compliance cultures in the field can explain most cases in the worlds of law observance and neglect, while in the world of domestic politics the specific fit with domestic political preferences in each case plays a much larger role. These "worlds" are not necessarily visible if we only look at the overall implementation performance of member states. In contrast, our argument is that similar implementation records may be due to completely different factors in different groups of countries. We also do not claim that the categorisation of "three worlds of compliance" is able to predict individual cases of implementation in the member states. However, we feel confident that it does cover the typical patterns of how member states deal with their duty to comply with EU Directives – definitely in the area of social policy, but probably even far beyond that.

Abstract:Research on policy implementation traditionally has focused on understanding the success or failure of individual policies within specific contexts. Little attention has been given to the challenges that emerge from the cumulative growth of policy portfolios over time. This paper is addressing this research gap by examining the phenomenon of organizational policy triage, which occurs when implementation organizations face overload and are forced to make trade‐off decisions between the implementation of the different policies in their portfolios. We investigate empirical patterns of policy triage across 16 social and environmental implementation agencies in five European countries (Denmark, Germany, Ireland, Italy, and UK). We show that variation in policy triage can be explained by the combination of three central factors: blame‐shifting opportunities, the mobilization of external resources, and the commitment to compensate for overload by implementation authorities.

Abstract:This special issue analyses the patterns, causes and consequences of Differentiated Policy Implementation (DPI) in the European Union (EU). DPI is an umbrella term for the diversity in the presence and use of discretion during legal and practical policy implementation processes and outcomes in the EU. The emergent DPI research agenda emphasises differentiation in EU policy implementation beyond mere legal compliance, which is more widespread, and its role in the broader political and policy processes of EU multilevel governance. The contributions highlight anticipated implementation as one dimension of DPI, as well as legal and practical implementation. DPI serves as an alternative to differentiated integration (DI), accommodating heterogeneous national preferences, capacities and conditions, and feeding back into EU policy-making. The impact of DPI on the EU's output legitimacy and effectiveness depends on scope conditions that require more scholarly attention.

Abstract:Both passive and campaign-style implementations of public policies are utilized in China. The alternation of the two types of implementations causes public policies to fluctuate. This article conducts a detailed case study of a dynamic policy implementation process and argues that such alternation is attributable to the environment in which grassroots governments implement policies. The root causes of passive implementation and campaign-style implementation lie in the low level of applicability of policies in the local contexts and changes in pressure from above for implementation. In addition, this fluctuating policy implementation usually accumulates to create social conflicts and governance problems.

Educational Evaluation and Policy Analysis

Abstract:The first generation of implementation analysts discovered the problem of policy implementation—the uncertain relationship between policies and implemented programs—and sketched its broad parameters. The second generation began to unpack implementation processes and to zero in on relations between policy and practice. Together, these examinations generate a number of important lessons for policy, practice, and analysis; for example: policy cannot always mandate what matters to outcomes at the local level; individual incentives and beliefs are central to local responses; effective implementation requires a strategic balance of pressure and support; policy-directed change ultimately is a problem of the smallest unit. These lessons frame the conceptual and instrumental challenge for a third generation of implementation analysts—integrating the macro world of policymakers with the micro world of individual implementors.

When Does Cooperation Improve Public Policy Implementation?

Abstract:Interorganizational cooperation is often considered valuable in the public sector. However, in this article it is suggested that the impact of cooperation on public policy implementation is dependent on the type of policy being carried out. It is argued that complex policies are more effectively put into practice if agencies cooperate a lot, whereas less difficult tasks are handled just as well without interorganizational cooperation. Thus, two policies within the Swedish active labor market policy are examined. The empirical test focuses on the cooperation between Public Employment Service offices and municipal labor market administrations. In agreement with the hypothesis, the findings suggest that policy matters. The implementation of one of the policies—the complex policy—is enhanced if cooperation between agencies increase. On the other hand, cooperation does not improve implementation of the less complex task. The study is based on quantitative data.

Abstract:Policy is a flexible mechanism to deal with complex coordination and management of organizational elements in an open system environment. A formal specification framework is proposed for such a kind of system called policy-governed institutional agency. The formal framework includes: an abstract architecture, a formal institutional model, and a formal specification language for this type of systems. The concrete syntax and semantics of the formal specification language are given. The core of the framework has been implemented in a prototype environment.

Abstract:This dissertation is motivated by the need, in today's globalist world, for a precise way to enable governments, organisations and other regulatory bodies to evaluate the constraints they place on themselves and others. An organisation's modus operandi is enacting and fulfilling contracts between itself and its participants. Yet, organisational contracts should respect external laws, such as those setting out data privacy rights and liberties. Contracts can only be enacted by following contract law processes, which often require bilateral agreement and consideration. Governments need to legislate whilst understanding today's context of national and international governance hierarchy where law makers shun isolationism and seek to influence one another. Governments should avoid punishment by respecting constraints from international treaties and human rights charters. Governments can only enact legislation by following their own, pre-existing, law making procedures. In other words, institutions, such as laws and contracts are designed and enacted under constraints.
