Abstract:Given the lack of empirical research investigating citizens’ use of open government, this study examines the antecedents of citizens’ use of open government data. Based on technology acceptance and motivation theory, this article proposes and empirically tests a research model, applying structural equation modeling to survey data collected from 210 citizens. The findings show that ease of use, usefulness, intrinsic motivation, and Internet competence significantly determine citizens’ intention to use open government data. Overall, this study contributes to the understanding of citizens’ attitudes and behavior in the context of open government and offers implications for research and practice.

Abstract:European cities and communities (and beyond) require a structured overview and a set of tools as to achieve a sustainable transformation towards smarter cities/municipalities, thereby leveraging on the enormous potential of the emerging data driven economy. This paper presents the results of a recent study that was conducted with a number of German municipalities/cities. Based on the obtained and briefly presented recommendations emerging from the study, the authors propose the concept of an Urban Data Space (UDS), which facilitates an eco-system for data exchange and added value creation thereby utilizing the various types of data within a smart city/municipality. Looking at an Urban Data Space from within a German context and considering the current situation and developments in German municipalities, this paper proposes a reasonable classification of urban data that allows the relation of various data types to legal aspects, and to conduct solid considerations regarding technical implementation designs and decisions. Furthermore, the Urban Data Space is described/analyzed in detail, and relevant stakeholders are identified, as well as corresponding technical artifacts are introduced. The authors propose to setup Urban Data Spaces based on emerging standards from the area of ICT reference architectures for Smart Cities, such as DIN SPEC 91357 “Open Urban Platform” and EIP SCC. In the course of this, the paper walks the reader through the construction of a UDS based on the above-mentioned architectures and outlines all the goals, recommendations and potentials, which an Urban Data Space can reveal to a municipality/city. Finally, we aim at deriving the proposed concepts in a way that they have the potential to be part of the required set of tools towards the sustainable transformation of German and European cities in the direction of smarter urban environments, based on utilizing the hidden potential of digitalization and efficient interoperable data exchange.

Abstract:Today, our environment and the objects therein are equipped with an increasing number of devices such as cameras, sensors, and actuators, which all together produce a huge amount of data. Furthermore, we observe that citizens generate data via social media applications running on their personal devices. Smart cities and societies are seeking for ways to exploit these vast amounts of data. In this paper, we argue that to take full advantage of these data, it is necessary to set up data governance properly, which includes defining, assigning, and allocating responsibilities. A proper setting up of data governance appears to be a challenging task since the data may be used irresponsibly, thoughtlessly and maliciously, resulting in many (un)wanted side effects such as violation of rules and regulations, human rights, ethical principles as well as privacy and security requirements. We elaborate on the key functionalities that should be included in the governance of a data ecosystem within smart cites, namely provisioning the required data quality and establishing trust, as well as a few organizational aspects that are necessary to support such a data governance. Realizing these data governance functionalities, among others, asks for making trade-offs among contending values. We provide a few solution directions for realizing these data governance functionalities and making trade-offs among them.

Abstract:Data archives are an important source of high quality data in many fields, making them ideal sites to study data reuse. By studying data reuse through citation networks, we are able to learn how hidden research communities - those that use the same scientific datasets - are organized. This paper analyzes the community structure of an authoritative network of datasets cited in academic publications, which have been collected by a large, social science data archive: the Interuniversity Consortium for Political and Social Research (ICPSR). Through network analysis, we identified communities of social science datasets and fields of research connected through shared data use. We argue that communities of exclusive data reuse form subdivisions that contain valuable disciplinary resources, while datasets at a "crossroads" broadly connect research communities. Our research reveals the hidden structure of data reuse and demonstrates how interdisciplinary research communities organize around datasets as shared scientific inputs. These findings contribute new ways of describing scientific communities in order to understand the impacts of research data reuse.

Abstract:Recently, location-based service have been developed and provided for living in accordance with the policy of opening public data. In addition, the use of data for solving social problems such as medical care, welfare, safety, traffic and aging is gradually spreading to various fields. Currently, a large amount of public data is analyzed to catch the current situation and develop actively various services utilizing it. However, it is focused on the study of curation method. Service technology and medium and there is very passive to use information of surrounding contexts for information utilization. And there is no systematic consideration of the relationship between different fields. In this paper, we propose a methodology to improve the value of data by networking public data related to the general or related context, as well as professional data in each field necessary for building the ultimate smart city. Especially, in order to improve the basic service infrastructure for smart city, we present the concept of smart information curation as a method to deduce the connection or association between data and to extract related elements for smart public services.

Abstract:An increasing number of initiatives have emerged around the world to help facilitate data sharing and collaborations to leverage different sources of data to address societal problems. They are called "data collaboratives". Data collaboratives are seen as a novel way to match real life problems with relevant expertise and data from across the sectors. Despite its significance and growing experimentation by practitioners, there has been limited research in this field. In this article, the authors report on the outcomes of a panel discussing critical issues facing data collaboratives and develop a research and development agenda. The panel included participants from the government, academics, and practitioners and was held in June 2017 during the 18th International Conference on Digital Government Research at City University of New York (Staten Island, New York, USA). The article begins by discussing the concept of data collaboratives. Then the authors formulate research questions and topics for the research roadmap based on the panel discussions. The research roadmap poses questions across nine different topics: conceptualizing data collaboratives, value of data, matching data to problems, impact analysis, incentives, capabilities, governance, data management, and interoperability. Finally, the authors discuss how digital government research can contribute to answering some of the identified research questions.

Abstract:Open information of government organizations is a subject that should interest all citizens who care about the functionality of their governments. Large-scale open governmental data open the door to new opportunities for citizens and researchers to monitor their government's activities and to improve its transparency. Over the years, various projects and systems have been processing and analyzing governmental data using open government information. Here, we present the Collecting and Analyzing Parliament Data (CAPD) framework. This novel generic open framework enables the collection and analysis of large-scale public governmental data from multiple sources. We used the framework to collect over 64,000 parliaments' protocols from over 90 committees from three countries. Then, we parsed the collected data and calculated structured features from it. Next, using the calculated features, we utilized anomaly detection and time series analysis to uncover various insights into the committees' activities. We demonstrate that the CAPD framework can be used to identify anomalous meetings and detect dates of events that affect the parliaments' functionality, and help to monitor their activities.

Crowdsourced data in public administration research: A review and look to the future

Abstract:Crowdsourcing platforms such as MTurk and Prolific have emerged as data sources for researchers in the social sciences. This article delves into the past, present, and future use of crowdsourced data in public administration scholarship. Through a review of published articles in top public administration journals (years 2013–2022), we uncover a general growth in the use of crowdsourced data over time. Additionally, we document how researchers have leveraged crowdsourced data to study a diverse range of themes and topics, with particular emphasis on survey experimental approaches and the examination of citizen attitudes and responses. Moreover, drawing on insights from a survey among quantitative public administration researchers, we discuss why the use of crowdsourced data is unlikely to diminish in the foreseeable future—despite ongoing debates regarding data quality and validity. We provide a set of guiding questions for researchers to consider when using crowdsourced data in public administration studies.

Abstract:Open Government Data (OGD) plays a crucial role in transforming smart cities into sustainable and intelligent entities by providing data for analytics, real-time monitoring, and informed decision-making. This data is increasingly used in urban digital twins, enhancing city management through stakeholder collaboration. However, local administrative data remains underutilized even in digitally advanced countries like Estonia. This study explores barriers preventing Estonian municipalities from sharing OGD, using a qualitative approach through interviews with Estonian municipalities and drawing on the OGD-adapted Innovation Resistance Theory model (IRT). Interviews with local government officials highlight ongoing is-sues in data provision and quality. By addressing overlooked weaknesses in the Estonian open data ecosystem and providing actionable recommendations, this research contributes to a more resilient and sustainable open data ecosystem. Additionally, by validating the OGD-adapted Innovation Resistance Theory model and proposing a revised version tailored for local government contexts, the study advances theoretical frameworks for understanding data sharing resistance. Ultimately, this study serves as a call to action for policymakers and practitioners to prioritize local OGD initiatives, ensuring the full utilization of OGD in smart city development.

Abstract:Artificial Intelligence (AI) is gradually becoming an integral part of the digital strategy of organizations. Yet, the use of AI in public organizations in still lagging significantly compared to private organizations. Prior literature looking into aspects that facilitate adoption and use of AI has concentrated on challenges concerning technical aspects of AI technologies, providing little insight regarding the organizational deployment of AI, particularly in public organizations. Building on this gap, this study seeks to examine what aspects enable public organizations to develop AI capabilities. To answer this question, we built an integrated and extended model from the Technology-Organization-Environment framework (TOE) and asked high-level technology managers from municipalities in Europe about factors that influence their development of AI capabilities. We collected data from 91 municipalities from three European countries (i.e., Germany, Norway, and Finland) and analyzed responses by means of structural equation modeling. Our findings indicate that five factors – i.e. perceived financial costs, organizational innovativeness, perceived governmental pressure, government incentives, regulatory support – have an impact on the development of AI capabilities. We also find that perceived citizen pressure and perceived value of AI solutions are not important determinants of AI capability formation. Our findings bear the potential to stimulate a more reflected adoption of AI supporting managers in public organizations to develop AI capabilities.

Abstract:Abstract Data governance is an emerging field of study concerned with how a range of actors can successfully manage data assets according to rules of engagement, decision rights, and accountabilities. Urban studies scholarship has continued to demonstrate and criticize lack of community engagement in smart city development and urban data governance projects, including in local sustainability initiatives. However, few move beyond critique to unpack in more detail what community engagement should look like. To overcome this gap, we develop and test a participatory methodology to identify approaches to empowering community engagement in data governance in the context of the Monash Net Zero Precinct in Melbourne, Australia. Our approach uses design for social innovation to enable a small group of “precinct citizens” to co-design prototypes and multicriteria mapping as a participatory appraisal method to open up and reveal a diversity of perspectives and uncertainties on data governance approaches. The findings reveal the importance of creating deliberative spaces for pluralising community engagement in data governance that consider the diverse values and interests of precinct citizens. This research points toward new ways to conceptualize and design enabling processes of community engagement in data governance and reflects on implementation strategies attuned to the politics of participation to support the embedding of these innovations within specific socio-institutional contexts.

Abstract:Here, I introduce a novel approach towards data collection for comparative research and present a new data infrastructure on parties, elections and governments, the Parliament and Government Composition Database (ParlGov). This data infrastructure combines a database, data presentation in webpages and software scripts in order to generate more dynamic datasets and to facilitate cooperation. So far, it includes information about more than 1000 parties, around 600 elections (national and European Parliament) and almost 1000 governments with their party composition. These observations are linked to a wide set of information about party positions and make it possible to derive various datasets for studies in political science. To provide a first glance into the potential of this new data infrastructure, I map the political space of the European Union (EU) by drawing on this source.

Abstract:In an era of digital governance, the use of automation for individual and cooperative work is increasing in public administrations (Tangi et al., 2022). Despite the promises of efficiency and cost reduction, automation could bring new challenges to the governance schemes. Regional, national, and local governments are taking measures to regulate and measure the impact of automated decision-making systems (ADMS). This research focuses on the use and adoption of ADMS in European public administrations to understand how these systems have been transforming the roles, tasks, and duties of street-level bureaucrats. We conducted a qualitative study in which we interviewed street-level bureaucrats from three administrations who had used an ADMS for several years, which was embedded in their daily work routines. The outcome of our research is an analysis of five dimensions of how collaborative work, the organizational settings, the capacities of bureaucrats and the implementation of the ADMS enable or limit the capacities for offering better services towards the citizens.

Abstract:Abstract. The world is experiencing an unprecedented rate of urbanisation, with 70% of its population expected to live in urban cities by 2050 (United Nations, 2018). This is driving demand for smart city development projects, that address city related issues such as traffic congestion, inadequate housing, excessive crime rates, strains on utilities like energy and water, amongst others. The volume and analysis of data associated with these activities, call for a mechanism for managing data in smart cities.This paper is aimed at developing a data governance framework for managing data generated by smart cities, and improving the way they operate as well as the quality of life of their citizens. The paper will highlight the characteristics of smart cities, the importance for cities to become smart, how the smartness of cities can be measured, and which cities around the world are considered smart. It will also discuss why data is important for the success of smart cities, the types and sources of data typically present in smart city settings and the data management challenges that plague smart cities globally.A sequential mixed methods research approach incorporating qualitative and quantitative data collection and analysis methods was employed, following a multi-step approach starting with analysis of existing frameworks and interviews with subject matter experts. This was followed by a survey of industry professionals, for insights on key framework components, and the use of case studies and questionnaires for framework evaluation.Throughout the research process, the focus of smart cities on people rather than technology was prominent. As such, the most important theme of the framework was identified as “People”, particularly in their roles as data stewards and data owners. The remaining five themes of the recommended data governance framework are, Process, Technology, Data, Protection and Valuable Insights.

Abstract:In the past decade, cities around the world have published their open data as a new service. Some have used this service innovatively, as a vehicle to improve service quality, efficiency, accountability, and transparency. While some studies highlight open data success stories, others show a lack of supporting evidence. In either case, cities currently face such challenges as: How can cities and organizations measure their open data capability? How does assessment allow enhancement of open data capability? The purpose of our study is to demonstrate applied open government data evaluation using the theoretical lens of dynamic capability. An assessment based on a framework called Open Data Roadmap (ODR) is performed on Denton, TX, a mid-sized U.S. city. Data is then integrated through a mixed-method analysis involving two publicly available OD models (CODC and Thorsby, respectively) and a crowdsourced resident evaluation, and the results are presented of the effects of this assessment in relation to dynamic capabilities involving a third model (Chong et al. 2018). We conclude that ODR has the potential to assist governments and other organizations in boosting community engagement, introducing innovative services, and presenting OD as one component of their organization’s competitiveness.

The State of Data Curation at NeurIPS: An Assessment of Dataset Development Practices in the Datasets and Benchmarks Track

Abstract:Data curation is a field with origins in librarianship and archives, whose scholarship and thinking on data issues go back centuries, if not millennia. The field of machine learning is increasingly observing the importance of data curation to the advancement of both applications and fundamental understanding of machine learning models - evidenced not least by the creation of the Datasets and Benchmarks track itself. This work provides an analysis of dataset development practices at NeurIPS through the lens of data curation. We present an evaluation framework for dataset documentation, consisting of a rubric and toolkit developed through a literature review of data curation principles. We use the framework to assess the strengths and weaknesses in current dataset development practices of 60 datasets published in the NeurIPS Datasets and Benchmarks track from 2021-2023. We summarize key findings and trends. Results indicate greater need for documentation about environmental footprint, ethical considerations, and data management. We suggest targeted strategies and resources to improve documentation in these areas and provide recommendations for the NeurIPS peer-review process that prioritize rigorous data curation in ML. Finally, we provide results in the format of a dataset that showcases aspects of recommended data curation practices. Our rubric and results are of interest for improving data curation practices broadly in the field of ML as well as to data curation and science and technology studies scholars studying practices in ML. Our aim is to support continued improvement in interdisciplinary research on dataset practices, ultimately improving the reusability and reproducibility of new datasets and benchmarks, enabling standardized and informed human oversight, and strengthening the foundation of rigorous and responsible ML research.

Abstract:Purpose Smart cities require data governance to articulate data sharing and use among relevant stakeholders. Given the lack of a comprehensive examination of this research topic, this study aims to review data governance publications to detect and categorize endeavors backing up data sharing in smart cities. Design/methodology/approach A systematic literature review was conducted, and 568 academic and professional sources were identified, but finally, only 10 relevant papers were selected. Findings Results reveal that data governance must be based on well-defined mechanisms, procedures and roles to achieve accountability and responsibility in a multi-actor environment. Moreover, data governance should be adapted to address power imbalances among all interested parties. Research limitations/implications The main limitation is the list of sources considered for the literature review. However, this study provides a holistic overview for researchers and professionals willing to know more about smart city data sharing. Originality/value This review identifies the data governance approaches supporting data sharing in smart cities, analyzes their data dimension, enhances the state-of-the-art literature on this topic and suggests possible areas for future research.
