Abstract:Public Personnel Management, Ahead of Print. Although the growth of social media has changed the way employees communicate at work, our understanding of the related workplace dynamics, particularly in public organizations, is still embryonic. This study fills these research gaps by testing hypotheses, drawn from social cognitive theory and social capital theory, using two sets of data on social media usage patterns and workplace practices among public employees. Our survey data (n = 1,360) analysis revealed that most respondents (more than 72%) spent at least an hour per day on social media while at work, for both work- and non-work-related purposes. Furthermore, public employees with higher levels of social media competence (technical understanding and impact assessment) were more likely to report effective collaboration and seek assistance when needed. The results of scenario-based randomized survey experiment (n = 600) show that the perceived fairness of social media-related termination decisions (or "get dooced") was influenced by the presence of an explicit workplace social media policy.

Abstract:Social media platforms are increasingly being used by governments to foster user interaction. Particularly in cities with enhanced ICT infrastructures (i.e., Informational World Cities) and high internet penetration rates, social media platforms are valuable tools for reaching high numbers of citizens. This empirical investigation of 31 Informational World Cities will provide an overview of social media services used for governmental purposes, of their popularity among governments, and of their usage intensity in broadcasting information online.

Abstract:Abstract In this article, we explore the long-term preservation implications of application programming interfaces (APIs) which govern access to data extracted from social media platforms. We begin by introducing the preservation problems that arise when APIs are the primary way to extract data from platforms, and how tensions fit with existing models of archives and digital repository development. We then define a range of possible types of API users motivated to access social media data from platforms and consider how these users relate to principles of digital preservation. We discuss how platforms’ policies and terms of service govern the set of possibilities for access using these APIs and how the current access regime permits persistent problems for archivists who seek to provide access to collections of social media data. We conclude by surveying emerging models for access to social media data archives found in the USA, including community driven not-for-profit community archives, university research repositories, and early industry–academic partnerships with platforms. Given the important role these platforms occupy in capturing and reflecting our digital culture, we argue that archivists and memory workers should apply a platform perspective when confronting the rich problem space that social platforms and their APIs present for the possibilities of social media data archives, asserting their role as “developer stewards” in preserving culturally significant data from social media platforms.

Abstract:Background: The increasing use of social media platforms has profoundly influenced various aspects of society, including public administration. Social media has become a powerful tool in communication, information sharing, and networking, and it can potentially transform how public administration operates. However, several challenges are associated with using social media in this context, such as cyber security risks and the potential for misinformation and fake news. Aim: This research aims to explore the influence of social media on public administration, including how social media platforms are being used in this context, the benefits and challenges associated with social media use, and how public administrators can effectively manage the risks and opportunities related to social media. Qualitative Method and Secondary Data: This research will use qualitative methods to collect and analyze data from secondary sources such as scholarly articles, government reports, and case studies. The data will be analyzed thematically to identify patterns and trends related to the research questions. Findings: The findings of this research suggest that public administrators are using social media platforms for a variety of purposes, including sharing information, receiving feedback, and engaging with citizens. Additionally, using social media has several benefits, such as increased transparency and accountability, greater citizen engagement, and faster communication. However, several challenges are associated with social media use, including cybersecurity risks, privacy concerns, and the potential for misinformation and fake news. Public administrators can effectively manage the risks and opportunities of social media use in their organizations by developing policies and procedures, training staff, and monitoring social media use.

Abstract:In April 2010, the U.S. Library of Congress and the popular micro-blogging company Twitter announced that every public tweet, since Twitter’s inception in March 2006, will be archived digitally at the Library and made available to researchers. The Library of Congress’ planned digital archive of all public tweets holds great promise for the research community, yet, over five years since its announcement, the archive remains unavailable. This paper explores the challenges faced by the Library that have prevented the timely realization of this valuable archive, divided into two categories: challenges involving practice, such as how to organize the tweets, how to provide useful means of retrieval, how to physically store them; and challenges involving policy, such as the creation of access controls to the archive, whether any information should be censored or restricted, and the broader ethical considerations of the very existence of such an archive, especially privacy and user control.

Abstract:Abstract Institutional archiving of media is neither new nor strange. The United States Library of Congress has been preserving printed materials, newspapers, photographs, film, and even websites for decades—if not centuries. After seven years, in later 2017, the initiative to build a Twitter Archive came to a halt. Through a textual analysis of policy papers, preservation theories and press releases, this study illustrates the social, cultural, and symbolic challenges of institutional archiving of digital media.

Abstract:The technical viewpoint recognises the critical role of information and communication technology as a driving force in our time. The importance of public policy management in the environment of public service institutions and regional commands is investigated from the standpoint of public administration and the use of social media. Academics need to map out ideas about how social media and government interact. This research aims to see the important themes or issues raised by scholars in social media and their government articles. What are the comprehensive factors that influence the use of social media in government circles? The research method used was a literature review on social media and government by reviewing journal articles on social media and government published in Scopus as data-based and processed using the NVivo 12 Plus analysis tool. The results of this study reveal five significant problems between social media and the government. These problems include digital difficulties, policies, information, communication, and politics. This research also gave birth to social media and government, which must take the form of digital activism; secondly, access to information disseminated by the government through social media; and third, administrative communication, which looks at how ideas are offered via social media to the government. Fourth, to achieve social media and government goals, it is necessary to demonstrate ethical and political behaviour, formulate policies following those goals, and then evaluate those policies through the implementation of rules or laws.
Privacy Policies over Time: Curation and Analysis of a Million-Document Dataset

Abstract:Automated analysis of privacy policies has proved a fruitful research direction, with developments such as automated policy summarization, question answering systems, and compliance detection. Prior research has been limited to analysis of privacy policies from a single point in time or from short spans of time, as researchers did not have access to a large-scale, longitudinal, curated dataset. To address this gap, we developed a crawler that discovers, downloads, and extracts archived privacy policies from the Internet Archive's Wayback Machine. Using the crawler and following a series of validation and quality control steps, we curated a dataset of 1,071,488 English language privacy policies, spanning over two decades and over 130,000 distinct websites. Our analyses of the data paint a troubling picture of the transparency and accessibility of privacy policies. By comparing the occurrence of tracking-related terminology in our dataset to prior web privacy measurements, we find that privacy policies have consistently failed to disclose the presence of common tracking technologies and third parties. We also find that over the last twenty years privacy policies have become even more difficult to read, doubling in length and increasing a full grade in the median reading level. Our data indicate that self-regulation for first-party websites has stagnated, while self-regulation for third parties has increased but is dominated by online advertising trade associations. Finally, we contribute to the literature on privacy regulation by demonstrating the historic impact of the GDPR on privacy policies.

What does a record have to do with it? Re-situating records management within Indian public data governance and policy

Abstract:A number of data governance policies have recently been introduced or revised by the Indian Government with the stated goal of unlocking the developmental and economic potential of data. The policies seek to implement standardized frameworks for public data management and establish platforms for data exchange. However, India has a longstanding history of record-keeping and information transparency practices, which are crucial in the context of data management. These connections have not been explicitly addressed in recent policies like the Draft National Data Governance Framework, 2022. To understand if record management has a role to play in modern public data governance, we analyze the key new data governance framework and the associated Indian Urban Data Exchange platform as a case study. The study examines the exchange where public records serve as a potential source of data. It evaluates the coverage and the actors involved in the creation of this data to understand the impact of records management on government departments' ability to publish datasets. We conclude that while India recognizes the importance of data as a public good, it needs to integrate digital records management practices more effectively into its policies to ensure accurate, up-to-date, and accessible data for public benefit.
Tweeted, deleted: An exploratory study of the US government’s digital memory holes

Abstract:Deletion is part of the Internet’s history and predates Twitter. Today, research on the laws underlying and facilitating government social media use and deletion practices has remained limited. The question of how government agencies create their own Twitter archives and subsequently institutionalize cultural memory has also been largely unexplored. Drawing on a US case study, I argue that the lack of a standardized federal policy has led to the creation of myriad digital “memory holes” of varying porosities. I show that, when systematically drafted and deployed, research based on the US Freedom of Information Act (FOIA) can serve as a generative method of unearthing deleted tweets and memory narratives that might otherwise be inaccessible. Finally, I build on the US case study by offering pathways for other new media scholars to examine and trace tweeting and deleting by government employees in other jurisdictions.

Abstract:Social media platforms like Facebook and Twitter permit experiments to be performed at minimal cost on populations of a size that scientists might previously have dreamt about. For instance, one experiment on Facebook involved over 60 million subjects. Such large scale experiments introduce new challenges as even small effects when multiplied by a large population can have a significant impact. Recent revelations about the use of social media to manipulate voting behaviour compound such concerns. It is believed that the psychometric data used by Cambridge Analytica to target US voters was collected by Dr Aleksandr Kogan from Cambridge University using a personality quiz on Facebook. There is a real risk that researchers wanting to collect data and run experiments on social media platforms in the future will face a public backlash that hinders such studies from being conducted. We suggest that stronger safe guards are put in place to help prevent this, and ensure the public retain confidence in scientists using social media for behavioural and other studies.

Abstract:The growing use of social media field experiments demands a rethink of current research ethics in computational social science and psychological research. Here, we provide an exploratory empirical account of key user concerns and outline a number of critical discussions that need to take place to protect participants and help researchers to make use of the novel opportunities of digital data collection and field studies. Our primary contention is that we need to elicit public perceptions to devise more up-to-date guidelines for review boards whilst also allowing and encouraging researchers to arrive at more ethical individual study design choices themselves. To ground our discussion in real-world examples of online experiments, we focus on recent social media studies in the field of misinformation, polarization, and hate speech research. We conclude by discussing how we can better strike a balance between meeting ethical guidelines and the concerns of social media users alongside maximizing scientific impact and credibility.

Abstract:The proliferation of information technology tools in higher education has resulted in an explosion of data about students and their contexts. Yet, current policies governing these data are limited in their usefulness for informing students, instructors, and administrators of their rights and responsibilities related to data use because they are based on antiquated conceptions of data and data systems. To understand how data privacy policies conceptualize and represent data, privacy, student agency, and institutional power, we conducted a policy discourse analysis of 151 university policy statements related to student information privacy and the responsible use of student data from 78 public and private post-secondary institutions in the U.S. Three common discourses emerged: educational records are static artifacts, privacy solutions are predicated upon institutional responsibility and student agency, and legitimate educational interest in data are institutionally defined and broadly applied. We explore the assumptions, biases, silences, and consequences of these discourses and offer counter- discourses to begin a foundation for the development of privacy policies in a new data age.
Social media affordances in the context of police transparency: An analysis of the first public archive of police body camera videos

Abstract:As more police departments adopt body cameras (BCs), there is a hope that the devices will help usher in a new era of police accountability. Turning to the first online archive of BC footage, this article examines the emergent possibilities and problems that arise when human actors interact with technical designs in applied contexts. Communication affordance theory is used as a framework to situate the archive within discussions about police use of social media, visibility, transparency, and police–community relations. A web application using YouTube’s public API was used to analyze the usage and interaction statistics of the archive. Then, a focus group was conducted to discuss the usability of the archive and its benefits and drawbacks for police–community relations. Findings show that despite the visibility of social media, the videos have low view counts, little interaction, are not easily searchable, and raise more questions about police–community relations than they answer.

Abstract:At present, the review process for material that is exempt from disclosure under the Freedom of Information Act (FOIA) in the United States of America, and under many similar government transparency regimes worldwide, is entirely manual. Public access to the records of their government is thus inhibited by the long backlogs of material awaiting such reviews. This paper studies one aspect of that problem by first creating a new public test collection with annotations for one class of exempt material, the deliberative process privilege, and then by using that test collection to study the ability of current text classification techniques to identify those materials that are exempt from release under that privilege. Results show that when the system is trained and evaluated using annotations from the same reviewer that even difficult cases can often be reliably detected, but that differences in reviewer interpretations, differences in record custodians, and that differences in topics of the records used for training and testing pose additional challenges.

Abstract:As a professional duty, physicians are often required to publicly comment on health-related topics. However, ethical complexities can arise during discussions about high-profile individuals or events, especially in an era of rapid news cycles and digital media. The American Medical Association (AMA) has policies concerning physician commentary and media interactions, as does the American Psychiatric Association (i.e., the Goldwater Rule). Nevertheless, the extent to which other United States medical associations have adopted similar protocols remains underexplored. Focusing on non-psychiatric members of the AMA's policymaking body, the Federation of Medicine (FMMs), this study sought to analyze cross-speciality perspectives. Between January-March 2024, online resources for N = 122 FMMs were reviewed (e.g., professional codes and position statements), followed by email outreach to verify positions and garner further insights. n = 47 FMMs provided sufficient information for inclusion, cumulatively representing approximately 950,000 members. n = 16 FMMs (34%) had guidelines or policies regarding public commentary, generally emphasizing accuracy, consent, and confidentiality. Yet, for the majority of FMMs ( n = 31/66%), no specific regulations were identified; these organizations did not cite any proprietary statutes or deferred to AMA materials. Moreover, existing FMM policies largely overlooked the impact of Artificial Intelligence and digital misinformation, warranting cross-specialty exchanges to uphold credible discourse amid societal and technological shifts.

Discussing Privacy and Surveillance on Twitter: A Case Study of COVID-19

Abstract:Technology is uniquely positioned to help us analyze large amounts of information to provide valuable insight during widespread public health concerns, like the ongoing COVID-19 pandemic. In fact, information technology companies like Apple and Google have recently launched tools for contact tracing-the ability to process location data to determine the people who have been in contact with a possible patient, in order to contain the spread of the virus. While China and Singapore have successfully led the effort, more and more countries are now implementing such surveillance systems, raising potential privacy concerns about this long term surveillance. For example, it is not clear what happens to the information post-pandemic because people are more likely to share their information during a global crisis without governments having to elaborate on their data policies. Digital Ethnography on Twitter, which has over 330 million users worldwide, with a majority in the United States where the pandemic has the worst effects provides a unique opportunity to learn about real-time opinions of the general public about current affairs in a rather naturalistic setting. Consequently, it might be useful to highlight the privacy concerns of users, should they exist, through analysis of Twitter data and information sharing policies during unprecedented public health outbreaks. This will allow governments to protect their citizens both during and after health emergencies.

Abstract:Public health agencies increasingly use electronic means to acquire, use, maintain, and store personal health information. Electronic data formats can improve performance of core public health functions, but potentially threaten privacy because they can be easily duplicated and transmitted to unauthorized people. Although such security breaches do occur, electronic data can be better secured than paper records, because authentication, authorization, auditing, and accountability can be facilitated. Public health professionals should collaborate with law and information technology colleagues to assess possible threats, implement updated policies, train staff, and develop preventive engineering measures to protect information. Tightened physical and electronic controls can prevent misuse of data, minimize the risk of security breaches, and help maintain the reputation and integrity of public health agencies.
