Abstract:Today, our environment and the objects therein are equipped with an increasing number of devices such as cameras, sensors, and actuators, which all together produce a huge amount of data. Furthermore, we observe that citizens generate data via social media applications running on their personal devices. Smart cities and societies are seeking for ways to exploit these vast amounts of data. In this paper, we argue that to take full advantage of these data, it is necessary to set up data governance properly, which includes defining, assigning, and allocating responsibilities. A proper setting up of data governance appears to be a challenging task since the data may be used irresponsibly, thoughtlessly and maliciously, resulting in many (un)wanted side effects such as violation of rules and regulations, human rights, ethical principles as well as privacy and security requirements. We elaborate on the key functionalities that should be included in the governance of a data ecosystem within smart cites, namely provisioning the required data quality and establishing trust, as well as a few organizational aspects that are necessary to support such a data governance. Realizing these data governance functionalities, among others, asks for making trade-offs among contending values. We provide a few solution directions for realizing these data governance functionalities and making trade-offs among them.

Abstract:With the development of smart mobile information technology, governments in all countries are actively building smart cities and smart governments, and have achieved some results, accumulated some experience and gained many lessons. The biggest problem is that there is no unified framework and method. The principles, conditions, overall framework and evaluation methods of building a wise government based on big data are put forward. The purpose is to improve the efficiency of government work, improve the ability of government service, improve the level of government management, enhance the credibility of the government, increase the participation of the masses, improve the portability of the masses, and improve the satisfaction of the masses to the government. The principles, frameworks and methods proposed in this paper can serve as a reference for the construction of a wise government.

Abstract:Chinese urbanization has generated great impacts on the world since the reform and opening up. However, urban problems, e.g., environmental pollution, resources shortage, and traffic jam, have been more and more serious for urban management and development. Smart city has been put forward as an effective approach to achieve better urban management recently. Smart city aims to realize the integration of municipal service, business, transportation, water, energy source and other urban sub-systems through close combination of human wisdom and information communication techniques (ICTs). As a result, the link and synergy of information could be ultimately established with ICTs, e.g., internet, internet of things, cloud computing. Yet, few studies have been conducted to systematically link smart city with big data in China. This paper aims to put forward a development framework of smart city with Chinese characteristics against the background of big data. Key actions, including rational planning of city infrastructures, the establishment and improvement of long-acting mechanism, the effective performance of city managerial function, are proposed to realize the development idea. Meanwhile, this paper also investigates the risks embedded in development of smart city with Chinese characteristics, e.g., information safety, weak emergency responding capacity and poor independent research and development capacity of core technology. This study can facilitate Chinese local governments to systematically plan smart city before clinging the hot concept in a rush.

Abstract:Called “Smart City” by commercial enterprises, media and marketing departments, the fully connected metropolis risks being anything but. It is undeniable that the digitization of metropolitan infrastructures is both desirable and ultimately needed, but the way it may be performed demands consideration. A mechanistic approach, focusing mainly on databases and predictive analytics risks ignoring the subjective values that make communities lively and diverse places. Besides raising concerns about privacy and surveillance, this approach may further alienate citizens in the homogeneous bubbles of peer groups, isolating them from major structures that define contemporary urban living. It may also increase social fragmentation, inequality, intolerance and many psychological illnesses that are hard to measure, such as depression and loneliness. Beyond data and analytics, smart city information and communications technologies approaches need to tap into the organic flows that make up a living city. This research believes it is the most effective way to turn cities into serviceable interfaces for urban development, with people at the heart of the process. The Digital revolution is less about the physical matter of cities and more about how the infrastructure and its inhabitants will communicate with each other. But some questions remain unanswered: who owns the data accumulated by smart grids and networks? A proprietary system may lock its client cities into expensive and ineffective policies which may reduce incentives to cultivate in-house expertise. What happens when strategic data is hosted on a propriety platform, in another country, subject to its laws? How will these new relationships work? If information is power, information asymmetries tend to lead to power imbalances. A digital information society will only be fully democratic when everyone relevant has equivalent access to the information concerning their environment. It is a very different situation than the one that is lived today, in which centralized entities know much about their users, who are instead unaware of which data is collected, how is it traded and what kind of profiles are being made with it. Abstract:In this paper, the characteristics and effects of the data-open, function-reform and data-governance in the process of dealing with the challenges brought by the age of big data, were analyzed firstly. In China, these action plans adopted by governments have brought new changes in government functions restructuring, leading to a new pattern of government information resources management. Secondly, the two typical models of Chinese government information resources management, which came out with IT involving and E-government system getting more involved, were summarized. As well as the application features and scenarios of these two models were compared. Finally, according to the trend of Big-Data Bureau widely established in China, Heterogeneous business system formed and massive data generated in various formats, a new pattern of government information resources governance will emerge, that is, big data service centers and intelligent archives will become the basements for storage, accessing, utilization and long-term preservation of government data resources. The value of big data service center is to provide broad and intelligence information service. The Intelligence Archive will provide professional archives management for society leaving tracks, evidence persistency, and national memory. In this new patter, three aspects of the problem need to focus on solving by adopting various key technologies based on the 'ABC' Ecological System. The First is the rational allocation of functions between the Big-Data Bureau and Intelligent archives; the second is to capture the valuable data automatically from E-government system using intelligent sensor technology; the third is the implementation of resources automatic archiving, that is, data migrating from e-government business systems to the large data centers and an intelligent archive by using intelligent artificial and machine learning technologies.

Abstract:During the development of new urbanization, the interest structure among different social groups are dividing continually.The traditional urban governance model is facing transformation and reformation.Based on the current situation and problems of urban governance, this paper selects the representative cities like Chicago, Singapore and New York on their big data applications, then analyzes the practical application mode and methods from three core aspects of urban operation dynamic monitoring, urban development scenario prediction and urban multi-agents co-governance.On this basis, it combines the mature experiences of foreign countries with the current situation of China's urban development, focusing on the innovative model and specific application framework of intelligent urban governance supported by big data.Finally, it elaborates the comprehensive application ideas from the four aspects on urban operation situation, urban governance decision-making support, urban governance process supervision and public participation.The authors hope this research could provide theoretical guidance and methods for the intelligent urban governance practice in China.

Abstract:Abstract. The world is experiencing an unprecedented rate of urbanisation, with 70% of its population expected to live in urban cities by 2050 (United Nations, 2018). This is driving demand for smart city development projects, that address city related issues such as traffic congestion, inadequate housing, excessive crime rates, strains on utilities like energy and water, amongst others. The volume and analysis of data associated with these activities, call for a mechanism for managing data in smart cities.This paper is aimed at developing a data governance framework for managing data generated by smart cities, and improving the way they operate as well as the quality of life of their citizens. The paper will highlight the characteristics of smart cities, the importance for cities to become smart, how the smartness of cities can be measured, and which cities around the world are considered smart. It will also discuss why data is important for the success of smart cities, the types and sources of data typically present in smart city settings and the data management challenges that plague smart cities globally.A sequential mixed methods research approach incorporating qualitative and quantitative data collection and analysis methods was employed, following a multi-step approach starting with analysis of existing frameworks and interviews with subject matter experts. This was followed by a survey of industry professionals, for insights on key framework components, and the use of case studies and questionnaires for framework evaluation.Throughout the research process, the focus of smart cities on people rather than technology was prominent. As such, the most important theme of the framework was identified as “People”, particularly in their roles as data stewards and data owners. The remaining five themes of the recommended data governance framework are, Process, Technology, Data, Protection and Valuable Insights.

Abstract:Governments and cities are increasingly launching smart city (SC) schemes to address the challenges posed by rapid urbanization and population growth in municipalities. Smart cities utilize data from various sources within a metropolis to enhance urban development, promote qualitative lifestyles, and focus on economic and environmental sustainability. Big data analytics (BDA) plays a crucial role in collecting and analyzing vast amounts of data from SC infrastructures, enabling effective management and implementation of smart city initiatives. BDA helps explore data collected through Internet of Things (IoT) devices and sensors, identifying trends, and making appropriate changes, ultimately making smart cities more efficient, sustainable, and beneficial for their inhabitants. However, big data in SC also presents potential risks and challenges related to urban security and the well-being of residents. The literature review examines various research approaches, techniques, algorithms, and architectures proposed to address the challenges of handling big data in smart cities. Urbanization's growing trend is causing challenges in managing basic amenities and resources in urban areas, necessitating innovative solutions to ensure efficient functioning and improved quality of life for citizens. Previous research has highlighted the significance of big data analytics in driving smart city decision-making, yet many smart city big data initiatives have faced difficulties in implementation. To overcome these challenges, researchers have explored techniques like artificial intelligence, machine learning, data mining, and deep learning, as well as architectures encompassing layers of instrumentation, middleware, and application for end-users. Additionally, researchers have emphasized the importance of selecting appropriate sensors for efficient data collection and explored low-cost smart traffic systems to improve urban traffic management. Overall, this review synthesizes insights from nine scholarly papers, shedding light on approaches to handling big data challenges in smart cities.

Abstract:Big data analytics and artificial intelligence, paired with blockchain technology, the Internet of Things, and other emerging technologies, are poised to revolutionise urban management. With massive amounts of data collected from citizens, devices, and traditional sources such as routine and well-established censuses, urban areas across the world have – for the first time in history – the opportunity to monitor and manage their urban infrastructure in real-time. This simultaneously provides previously unimaginable opportunities to shape the future of cities, but also gives rise to new ethical challenges. This paper provides a transdisciplinary synthesis of the developments, opportunities, and challenges for urban management and planning under this ongoing 'digital revolution' to provide a reference point for the largely fragmented research efforts and policy practice in this area. We consider both top-down systems engineering approaches and the bottom-up emergent approaches to coordination of different systems and functions, their implications for the existing physical and institutional constraints on the built environment and various planning practices, as well as the social and ethical considerations associated with this transformation from non-digital urban management to data-driven urban management.

Abstract:Based on two practical case studies this article illustrates how governmental authorities and public organizations try to harness the potentials of digitalization and integrated sensor systems. Even more than past e‑government intiatives, many projects are launched today under the umbrella term “smart government” aiming at connecting physical, digital, public, and private environments. Active as well as passive participation of citizens and other stakeholders plays a pivotal role for generating the necessary data for algorithmic decision algorithms such that personalized interaction and real-time control of infrastructures are possible. This article closes with a critical discussion about the possibilities and boundaries of smart government initiatives and its possible influence on citizen’s private lives and public policy-making.

Abstract:This study presents an advanced review of policy and governance research in the context of smart cities and artificial intelligence (AI). With cities playing a crucial role in achieving the United Nations Sustainable Development Goals, it is vital to understand the opportunities and challenges that arise from the applications of smart technologies and AI in promoting urban sustainability. Using the Latent Dirichlet Allocation (LDA) method based on a three-layer Bayesian algorithm model, we conducted a systematic review of approximately 3700 papers from Scopus. Our analysis revealed prominent topics such as "service transformation," "community participation," and "sustainable development goals." We also identified emerging concerns, including "open user data," "ethics and risk management," and "data privacy management." These findings provide valuable insights into the current progress and frontiers of policy and governance research in the field, informing future research directions and decision-making processes.

Abstract:A promising vehicle for a smart government is the exploitation of the large amount of heterogeneous data that becomes available increasingly. The field of Big Data (BD) responds to this promise by leveraging the potentials of such data. In this paper, a systematic approach is adopted to argue why the use of BD, particularly for policymaking within smart government, is challenging. Wrongly interpreting BD-based models may impact individuals adversely and affect society negatively. Therefore, it is important to take care of a proper interpretation of BD models and their appropriate practical application. To this end, it is advocated adopting a glass box approach. The major building blocks of this glass box approach correspond to the data as the input for analyses, the algorithms to analyze the input data, and the models as the output of the analyses. Depending on the application at hand, each of these building blocks should be made transparent to an appropriate extent. The overall transparency (i.e., the outcome of the transparencies of these building blocks) should aim at making the output models understandable for policymakers so that they can assess the consequences of those models adequately when used for policy development. Further, policymakers should adopt well-thought-out strategies for using uncertain BD models responsibly. A framework is suggested to systematically specify (and address) the issues of achieving the glass box objectives and discuss the strategies needed for dealing with uncertain BD models.

Abstract:With the advent of the intelligent era, there is a need to leverage the empowering effects of data and construct a digital government governance system. Currently, driven by a reform mindset, innovative concepts, robust resource integration and implementation capabilities, as well as complementary technological advancements and innovative practices, the digital government exhibits governance characteristics of infrastructure cloudification, full-touchpoint digitization, online business processes, and data-driven operations. Its transformation logic reflects the interactive philosophy of flat communication, collaborative sharing of government data, optimization of precise service delivery, and the effective output of scientific decision-making. Despite its powerful governance effectiveness, digital government governance still faces challenges such as slow response to departmental needs, data silos, poor service collaboration, and weak business consistency. A comprehensive deepening of government digital transformation in the future requires innovative concepts, transitioning from information dissemination to intelligent applications, data innovation transitioning from data silos to data circulation and sharing, service innovation transitioning from function-driven to demand-driven by society, and decision-making innovation transitioning from unilateral decisions to collaborative, participatory, and shared decision-making. This will ultimately enhance the governance effectiveness of digital government.

Abstract:Fuelled by cutting-edge technology, smart cities offer vast potential to enhance urban living, elevate service delivery, and foster sustainability. Central to this digital transformation is seamless data exchange across city sectors like transportation, healthcare, energy, education, and so on. However, stringent data protection laws pose a significant hurdle to cross-sectoral data sharing in smart cities. This study explores the multifaceted aspects of cross-sectoral data sharing within smart cities. It investigates its significance, identifies barriers, and outlines prerequisites while navigating data protection regulations. The findings highlight a critical gap in the existing literature, emphasising the need for a comprehensive framework. Guided by a thematic analysis of insights from 14 interviews with expertise in smart cities, emphasising data-sharing and data protection legislation, this framework provides a systematic approach to enable cross-sectoral data-sharing in smart cities. It serves as a guide for urban planners and stakeholders. Following its initial development, the framework undergoes validation through interviews with six smart city experts. Their insights confirm the framework's robustness and efficacy in addressing the research question. Hence, this research advances the discourse on smart city development and offers a blueprint for balancing cross-sectoral data-sharing with data protection regulations, bridging the gap between innovation and compliance.

The fusion of Big Data and Digital Twin (DT) technology plays a pivotal role in advancing smart city initiatives. DT, acting as a comprehensive virtual replica mirroring physical entities' lifecycles, utilizes real‐time data, simulations, and machine learning to enrich decision‐making processes. In urban development, Big Data assumes diverse roles, particularly in urban planning, resource management, and traffic optimization, providing valuable, data‐driven insights to decisionmakers. Simultaneously, DT technology contributes significantly to modeling urban environments, enabling real‐time simulations, and strengthening decision support systems. However, challenges persist, notably in data security and model precision. Addressing these challenges necessitates concerted efforts to enhance data privacy measures and refine the cognitive capabilities of DT models. This paper examines the intricate interplay between Big Data and DT technology in shaping the evolution of smart cities, offering insights into their roles, applications, and implementation challenges. Abstract:Big Data &Society, Volume 9, Issue 2, July-December 2022. This special theme brings together reflections and deliberations regarding the design, implementation, and development of data governance. By addressing "social data governance" as the keyword of the special theme, we aim to further the discussion on a contextual understanding of both the governing foundations and effects of data, dataism, and datafication in different societies. Such a discussion reminds us to pay particular attention to—and thus account for—the social dynamics that underpin and contextualize the design, operation, and promotion of quantified governing mechanisms in which information on social behaviors is collected, datafied, manipulated, and represented. Essentially, the social dynamics of data governance have existed for a long time and in many forms, ranging from credit bureaus' scrutiny, evaluation, and labeling of their customers to internet-enabled massive data collection and scoring systems used by governments, and to automated contact tracing techniques as a centerpiece of dataveillance and infection control amid the COVID-19 pandemic. Nevertheless, scholarly work from a wide range of disciplines like law, mathematics, and business and with diverse geographical foci has not yet been comparatively and reflectively articulated. Being rich and diverse, the special theme advances such a requisite understanding of the status and relevance of social dynamics of data governance mechanisms based on a wide range of empirical cases around the globe.
